Time frame of three months period for the baseline survey, analysis, policy formulation etc., appears to be too short for the nature of baseline survey and intensity of capturing validated data. Please examine and extend the date for completion of the entire work to eight months. An Action Plan defining milestones and progress from time to time will be helpful, not only for reporting to KBJNL but also for consultants to plan the activities and deployment of resources. The service tax rates will be as per the rates prevailing at that time. Time frame is as per the RFP and there is no change. As per clause the requirement needs to be assessed by the agency. However, the report is to be submitted in both hard and soft copy in Kannada and English. Please refer to clause 9.10(e) of section-3. It is the decision of the agency, keeping in mind the provision of minimum wages. It is the responsibility of the agency to design the required format. The same will be verified / examined by the monitoring consultant committee as in section-7, clause-7.9 of the bid document. Inclusion of an extra item in the Scope of work at clause in the bid document regarding co-ordination with the agency for base line socio economic survey work Time frame of four months period for policy formulation appears to be too short and atleast time gap of one month between survey work and R&R policy frame work. Page 23, 9.10 (1) it has been mentioned that key professionals required for the services shall consist of (1) Sr. Social Scientist, (2) Social Scientist, (3) Sr. Statistician, (4) Sr. Economist, (5) Sr. computer Analyst whereas in page 10, (II) & Page 23, 9.10 (2) it has been mentioned that consultant should deploy (i) Sr. Social Scientist, Sr. Economist and Computer Analyst. Please clarify. What would be the size of data collection for which supervision will be done and similarly, approximate number of households for which ground truthing would be carried out. interpretation of the results, and also to provide any data collected for the formulation of the R&R policy. Only local transportation (one vehicle) at Bagalkot Town will be provided. Same is now modified as Formulation of R&R policy frame work for implementation of Upper Krishna Project Stage-III. As per clause of section-2 of the bid document, only Doctorate in Social Science from a reputed University is considered. The following item is included in the scope of work at clause page No.47 of bid document: To co-ordinate with the agency fixed for Baseline Socio economic survey to understand the requirement for preparation of R&R policy framework. Time frame is increased to 5 months. Page 23, 9.10 (1) is modified as iii) key professionals required for the services shall consist of (1) Sr. Social Scientist, (2) Sr. Economist, (3) Sr. computer Analyst Where ever necessary, random sample check will be carried out by the department.

In addition to the above queries / clarification the following additional condition are incorporated in the bid document. 1. In section-1, letter of invitation 9.1 is included as below: If the rate(s) quoted by contractor for the work is below ninety percent of the estimated rates of the department then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted rate and 90% of the estimated rates. In case of contractor quoting rates above 125% of the estimated rates, then the amount over & above 125% will be withheld during the progress of work.
