5 5 PlanPlus User Manual Rural Development and Panchayat Raj Dept Introduction Document Overview This document is a detailed user guide to facilitate users of PlanPlus Software to refer and use the software for Grass Roots Level Planning across the State. This serves as a user manual for unfolding step by step procedures in preparation of plans. Attempts have been made to put forth all possible descriptions to use the software. This serves to meet the Central and State Governments objectives in deploying the application across the State in coming days. Revisions Table 1.1 Date Name Comments th March, 2012 First draft The PlanPlus Software is developed by Ministry of Panchayat Raj, GoI in association with NIC, New Delhi. Initially, meant for preparing plans of centrally sponsored Schemes especially the scheme of Backward Region Grant Fund. The Rural Development and Panchayat Raj Dept of GoK, has decided to introduce the Software across the State for preparation of plans of all State sponsored schemes also using the PlanPlus Software and to train the officials at grass route level to use the PlanPlus software. The Rural Development and Panchayat Raj Dept of GoK, vide its order No. RDP 23 Compu Cell 2011 Dated 22/12/2011 conducted the training for District and Block level officials of 4 Districts viz., Gulbarga, Bidar, Chitradurga and Raichur in respective District Training Institutes from to successfully in the first Phase. What it is? PlanPlus software is a tool for preparation of plans in decentralized manner It facilitates all the Panchayats to go through the Planning process, so that informed decisions can be taken by the Panchayats in preparing, vetting and approving the Plan The workflow starting from need assessment, identification of project, work, preparation of annual plans, approval by Technical Appraisal Committee and DPC is captured The PlanPlus software also provides a holistic view of how funds from different central and state sponsored schemes could be converged to carry out works approved in a Plan PlanPlus is web based software, the user need to type in the address bar of the browser to invoke the software.

6 6 PlanPlus User Manual Rural Development and Panchayat Raj Dept Objectives To incorporate needs and aspirations of the people while preparing the plans To strengthen and decentralize the planning process To achieve the development funds consumed by the Plans result in effective outcomes To gain convergence of funds and sectoral integration To integrate Planned outlay and the actual expenditure incurred. To start preparation of plans from urban and rural local governments To recognize the potential of Information and Communication to de-mystify the planning process To simplify the whole planning process Work-Flow in PlanPlus Software The work flow in PlanPlus is based on the roles assigned to the users. Here users are none other than the officials who are involved in preparation of plans. In the current scenario, prior to use of PlanPlus software, plans are created at multiple levels of Rural Local Bodies (RLBs) and Urban Local Bodies (ULBs). These RLBs and ULBs are called as planning units and officials involved in the planning process of planning units are considered as users in the PlanPlus Software. The roles such as Work Definer, Planner, Fund Allocator, Technical Approval Group and DPC are available in the software to be assigned to the users. In some cases depending on the delegation of powers assigned to the concerned officials respective roles are performed by them. Depending on the size of the planning unit and officials engaged in the planning activities roles are assigned by the System administrator. In a smaller planning unit, depending on the respective scheme requirements, users are decided to perform the roles. Example: In MGNREGA Scheme, PDO need to act as Work Definer, Planner and Fund Allocator. In some cases the depending upon the scheme, the user are located at different level and different officials are assigned with respective roles. However, the functions of the each role are described here under

7 7 PlanPlus User Manual Rural Development and Panchayat Raj Dept GRAM SABHA Gramsabha Citizen can directly access the Portal & provide suggestions on their Needs & Aspiration. Such suggestions can be pushed to the targeted RLB/ULB (Planning Unit). Citizen can also access the portal 24*7 to view various reports on Suggestions, Plans, Shelf of Works and Execution Level. WORK DEFINER PDO/case worker Designated official of the respective Planning Unit in his/her login picks up Suggestion made by the citizen, if no suggestions are found, Workdefiner can also identify the works or assign work to Project and place them before the Gram Sabhas or Competent Body for considering suggestions. Once approved, in the Gram Sabhas or the Competent Body, proceedings are uploaded to that effect. FUND ALLOCATOR Case worker/cpo Fund Allocator, once the planning unit has finalized the list of proposed activities, allocates funds from different schemes in his/her login as per estimations. PlanPlus enables intelligent convergence of funds from different schemes for a work and can forward the plan to Planner PLANNER PDO/case worker/tpo TAG Tech. Approval Group DPC DISTRICT PLAN After identifying the work/project, the file moves to the Planner in the respective Planning Unit for preparation of Annual Plan using his/her login credentials. Exercise of annual Plan involves, listing of all the works that are supposed to be taken up in the financial year, prioritizing these works and identifying various resources (Schemes) to fund these activities & then moves to Fund Allocator for allocation of funds. Technical Appraisal Group (TAG) scrutinizes the plan, gives their comment and could send back the plan to the Planning Unit for review or if all works are approved the plan is automatically routed to DPC. DPC could extend its comments on the plan and could approve/review/reject the works specified in the plan and could send it back to the planning unit for incorporating the DPC suggestion. This entire process is iterative and could go number of revisions till a plan is finally approved by DPC. Once DPC review all plans from Panchayats, District Plan is generated. PROCEEDING DOCUMENTS Proceedings document can be generated by PlanPlus, which could be used for releasing the funds to respective PRIs so that it could start execution of approved works.

13 13 PlanPlus User Manual Rural Development and Panchayat Raj Dept DPC Approval Stakeholders Government of India Government of Karnataka National Informatics Centre All GPs, TPs AND ZPs Grama Sabhas Few Terminologies User Group User Group corresponds to a group of individuals who have been assigned a common set of privileges e.g. Technical Appraisal User Group, Administrative Approval User Group, DPC User Group, Planning User Group etc. Multiple roles can be assigned to a single User Group allowing the User Group to perform multiple activities. For Example if the Planning User Group is assigned roles for Work Definer and Planner, the individuals belonging to this User Group will be able to Create Work, Create Project and Create Annual Plan. User Group is a means of organizing users and can consist of multiple user types. BRGF: Backward Regions Grant Fund

14 14 PlanPlus User Manual Rural Development and Panchayat Raj Dept DPC: District Planning Committee TAG: Technical Appraisal Group SOR: Schedule of Rates MoPR: Acronym for Ministry of Panchayati Raj NIC: NATIONAL INFORMATICS CENTRE Plan Unit: The unit responsible for defining the work and carrying out the planning exercises. The Plan Unit could be a RLB/ULB/Line Department. RLB: Rural Local Body Includes District Panchayats (DP) or Zilla Parishads (ZP), Block Panchayat (BP) or Intermediate Panchayat (IP) and Village Panchayat (VP) or Gram Panchayat (GP). In states where Part IX of the Constitution does not apply, RLBs would include traditional councils. ULB: Urban Local Body Includes Corporations, Municipalities, Town Areas and Notified Area Councils
