1 THE REPUBLIC OF UGANDA HEALTH SERVICE COMMISSION VACANCIES 1 HSC EXT ADVERT NO. 2/2015 Applications are invited from suitably qualified Candidates to fill the vacant posts tenable at the Ministry of Health (MoH), Uganda Heart Institute (UHI) and Regional Referral Hospitals (RRHs). Applications should be filled in triplicate on PS Form 3 (Revised 2008) and submitted to the Secretary, Health Service Commission at Plot No.1 Pilkington Road, Workers House, 3 rd Floor (Northern Wing) or through P.O. Applicants should strictly adhere to the following requirements to avoid disqualification: 1. Complete all parts of the application form (PSF 3, Revised 2008) and submit three (3) copies. Each applicant should apply for only one (1) vacancy. Applicants who apply for more than one vacancy will be disqualified. 2. On each application form the following must be attached: a) Recent and original copies of the passport size photographs; b) Copies of the academic and professional certificates; c) Copies of letters of appointment, plus confirmation letters as it may apply; d) Copies of Registration Certificates and valid Practicing Licenses for Health Workers who are required by law to register with the relevant Professional Councils; and 3. It is emphasized that: i All application forms should bear the name of the Institution, title of the post and its reference number. ii Applicants must state clearly on the application forms their contact addresses and telephone numbers. iii Applicants who are Serving Officers must route their applications through their Heads of Department, who should be informed of the closing date to avoid delay. Head of Department refers to the Head of the respective Institution of the Applicant. iv Only shortlisted candidates will be contacted. v Shortlisted candidates shall be required to bring their original certificates unlaminated at the interview. Post: Director Health Services (Planning & Development) - 1 Vacancy Reference: HRM 72/173/01/HQ Salary Scale: U1SE Reports to: Director General Health Services Qualifications: MBChB Degree or its equivalent from a recognized University or Institution. Masters Degree in any of the following disciplines: Business Administration, Planning and Development, Health Planning, Health Economics, Public Administration and Management from a recognized University or Institution Experience: Must be in possession of at least fifteen (15) years working experience, three (3) of which must have been served at the level of Commissioner in Government or equivalent level in a reputable Institution. Responsibilities Provides overall leadership of the Directorate of Planning and policy Development. Leads in Health Sector Policy development. Leads in negotiations between Development Partners and Government in the Sector Wide Approach. Operationalizaton of Area Teams Strategy for improved support supervision by the Central Ministry of Health to Local Governments. Coordinates the preparation of the Medium Term Expenditure Framework and Budget Framework Papers. Development and operationalization the Public-Private Partnership. Post: Commissioner National Disease Control - 1 Vacancy Reference: HRM 72/173/01/HQ Scale: U1SE Reports to: Director Clinical and Community Health Services Qualifications: Should have MBChB from a recognized University or Institution. Should have a Master s Degree in Public Health or Epidemiology or other Public Health related field. 2

3 Experience: Requirements: Should have at least twelve (12) years of working experience at the national level in health related field, three (3) of which must have been served at Assistant Commissioner or equivalent level in a reputable organization. Should have strong Management, communication and interpersonal skills. Head and provide technical leadership to the Department. Oversee the development of policy and standards relating to Communicable Disease Control. Maintain a continuous working dialogue with the District Health Officers and Directors of Regional Referral Hospitals and Private Hospitals. Oversee the production of Departmental work plans. Monitor and report on the performance of the Department. Supervise and ensure all staff in the Department are appraised. Provide Support Supervision to all Departmental Staff. Establish and coordinate a functional system for surveillance of diseases, emergencies and disasters. 3. Post: Commissioner Community Health - 1 Vacancy Reference: HRM 72/173/01/HQ Salary Scale: U1SE Reports to: Director, Clinical and Community Health Services Qualifications: Must have MBChB, or BDS, or B.Sc.Nursing from a recognized University or Institution. Must have a Masters in Public Health, Community Medicine or equivalent from a recognized University or Institution. Experience: Should have a thorough knowledge of Health services Management and Control, policy and/or strategy implementation gained from at least twelve (12) years working experience, three (3) of which must have been served at the level of Assistant Commissioner or equivalent in a reputable health related organization. Requirements: Should have strong management, communication and interpersonal skills. Oversee the development of policy and standards relating to Community Health. Coordinate delivery of technical support to Community Health to Districts and Referral Hospitals. Maintain a continuous working dialogue with the District Health Officers to ensure that services provided by the Department meet their needs. Coordinate and maintain a system for management of endemic and epidemic emergencies, and disasters. Oversee compilation and implementation of Departmental work plans and budget. Monitor and report on the performance of the Department. Regularly assess the performance of all division/section heads as part of the Result Oriented Management (ROM) programme. 4 Salary Scale: Reports to: U1E Commissioner, Clinical Services Qualifications: Must have a Bachelors Degree in Civil Engineering from a recognized University or Institution. Must have at least a Post Graduate diploma or Masters Degree in any of the following: Architecture or Civil or Quantity Surveying, or Project Planning and Management. Must be registered with Uganda Engineers Registration Board (ERB). Experience: Should have at least nine (9) years working experience in infrastructure Management, three (3) of which must have been served at the level of Principal Engineer in Government or equivalent level from a reputable organization. Requirements: Should have strong management, communication and interpersonal skills. Develop policy related Health infrastructure within the context of the Ministry s overall policy. Develop standards and guidelines related to infrastructure. Provide technical support related to Health Infrastructure to the Districts, and Referral NGOs and Private Hospitals. Produce work plans for the Division. Ensure quality assurance programme for Health Infrastructure. Monitor the performance of the Division. Supervision and assessment of performance of all Divisional Staff. 5. Post: Assistant Commissioner Pharmaceutical Services 1 Vacancy Reference: HRM 72/173/01/HQ Salary Scale: U1E Reports to: Commissioner Clinical Services Qualifications: Must have a Bachelor of Pharmacy from a recognized University or Institution. Must have a post graduate Diploma or Masters Degree in Pharmaceutical Management or Logistics and Supply Chain/Logistics Management from a recognized Institution. Experience: Requirements: Should have at least nine (9) nine years working experience in pharmaceutical management three (3) of which must have been served at the level of Principal Pharmacist or equivalent, in a reputable organization. Should have a thorough knowledge of Pharmaceutical Services Management. Should have strong management, communication and interpersonal skills. Develop health policy related to Pharmaceutical Services. Develop standards for Pharmaceutical Services Management. Develop Pharmaceutical Services guidelines and manuals. Maintain a national function system of Pharmaceutical services. Support the development of division and District work plans. Post: Consultant (Obstetrics & Gynaecology) 1 Vacancy Reference: HRM 72/173/07/01/HQ Salary Scale: U1SE Reports to: Senior Consultant (Obstetrics & Gynaecology) Qualifications: MBChB degree or its equivalent from a recognized University/Institution. Master of Medicine degree in Obstetrics & Gynaecology or its equivalent from a recognized University or Institution. Experience: Applicant should have a working experience of not less than six (6) years at specialist level, three (3) of which must have been served at the level of Medical Officer Special Grade or its Requirements: equivalent. Proven record of Research and Publications will be an added advantage. Demonstrable qualities of leadership and integrity. Assists the Senior Consultant in ensuring efficient and effective management of services in his/her area of specialty, at the Regional Referral Hospital and its catchment area. Treats and manages medical conditions and perform specialist clinical procedures in his/her area of specialty Supervises and mentors Medical Officers Special Grade, Medical Officers and other Health Professionals under him/her. Plans and coordinates training programmes of all Health Professionals under him/her. Trains and supervises Intern Doctors Plans and coordinates CPD in his/her specialization for Health Workers at the Regional Referral Hospital and its catchment area. Plans, coordinates and conducts operational research in his/her area of specialization Provides technical and professional advice in his/her area of specialization to Government. Conducts national outreach services. Advises on the procurement of equipment, drugs and other logistics required for efficient and effective delivery of services in his/her area of specialization. Post: Principal Laboratory Technologist - 1 Vacancy Reference: HRM 72/173/01/HQ Salary Scale: U3 Reports to: Hospital Director Qualifications: Must have a University Diploma in Medical Laboratory Technology from a recognized Institution. Must have a Diploma in Health Services Management or any General Management field from a recognized Institution. A Bachelors Degree in Medical Laboratory Science from a recognized University will be an added advantage. Experience: Working experience of at least six (6) years, three (3) of which must have been served at the level of Senior Laboratory Technologist level 5

6 Requirements: in Government or equivalent level from a reputable Organization. Should have management, counseling, communication and interpersonal skills. Works as immediate technical in-charge of Laboratory services. Formulates and implements research programmes. Trouble shoots and interprets all laboratory procedures. Develops standard operating procedures. Participates in the investigations of epidemic disease outbreaks and reports to the Head of Division. Coordinates, supervises and institutes quality control measures in the Laboratory. Institutes safety measures against hazards and ensures safe disposal of laboratory waste. Participates in planning and budgeting for Laboratory Unit. Manages and accounts for the allocated resources. Initiates and ensures that staff conduct research and develop appropriate technologies. Experience: A minimum of three years working experience as a Medical Officer. Good communication and interpersonal skills Requirements: Treats and properly manages patients. Participates in planning and budgeting for the resources allocated to the Department. Participates in ensuring availability of essential drugs, vaccines, equipment and other supplies in the Hospital. Participates in community outreach programmes for the catchment area of the Hospital. Provides support supervision to Health Centres within the catchment area of the Hospital. Should have a Diploma in Nursing Administration or its equivalent Management qualification from a recognized Institution. A BSc. Degree in Nursing will be an added advantage. Must have a Diploma in Health Service Management or any other Diploma in a Management related field. An Honours Degree in Radiography will be an added advantage.
