1 THE REPUBLIC OF UGANDA DRAFT ADVERTISEMENT UGANDA HEALTH SYTEMS STRENGTHENING PROJECT MINISTRY OF HEALTH SHOLARHIPS FOR HEALTH WORKERS TARGETTING THOSE EMPLOYED IN GOVERNMENT HEALTH FACILITIES AND PRIVATE NOT FOR PROFIT HEALTH INSTITUTIONS (PNFP) FOR THE ACADEMIC YEAR 2013/14 1. Government of Uganda received a credit from the International Development Association (IDA) towards the cost of implementing the Uganda Health Systems Strengthening Project, implemented by the Ministry of Health (MoH). Part of the proceeds of this credit has been applied to finance a scholarship scheme targeting 1,479 health workers as follows: a. 594 training of health workers in hard to reach and underserved areas; b. 835 cadres of health workers in short supply (Priority Courses); c. 50 (25 scholarships in M.Sc Hospital Management & 25 Advanced Diploma in Health Service Management) professional management courses for Health Facility Managers, and 2. Hand written applications are now invited from eligible applicants who meet the criteria spelt out for each category of scholarship. Applicants must be willing to return to their places of work upon completion of their courses where they will improve the quality of service delivery. Eligible applicants who will qualify for the scholarship and are not employed will be absorbed in both Public and PNFP health facilities. All applicants must not be beneficiaries of any scholarship. 3. Continuing students employed in the Health Facilities who are remaining with more than one full academic year to complete their courses may be considered for the scholarships, but must satisfy the criteria. 4. Applicants must apply for only one course of study for which they will be considered. ONLY hand written applications delivered in person by the applicants will be accepted. At the delivery of the application, the applicant will be required to enter his/her name in the register and receive a serial number for future reference. Those who will be found to have applied for more than one application shall be disqualified. 5. The UHSSP scholarships for the academic year 2013/14 will cater for: a. Tuition fees - payable to training institution per semester. 1

2 b. Functional fees - payable to the training institution once in an academic year and will cover: (a) registration fee; (b) examination fee ; (c) library fees; (d) development fee; (e) Technology fee; (f) university identity card; (g) rules and caution; and (h) academic gown. c. One - off stipend which will be paid directly to verified students bank accounts towards research, scholastic materials and other expenses. The approved rates payable to the various categories of students pursuing the different courses will be in the range of: (a) Masters courses 2,000,000/=; Bachelors courses 1,500,000/=; and Diploma courses 700,000/= as the case may be relevant to your year of study. d. Beneficiaries of the scholarship who will be sponsored for certificate courses will only be paid tuition and functional fees. 6. During the FY 2013/14, the following categories of Scholarships will be offered: a. 835 scholarships for cadres of health workers in short supply/priority disciplines These scholarships target health workers pursuing critical courses in short supply. 4 b. 594 Scholarships for hard to reach/underserved districts These scholarships target health workers in the areas defined by the Ministry of Public Service and the Health Sector as hard to reach/underserved. Eligible applicants must be working and or staying in the areas represented in Table 2. The target numbers and cadres to be trained are listed in Table 3. 6 c. 50 Scholarships for full-time study tenable at Uganda Martyrs University (UMU)-Nkozi In continuing with the Government s commitment to professionalizing management of hospitals and health centres 50 Health Facility Managers or those holding related positions or aspiring to be lead the facilities will be supported to undertake one year professional management courses at UMU-Nkozi in the FY 2013/14. The courses to which applicants will be considered are represented in Table 4. Basic Requirements Ugandan nationals who intend to apply for the scholarships must meet the basic criteria below. In addition, they will be required to satisfy the specific category scholarship requirements spelt out at 6.2b below. All applicants must attach to their application letters photocopies of the following documents: Letters of appointment to a Public or PNFP Health Facility and having served for a period not less than 2 years; Contract appointment letters issued by a recognised employing Government Authority with a deployment / posing instruction to a public health facility at Central or district local government or PNFP; Letter of confirmation in the service of the PNFP or Public Health Facility or evidence having served a minimum of two years in the sector; Government pay slip issued by the MoH, Departments, Agencies, District Local Government, Regional Referral Hospital or evidence of having worked with a PNFP Health Facility in Uganda in an up-country setting and receiving a salary; Letter indicating that the applicant has no other scholarship, Government or PNFP at the time of application; and Female candidates are encouraged to apply. a. Specific requirements i. Scholarships for Hard to Reach Areas/ Underserved Districts and Priority courses Applicants who meet the general criteria spelt out at 7 (a) and are below 45 years old are eligible to apply for this scholarship. Applicants must attach a letter of admission to the approved course. All courses sponsored under this scheme shall not exceed three years and must be offered by recognised training institution accredited by the National Council for Higher Education in Uganda. b. Guidelines for applicants to UMU-Nkozi 6

Scholarships for full-time study tenable at Uganda Martyrs University (UMU) Eligible Ugandans who meet the basic criteria above and are below 45 years of age must in addition: Possess the prerequisite academic qualifications required to undertake a course under the scheme i.e. Minimum of a Diploma for those interested to pursue the Advanced Diploma in Health Service Management and a relevant Bachelors Degree for those interested to pursue the MSc Hospital Management. Have held a management position at any level of the health system in a Public Health Facility in a substantive or acting capacity status with an appropriate appointment letter or instruction to the effect; Be ready to start studying by 20th August 2013 provided they pass an entry examination conducted by UMU, Nkozi University. ii. Application process for courses at UMU Nkozi Qualifying applicants are required to apply for the courses directly at the UMU, Nkozi and are advised to obtain application forms from the UMU Office at Uganda Catholic Social Training Centre (Rubaga), Main Campus at Nkozi, Masaka Office located at Social Centre Bwala, Mbale Office located at St. Augustine Social Centre, or download the forms from the University website and pay U Shs. 20,000/= application fee and Shs. 50,000/= for the entry exam directly to the University. All eligible applicants are required to prepare for an entry exam that will be conducted at Uganda Martyrs University, Nkozi campus on 13th July 2013 starting at 9.00am. The candidates who pass the entry exam will be forwarded to the MoH which will take the final decision on whom to offer a scholarship in line with the Ministry s policy. The last day of receiving applications at UMU Nkozi is 30th April The University respects a few exceptions of applicants who will call earlier requesting to come with the application forms on the date of the entry exam. Box 5498, Kampala. A copy of the application should have been delivered in person to the MoH registry by the time of sitting for the examinations. 8. Submission of Scholarship application letters for all other remaining schemes i. Only applicants that meet the general and specific criteria shall be required to submit hand written application letters to: The Permanent Secretary, Ministry of Health P.O.Box 7272 KAMPALA ii. Only handwritten applications submitted and registered at the Central Registry of MoH at Lourdel Road shall be considered. Application letters from any other sources including s shall NOT be accepted. 7

All application letters must indicate the scheme applied for, the course and its duration, breakdown of the fees required per academic year up to July Applications that will be found to have missed out this information shall NOT be regarded to have met the criteria. Applicants can only apply for one scheme. Those who do not meet both the basic criteria and respective criterion for the specific scholarship schemes will not be considered. v. The closing date for receiving applications for these scholarship schemes is 2 nd July 2013 at 5:00p.m. The Ministry of Health reserves the right to vary the number of applicants per course based on the resources available. 8
