4 INFORMATION This booklet of the familly history and genealogy of the Palmer family is compiled for my friends in Manito, Havana -IL, Scappoose and Portland-OR. Research of the family started in 1996 after a visit to Clarence L. Palmer in Manito-IL who married my ex sister in law Ardith L. Smit. Clarence introduced me to many Palmers and their relatives and friends in Manito. The Palmers and their friends DeSutter told me that they were of Dutch origin. Clarence grandfather was born in Isendieka -IJzendijke- Netherlands. The Palmer families in the Manito-area Ilinois are descendants from Belgian forefathers and one of their desendants, Leonardus from Biervliet- Zeeland in the Netherlands, immigrate in the year His family name was -van Pamelen-, arrived with wife and three sons at Castle Garden, New York State, November The American immigration officer wrote his name down as: Leo Van Palmer. I started my research in the archives of the City Council of Oostburg in 1996, and found only 2 of the 3 sons. The missing one was Engelbertus (D.10.1.) who was not even mentioned in the Dutch book: 'Emigrants to America '. Found him by a de Zutter desent, Fons De Milliano's spouse in Terneuzen. By him I got in contact with Herman Hamelijnck from IJzendijke, a relative of Leonardus's spouse Hendrika, he also had most of the van Pamelen families in his parentage of the Hamelijnck's. The Palmer's in Manito-L did'nt know anything of the were about of Petrus, till I got an in 2003 from Marilyn J. Huffman-Palmer from Scappoose-OR, who found 'van Pamelen' on my website: timsview.nl. She provided me with all relatives of her greatgrandfather Petrus Palmer (D.10.6.). Roger van Pamelen from Breskens is the one who completed the descendants of 'Dutch' son Venantius. The book "It's good to remember", Volume-I of the 'Manito Historical Society' is a book with family stories written by desendants up to the year Volume-II is issued in In Volume-I are complete stories of the Palmer's and the DeSutter's which I used to complete the genealogy of the 'van Pamelen' family, compiled with Dutch information which I found in several archives. Harold Palmer from Havana-IL at last, provided me with the parentage of his grandfather August Palmer. CIVIL REGISTRATION The United States Census is a decennial census mandated by the United States Constitution. The population is enumerated every 10 years and the results are used to allocate Congressional seats, congressional apportionment, electoral votes, and government program funding. Decennial U.S. Census figures are based on actual counts of persons dwelling in U.S. residential structures. They include citizens, non-citizen legal residents, non-citizen long-term visitors and illegal immigrants. The Census Bureau bases its decision about whom to count on the concept of usual residence. Usual residence, a principle established by the Census Act of 1790, is defined as the place a person lives and sleeps most of the time. For the first six censuses ( ), enumerators recorded only the names of the heads of household and a general demographic accounting of the remaining members of the household. Beginning in 1850, all members of the household were named on the census. The census enumerators were typically from the village or neighborhood and often knew the residents. The first cencus was taken on August 2,1790. The 1850 census was a landmark year in American census-taking. It was the first year in which the census bureau attempted to record every member of every household, including women, children and slaves. In Europe, Napoleon, as the emperor of France, maybe, heard of this actual US-counts of inhabitants and launched his plan in Registration of baptising, marriages and funerals in Belgium and Zeeland before 1796, was done by Roman Catholic priests and written in Latin. After the annexation of the Southern Netherlands -Zeeland-, by the French Empire, the french law including the Code Civil --the French Civil Code-- came into force on January 1,1811. Part from the Code Civil was the Etat Civil, the civil registration. Between September 22,1798 and September 23,1800 (year VII and VIII of the Batavian Republican calender in Flanders) the marriage contract took place in the capital of the cantons. The marriages were done by the president of the 'municipalité de canton' who wrote the marriage in separate registers. This period is known as municipal administration. In Zeelandic Flanders there were five cantons, named Axel, Hulst, IJzendijke Oostburg and Sluis. The marriage registers of this period are missing in the individual council's cival registration registers. Some village councils kept registers with copies of this marriage licenses, only from village citizens. Some areas in the Netherlands started earlier with civil registration. In the Southern province of Zeeland these were Zeelandic-Flanders (Zeeuws Vlaanderen) and Vlissingen, which were annexated in 1796 and 1808 by the French. The civil servant, who became the specialised official was appointed in every municipality with registration of the births, marriages and deceased inhabitants. Most of them could not read and write so this servant wrote the names down as they were spoken in french. Who was a born van Pamelen was registrated as Vanpamel or Van Paemel, Franciscus as Francois or Francies, Petrus as Petri, Jacobus as Jacques or Jacobi. All certificates were written in the french language untill 1806 and who married after, as Francois Van Paemel became Franciscus Vanpamel or van Pamelen, Laureyns as Laurentius, Jacques and Jacobi as Jacobus. Official registration in the whole Kingdom of The Netherlands began in The Republican calender was introduced by the french in First day of the year was September 22,1792 on the french calender: day one of Vendémiaire, first year of the French Republic. A Republican year had 12 month of 30 days. All certificates got the dates according to the Republican calender, f.i. the fifthteens day (5 April) of the month Germinal (March-April) of the twelfth year (1804) of the French Republic. Civil Register of Certificates (22 June 4th year - 21 July, 14th and last year of the Republican calender, were written in the french language. End of annexation by the France Empire came in The United States Federal Census gave a lot of information of the Palmer families in the USA. Also source citations, such as marriage and death indexes, passenger lists, civilian draft registrations, naturalisation records, Civil Registration Netherlands and Belgium and many websites of digitilised records were searched for over 15 years to make this booklet as it is today. I, and persons mentioned, took the opportunity to dig up the past, to ensure your children know their ancestors. With thanks to all persons whom were involved.

7 2 The Low Land - Belgica Latin: Belgica, synonymous for Netherland - Low Land. 52 BC: The southern region was the Roman Province Gallia Belgica, the northern regio was in the Province Germania. The border between the two regions was the river Rhine to 1482: Burgundian Netherlands. The area comprised large parts of present-day and the, as well as, parts of northern France. Justus Lipsius ( ) described the Bourgondian Duke Philippe le Bon as the "Conditor BELGII" (Creator of the Netherlands). By inheritances, purchases and influence, he United almost the whole future area of the Netherlands (Belgica) to 1581: Habsburg Netherlands, devided in seventeen provinces. 1581: The southern regio were reconquered by the Spanish and ruled by Philip, Duke of Parma. Including the County Flanders and Walloon Flanders. From 1713 it became Austrian Netherlands (Belgica Regia) under the Habsburg crown, in 1795 anexed by France. 1648: The northern regio of Habsburg Netherlands formed the Federal Republic Holland (Dutch Republic of the Seven Provinces - Belgica Foederata), lead by the provinces Holland and Zeeland. 1815: Both regions formed The United Kingdom of the Netherlands, lead by the House of Orange-Nassau. 1839: Dutch King Willem I agreed to an independent Belgium. ----> Read further "History of the Low Countries", below. The region was named in Latin: Belgica, and was the Roman province Gallia Belgica, which covered more or less the same area as the present Benelux Countries. From the end of the Middle Ages until the 17th century, it was a prosperous centre of commerce and culture. Belgium seceded from the Netherlands in 1830, so we could say: All born Pamelens - before 1830, are born in the low land Netherlands. By the Roman Empire known as the province Belgica, Latin word for Netherland (low land). 2011: Greater -Netherland, is the political movement to unite all Dutch-speaking people into a single state. Then known as Dietsland. History of the Low Countries The Eighty Years' War ( ) divided the Low Countries into the northern United Provinces, the Republic of the Seven United Provinces of the Netherlands (the "Federated Netherlands") and the Southern Netherlands (Belgium). The latter were ruled successively by the Spanish and the Austrian Habsburgs and comprised most of modern Belgium. This was the theatre of most Franco-Spanish and Franco-Austrian wars during the 17th and 18th centuries. Before the French Revolutionary Wars, Southern Netherlands (Belgium) had been known since 1714 as Austrian Netherlands when Austria took possession of the Spanish Netherlands. Nominally ruled by the Hapsburg monarchy from Vienna. It enjoyed considerable autonomy until 1789, when the Austrian emperor attempted to centralize and consolidate his authority in the region. Upset with the loss of autonomy, and influenced by the events in neighboring France, the Belgians revolted and in 1790 declared their independence as the United States of Belgium. The Austrians quickly regained control, but soon found themselves at war with the revolutionary regime in France. Following the campaigns of 1794 in the French Revolutionary Wars, the Low Countries -including territories that were never nominally under Habsburg rule, were annexed by the French First Republic, ending Austrian rule in the region. During the 18th century, the northern Netherlands experienced a long period of decline and the country was embroiled in several wars, mostly involving England and France, as the nations fought for supremacy at sea. Gradually, the Netherlands declined in importance, as the economic and colonial power of England and France grew. The French army was ready to march into the Netherlands in 1794 but the end of the republic came in 1795 when Dutch rebels, unhappy with their leader William V, formed the Batavian (Dutch) Republic with the help of revolutionary French. The French had forbidden the puppet Dutch ("Batavian") Republic to trade with Britain, and the Dutch economy had suffered greatly. In reality, the Netherlands became a French protectorate. An Anglo - Russian force of 32,000 men landed in Den Helder a town in North Holland on August 27,1799, captured the Dutch fleet on August 30 and the city of Alkmaar on October 3. Following a series of smaller battles at Bergen on September 19 and other towns, they faced the French and Dutch armies in the dunes of Castricum on October 6. The 'Battle of Castricum' saw a France-Dutch force defeat an Anglo-Russian force near Castricum. The battle was fought during the War of the Second Coalition against Revolutionary French between French- Dutch forces and BritishRussian forces. The town of Castricum passed from British-Russian to Batavian-French hands several times until the former finally fled. This was one of the bloodiest wars on Dutch soil. After a chaotic retreat the parties signed the Convention of Alkmaar on October 10,1799. There is still a house in Castricum which shows a cannonball which striked into the outer wall on Sunday October 6,1799. Napoleon became the emperor of France in 1806 and with the rise of Napoleon, french rule over Belgium became more constructive, including the revitalization of industry and --with the opening of the Schelde, seaway through Zeelandic Flanders -- the partial recovery of Antwerp. Napoleon declared his brother Louis Bonaparte, King of the Netherlands. Louis abdicated in 1810 and the great Allied powers decreed that Belgium would become a part of the Kingdom of the Netherlands, ruled by the first king of the Kingdom, King Willem I, known as Willem VI of the intensely Calvinist Orange family that had ruled as Stadtholder in the Dutch Republic. It was supposed to be a joint kingdom, with dual capitals in The Hague and Brussels. King Willem, however, became increasingly authoritarian and was insensitive to his Belgian subjects. His declaration of Dutch as the sole official language upset the french-speaking Walloons, and his attempts to impose the teaching of Calvinist doctrine in the schools offended both French and Dutch-speaking Catholics. The reunification of the Low Countries as the United Kingdom of the Netherlands occurred at the dissolution of the First French Empire in The 1830 Belgian Revolution led to the establishment of a Catholic and bourgeois, officially french-speaking and neutral, independent Belgium under a provisional government and a national congress. Following a usage which can be traced back to the Burgundian and Habsburgian courts in the 19th century it was necessary to speak french to belong to the governing upper class, and those who could only speak Dutch were effectively second-class citizens. Late that century, and continuing into the 20th century, Flemish movements evolved to counter this situation. While the Walloons and most Brusselers adopted french as their first language the Flemings refused to do so and succeeded progressively in imposing Dutch as Flander's official language. Many flemish people still speak dialects of Dutch in their local environment. It was a barrier against the France occupation in the South. After the Imperial French Army was defeated by combined armies of the Anglo -Allied army at Waterloo in present Belgium, June 1815, Belgiums borders with France were settled in 1830, and in 1839 Dutch King Willem I agreed to an independent Belgium, including West - and East Flanders. Zeelandic-Flanders became part of the Dutch Province Zeeland. Many flemish farmers from West Flanders moved closer to Zeeland, affraid of the french influence in the South. These people were all farm-hands and during the winter there was no work and no pay. For living in this time, they had to save money during the summer. Most of the fieldworkers who immigrate in America came from those areas. One of the reasons for emigration was principally the fail of the harvest in 1845 en In July 1845 an illness broke out in the potatoes (phytoftora infestans) and in 1846 of the rye. More then one third of the flemish people were poor and lived on the edge of poverty for years. If somebody got ill, there was no money to pay a doctor or medicines. There were family s where many children died and in other families a few. Life was hard in those days and it was a naturaly selection. The potato famine lasted till 1854.

8 3 PALMER -van Pamelen- Family History Based on stories written by Palmer immigrants, compiled with Dutch info by author. Leonardus van Pamelen (D.10.) and his spouse Hendrika Hamelijnck lived in the village of Biervliet, the Netherlands, in the province of Zeeland, Netherlands. The two oldest sons, Engelbertus (D.10.1.) and Venantius (D.10.4.) are born there, two children died in infancy. Most flemish families in that time were pour, not strong and were hungry, course the potato-famine in Flanders from 1845 till The family moved to the village of IJzendijke (Isendieka) February 11,1854, 7 children were born there, 3 of them died infancy and 2 at the age of 1-4 year. The family moved to the city of Schoondijke, May 15,1872, with the two oldest sons and the still living Petrus (D.10.6.) and Augustus (D ). Leonardus and his oldest two sons worked in summertime on different farms. The family moved again, January 29,1873 to Aardenburg and Venantius left the family April 13,1873 to work in Zuidzande where Petrus joined him for a period of time. The Palmers with the 2 youngest sons moved in May 1874 to the village of Oostburg and May 1,1875 to Schoondijke. Son Venantius worked on a farm in Waterlandkerkje from May 1879 till November 1879 and left the family after wintertime again on May 30,1881 to work on a farm in St.Kruis where he met his bride to be. He married her in April 1883 and made their home in the city of Schoondijke. Son Venantius worked and lived all his life with his family in Schoondijke and the last 4 years of his life at his daughter Leonie Sophia's (D ) place in Oostburg, were he died in Leonardus, Hendrika and three sons emigrate to America in November 1883, at that time young Augustus was at the age of 14. The Leonardus Palmer family worked and saved for almost 15 months in New York State and purchased tickets to Illinois early They ended up on a fourty-acre track of untilled land west of Manito-IL known as the Robert Morris place. Engelbertus had returned to Holland for his bride to be and married Nathalia de Zutter in May 1885, they made their home in Aardenburg and emigrate October 1888 to Manito-IL to join his parents and brothers. Leonardus died in 1896 and his three sons continued the farmwork. Nathalia Palmer's brothers Louis and August de Zutter came over by invitation of Engle Palmer and start to work for him to pay him back. Those DeSutter brothers paid for the tickets for their parents and younger brother Chris to come over in May By that time Engelbertus (Engle Bert) Palmer had purchased his own farm implements in 1904 and began farming for themselfs at the old Ben Schenck farm on Timberlane Terrace, Mason County IL. August Palmer married in 1894 and he settled on a farm in the Topeka-IL area. Petrus Palmer, who married in 1891 in Manito-IL, 3rd son of Leonardus and Hendrika van Pamelen, left the Palmer farm in ~1908 for Brown County -SD. His descendants are now living in South Dakota and Oregon. Engelbertus died in January 1921 and son Francis took over the farm, he started raising cattle on the Palmer family farm and delivering milk to Manito residents. After a couple of years working for the Palmers, August DeSutter got a job at the Wiedmar Chemical Company and Louis returned to Holland to marry. He joined August working for the dirt company after he returned from Holland in During the years, both brothers DeSutter purchased a lot of land in Tazewell and Mason County-IL and start farming on their own farm in 1921 at Rural Route, Manito Mason County, and Spring Lake Township Tazewell County - Illinois. Engle Palmer's son Francis and grandson Engle Bert had a grocery store on Market St. in Manito-IL and Chris J. DeSutter took an active part in Manito's growth and development. Immigrants from the Flemish Region Immigrants came mostly from the southern province of Zeeland in the Netherlands and from West Flanders in Belgium (former Southern Netherlands). The big rush started in 1845, the year of the potatoe famine. It was the greatest movement of people in history. Between 1820 and ,076,000 people came to the USA as immigrant. Till 1891 they arrived at Castle Garden-New York and from 1892 on Ellis Island. Between 1845 and 1930, 250,000 flemish people immigrated into the USA. A top was the year 1882, accepted where 9,519 Dutch people. From West Flanders and Zeeland thousands left through Antwerp on sailships and they travelled steerage. Was married to Catharina van Nieuwenhuijse, born in Ruiselede -Southern Netherlands November 29,1655 died in Ruiselede on October 4, daughters and 4 sons, one of them was: A.5.: Laurentius Van Paemel(en). See B. B. Laurentius (Laureyns) van Paemel Born in Ruiselede(B) on March 9,1683 died in Ruiselede(B) on August 12,1757. He married in Ruiselede(B) on February 14,1703 to (1) Joanna van de Weghe, born in the year 1678, died in Ruiselede on April 14,1703. Laureyns remarried in Ruiselede on March 5, 1707 to (2) Livina Huijsman, born in the year 1684, died in Ruiselede on April 17,1720. The older children went to school or to their grandparents. Four boys were born in Biervliet, two of them died at young age. With the two sons left, the family moved February 11,1854 to IJzendijke (Isendieka), 9 children were born there, 5 daughters and 3 sons died infancy or at young age. The family moved May 15,1872 to Schoondijke with the four still living sons. Hendrika On January 29,1873 they moved to Aardenburg and in May 1874 to Oostburg. Finally they ended up again in Schoondijke on May 1,1875, lived there for eight years before they decided to go to America. Leonardus and Hendrika emigrate in November 1883 on the SS Amsterdam I to New York with their three sons Engelbertus (D.10.1.), Petrus Bernardus (D.10.6.) and 14 year old Augustus Franciscus (D ). They did not go to the Village Council of Schoondijke to registrate their emigration, but took the first cheap fare from Amsterdam-Port they could get. They travelled steerage and after a long voyage they arrived at Castle Garden Island on November 22,1883. After they worked and saved 15 months in New York State, Leonardus, Hendrika and two of their sons travelled to Manito-IL February 1885 and start to built a home on a fourty-acre track of untilled land west of Manito --then known as the Robert Morris place--. They worked hard to clean and prepare the land for cultivation and where soon blended into the social and business life of the Manito community. Oldest son Engelbertus returned from New York back to Aardenburg for his bride to be, arriving March The Leonardus family was missing by the Village Council from November 1883 till the day of May 7,1885 oldest son Engelbertus married Nathalia de Zutter. His marriage was the reason they missed the family as residents of Schoondijke since they sailed off for America. Engelbertus's family joined the Palmers in Manito-IL November Leonardus youngest son Augustus married in 1892 and start farming on a small farm in Topeka-IL. Petrus married in 1891 and continued farming on the Palmer farm after Leonardus passed away and moved with his family in 1908 to Westport, Brown County -SD. Leonardus let a brother (D.11.) and his second son Venantius (D.10.4.) behind, they found their way in Zeeland. Two of his brothers, Petrus (D.10.6.) and Augustus (D ) went with them and his father Leonardus took the first boat he good get and departed from Amsterdam on November 13,1883. After they worked and saved in New York State, the family moved to Illinois early 1885 and settled down in Manito-IL. Engelbertus returned from New York back to Schoondijke and found shelter at his brother Venantius (D.10.4.) place, March He married in Aardenburg on May 7,1885 Nathalia de Zutter, born July 10,1852 in Eede, daughter of Franciscus Ludovicus de Zutter and Maria Theresia de Weerd. Their 7 months old son Augustinus (D ) got sick after a long boattrip and there was only money for one to travel to Manito-IL. Nathalia started a long journey to his family in Manito-IL. Mrs. Rebecca Rodgers of the Manito Hotel saw the young mother with her sick baby and offered shelter until her husband's mother Hendrika Palmer could come over for her. A day after arrival her son died. Engelbertus worked and saved money in New York for almost two months to buy his ticket to Manito -IL and joined his wife early Both took out their final documentation of citizenship and became a loyal and faithful citizen of the United States on November 2,1896. Engelbertus purchased his own farm implements in 1904 and began farming for themselfs on the old Ben Schenck farm then owned by William Hodkinson in an area developed by Gnile Talbott now Timberlane Terrace, Mason County-IL. After his death his son Francis took over the farmwork and the family lived there till Engle paid for the tickets for Nathalia's brother Augustus's sons Ludovicus and Augustinus de Zutter to come over to America in a letter dated October 1st 1902, and he wrote: "Dearest Brother, Sister Ludovica, nephew Louis and August. If you want to come and be my hired man I will teach you the farm work. Good hands get $18 to 20 a month, I will give you $15. In a year you can be a good hired man. Before you come you must go to my brother Venantius and ask him the size of his wooden shoes and bring me two pair with flowers carved in them, also some cabbage seed, pure and clean, and a flask of wiskey. She was a daughter of Jasper N. Knoles and Harriet Fischer and widow of George F. Mitchell.. For several years they occupied a farm one mile west of Manito-IL and in the spring of 1920 they moved to the Frank Butt farm near Havana-IL. When Mrs. Palmer health began to fail in 1932, they moved to a smaller farm half a mile west of Havana-IL. Frank married January 14,1917 Louisa Katherine Jackson from Forest City-IL, born on September 29,1891, her grandfather was Josiah Jackson, a contractor in the Forest City area who build the first Village School in After his fathers death on January 26, 1921 Frank started raising cattle on the Palmer family farm (the old Ben Schenck farm then owned by William Hodkinson, see story at D.10.) and delivering milk to Manito residents. From the 6 cows doing duty, an average of 85 to 90 quartes of milk was delivered on Mrs.Louisa Palmers daily route. They took over the Meat Market from Lawrence Scarff in February 1930 and sold the familyfarm to live in the building of Clyde Hodkinson together with his grand -mother Nathalia Palmer-DeSutter. Frank and Louisa sold the Meat Market and started a grocery store and called it Palmers Market. In the summer of 1941 they purchased the building from Clyde Hodkinson. Frank served as Village Trustee for 10 years and became Mayor of Town in from April 1935 till 1947, during which time he established Manito Waterworks in Frank also served as secretary of the Manito High School Board of Education for 12 years. Frank had his office in one corner of the rear part of the store. Both, Frank and Louisa, were vitally interested in all WWII -work. From July 1943 till April 1945 they have taken in for the Government about 1500 pounds of salvage grease. His son Engle (b.) took over the store in 1956 but Frank kept working for his son's store in the meat department. Francis C. Palmer died in Manito-IL on November 9,1964.
