1 Trade Schools & School Based Apprentices & Trainees
2 Trade Schools: established by the NSW Govt to address skills shortages (automotive, construction, electrotechnology, hospitality & metals & engineering) to provide opportunities for young people across the State located within existing high schools (11) and TAFE colleges (14) a delivery concept in which school students can undertake a SBA, SBT, or other vocational studies while completing their HSC
3 TAFE- based Trade Schools: in partnership with local schools local decisions determining the form of particular arrangements the announced industry specialisations determine capital expenditure, but do not prevent the TAFE college providing training for SBATs in non-specialisation areas the capital allocation is for refurbishment & equipment, not new facilities

6 Enrolments - include all students enrolled in HSC & vocational studies at a Trade School site including: school-based apprenticeships (SBA) school-based traineeships (SBT) Stage 5 and 6 VET in Schools courses TVET courses that contribute to the HSC TAFE delivered HSC and VET courses that contribute to the HSC.
7 In TAFE Trade Schools, students from non- government schools will have an opportunity to participate in Trade School programs including SBAs, SBTs and TVET. Where there is no Trade School in a particular region, SBATs will undertake their trade/trainee training at their local TAFE college or other RTO, in the same manner as TVET students. However, such students will not be regarded as Trade School enrolments.
8 Funding: Capital: each TAFE based Trade School will receive approx $0.5M capital allocation for equipment & refurbishment - restricted to the specialisations announced by the Government which address skill shortage areas. Recurrent: funds available await State budget confirmation
9 Management The relevant TAFE Institute Director has final responsibility for all aspects of a Trade School Consultation with Regional Director, partnering schools, IISS & industry Trade School Advisory Group provides broad strategic advice Trade School Management Group operational responsibility Institute planning groups in place
10 Partnerships: TAFE, partnering schools & IISS general promotion to students, parents & industry IISS responsible for matching students to employers Evolving consultation between TAFE, Schools and IISS units and individuals in the coordination and management of Trade School issues.
11 Promotion & Publicity: Each Trade School will be responsible for: utilising information made available on relevant intranet and internet sites SBAT website managing local promotion and publicity. the relevant TAFE Institute Director will be responsible for approving local promotional material.
12 SBATs - Funding SBATs are TVET students OBOS curriculum requires provision of both vocational & nonn on- vocational, HSC related services. Non-vocational services: OBOS compliance and school reporting, HSC examination preparation. TAFE also provides all necessary resources to TVET students: personal protective equipment, materials, workbooks.
13 Funding: SBAs TAFE agreed to fund vocational provision from core funds (001) SBTs TAFE funded at User Choice rates for vocational provision For non-vocational services & resources TAFE proposes to charge school sectors the relevant existing TVET rate (TVET cost categories) less the course User Choice rate Proposal ensures same overall funding & service provision for all TVET students
14 Funding Govt schools: Office of Schools conditionally agreed to proposal funded through salary transfer and C wealth C & State VEiS funds Non govt schools: proposal under discussion by senior DET management ATCs: as non govt schools for non-customised provision. TAFE commercial policy applies for customised provision
15 Enrolment: Concurrent enrolment (school & TAFE) only applies to SBAs in school based Trade Schools Ballina, Colyton & Queanbeyean in 2007/8. DEST Apprenticeship Training Contract requires shell enrolment in as Cert III issuing RTO. TAFE will recognise competency units achieved at these Trade Schools for progression to FT apprenticeship
16 Enrolment: All other SBAs attend TAFE for vocational training. SBTs attend school or TAFE depending on RTO s s scope SBATs from ATCs will be enrolled as TAFE commercial students to be finalised.
17 Enrolment: through MEVI-TVET in TVET offerings coded SBA or SBT Enrolment cut-off dates negotiated locally by Trade School & partnering schools Enrolment codes (SBA & SBT) & Funding source (7171 & 7172) will enable tracking of funding streams
18 Training Plan: Where SBA enrolled in a school based Trade School, both School Region & TAFE Institute sign off on their own competency unit delivery responsibilities. Training Plan signed by designated School Region officer & TAFE Head Teacher. Upgrade to MEVI-TVET /CLAMS / TPL for 2008 electronic processing & employer reporting
