1 Robert E. Foster Robert Foster has worked since 1984 in the international renewable energy field focused on technology, community, and market development in over three dozen countries. He has worked for academia, industry, NGOs, government, research laboratories, and the international donor community on a variety of renewable energy development activities including solar, geothermal, hydro, biomass, and wind energy programs. Mr. Foster has been employed by New Mexico State University (NMSU) since 1989 and currently serves as a Senior Program Manager for the NMSU Institute for Energy and the Environment, where he is supporting the Winrock International Clean Energy Group in Washington D.C. as a Senior Renewable Energy Engineer. He is supporting Winrock overseas programs including as the technical manager for the USAID Powering African Agriculture Program in collaboration with Land O Lakes for geothermal energy development in East Africa; the USAID Colombia Clean Energy Program with TetraTech; and as a technical advisor for the USAID Integrated Natural Resources Management in Watersheds for the Republic of Georgia managed by Florida International University. In 2012 he completed 3.5 years working in Afghanistan inluding as the Chief Engineer for the $22 million USAID Afghanistan Clean Energy Program with Winrock, where he implemented 2,500 PV and micro-hydroelectric projects. He has supported solar energy research activities for the U.S. Department of Energy (DOE) National Center for Photovoltaics (NCPV) from , specializing in PV system test and evaluation, as well as PV power systems design and project implementation. He has provided DOE program support for activities in Central America, South America, Japan, Mexico, and the Caribbean. Mr. Foster served as the Technical Manager for the USAID/DOE Mexico Renewable Energy Program (MREP) from , as well as for the DOE Central America Renewable Energy Cooperation Program (PROCEDER), both managed by Sandia National Labs. He supported Sandia and the National Renewable Energy Laboratory for the DOE Solar America Initiative from Mr. Foster served as a consultant for the World Bank Proyecto de Infraestructura Rural (PIR) solar activities in Honduras from , where he conducted feasibility assessments, design reviews, trainings, market studies, and wrote technical specifications. Mr. Foster conducted wind resource monitoring on Isla Santa Elena for PIR. He developed specifications, researched markets, certified installers, and conducted acceptance testing for the World Bank Programa de Energía Renovables in Zonas Aisladas (PERZA) with the Nicaraguan Ministerio de Energía y Minas from Mr. Foster has selected sites and installed over 60 meteorological towers for wind resource assessment in Afghanistan, Mexico, Central America, and the Caribbean, as well as in New Mexico and Texas, leading to several eventual windfarms. Mr. Foster served as a U.S. Peace Corps Volunteer in the Dominican Republic from , where he built water supply projects and helped pioneer the use of solar photovoltaic home systems for rural electrification with Enersol Associates. In 1984, he worked at Cole Solar Systems in Austin fabricating and installing solar thermal systems. Mr. Foster co-founded SolAqua in 1999 and has eight patents on solar water purification. While Mr. Foster served as Chairman of the Texas Solar Energy Society from , TXSES successfully lobbied the state legislature to adopt the Texas Renewable Energy Portfolio Standard in Mr. Foster also co-founded the annual Texas Renewable Energy Roundup trade fair in 2000 with TXSES. He has developed RE business models and credit mechanisms allowing for easier access to RE technologies, and helped develop the first solar energy financing mechanism in Mexico. Mr. Foster has conducted over 250 renewable energy courses and workshops around the globe, and has trained over 10,000 engineers and technicians. He is fluent in Spanish, Portuguese and knows basic Farsi. Mr. Foster earned a B. S. in Mechanical Engineering from the University of Texas at Austin and a MBA from NMSU. He has co-authored 4 books, published over 130 papers/articles, and written over 100 technical reports, with a focus on renewable energy. Besides serving as TXSES Chairman, he has served as President of the El Paso Solar Energy Association. Mr. Foster currently serves as a Boardmember of the Small Wind Certification Council. In 1998, Mr. Foster received the Chihuahua Governor s Award for renewable energy

2 development from Governor Barrio. In 2002, he received the Guatemalan Renewable Energy Development Award from the Fundación Solar. In 2004, he was awarded the NMSU Globalization Award for his pioneering work on international solar energy development. 2

3 Robert E. Foster PROFESSIONAL EXPERIENCE 2012 present Senior Renewable Energy Engineer, Winrock International Washington D.C. Senior Program Manager: Institute for Energy and the Environment (IEE), College of Engineering (CoEng), New Mexico State University (NMSU) Serve as the senior renewable energy (RE) advisor for the USAID Colombia Clean Energy Program implementing biomass, solar, and hydro projects for Winrock (WI) with TetraTech. Assist as RE and energy efficiency (EE) expert to develop energy development strategies for four watersheds in the Republic of Georgia USAID Integrated Natural Resources Management in Watersheds under subcontract to Florida International University (FIU). WI Project Manager for the USAID Powering African Agriculture in collaboration with Land O Lakes for geothermal energy development in East Africa with initial focus on Kenya. Provide backstopping technical support on EE/RE activities for multiple WI activities in Afghanistan, Bangladesh, Ghana, Jordan, Liberia, Macedonia, Nepal, Nigeria, South Sudan, etc Chief Engineer: USAID Afghanistan Clean Energy Program (ACEP) Country Director: Winrock International - Afghanistan Kabul, Afghanistan Senior Program Manager: IEE CoEng - NMSU Provided technical oversite for the $22 million USAID Afghanistan Clean Energy Program for International Resources Group (IRG). Manage Winrock International Afghanistan country activities, staff, and expenses. Provide technical direction for the development of solar, wind, and micro-hydro projects for ACEP in 20 Afghan provinces. Coordinate ACEP activities with PRTs, Afghan universities, NGOs, industry, and government agencies (MEW, MRRD, MEW, MRRD, and MoPH). Oversaw design and implementation of rural electrification projects for villages, health clinics, and schools, as well as productive use applications such as solar water pumping, crop drying, street lighting, and refrigeration. Wrote technical specifications and review bids for projects. Conduct solar and wind feasibility studies. Monitored six wind power sites with 50 m met towers in northern Afghanistan. Conducted trainings and workshops on renewable energy technologies. Support formation of the Kabul University Renewable Energy (KURE) Laboratory for ACEP with the Faculty of Engineering; serve as a guest lecturer for renewable energy engineering classes. Served as a technical member of the Renewable Energy Subcommittee for the Afghan Inter- Ministerial Committee of Energy (ICE) with MEW and MRRD. Wrote national PV standard Deputy Chief of Party: USAID Afghanistan Water, Agriculture, and Technology Transfer Project (AWATT) Kabul, Afghanistan Associate Director: NMSU College of Agriculture Provided management and technical support for the $20 million USAID AWATT Project for NMSU. Worked on project development in Balkh, Kabul, Kapisa, Parwan, and Nangarhar provinces. Co-managed in-country staff (3 dozen), program activities, and authorized expenses. Worked as the project specialist on renewable energy for agricultural applications working with Afghan universities, NGOs, and government agencies, including solar crop drying and solar water pumping. Conducted in-country workshops and trainings on solar energy. Served as a technical member of the national Renewable Energy Subcommittee for ICE Program Manager: NMSU CoEng, IEE Las Cruces, New Mexico 3

4 Served as NMSU Faculty Leader for the National Science Foundation New Mexico- Chihuahua Partnership for Innovation; which was a two year wind energy project with Monterrey Tech. Served as a technical advisor to the US Department of Energy (DOE) Solar America Initiative for Sandia National Laboratories and assist implementation activities with Austin Energy. Coordinated NMSU College of Engineering partnerships with the Lone Star Wind Alliance Large Blade Test Facility and North American Wind Energy Research and Training Center. Assisted NMSU Clovis Agricultural Science Center with 40 m wind resource monitoring. Conducted wind resource assessment for Fort Bliss in New Mexico (Otero Mesa). Assisted NASA White Sands Test Facility with solar and wind energy monitoring and feasibility assessments that led to the eventual installation of a 50 kwp photovoltaic array. Managed design phase of Albuquerque airport 30 ton concentrating solar chiller project with Heliodynamics for New Mexico Energy, Minerals, and Natural Resources Department. Developed specifications, conducted site assessments, certified installers, and inspected installations for the World Bank Programa de Energía Renovables in Zonas Aisladas (PERZA) with the Nicaraguan Ministerio de Energía y Minas for Miskito indian villages in Waspam. Conduct wind resource monitoring on Isla Santa Elena in Roatan for the World Bank Proyecto de Infraestructura Rural (PIR) in Honduras. Managed technical support to install solar and wind water pumpers in State of Bahia, Brazil for Winrock International and the US Trade and Development Authority. Designed and implemented a commercial scale 6 kwp grid-tie PV system at the Southwest Environmental Center in Las Cruces under State of New Mexico funding. Instructor for the annual Wind Energy Applications Training Symposium (WEATS) for international and Native American participants for the National Renewable Energy Laboratory (NREL) from for courses in Colorado, Texas, Washington D.C., and South Dakota International Programs Manager: NMSU CoEng, Southwest Technology Development Institute (SWTDI), SW Region Solar Experiment Station (SWRES) Las Cruces Managed overseas renewable energy development activities and SWTDI staff in support of DOE, USAID, Sandia National Laboratories, NREL, NGOs, and industry. Set project priorities. Served as technical manager for the USAID/DOE Mexico Renewable Energy Program. Supported Mexican Secretariat of Agriculture (SAGARPA - FIRCO) with 1,500 installed solar and wind water pumping for agricultural development projects. Assisted with solar electrification projects for dozens of villages, 70 rural schools, and national parks in Baja California Sur, Chiapas, Chihuahua, Morelos, Sonora, Oaxaca, Veracruz, and Yucatan. Assessed wind hybrid systems and small wind energy markets and needs for NREL. Conducted solar market studies for DOE in Japan, Central America, and Mexico. Provided technical support to Winrock International for the USAID Alliance for Mindanao Off-Grid Rural Electrification (AMORE) development program in the Philippines. Conducted market studies, feasibility assessments, training and wrote solar system technical specifications for the World Bank Programa de Energía Renovables in Zonas Aisladas (PERZA) with the Nicaraguan Comisión Nacional de Energía. Implemented World Bank Proyecto de Infraestructura Rural (PIR) pilot solar projects in Honduras with the Consejo Hondureño de Ciencia y Tecnología and Secretaria de Recursos Naturales (SERNA) to electrify rural schools. Conducted feasibility assessments, trainings, and wrote technical specifications and design reviews. 4

5 Researched PV direct drive refrigerator development for NASA Johnson Space Center for tribal areas of Guatemala (Fundación Solar), Mexico (Chih. & Q.Roo), and the Navajo Nation (USA). Conducted solar workshops and feasibility analyses for Goldenbelle Investments (Finanziaria Generale) on solar energy applications in Afghanistan, Italy, and the United Arab Emirates. Provided two week solar energy training course focused on capacity building for Muslim women engineers with Prokaushali Sangsad in Dhaka, Bangladesh. Assisted NASA White Sands Test Facility with feasibility assessment for windfarm potential and also a 10 MW grid-tied photovoltaic system. Coordinated PV refrigerated trailer truck development for DOE with SunDanzer Refrig. Inc. Served as Project Director for Border colonias solar water purification projects for the Environmental Protection Agency (EPA), El Paso Solar Energy Association (EPSEA), and BorderPACT/Ford Foundation in Texas, New Mexico, and Chihuahua ( ) International Projects Manager: NMSU CoEng SWTDI-SWRES Las Cruces Worked as technical manager for the USAID/DOE Mexico Renewable Energy Program.. Conduct program implementation, business development, financing, training, bids, monitoring, design review, and acceptance testing. Work with Dominican government agencies on renewable energy and electric sector policy development. Conducted program development and training activities in eight Mexican states. Responsible for identifying potential solar and wind project sites, selecting sites, procuring hardware, installing systems, and training Mexican engineers. Instrumented and monitored two Mexican village solar-wind hybrid systems for NREL and Sandia National Laboratories. Taught RE workshops for Sandia, DOE, and USAID in Bolivia, Dominican Republic, Guatemala, and Honduras, including installation of Bolivia s first solar pump. Provided IIE renewable energy trainer in Brazil, Mexico, Honduras, and Ecuador.
