1 Website Brief Connect Hackney Overview We are tendering for a designer/company to develop and host the Connect Hackney website and to provide ongoing maintenance support. Connect Hackney is an older people led Lottery funded programme which aims to reduce and prevent the social isolation of Hackney residents aged over 50 yrs. The programme will: fund local charities and community groups to provide a range of projects and activities for isolated older people and those at risk of isolation (e.g. outreach, social events, transport). Local residents aged 50+ will vote to decide which charities and community groups provide these services increase older people s involvement in local and national policy lead a campaign against ageism to increase the positive perception of older people in the borough. The programme is led by older people and is managed through City and Hackney Together, a trading arm of Hackney CVS. Hackney CVS is the borough s leading voluntary and community sector support agency. 2 Website Goals & Objectives The Connect Hackney website has four primary functions: To provide accessible information about Connect Hackney funded projects or activities to local older people from a diverse range of backgrounds as well as to their support workers, family members or neighbours To provide accessible information about the Connect Hackney programme to stakeholders working with older people including but not limited to charities and community groups, funders and statutory sector partners To signpost to other online platforms containing information about other relevant activities in the borough which are not funded by Connect Hackney but which are relevant to local older people To act as a platform for the Connect Hackney anti ageism campaign by publishing older people led and media rich content which showcases the talents, skills and histories of Hackney s older population To act as a platform for the OPRG led policy- influencing workstream which aims to increase older people s involvement in national and local policy. Connect Hackney media values The site will reflect the core values of Connect Hackney. It is an older people led project which utilises the diverse skills, interests and capabilities of the local older population. Older people have lots to say and lots to give Older people telling their own stories Older people with a rich and exciting range of skills, ideas, stories and histories Older people as radical human rights activists, gay rights campaigners, CND campaigners Older people as active dancing and socialising Older people as beautiful and in love. Society needs to listen to and hear older people

3 Societal structures need to adapt to the realities of the lived lives of older people (e.g. increased life expectancy, increasing rates of silver splitters) We envisage that the Connect Hackney media values will inform the brand personality of the website. Audience Primary audiences: Hackney residents aged 50+ Older people looking for activities and projects to get involved in Care workers, friends and family members of older people looking for services or activities for older people Older people looking to get involved in influencing policy and challenging ageism Media outlets, politicians, decision makers, civic society. Secondary audiences: Health and social care service providers who want to promote their services to local older people or get feedback on current services BIG Lottery and other funders or commissioners. Accessibility The site will follow best practice guidelines regarding accessibility of materials. As a minimum we expect the site to follow the guidelines for web accessibility detailed by the World Wide Web Consortium (W3C). The site will need to function across a range of platforms macs, PCs, phones, tablets etc. It will need to work with screen reader software. It will need to be compatible with google translate and be able to host abjad as well as alphabetic scripts. We would like the site to provide a clear accessibility link to the BBC Accessibility Support pages:

4 Web functionality requirements The homepage of the site should be arranged around a rotating carousel. It should have a drop down menu and a main index. The homepage should include the following: Find a service or activity Anti ageism campaign News (the newsletter content should sit within the website) Newsletter subscription button Events diary Events calendar Gallery Free downloads About us Contact details and phone Connect Hackney twitter feed A search engine for the site and contact details should be included on every page We anticipate that the site will have seven sections and approximately 20 pages when it goes live. The functionality of the back end of the site will allow the Connect Hackney web administrator to add new pages and content to each section. Cascading style sheets will support the Connect Hackney brand and will allow the web administrator to add approved styles to web pages. The site will be able to host a rich mix of media audio, video, images etc. The site should have comments enabled in order to collect feedback on projects and activities that we fund and enable us to interact with older people who are not able to regularly leave the house. Tone An important aspect of the Connect Hackney project is our anti- ageism campaign. (This is one of our four main outcomes). People aged 50+ will be producing content for the website that represents people aged 50+ in a positive way and in doing so, will challenge stereotypical images of older people. Please refer to the previously mentioned Connect Hackney Media Values for more detail.

5 In addition the website will: include functional information about Connect Hackney such as details of leisure and social opportunities, volunteering opportunities, travel and transport and news content provide a space for the exchange of ideas and information about local and national policy affecting older people signpost over 50 s to other sites. Goals Older people find out about Connect Hackney and Connect Hackney activities Older people sign up to activities such as leisure activities and volunteering opportunities The website, as a part of our media campaign, increases positive representations of Hackney s older people Older people produce the content for and administer the website The Connect Hackney website influences civil society and key decision makers such as politicians and newspaper editors. Content and Content Management System Content for the site will be provided by the Connect Hackney team in readiness for the site going live in November. Since we are at the start of a six- year project, the volume of content we currently have is limited. Therefore, the back end of the site will be easy to use so that the web team can easily add to the site as Connect Hackney develops. We require total control over the web content. We will want to: Update text Add pages Create links Upload documents as attachments in the following formats: doc, docx, xls, ppt, pps, pdf, zip, ppsx Upload images in the following formats: gif, jpg, png Edit photos in the back end of the site as a minimum to include cropping and re- sizing Embed videos from YouTube/Vimeo

6 Embed Prezis Analytics We require back end analytics to be set up so that we can measure website traffic and key indicators/click rates Budget 8,000-10,000 for the web design/development 2,000-2,500 per year for five years for developments, hosting & maintenance Timing Deadline for applications midnight on August 27 th. Shortlisted companies/designers will be invited to pitch during the week of September 7 th. The website will go live at the start of November.
