3 1. Introduction Prevista is managing the Business Navigator Programme on behalf of Coast to Capital LEP. As part of the service, there is a commitment to develop a new website which will replace the existing Business Navigator website at This specification defines the requirements that the new solution must satisfy. 2. Background Coast to Capital s Business Navigator website is designed to provide businesses in the West Sussex area with support, information and advice in order to help them to generate economic growth in the region. The existing Business Navigator website doesn t quite meet the needs of Coast to Capital s audience and budget has been allocated for a new website whose objectives will be reconsidered as a fresh project. During a discovery workshop in Horsham representatives from eight organisations outlined their goals and ideas for the new Business Navigator website. The outcome was collated into a high-level requirements document, the key points of which are included in this specification in the sections below. 3. Objectives As agreed by the workshop attendees, the objectives for the website are to: encourage local businesses to start up and grow; engage with at least 4,500 businesses (5%) each year; provide support to at least 900 businesses each year; achieve at least an 80% satisfaction rating with a website that is easy to navigate and use; increase the economy within the local area; increase interaction numbers (enquiries, help and support requests);
4 build awareness of the brand/website within the region; stand out from the crowd; provide business support; align local support with national programmes; provide statistics that drive business intelligence. 4. Audience The website should cater for: all local businesses: pre-startup startup established in growth phase lifestyle businesses sole traders social enterprises export opportunities inward investors partners LEPs all business sectors, including: professional & financial services creative & digital engineering, manufacturing, construction health, education food & drink, horticulture, agriculture marine, aerospace, defence tourism, retail transport, logistics, services
5 5. Design Concepts for the design of the website will be provided as high-resolution PDFs for review by the Prevista team. Overall objectives for the site s brand professional not too corporate stands out friendly personal Style, colour palette, imagery, tone clean, minimalist clear vibrant colours based on the Coast to Capital brand but with an extended palette to provide greater visual appeal practical neat and tidy structured grids illustrative / icons / infographics real people images / striking images Corporate guidelines The site will be based on the new guidelines developed in October 2014 for the logo and the brand colour palette. The brand colours are: Purple: Pantone 7447 C / # Orange: Pantone 144 C / #ef Blue: Pantone 2925 C / #199ad6...
6 Inspirational sites Of the other business support sites presented for discussion, three were singled out as having design components that appealed: Business Growth Hub, Thames Valley, Berkshire The colour pallet and iconography Business Southend Clean design, iconography Growth Hub, Humber Iconography
7 6. Functionality The website will be dynamic with a content management system (CMS) to allow Prevista administrators to edit key elements of the content. The specific types of functionality and which parts of the content will be editable are described below. The website must be extensible so that more content and features can be added in the future. The website must be able to link to our bespoke online CRM system, in order to capture the details of users as they are submitted. Page templates The homepage The Business Navigator s homepage will serve as an introduction to the content in the rest of the site, with features that introduce the first-time visitor to the most important parts of the site and updates for regular visitors to enable them to see what s new. The features content will be generated automatically using the information contained in the rest of the site. When a news article is published, for example, it ll be teased on the homepage with a headline, a brief introductory paragraph and an optional icon image. The design and structure of the homepage will be fixed, although depending on the design of the site administrators may be able to add or remove features on the homepage. General content pages Many pages in the site will contain straightforward rich text content in one or two columns depending on the design of the site. General pages include case studies, descriptive information about the services available, information about Coast to Capital, Business Navigator, Prevista, Shoreham-on-Sea team biographies and so on. Administrators will be able to edit this content using the CMS and WYSIWYG ( what you see is what you get ) editors that provide controls with a toolbar of buttons. The controls will include paragraph type (body text, headings, bulleted lists, numbered lists) and font style (bold, italic, underlined). To preserve a universal appearance of text throughout the site, the WYSIWYG editors won t allow administrators to choose a colour or size for text, other than by selecting from the pre-defined list of styles approved for the design. The WYSIWYG editors will also contain controls for inserting tables of information (with formatting such as background colour, borders and alignment), images (including an upload facility) and links.
8 Interactive map The website will display an interactive map to users to enable them to explore the region and the relevant facilities, organisations and services available to them. The map will be zoomable and draggable with multiple layers of information that visitors can switch on and off. The interactivity will be compatible with both desktop and touchscreen devices. The map layers will be stylised and simple (rather than using a service like Google Maps) to avoid creating a cluttered interface Administrators will be able to edit the location of the points of interest on the map through the CMS interface. If a user clicks any of the points of information a modal dialogue will open providing more information about that entry. Administrators will control this extra information using a WYSIWYG editor that allows them to enter images, tables and so on. Chat Box The website should provide a chat facility to enable visitors to interact with Prevista Business Navigators, so they can provide online support as and when it is needed. User Log-In The website should provide a facility to enable visitors to enter simple details like Business Name, Address and Contact phone and , in order for Prevista to capture who visits the site and the reasons for doing so. News A dedicated news page will display categorised news articles in a single list in chronological order. Administrators will write articles and (optionally) define a publication date range outside which the article will be hidden from the site automatically. An archive will contain older news stories grouped by publication date. Administrators will move stories manually into the archive to control the length of the list of recent articles. Articles will be defined with a title, a snippet of introductory text, an icon image and body content. Body content will be controlled with a WYSIWYG editor. The JPG icon image will be resized automatically when the administrator chooses the image to upload. News headlines will be shown automatically across the website within widgets assigned to pages. See below for more details. RSS-sourced content The industry news page will display a mixture of articles sourced through RSS feeds. Administrators will be able to add, edit and remove RSS news sources but not control which articles are shown. Visitors will see the articles presented attractively and
9 consistently with links from each article to its third-party source. Only the most recent 25 articles will be shown with older articles disappearing automatically as new articles are fed to the site. Videos Administrators will manage a list of YouTube videos using the CMS and the website will display these videos in a dedicated page as well as within widgets and embedded into page content. (See below for more details.) Videos will be defined with a title and introductory text and on the video page they ll be laid out automatically in an attractive format. Administrators will be able to reorder the list of videos on the page. The videos shown on the video page will play as embedded videos with the standard YouTube video controls. Events The calendar of events will allow visitors to find out what s coming up in their area. Administrators will add events to the site, defining the event title, descriptive content, a URL link, the date and details of the venue, and assigning the event to one or more categories and locations. The lists of categories and locations will be editable by administrators. Visitors will be able to select their region and view the events calendar either as a list or as a monthly grid of dates, narrowing the list of displayed events by category if they wish. Clicking an event will bring up a modal dialogue containing the descriptive content, which could contain images and formatted text. Links The links page will provide users with a categorised directory of useful websites. Administrators will be able to manage the list of categories and the links themselves, assigning a title, the link URL and descriptive text to each one. Search The search page within the site will allow visitors to enter one or more keywords and the site will return results matching their keywords, ordered by relevance. The results will display content from: general content pages news articles events videos map locations downloadable resources links
10 Sitemap The sitemap page is an automatically-generated list of links showing the full hierarchy of pages in the site with brief introductory text for each one. Other types of content The site-wide template Certain elements on every page, such as the header, the footer, the copyright notice, the logo, phone number, social media links and so on do not change frequently and so will not be editable within the CMS. The overall style of the site and the colour scheme won t be editable. Every page will have a content title, a menu title (shown in menu links), introductory text, and an optional icon. Administrators will have control over the meta description, the meta keywords, the window title and the URL. Navigation menus The structure and wording of links within the site-wide navigation menus in the header, sidebars and footer will be editable within the CMS. However, the menus style, position and functionality won t be editable. All menu links will be text-based. The main menu may use hover-over effects so the user can trigger sub-menus with their mouse cursor, but on sub-pages in the hierarchy a static menu will always be visible giving context to the page being viewed even if the hover-over menus are active. Toplevel menu links will always link to a new page. Any hover-over effects will be applied using the jquery plug-in hoverintent so there is a very slight delay before the overlays appear. All menus will highlight the current page in some way, with either a distinctive foreground or background colour. Sub-menus will show lists of text-based links that are indented to make the hierarchy clear. The lists may be active (opened or closed by the user) or static depending on the design of the site. A breadcrumb trail of links will show the context of every page except the top-level pages. Images The design of the site may call for a large header image on every page or a slideshow of images. These images will be editable using the CMS. If the site design includes features that provide users with quick access from the page they re browsing to other relevant pages in the site then those features may require a small icon image, which will be editable through the CMS. In all these cases, the CMS will automatically resize images to suit their intended purpose. The CMS will handle images in JPG format.
11 Languages The site s content will be English only. There will be no multilingual functionality. Social media Every page on the site will display buttons with links to the social media presence of the Business Navigator, Prevista and/or Coast to Capital. For every page and every news article there will be share this buttons that quickly launch the mechanisms that allow users to share content via Twitter, Facebook, Google+ or LinkedIn. The social media links and the share mechanisms won t be editable through the CMS. Widgets The site will use widgets to display featured blocks of content in specific locations throughout the site. The available widgets would include content such as news headlines, upcoming events, testimonials, contact details, calls to action forms, a Twitter feed, case studies and so on. The widgets content would be generated automatically by the website and their style and position wouldn t be editable through the CMS. Administrators will choose which widgets to display in predefined locations when editing a page. Videos As well as the page template dedicated to videos, administrators will be able to embed YouTube videos into other parts of the site, either within the normal page content or within widgets. If the video is embedded in the page content it will play within the page as part of the layout and visitors will see the embedded video with the YouTube controls. If the video is linked through a widget it will launch in a modal dialogue window with the YouTube controls visible when the user clicks to activate the widget. Resources The site will hold a categorised collection of resources for users to view and/or download. The resources will include content such as: How-to guides Template documents Guidelines and reference documents Administrators will use the CMS to upload the resource files and to categorise them. Resources will belong to one or more categories. The website will display the resources automatically to visitors in an attractive format including file type and size. Administrators will be able to link to specific resources from other pages. The list of categories will be controlled through the CMS in a hierarchical list
12 that can be reordered. Each category will have a title and introductory text that s edited using a WYSIWYG editor. Any page on the site can be used to display one or more categories of resources, which will appear below the standard editable page content. Forms The site will contain a number of predefined forms that serve as calls to action. Some forms will be full-page while others will feature on various pages within widgets. There will be an enquiry form, a support request form etc. The exact list of fields required for each form will be clarified before the site is built. Each form will use a captcha mechanism to prevent robot submissions. When a visitor completes a form, the website will turn the visitor s information into an which it will send to a specific address. Administrators will be able to browse all information submitted through the form using a dedicated feature within the CMS. Analytics The site should have the functionality to provide statistics regarding numbers of users, number of click, pages most viewed and similar statistics which will enable Prevista to report on monthly basis and evaluate usage and support provided through the website. 7. Security, accessibility, compatibility, SEO The CMS will accommodate multiple administrator accounts. Each administrator will use a unique username/password combination and will be assigned specific administrative capabilities by the assigned superuser administrators. Each live administrative session will be timed for inactivity; after an agreed period of inactivity the administrator will be logged out of the CMS automatically. The whole website will be designed and built to be fully accessible for all users, whether they re using a desktop computer, a touch-screen device, a screen-reader or text-only browser. The site won t have font enlargement/reduction tools built in since modern browsers allow users to zoom in and out. The font used for body content and links throughout the site will be no smaller than the body font on the BBC News website. Colours will be chosen to provide good readability for all users, ideally dark on a light background. All fonts used will be naturally browser compatible using CSS; no fontreplacement techniques will be used. The site will be designed and built to take into account the W3C s guidelines for accessibility standards.
13 The site will work consistently in the following browsers with no limitations on functionality: Desktop: Mobile: Internet Explorer 9 and later (PC) Firefox (PC and Mac) Chrome (PC and Mac) Safari (PC and Mac) Safari (ios) Chrome (Android) Internet Explorer (Windows Phone) The site will be functionally reliable on older versions of Internet Explorer on a Windows desktop, back as far as IE7. Support for IE6 is not required. The website will be fully responsive for mobile devices, adapting smoothly to different smartphone and tablet screen resolutions and aspect ratios. Search engine optimisation (SEO) is outside the scope of this project, but the site will be search engine-friendly with text-based links, valid HTML markup, an automaticallygenerated XML sitemap and search engine-friendly page URLs. Within the HTML header of every page there will be a valid, unique canonical meta tag. The site will need Google Analytics and the appropriate files for Google Webmaster Tools to be hosted on the server. 8. Hosting and technical Upon completion and after a successful launch the website s scripts, database and assets will be provided to Prevista/Coast to Capital as a reference library. Scripts (other than standard libraries such as jquery) must be open source and not obfuscated. Coast to Capital may wish in future years to host the site independently through our existing hosting partners. It would be helpful if the site is developed using PHP and MySQL.The site will not use any third-party scripts for which a regular licence fee is payable.
14 9. Content structure In order to make the extensive content easy to navigate, the website s structure will cover the following high-level headings: How do I raise funds? How do I start a business? How do I grow my business? I need support Tools and resources Talk to us These headings may be reflected in the structure and appearance of the homepage as well as the main menu. Prevista and Coast to Capital will be responsible for the generation and population of the content before the site launches. The CMS will allow administrators to manage the structure of the content within the site. When creating a page, administrators will choose the type of page needed and its position within the hierarchy of existing pages. The type of page will determine how the page is displayed to visitors, whether it s a general content page, the interactive map, an enquiry form, the sitemap etc. Administrators will be able to reorder pages within the menus to change the structure of the site s content. If a page has sub-pages, they will remain in order below the page in the hierarchy even as the top-level order is changed. In this way, entire sections of the site will be movable. 10. Budget This is a competitive tender, therefore we are looking for the best value for money submission.
