Welcome and Introductions II. Minutes of December 9, 2011 Steering Committee RECOMMENDATIONS/ACTION Rick Kiovsky opened the meeting and members introduced themselves both in person and on the phone. Minutes were approved as written. FOLLOW-UP DATE STATUS 1

2 III. INAC: TH Activity Updates Kim Harper, Rick Kiovsky and Linda Everett reporting Donna Boland retired at the end of Since that time the ICN Board has appointed Kim Harper to replace her as co-chair of the INAC:TH along with Rick Kiovsky. o Linda Everett will now be serving on Executive Committee with Kim, Rick, and Larry Lynn Kimberly Harper shared that the ICN is applying for an APIN grant through RWJF in the amount of $300k over two years. Application is due May 14 th. Workgroup consisting of Deans and CNOs has been formed and will discuss further details during conference call next week with the plan to make application for this grant by May 14 th. Midwest regional conference around the future of nursing education is being held in Minneapolis later this month. Peggy and Kim will be attending to represent IN. ICN is hosting the national Forum of State Nursing Workforce Centers Taking the Long View conference here in Indianapolis in June o Conference is open to anyone. Currently we have 47 registrations. Please encourage others to attend. o Registration fee is $400 each state center can send 4 people at $350 o IONE is presenting five scholarships to IONE members o For more information refer to attached conference brochure or contact Kim Rick attended recent IPE conference at IWU, 120 faculty & students in attendance, good insight from doctoral nursing student who spoke from Minnesota. Positive feedback received. Kim recently presented at the IHA workforce council regarding the role of the APN. Clearly there are lots of misunderstandings regarding NP vs. PA roles. June 4 th, Larry Lynn and Kim will be keynote speakers about interprofessional education and practice providing examples of what we are doing in IN at the Wisconsin Center of Nursing and Conference Brochure (2).pdf 2

3 Wisconsin BON conference in the Wisconsin Dells. The new ICN website is now up and has a section for the INAC:TH. Action coalition reports will be shared on this site in very near future and kept up to date as we receive more. Linda Everett provided and AONE conference update. She attended a breakout session on Action Coalitions at the recent AONE Conference. o Linda Burns Bolton, board member of AONE, and Sue Hasmiller from RWJ lead a discussion regarding action coalition work to date. o Goal is to align AONE strategies with national coalition and IOM recommendations. o 34 states have active coalitions. It was clear that Indiana seems to be doing better than most. We realize there are still plenty of opportunities for improvement, but with only being convened for a year, felt we were making good progress. o Opportunities include involving community / patient / family members and non-healthcare representatives. Toronto educators will be visiting med school campus to meet with select faculty of all of the health related schools including nursing. The focus will be on IPE. o Discussing how all schools can collectively and simultaneously address the issue of IPE. o Rick feels Indiana has an advantage as we have a single medical school, have the potential to accomplish things, and we don t just talk about it -- we make things happen. 3

4 IV. Action Committee Reports InterProfessional Education (IPE) Scott Engum and Linda Finke reporting Team has expanded with the joining of Ann White. Portfolio group is working with IHA and developing survey that will be sent to HR directors. Looking for system that could be used for hiring and perhaps other things HR related. They would need to change system they are using now as there are a number of systems that exist. o The group seemed to agree there may be some changes needed, background checks, etc., but would groups agree to help financially support such system? Discussion ensued about standardization of surveys. Committee agreed that this group should approve any surveys before they are sent. o Should have a consistent look. o Co-branding with coalition / national coalition identification, common language would need to be used. o Need to include blanket statement about coalition on everything that goes out. Taxonomy Database being developed through the IU Health Simulation Center, hosted by Go Daddy account. o Community will be up by Monday o Will upload learning experiences, courses, simulation scenarios, search options, specific for those who want to teach. o Site being piloted by committee, working on look and search expansion. o Site will also allow you to search for other sim centers across the country. o Goal will be to expand utilization for other means/resources. o Will be able to dump videos on Facebook from site. Linda will send final survey to executive committee for review / feedback. All surveys to follow suit prior to being sent in the future Group agreed title of site should be: Indiana Healthcare Interprofessional Education Database: Sponsored by Indiana Action Coalition, transforming healthcare Statewide IPE event scheduled for October 26, Group of 30 students that will include medicine, undergraduate and graduate. 4

5 nursing students, RT, Rad techs and Pharm D. More details to follow. Potential of what we can do in Indiana is enormous. Realize there is a gap in capturing data, especially workforce data, and will continue to look at ways to meet the needs Asked group to please keep on the radar possible funding opportunities to help with hosting and maintaining the database. Team STEPPS event this summer with Riley and Raytheon that will include smart training, simulation team based training in Riley ED. Will assist in tracking metrics in clinical environment. Will educate those in attendance to become super educators. Event being funded by Riley. Patient Safety Committee Betsy Lee reporting Patient safety initiatives are being mapped to goals of IOM recommendations, lots of work already going on across the state. Currently 34 state hospital associations and over 1600 hospitals across the country. Leveraging work of 10 regional coalitions within the state, continue to meet and develop work teams. Continue to introduce local level nursing leaders and schools of nursing. IU Northwest cap stone projects are all working on patient safety initiatives. Sharing research across hospital systems and schools and colleges of nursing o Don t have a good handle on what is currently happening at facilities. Interested in collecting and sharing as there continues to be hesitancy to do this. o Implementing evidence-based practice including research that nurses are involved in. Goal is to start implementing evidencebased practice and getting data to be used, direct care nurse by-in. Some discussion of sending request to Deans and Directors list serv to help collect research inventory and make direct linkage to patient safety. Reminded committee to be sure survey is 5

6 o Magnet hospitals that have shared leadership structures in place have evidence-based councils and staff are quite aware of research happening within their system. o Such is the case for the IU Health facilities, Bloomington, Goshen. LaPorte, St. Vincent, Columbus Regional Hospital. o Policies and procedures are developed around the evidence. Upcoming virtual learning tables around med safety (baseline course) will have 10 seats available. Keith is lending great perspective around focus on impact of care, community. Message continues to be around nurses leading and be involved. Strong encouragement from IOM for nurses to take more of a stand and lead. Continued discussion around interested topics in patient safety relevant to competencies. approved and standardization of language, branding, etc is in place before finalizing. Nursing Practice Committee Linda Everett reporting for Yvonne and Cherona New co-chairs include Yvonne and Cherona. Yvonne has agreed to assume the role that was previously filled by Linda Everett who has now assumed the role of President of the Board of Directors of the ICN and feels she needs to focus on those responsibilities. Barb is working with APN subgroup on white paper, 80% done. o Jackie Ross is helping with reports and working on APN issues. Asking for national feedback, including the difference between inpatient and outpatient APN roles o Collaborative practice issues would be difficult to accomplish legislatively. Asked if the group would have it completed in time for legislation study committee this summer? Expect to have it complete by end of May. o Group is focusing on other recommendations, the low hanging fruit that do not require legislative changes. o White paper will include recommendations under each APN group, plus overall recommendations. o Data is positive in stating APN should be made primary care 6

7 providers. Willing provider law from 20 years ago states if you are designated as license to care, insurance companies should pay them. o Attending reimbursement regional committee in Chicago which is focusing on reimbursement issues, will bring data back and include in white paper. o Need to decide what the legislation should be, need to educate legislators. Work is placed on hold until white paper is finalized. Working on survey about education and the barriers to continuing education in Indiana o Issue of DNP vs Masters o Clinical site competition PA, APN, MD o How do they make decisions about how they give clinical placements? Common practice - if you work here, you get spots. ICN received $5,000 from IONE from the license plate fund earmarked for support of activities of the INAC:TH. Evaluation Innovations in Nursing Education grant request that had been submitted in the fall by Donna Boland was denied. Second survey introduced to group focusing on exploring strategies to increase the number of nurses returning for advanced education. o Group does not support this survey. Group also felt survey was too long, the CNS role is missing, information / questions are not evidence-based. Group suggested adding a couple questions. Barb to take back to committee, make changes and share with this group Will share feedback with committee, more to come. Nursing Education Committee Peggy Gerard reporting Anne Thomas is stepping down from the committee as co-chair Committee has someone interested, will vote on filling that role at the ICN Board meeting on April 21, Committee continues to gather data and other information beneficial to groups including workforce stats, etc. Difficulty in obtaining workforce data. Not easy to obtain national data either but continuing to investigate opportunities. 7

8 o Can Judy Halstead help with facilitation of data from NLN? o Difficult to get information about long term care, mental health, etc. Goal is to have summary synopsis of what committee has accomplished. Group agreed committee needs someone from Indiana Workforce Center on this group. Peggy shared data on nursing education; enrollment and graduation numbers, BSN, MSN, Doctoral numbers, etc. To continue to offer DNP / PhD programs, colleges have to meet PhD educated numbers, several are falling short. Master s enrollment is leveling off. MS graduations are down, what are the factors causing this? Economic downturn? DNP continues to see small numbers, but steady growth. Groups need to continue to mee.t Members were asked to send names of consumers that may be interested in serving on committees. Members don t necessarily have to be nurses. o Ann Ryder was suggested.
