For each goal, provide significant progress made during the reporting period. If you have SIP related goals, please report progress of them in the SIP Workplan Report. DO NOT re-list SIP goals in this document. Education 1. AC Education Goal A: Advance the educational progression of Utah nurses from ADNs to BSNs; BSNs to MSNs, and MSNs to Doctorates in Nursing. o In keeping with the coordination of nursing education programs, the ALC is working to ensure that all state nursing programs utilize best practices in clinical education and that nursing programs work together with clinical agencies to most efficiently schedule and use clinical resources. Communication between clinical agencies and nursing education programs must be open and transparent in order to meet the needs of all parties (i.e., agencies, students, and faculty). AC Education Goal B: Plan and implement a post baccalaureate nurse care management educational program. o The care management program has been implemented at the University of Utah and is currently operational. Program staff are meeting with Southern Utah University and Weber State University to create a statewide educational collaborative for a MS and certificate in care management. 2. Are students enrolled via one of the four identified promising models of education progression? Yes No

Through efforts of your AC, has the state community college association agreed to help inform/recruit ADNs to advance their education? Yes No If yes, briefly explain: The ALC, which represents both ADN and BSN programs, has been actively advancing the education of ADNs to BSNs. The ALC leadership has been instrumental in securing the successful implementation of ADN to BSN programs. Leadership 1. AC Leadership Goal A: Align goals and objectives of the Utah Action Coalition, Utah Cluster Acceleration Partnerships (UCAP), Utah Nurses Association, and the Utah Organization of Nurse Leaders so all are working together in a coordinated fashion. o The evaluation results of the Fall Utah Organization of Nurse Leaders Conference (UONL) held on October 4, 2013 were very positive. Planning is currently underway for a Spring 2014 UONL Conference to be held at Salt Lake Community College. o A party was held at Shriner s Hospital to view and discuss the recommendations of the December 2013 National Rosenthal Lecture. Many nursing organizations attended the viewing party. Discussion occurred after the lecture on how to best align the various organization s goals in attendance by working on a shared gap analysis of nursing leadership in Utah. o The annual UONL Board of Directors meeting and dinner was held on January 16, 2014 at Westminster College. Strategic planning occurred on how to best align the work of UONL with the various state nursing organizations on key nursing initiatives. AC Leadership Goal B: Assess current opportunities for preparing nurses for leadership roles while encouraging nurses to become engaged in nursing leadership. o Meeting held with the new UONL President, Gay Cunningham, UONL Past President Beth Cole, Utah Action Coalition for Health (UACH) Co-Lead, Dr. Maureen Keefe, and UACH Staff Coordinator, Joan Gallegos, to secure commitment from UONL to work with UACH on a gap analysis on nursing leadership in Utah. Kathleen Kaufmann, Utah Nurses Association President, has also agreed to work with UONL and UACH on this project. As of 1/2014 Page 2

3 2. Has your AC implemented new selected and proven successful leadership program to prepare nurses to lead change to advance health? Yes No If yes, check all that apply: (PRESENTLY UNDERWAY) Preparation and process in place for getting nurses on state or local boards State-wide Leadership Institute 40 Under 40 or an emerging/young leaders recognition program Mentorship Program Collaboration with state or national leadership program (i.e. AONE, ANA, etc.) Methods to educate the public on the Affordable Care Act (through the UACH communication plan objectives and the Utah Nurses Association s Newsletter) Other: Advocacy committee was formed and is operational. 3. What is the number of nurses appointed to a board in your state as a result of the AC from November 2013 to January 2014 (e.g. hospital board, task force, commission, committee)? Gap analysis study presently underway. Practice & Care 1. AC Practice & Care Goal A: Eliminate barriers to practice so that nurses can practice to the full extent of their education and training. o In December 2013, we heard from the Utah State Medicaid Program that the equal pay for equal work policy argument made by the UACH was successful. State efforts are presently underway (e.g. rulemaking, etc.) to raise all nurse practitioner s reimbursement to 100% of the physician fee schedule (instead of 75% as previously recommended by the Utah Medicaid Program). o Joan Gallegos, UACH staff coordinator, met with the Utah Association of Certified Nurse Midwives (CNMs) for their November 2013 meeting. At this meeting, the CNMs formally requested the UACH s assistance in raising the CNM fee schedule from 75% of the physician fee schedule to 100%. Data was requested and collected on CNM numbers billing Medicaid independently and the associated dollar amount. In the January 2014 UACH meeting, the membership formally adopted recommending the increase in CNM Medicaid reimbursement to that of 100% of the physician fee schedule. Plans are currently underway to set a strategy for presenting this proposed policy to the Utah Medicaid Program. o One of the key partners of the UACH, the Utah Association of Nurse Practitioners, has introduced state legislation to remove the supervision and consultation requirement for controlled substances prescribing by NPs. Representative Paul Ray will be sponsoring this in Utah s 45 day annual legislative session. The UACH is following this but is not involved in any lobbying efforts on this legislation. o The Utah Association of Psychiatric and Mental Health Nurses, is planning on introducing state legislation to remove the mandatory one year internship requirement in licensure. As of 1/2014 Page 3

4 Presently work is being done on language and sponsors and the UACH, although following this, is not involved in any lobbying efforts on this legislation. 2. AC Practice & Care Goal B: Implement nurse residency programs. o Reference 4 th quarter SIP report. 2. Is your AC working on removing barriers to RN level of care? Yes No 3. Has your AC advanced favorable state policy to remove barriers to care provided by APRNs? Yes No Interprofessional Care 1. AC Interprofessional Goal A: Launch an interprofessional education initiative with three required courses for medicine, nursing, pharmacy, dentistry, and allied health providers. o This initiative was implemented and is ongoing in its effort. See past Action Coalition quarter updates on program launch information. AC Interprofessional Goal B: o Please reference Goal A information above. 2. Does your AC have a strategy on Interprofessional Care? Yes No Diversity 1. AC Diversity Goal A: Collect current baseline data on diversity in Utah hospitals and nursing education institutions. o Baseline data collection was completed during the second quarter of this grant. Reference past quarter reports for information. AC Diversity Goal B: Develop site specific diversity plans. o We updated and broadened the definition of diversity in Utah to include not only the traditional categories such as race, ethnicity, gender but also first generation college graduates and rural. Our goal is to prepare and position nurses from all of these underrepresented groups for successful careers in nursing in Utah. Further exploration will As of 1/2014 Page 4

5 occur on how to capture those individuals entering nursing from certain socio-economic groups. We will be requesting the ALC to start expanding their definition of diversity in nursing education programs to match this definition. Furthermore, we will be incorporating this definition into our nurse residency programs and the associated data collection. 2. Does your AC have a diversity Plan? Yes * No If yes, briefly explain: * The ALC is near final review of a document on future nursing careers which targets high school students and counselors. The Action Coalition will use this document targeted to those schools with high minority populations. This document will be an integral part of Utah s diversity plan. We are also in the process of developing parts of our diversity plan based on the plans already in place in the various hospital chains in the state. The broadened diversity definition will be essential to these efforts (reference Goal B above). Data 1. AC Data Goal A: Establish the Utah Medical Education Council as the designated Nurse Data Center. o This goal was completed as the Nurse Data Center is now permanently housed in the Utah Medical Education Council (UMEC). Furthermore, this quarter our Action Coalition wrote a letter of support for UMEC to be designated as the data workforce center for the National Forum of State Workforce Centers. The application is presently in process. o Current Utah RN and Advanced Practice RN data is presently published and accessible on the UMEC website. AC Data Goal B: Develop strategies to fund the Nurse Data Center. o After considerable discussion with UMEC, the Utah Division of Occupational and Professional Licensing, and our Action Coalition, one time monies are now being used to fund the Nurse Data Center. Legislative efforts for continued funding are to be discussed in the 2015 Utah State Legislative session. Capacity Building (strategic planning, organizational structure, funding, etc.) Reminder: Please update your AC s attached funding chart with specific instances of cash grants or donations. 1. Capacity Building Goal A: Explore a funding grant for the Action Coalition from the Utah Department of Health. o Possible funding sources have been identified and contacts/request for funds will be made in the next few months. Capacity Building Goal B: Develop a communication plan for the Utah Action Coalition for Health. As of 1/2014 Page 5

6 o The Communications Plan was completed and adopted in the second quarter of this grant year. o This quarter articles about the UACH s work were written and published in the University of Utah College of Nursing Advanced Practice Council newsletter, the Utah Association of Nurse Practitioners newsletter, the Utah Nurses Association newspaper, and in QualityInsight (HealthInsight s publication). o A newspaper article for the major Utah newspapers (Deseret News and the Salt Lake Tribune) was drafted and will be submitted in the near future by the HealthInsight communications staff. The focus is on a rural nurse practitioner (Danielle Pendergrass) who has benefited from the Medicaid policy expansion outlined in in the Practice and Care Section of this report. Ms. Pendergrass will also be featured nationally in the AARP magazine (a big thanks to Winifred Quinn from the Campaign of the Future of Nursing!) We will also be pursing the possibility of a television spot on this topic. Most Significant Success this Quarter Adoption of the equal pay for equal service policy for NPs by the Utah Medicaid Program. Now all NPs will be reimbursed at 100% of the physician fee schedule. Launching two more nurse residency programs. Developing an expanded diversity definition and obtaining UACH approval. Having a successful viewing party and post-lecture discussion of the Rosenthal Lecture in December. Letter to Utah Governor Gary Herbert drafted on the expansion of nurse practitioner services. Letter to be finalized and sent by the grant principals in the next few weeks. Most Significant Challenge this Quarter Increasing the diversity of the nursing workforce in a state where the traditional minority population is relatively small. Technical Assistance Requests What additional technical assistance does your AC need to advance its goals and objectives? Examples of hospital site specific diversity plans. Examples from other states regarding their work on nursing leadership, how they collected the data, gap analysis, etc. Also references to national leadership training sessions would be helpful.
