HR Manager (Partners) About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions. We were set up to protect the public. To do this, we keep a Register of health and care professionals who meet our standards for their training, professional skills, behaviour and health. About the Partners Team The Partners Team is part of the Human Resources Directorate and recruits, trains and provides administrative support to the HCPC s Partners, or self-employed agents who provide the HCPC with expertise in the areas of the professions we regulate (see www.hcpc.co.uk/partners) The team is currently made up of five members: - The Director of HR heads up the department and is a member of the Executive Management Team (EMT), taking responsibility for the strategic aspects of HR and the annual work plan/ agenda. Vacancy - The HR Manager (Partners) reports to the Director of HR and is responsible for all operational aspects of the Partners team including recruitment, training and partner management processes such as performance/conduct complaints and monitoring the number of Partners. The HR Manager (Partners) will also provide support and guidance to managers and employees of the HCPC. - The Partner Co-ordinator reports to the HR Manager (Partners) and coordinates the partner management processes, allocates work to the Partner Team Administrators, works closely with department managers who make use of Partners and supports the HR Manager (Partner). - The Partner Team Administrators (x2) also report to the HR Manager (Partners) and provide administrative support to the department, focussing mainly on recruitment, training and responding to Partner queries by telephone and email. 1
The HR Directorate also incorporates the HR Department, which provides a full range of HR services to managers and employees. 2

Job Description HR Manager (Partners) Department: Reports To: Direct Reports: Human Resources Director of Human Resources Partner Co-ordinator Partner Team Administrators (2) Salary Band: Band C Main Purpose of Job To manage key HR operations and processes relating to HCPC s partners, contractors who perform various roles on behalf of the HCPC Lead in the implementation of the new partners information technology system (CoreHR) and oversee its on-going maintenance and development To provide generalist Human Resources (employees) support and advice to managers of one or more HCPC department(s) Position in Organisation Manages the Partner Coordinator and Partner Administrators. Reports to the HR Director on all partner-related matters and to the HR Business Partner on employee matters. Delegates work to the HR team as appropriate, in discussion with the HR Business Partner. Duties and Key Responsibilities PARTNERS Management To manage, develop and motivate the Partner Co-ordinator and Partner Administrators 4
To participate in organisational projects as necessary, providing input on partner related aspects. Information Technology Systems Lead in the implementation of the new partners information technology system (Core HR) and take the role of senior user for Partners on the project board Develop and oversee maintenance of manual and computerised information systems and databases. Work closely with Department Heads to ensure that database information is accurate and up-to-date. Recruitment and Selection Workforce planning: work with departments to forecast the number of partners required. Manage and develop advertising, recruitment and selection processes for partners and sit as the human resources representative on partner and employee interview panels as required Induction and Training Schedule and organise induction and refresher training events and preparation of training materials in conjunction with the user Department. Communicate partner relationship and policy matters at partner training. Contracts and Policies Oversee the issue of all partner contracts and develop, review and update partner policies Maintain a current knowledge of legal developments and legislative requirements in respect of partner contracts and other matters. Performance Management Manage any performance or conduct issues or complaints about partner performance or conduct Manage partner exit and reappointment process. 5
To assist the Department Heads in devising and managing any relevant processes for the partner program including performance appraisal Reporting and Communications Maintain data and statistics as appropriate and provide monthly management reports to the HR Director on trends and performance as appropriate or requested. Communicate and promote the role of partners to new and existing partners, and to the wider business at HCPC. Establish and maintain strong working relationships with key stakeholders in particular the relevant Department Heads who manage partners. Maintain partner engagement with the HCPC through regular communications, including all partner emails and updates EMPLOYEES HR Advice To provide an advisory service, including responding to routine enquiries where appropriate, to managers in one or more HCPC departments, advising them on HR policies, procedures and best practice HR casework To manage and act as the HR representative for HR matters and processes involving employees in one or more HCPC department including; disciplinaries, grievances, capabilities, sickness review, maternity/paternity leave, probation and exit processes. GENERAL To carry out the responsibilities of the post with due regard to the HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times. Skills, Knowledge and Abilities Essential Educated to degree level or equivalent experience Knowledge of the operations of interview panels and recruitment and selection processes, including proven ability in advising on these processes. Knowledge and experience of the implementation of HR information technology systems A knowledge and understanding of generalist human resources process and procedures and related employment law Strong supervisory/line management skills A flexible, customer service focused approach to work. Ability to work autonomously Excellent oral and written communication skills, including the ability to communicate professionally at all levels including senior health professionals and academics. Sound working knowledge of window based software packages, including word processing, spreadsheets, databases, electronic mail, and the internet. Desirable Knowledge or experience of formal project management methodologies 7
