PULIC HELTH SPECILTY FSC 4E0X1 CREER FIELD EDUCTION ND TRINING PLN Prt I Prefce 1. This Creer Field Eduction nd Trining Pln (CFETP) is comprehensive eduction nd trining document tht identifies life-cycle eduction nd trining requirements, trining support resources, nd minimum core tsk requirements for this specilty. The CFETP will provide Pulic Helth personnel with cler creer pth to success nd will instill rigor in ll spects of creer field trining. NOTE: Civilins occupying ssocited positions will use Prt II to support duty position qulifiction trining. 2. The CFETP consists of two prts; supervisors use oth of these prts to pln, mnge, nd control trining within the Pulic Helth creer field. 2.1. Prt I provides informtion necessry for overll mngement of the specilty. Section explins how everyone will use the pln; Section identifies creer field progression informtion, duties, responsiilities, trining strtegies, nd creer field pth; Section C ssocites ech skill level with the specilty qulifictions for knowledge, eduction, trining, nd experience; Section D indictes resource constrints; Section E is reserved for Trnsitionl Trining Guide for use with merging creer fields. 2.2. Prt II is comprehensive listing of trining courses nd stndrds ville to support creer field trining requirements. There re five sections to Prt II: Specilty Trining Stndrd (STS), Course Ojective List, OJT Support Mteril, Trining Course Index, nd MJCOM Unique Requirements. Section contins the most current version of the STS. This revised STS not only contins 3/5/7-skill level trining requirements, it lso indictes those tsks determined to e core tsks. The STS lso includes duties, tsks, technicl references, USF School of erospce Medicine (USFSM/PH) conducted trining, wrtime courses, nd correspondence course requirements. The 3-skill level column lists the topics nd the proficiency levels to which our pprentice students re tught in the Pulic Helth pprentice Course. The 3-skill level column should e used y supervisors to conduct grdute evlutions in ccordnce with FI 36-2201, Developing, Mnging, nd Conducting Trining; Section contins the Course Ojective List. Supervisors cn use this list to determine the scope of trining irmen should receive from ttendnce in n in-residence courses; Section C identifies ville support mterils. n exmple is Qulifiction trining pckge, which my e developed to support proficiency trining. These pckges re identified in FIND8, Numericl Index of Specilized Eductionl Trining Pulictions; Section D is the Trining Course Index, listing ll mndtory ir Force in-residence, field, ECI, nd exportle courses used to support trining within the Pulic Helth creer field. Supervisors cn use this index to determine resources ville to support trining. Included here re oth mndtory nd optionl courses. Section E identifies MJCOM Unique Requirements. Eduction nd Trining requirements unique to some MJCOMs re listed in this section; not ll MJCOMs hve unique requirements; Section F is specific to medicl FSC s. It descries the components of, nd provides guidnce on documenttion in the six-prt, Enlisted Trining nd Competency Folder. t unit level, supervisors nd triners use Prt II to identify, pln, nd conduct trining in line with the overll gols of this CFETP. 3. Using the guidnce provided in this CFETP will ensure individuls in the Pulic Helth creer field receive effective nd efficient trining t the pproprite point in their creer. 5

REVITIONS/TERMS EXPLINED dvnced Trining (T): Forml course which provides individuls who re qulified in one or more positions of their ir Force Specilty (FS) with dditionl skills/knowledge to enhnce their expertise in the creer field. Trining is for selected creer irmen t the dvnced level of the FS. ir Force Jo Qulifiction Stndrd/Commnd Jo Qulifiction Stndrd (FJQS/CJQS): comprehensive tsk list, which descries prticulr jo type or duty position. Supervisors to document tsk qulifictions use them. The tsks on FJQS/CJQS re common to ll persons serving in the descried duty position. ir Force Specilty (FS): group of positions requiring common qulifictions. Ech FS hs title nd code. Creer Field Eduction nd Trining Pln (CFETP): CFETP is comprehensive, multipurpose document encpsulting the entire spectrum of eduction nd trining for creer field. It outlines logicl growth pln tht includes trining resources nd is designed to mke creer field trining identifile, eliminte dupliction, nd ensure the trining is udget pproprite. Certifiction: forml indiction of n individul s ility to perform tsk to required stndrds. Certifiction Officil: person designted y the commnder to determine n individul s ility to perform tsk to required stndrds. Continution Trining: dditionl trining exceeding requirements with emphsis on present or future duty ssignments. Core Tsk: Tsks the FCFM identify s minimum qulifiction requirements within n FSC. Core tsks my e specified for prticulr skill level, duty position, or in generl cross the FSC. Guidnce for using core tsks cn e found in the pplicle CFETP nrrtive. Course Ojective List (COL): puliction, derived from course trining stndrds, identifying the tsks nd knowledge requirements, nd respective stndrds provided to chieve 3- & 7-skill level in this creer field. Supervisors use the COL to ssist in conducting grdute evlutions in ccordnce with FI 36-2201, Developing, Mnging nd Conducting Militry Trining Progrms. Course Trining Stndrd (CTS): trining stndrd tht identifies the trining memers will receive in specific course. Enlisted Specilty Trining (EST): mix of forml trining (technicl school) nd informl trining (onthe-jo) to qulify nd upgrde irmen in ech skill level of specilty. Exportle Trining: dditionl trining vi computer ssisted, pper text, interctive video, or other necessry mens to supplement trining. Externl Evlution: cquisition nd nlysis of dt from outside the trining environment to evlute the trining product in the operting environment. 6

Initil Skills Trining: forml resident course, which results in wrd of the 3-skill (entry) level. Instructionl System Development (ISD): delierte nd orderly, ut flexile process for plnning, developing, implementing, nd mnging instructionl systems. It ensures personnel re tught in costeffective mnner the knowledge, skills, nd ttitudes essentil for successful jo performnce. Occuptionl Survey Report (OSR): detiled report showing the results of n occuptionl survey of tsks performed within prticulr FS. On-the-Jo Trining (OJT): Hnds-on, over-the-shoulder trining conducted to certify personnel in oth upgrde (skill level wrd) nd qulifiction trining (duty position certifiction). Position Qulifiction Trining: Trining designed to qulify irmen in specific position, which occurs fter upgrde trining. Qulifiction Trining (QT): ctul hnds-on tsk performnce trining designed to qulify n individul in specific duty position. This portion of the dul chnnel on-the-jo trining progrm occurs oth during nd fter the upgrde trining process. It is designed to provide the performnce skills required doing the jo. Qulifiction Trining Pckge (QTP): n instructionl pckge designed for use t the unit to qulify, or id qulifiction, in duty position, progrm or on piece of equipment. Resource Constrints: Resource deficiencies, such s money, fcilities, time, mnpower, nd equipment tht precludes desired trining from eing delivered. Trining Requirements nlysis: detiled nlysis of tsks for prticulr FS to e included in the trining decision process. Trining Setting: The type of forum in which trining is provided (forml resident school, on-the-jo, field trining, moile trining tem, self-study etc.). Upgrde Trining (UGT): Mndtory trining which leds to ttinment of higher level of proficiency. Utiliztion nd Trining Pttern: depiction of the trining provided to nd the jos performed y personnel throughout their tenure within creer field or ir Force specilty. There re two types of ptterns: 1) Current pttern, which is sed on the trining provided to incuments nd the jos to which they hve een nd re ssigned; nd 2) lternte pttern, which considers proposed chnges in mnpower, personnel, nd trining policies. USFSM: U.S. ir Force School of erospce Medicine, locted t rooks F, Sn ntonio, Texs. Utiliztion nd Trining Workshop (U&TW): forum of MJCOM ir Force Specilty Code (FSC) functionl mngers, Creer Field Mngers, Suject Mtter Experts (SMEs), nd USFSM trining personnel tht determines creer ldder trining requirements. 8

Section - Generl Informtion 1. Purpose: This CFETP provides informtion necessry for the ir Force Creer Field Mnger (FCFM), MJCOM functionl mngers (MFMs), commnders, trining mngers, supervisors nd triners to pln, develop, mnge, nd conduct n effective creer field trining progrm. This pln outlines the trining tht individuls in the 4E0X1 FS should receive to develop nd progress throughout their creer. This pln identifies initil skills, upgrde, qulifiction, dvnced, nd proficiency trining. Initil skills trining is the FS specific trining n individul receives upon entry into the ir Force or upon retrining into this specilty. The 3-skill level FSC is wrded upon completion of initil skills trining. This trining is conducted y the United Sttes ir Force School of erospce Medicine (USFSM). Upgrde trining identifies the mndtory courses, tsk qulifiction requirements, nd correspondence course completion requirements for wrd of the 3-, 5-, 7-, 9-skill levels. Qulifiction trining is ctul hnds-on tsk performnce trining designed to qulify n irmn in specific duty position. This trining progrm occurs oth during nd fter the upgrde trining process. It is designed to provide the performnce skills nd knowledge required to do the jo. dvnced trining is forml specilty trining used for selected irmen. Proficiency trining is dditionl trining, either in-residence or exportle dvnced trining courses, or on-the-jo trining, provided to personnel to increse their skills nd knowledge eyond the minimum required for upgrde. 2. Uses: The pln will e used y MFMs nd supervisors t ll levels to ensure comprehensive nd cohesive trining progrms re ville for ech individul in the specilty. 2.1. USFSM trining personnel will develop nd revise forml resident, non-resident, field nd exportle trining sed on requirements estlished y the users nd documented in Prt II of the CFETP. They will lso work with the FCFM to develop cquisition strtegies for otining resources needed to provide the identified trining. 2.2. MFMs will ensure their trining progrms complement the CFETP mndtory initil, upgrde, nd proficiency requirements. OJT, resident trining, contrct trining, or exportle courses cn stisfy identified requirements. MJCOM-developed trining to support this FSC must e identified for inclusion in this pln. 2.3. Ech individul will complete the mndtory trining requirements specified in this pln. The lists of courses in Prt II will e used s reference to support trining. 3. Coordintion nd pprovl: The FCFM is the pprovl uthority. MJCOM representtives nd USFSM trining personnel will identify nd coordinte on the creer field trining requirements. The USFSM trining mnger for this specilty will initite n nnul review of this document y USFSM nd MFMs to ensure currency nd ccurcy. Using the list of courses in Prt II, they will eliminte duplicte trining. 9

Section - Creer Progression nd Informtion 4. Specilty Description: 4.1. Specilty Summry: Mnges nd performs pulic helth ctivities nd progrms in support of the erospce Medicine Progrm. There re two mjor divisions within Pulic Helth; Community Helth Mngement nd Force Helth Mngement. 4.1.1. Included within Community Helth Mngement re food sfety nd security; medicl entomology; communicle, environmentl, vectororne, nd zoonotic disese prevention nd control; community relted pulic helth medicl rediness ctivities (disster tem responsiilities) nd providing pulic helth eduction nd trining. 4.1.2. Included within Force Helth Mngement re medicl stndrds, profile mngement, wiver mngement; medicl dministrtive deployment processing nd dministrtive oversight of 1) occuptionl helth exmintions (including performing udiogrms), 2) Preventive Helth ssessment nd Individul Medicl Rediness (PIMR), nd 3) non-enrolled physicl exmintions. 4.2. Duties nd Responsiilities: 4.2.1. Community Helth Mngement. 4.2.1.1. Orgnizes nd ssists in communicle disese prevention nd control progrms. Prevents nd controls disese trnsmission through epidemiologicl investigtions, ptient interviews, helth eduction, nd oversight of immuniztion strtegy. dvises professionls on control mesures. Reviews provider tretment nd follow-up of infectious ptients nd their contcts. Reviews clinicl follow-up of personnel exposed to lood nd ody fluids. Monitors ries control progrm. Those 4F0X1s in 5-level UGT t time of merger who convert to 4E0X1s will e disenrolled from the 4F0X1 CDC course nd enrolled in nd complete the new 4E0X1 CDCs. The new 4E0X1 CDCs will include new volume, which will cover the 4F0X1 skills eing sored y the 4E0X1 community (Medicl Stndrds etc). 15.2.2.
