Respnsibilities: 1.1 Managers and supervisrs a. Prvide adequate resurces fr respnsible hazardus waste management within their wrkspaces. b. Include prvisin fr handling f hazardus waste when planning prjects ensuring that waste minimizatin strategies are incrprated as feasible. c. Ensure that all hazardus wastes generated in their wrkplaces are safely cntained, apprpriately identified and dispsed f accrding t the University s hazardus waste dispsal prcedures. d. Ensure respnsible management f hazardus materials inventries. 1.2 Waste generatrs (nt cnstructin related) a. Fllw apprpriate hazardus waste dispsal prcedures ensuring that hazardus waste is identified accurately, packaged apprpriately and stred safely. Page 1 f 7
b. Ensure that hazardus waste is dispsed f regularly and as identified. Ensure that chemical inventries are managed respnsibly and chemicals are purged as required. 1.3 Design Engineering and Cnstructin, Physical Resurces a. Ensure prvisin fr utilizing hazardus waste dispsal cntractrs meeting the defined minimum standards is incrprated int the scpe f cnstructin prjects. b. Incrprate respnsible hazardus waste management int all cnstructin prjects as applicable. c. Ensure that assciated waste manifests are apprved thrugh EHS. 1.4 Reginal Campuses and Research Statins a. Develp and manage lcatin-specific hazardus waste dispsal prcedures. b. Ensure that defined minimum standards fr hazardus waste dispsal cntractrs are applied fr all hazardus waste remval. c. Ensure that waste manifests are apprved by a University emplyee with current TDG certificatin. d. Maintain waste manifests (TDG dcumentatin) fr a minimum f tw years. 1.5 Envirnmental Health and Safety a. Crdinate hazardus waste dispsal services fr Main campus and prvide supprt t reginal campuses and research statins regarding hazardus waste dispsal. b. Ensure hazardus waste dispsal prcedures are readily available and cmmunicated t waste generatrs. c. Maintain generatr registratins and gd standing in HWIN and add, mdify r remve waste classes fr all University f Guelph sites (including reginal campuses and research statins) as required. d. Maintain current TDG certificatin fr the department and apprve waste manifests fr Main Campus. e. Maintain waste manifests (TDG dcumentatin) frm Main Campus fr a minimum f tw years. Page 2 f 7

Minimum Standards fr Hazardus Waste Dispsal Cntractrs Hazardus waste dispsal is highly regulated and as such has significant assciated liability. In rder t ensure the prtectin f the envirnment, the safety f ur peple and the University as well as ensure that ur regulatry bligatins are met, the fllwing criteria fr hazardus waste dispsal cntractrs hired by the University f Guelph have been defined: N regulatry infractins in the past 5 years r submissin f regulatry infractins within the past 5 years alng with crrective actins fr critical review; N cmpany name change in past 5 years r submissin f cmpany regulatry histry under previus name(s) fr critical review; Envirnmentally respnsible final waste dispsal, ensuring cmpliance with Land Dispsal Restrictins and n deep well injectin; $10M insurance including transprt and cmmercial general liability, errrs and missins and envirnmental impairment insurance; Prf f WSIB cverage and letter f standing frm WSIB; Submissin f Health and Safety prgram; Slid understanding f the Prvincial hazardus waste legislatin, waste manifesting system, Transprtatin f Dangerus Gds requirements, WHMIS and all additinal relevant statutes and regulatins. Regulatry histry is a significant factr in chsing a respnsible waste dispsal cntractr and this factr is t be heavily weighted during assessment f dispsal cmpanies. The University must be cnfident and assured its regulatry bligatins can be met. Infractins invlving illegal r irrespnsible waste dispsal practices will nt be tlerated. 3. Funding fr Hazardus Waste Dispsal Hazardus waste dispsal is centrally funded by the University with the fllwing exceptins: Gas cylinders Ptentially explsive materials Materials f unknwn identity Waste generated frm the fllwing lcatins r activities: Reginal campuses and research statins Page 3 f 7
Cst recvery units (e.g. Lab Services Divisin, Hspitality, Athletics, Student Health Services, etc.) Wide-spread lab clean-uts Cnstructin prjects (e.g. PCB waste, flurescent bulbs, etc.) 4. Hazardus Waste Streams Hazardus waste can be divided int chemical, bihazardus and radiactive waste streams. Unless cmbined thrugh the inherent design f the research, waste streams are t be kept separate. Types f waste within streams are t be kept separate if pssible (e.g. halgenated, nnhalgenated slvents, aqueus, rganic and inrganic wastes). Incmpatible wastes must be segregated t ensure the safety f all University and cntractr persnnel. Waste manifests must be signed by University f Guelph emplyees with current TDG certificatin. Fr main campus this is dne thrugh EHS. 4.1 Chemical Chemical waste management invlves remval t ff-site treatment/final dispsal sites. Waste included in the chemical waste stream includes but is nt limited t the fllwing: Surplus, expired r spent labratry chemicals Batteries, including alkaline, Ni-cad, lead acid, nickel metal hydride, etc. Flurescent light bulbs, including flurescent tubes and cmpact flurescent bulbs Paints Oils and lubricants Pesticides (including insecticides, herbicides and fungicides) Aqueus wastes unsuitable fr sewage dispsal Chemical waste dispsal fr main campus invlves regularly scheduled pick-ups by an authrized chemical waste dispsal cntractr. Chemical waste is then transferred t the Chemical Management Centre fr lab packing r bulking and transprt as apprpriate. Specially scheduled remvals are arranged fr extrardinary quantities f chemical waste such as waste generated frm cnstructin prjects. Chemical waste dispsal fr reginal campuses and research statins is scheduled as required by site representatives. Page 4 f 7
4.1.1 Cmpressed gases Gas cylinders are t be leased frm the supplier such that the empty cylinders, surplus r expired gases can be returned t the applicable supplier. Cmpressed gases that require waste dispsal are included in regular chemical waste dispsal prgrams. 4.1.2 Ptentially Explsive Materials Dispsal f ptentially explsive materials is scheduled as required and is cmpleted by an authrized explsives dispsal cntractr. 4.1.3 PCBs Waste cnsidered t be PCB waste includes: PCB ils PCB cntaining r cntaminated equipment where PCB cncentratins are greater than 50 ppm including electrical ballasts capacitrs transfrmers If dispsal cannt be arranged within 30 days, PCB waste must be transferred t strage. The designated PCB Strage Site n the main campus is a rm within in the Chemical Management Centre. This rm is capable f string small quantities f PCB ballasts in metal drums. PCB transfrmers r transfrmer il is nt t be stred in this rm. PCB waste dispsal invlves specially scheduled pick-ups by authrized PCB dispsal cntractrs. Directr s Instructins fr the remval f PCBs must be btained frm the Ministry f the Envirnment prir t remval as per applicable regulatins. 4.2 Bihazardus Waste included in the bihazardus waste stream alng with treatment methds includes but is nt limited t the fllwing Steam sterilizatin (autclaving): Ptentially pathgenic r pathgenic material lab trash, cntaminated glassware, dispsables, agar plates, slants vaccines, txins micrbilgical cultures, bld prducts, bdily fluid Page 5 f 7
sharps Autclaving f bihazardus waste must be dne at cnditins t ensure the sufficient destructin f hazardus agents (e.g. 120 C at 105 kpa fr mre than 60 minutes). Incineratin r caustic digestin: Transgenic animals Waste generated frm transgenic animals (bedding, feces, etc.) 1 Surgical waste including drapes and bld stained material 1 Bihazardus waste generated frm areas withut access t an autclave 1 Ptentially pathgenic r pathgenic Animal carcasses and bdy parts Bedding Feces, etc. Waste fr incineratin must be sent ff-site. Nn-incineratin techniques may be used n-site. 4.2 Radiactive Radiactive waste pick-up is thrugh regularly scheduled pick-ups by authrized hazardus waste cntractrs. Radiactive wastes are transferred t the Chemical Management Centre where suitable istpes are stred fr delay and decay. Istpes nt apprpriate fr delay and decay are packed int drums befre transprt ffsite. Hazardus Waste Dispsal Prcedures Current hazardus waste dispsal prcedures fr chemical, bihazardus and radiactive wastes are t be included n the EHS website. Hazardus waste management is discussed in Lab Safety and Radiatin safety training curses which are ffered regularly.
