RFP 2015-12 VoIP Phone Service Addendum One Questions What do you mean by 20 existing Managed IP lines? There are currently twenty Managed IP phone lines in use at Site 4. I am currently showing five analog lines, I just want to confirm that you only need four. We actually need a total of nine analog lines for the faxes and burglar panels, as well as, lines needed for building elevators and intercoms. What is the length of contract JHC prefers for the hosted system: 2, 3, 4, 5 years? The Jackson Housing Commission is a recipient of Federal Funds and is required to procure services every two years. Current vendor providing hosted services? Prefer not to disclose. Planned installation date for new hosted system? The estimated time frame for installation is late December 2015. In the table and statement for JHC's needs, it is indicated that there are currently 2 and 14 phones respectively at Site 2 and Site 4. Statement of work indicates currently twenty Managed IP phones in place. Could you clarify? The management office (Site 2) and the central office (Site 4) are located at the same address. Currently there are fourteen Managed IP phones numbers in use or vacant. There are six numbers that include a main number for three distinctive programs, as well as, an auto attendant for each. It is indicated that Sites #2 and #4 are currently served by a VoIP platform. Do Sites #1, #3 and #5 have the infrastructure in place to also support VoIP services (e.g. POE switches routers and/or gateways?
The vendor will provide the necessary equipment for sites 1, 3, and 5 to support VoIP service at the locations. Are Sites #1, #3 and #5 wired with Cat-5 or Cat-6 to each user? What is the current bandwidth being delivered to each of the 5 sites? The vendor providing service will need to provide the bandwidth for location. Only a fully hosted solution will be considered. Does the Commission desire that prospective bidders quote 6 Mbps to each of the sites? Please quote 3Mbps and 6Mbps for each site. Are the 20 existing Polycom IP 550 HD phones Power over Ethernet (POE) or do they use power supplies? POE Does the Commission desire that the additional 9 phones be POE or have power supplies? POE Is the total seat/license count 29? The JHC is unable to accurately confirm the seat/license count. Under Submission Requirements, there is a list of network equipment with an asterisk that indicates equipment currently in use. Is this equipment in use at each of the 5 sites? Or, does the Commission desire that prospective bidders quote the listed equipment for all sites? Please quote the necessary equipment needed to support VoIP service at all sites. Does JHC want the vendor to install and manage the network infrastructure or is there an in-house IT staff that will be responsible for installation and management? The vendor will install and manage the network infrastructure. Is static IP available in each location? The vendor must provide the Static IP numbers
How many receptionist consoles are required? Are the fax lines requested to be IP fax? Are they currently supported on the existing VoIP service? The fax lines are not required to be IP fax. The current fax lines are not supported through existing VoIP service. So the fax lines terminate at a fax machine or fax/printer in each site?. Is JHC open to fax so faxes are sent and received to an inbox so they can be forwarded and printed from this application? How many users require a voicemail box? All How many main listed or main published numbers does JHC have? Four How many toll free numbers if any are required? How many receptionist consoles are required? Are the intercom lines coming through the speakers on the existing phone or another means? The sound for the intercom is transmitted through speakers Is there overhead paging in place? Three is no overhead paging in place. How many users require DID numbers? All users require DID numbers Are the elevator, burglar and fire lines currently supported by existing phone service provider or another means?
Currently, the elevator, burglar and fire lines are currently handled by two companies. But only one company is desired. How many users require unlimited long distance service in the monthly service or can some users who may not make a high number of outbound can share a pool of numbers each month? All users will require unlimited long distance service each month. The sharing of long distance minutes is not desired. Is the JHC open to all new telephone devices (IP) for all users if it has little or no economic impact on your operation? If the solution provides value to the JHC, otherwise the agency will benefit from the savings of using existing phones and adding new phones as needed. Is the actual quantity of IP phones required per table on page 2, sixteen existing phones plus eight new for a total of twenty-four IP phones? Please explain the distinction between a managed IP phone and a managed IP line for your design criteria? Phones that are used in conjunction with VoIP phone service.
