1 Referenced RFP Section 1 Section Section 2.03, Item C 3 4 Section DCADLEC RFP Clarifications Question Answer The Cisco phones are all Gigabit where specified. Since the Cisco phones are being held as the standard, can it required that all phones that will be submitted to be NATIVE gigabit so true equivalent models can be submitted from Avaya and Mitel? The standard Mitel phone will be modified to be the Mitel 5360 to be equivalent with gigabit pass through and a color display. The basic phone type will be acceptable to have gigabit pass through provided in the stand. It looks like you are asking for 2960S s in the Distribution switches but it is calling for a maximum stack of 8 switches and stack speed of 64 Gig. Can you clarify if these switches must be 2960S s since these will go up to 4 in a stack or will you accept Cisco 4500 series bundles with Sup 7 L-E s and network blades to provide the port counts or Cisco 3750X stacks? Can the technical and business proposal be within the same binder or do you want separate responses to cover these (binder for technical and binder for business)? The Cisco 2960S is the minimum requirement, but betterment is acceptable and will be considered. Where stack is greater than 4, the vendor shall utilize multiple stacks each with a dual connection to the core. Utilizing 4500 series or 3750 series is acceptable as a single stack. No. The technical and business proposals shall be in separate binders. Will DCSOIT consider paying for an annual maintenance agreement instead of monthly? Regarding the fax server, how many simultaneous outgoing faxes/ports will this need to support? 2-4 outgoing ports, the system should have a sending Que so if it exceeds the avaible ports its sends the fax as soon as one is available. Having the stacking ability of the 2960S being just 4 allows us to clarify if they would/need to consider other switching alternatives such as the 3750X.Will you be considering alternatives? Like the above statement? Yes, alternatives will be considered, as long as they are the manufacturers specified in the RFP.

The Mitel are not gigabit natively (except the 5360). Does the county require all phones to be NATIVE gigabit? We request that Douglas County consider revising this requirement as many of the sections currently covered by this request do not require any response. Does the County require the Cisco switch to be model 2960S or can an equivalent Cisco product? What is meant by text recording? Does the County want a desktop screen recording? Are there any other kind of video sources to be recorded other than IP Video Stations? Which Telephony System (Make, Model and Version) is installed at present? Is it analog or IP based? Are there any other applications such as voic , contact center, paging system, emergency responder, fax system etc. integrated with telephony system? Is there any existing documentation for existing telephony system for call flow and the other application integration? How many users and phones need to be transition from old system to new system? Are these users and phone counts same as mentioned in SECTION VIII? What kind of existing phone models do you have? Is there a requirement to use existing phones with new phone system? Which other existing applications do you want to integrate with new phone system? "Understand and Comply" can be used where the requirement does not necessitate any response beyond that. See the answer to Question 2. System text messages are through an application that runs on the desktop platform that allows you to send text messages to anyone in the system. Text recording shall capture these text messages. Text recording shall NOT be a desktop screen capture. No. The existing phone system is a digital Mitel solution. Additional inforamation will be provided to the winning vendor. Only those applications in the scope of the RFP require integration. Existing documentation shall be provided to the winning vendor. Refer to "Schedule of New Desksets" for quantities and locations. N/A. No. Only applications defined in the scope of the RFP shall integrate with the new phone system. 7
3 18 Section I, Page 8 How many DIDs and Toll free numbers exist? 19 Section II, Page Section II, Page Section II, Page 14 As mentioned under Sec II, 1.01 (Page 10) Point D, the communications infrastructure and cabling systems in the facility will be installed as a part of the telecommunications cabling contractor s scope under a separate contract. But this point says that the provision of manufactured components, installation, wiring and testing shall be the responsibility of a single Contractor. Can you please clarify who is going to test the wiring and other systems which are provisioned and installed under separate contract by separate contractor? How many Auto Attendants are configured in existing phone system? 22 Section II, Page 14 Do you have a flow chart or documentation for it? 23 Section II, Page Section III, Page 18 Is it programmed in the telephony system or on other application server? How is the paging system integrated with existing telephony system? N/A. Refer to the Schedule of New Desksets for quantities. Work under the scope of the RFP, shall be the responsibility of a single contractor. The Cabling Systems Contractor shall test the cabling that is installed under a separate contract. There are three existing auto attendants but, more are described in the RFP. Documentation will be provided to the winning vendor. Programming information will be provided to the winning vendor during the LAN workshops. N/A. The Contractor shall coordinate with the Structured Cabling Vendor to gather requirements of newly installed paging system. 25 Section III, Page 18 Is it analog or IP based? See the answer to Question Section III, Page 18 What are the make, model and version of the system? See the answer to Question Section III, Page 18 How many simultaneous paging sessions has been configured? See the answer to Question Section III, Page 18 Do you have any documentation for it? 29 Section III, Page Section III, Page 38 In this point it is mentioned that the Attendant Console equipment requirement as Cisco 7945G with EM. But under Section III, 2.06 (Page 26) Point J, it states that the desk set type for Attendant Console shall be an Enhanced Set (which is Cisco 7975G) with expansion modules or equivalent. Please confirm the IP Station set for Attendant Console. 1. What is the total daily volume of fax pages sent and received currently? Documentation will be provided to the winning bidder. The Attendant Console shall be the Cisco 7975G with the EM. Roughly 940 pages total daily.
4 31 2. Are there peak periods during which fax volume spikes? What is the tolerance for busy signals amongst those sending faxes to your company? Programming requirements and paraments shall be defined in the LAN workshops How time sensitive are outbound faxes? What percentage of faxes would you consider mission critical to your profitability that if not received will affect your company s revenue or sales capabilities? 6. By what percentage do you expect your total fax volume to increase over the next 24 months? Do you want inbound faxes to be routed to the recipient s workstation automatically using DID/DNIS routing? Do documents you need to fax manually usually originate in PDF? How many standalone fax machines are used today? 10. Would you like to automatically send documents from your company s accounting system, ERP, CRM, or other 39 internal solution to Fax Server? 40 a. If yes, which systems would you like to integrate with Fax Server? Does your company have a Virtualized environment? (VMware/HyperV/Other) Do you have software to allow archival of your faxes? If you want to fax from an Multi-Function Device through the Fax Server to retain a copy of the fax and all log data: 44 a. How many Multi-Function Devices are in use today? 45 b. Which type (manufacturer and model numbers)? Do you want faxes to be automatically delivered to: 47 a. Specific Individuals? 48 b. Departments? 49 c. Network folders? 50 d. Applications? What is your business continuity requirement?

The Contractor shall coodinate and provide any necessary interface. 63 Section IV, Page 56 Please provide the ASA firewall licensing requirements: How many SSL, AnyConnect and IPSEC VPN licenses needed? Include 200 AnyConnect Licenses, the IPSEC vpn licenses are included with the Firewall. 64 Section I, Page 6 1. Are there any other locations other than DCADLEC that need wireless network infrastructure/coverage? Refer to WAP locations on the floorplans for coverage requirements. 65 Section I, Page 6 2. What is the user density of each location? User density can be determined from floorplans. 66 Section I, Page 6 3. Do you require any outdoor wireless? Where? No. 67 Section I, Page 6 68 Section IV, page Do you want the wireless network to support wireless IP phone and with roaming capability? What are the three security channels which caused the channel limitations? Will Douglas County require references from equally sized counties or municipalities based on citizen population in the metro area to ensure proximity and expertise to support the proposed system? Those channels will be provided to the winning vendor. No, but similar installations.
6 70 Will Douglas County require P&L statements for the last three years from the manufacturer as an indication of financial health and ability to continue From a business continuance perspective what would the county consider an ideal plan for a fully redundant solution with cost as a non factor? 71 Section 2.07 Please confirm the county wishes to receive quotes with native gigabit phones from all vendors? In Section 2.03, Item C In Section 2.03, item C in the Distribution switches asking for a maximum stack of 8 switches and stack speed of 64 Gig. Please clarify if these switches must be 2960S s and if the county would consider a more cost effective solution with the XXXX series bundles with Sup 7 L-E s or XXXX stacks)? Is there a plan to later incorporate departmental video using the underlying infrastructure or will the county consider a non Cisco distribution layer for video? In the alternative specifications it appears that not all of the phones are Gigabit Ethernet enabled. Is it a requirement that all phones be capable of Gigabit Ethernet? If it is more cost effective with no sacrifice in performance can other Ethernet Switching be bid as long as it is with the specified manufacturer(s)? When designing the wireless network please define the types of devices that are expected to connect to the wireless network? Please also define what class voice devices are expected to connect and roam on the wireless network. Douglas County would prefer P&L statements. See the answer to Question 2. Yes, the County will consider a non Cisco distribution layer. Programming requirements and paraments shall be defined in the LAN workshops.
7 Section Section 2.03, item C In regards to redundancy please specify by product if possible the redundancy requirements for Call Processing Servers and Server Power Redundancy. Location requirements of redundant call processor if any. Will be they be split across data centers or a second location? Gateway Redundancy and Gateway Power Redundancy. If a redundant gateway is required will the PRI circuits be split among the two gateways? Will the Gateways be split across a data centers or a second location? For E-911 will the specific location data specified in the RFP be required to be delivered to the PSAP when a 911 call is invoked. I noticed in section 2.07 you mentioned the phone models, you gave Cisco phones and Cisco equivalents for Mitel and Avaya. The Cisco and Avaya phones are all Gigabit phones; the Mitel are not gigabit natively (except the 5360). Do you want all phones submitted to be NATIVE gigabit? Mitel doesn t have any native gig phones except the They will however, replace the base stand of the phone with a gigabit stand. Mitel s price will be artificially low. If we are not clear of the needs. It looks like you are asking for 2960S s in the Distribution switches but you are asking for a maximum stack of 8 switches and stack speed of 64 Gig. Can you clarify if these switches must be 2960S s? Call processing servers and server power shall be redundant. All equipment shall be housed in the MDF. There is no requirement for gateway redundancy. See the answer to Question 2.
