Role of the Jobs Bank Jobs Bank is WDA s new job portal to facilitate online job matching between employers and local job seekers. It is part of a larger system that support WDA s career centres operations and career services. Jobs Bank supports the MOM Fair Consideration Framework s advertising requirements starting from 1 Aug 2014 Jobs Bank is a free service for: Singapore-registered companies Local job seekers (Singapore Citizens and Permanent Residents) Visit the Jobs Bank portal at http://www.jobsbank.gov.sg 2
MOM s Fair Consideration Framework Companies which advertise their job vacancies on WDA s jobs bank will have to comply with the following mandatory details for each job advertisement. Using the Jobs Bank (Employer Registration) User registration process for companies 1. A company will need to prepare the following information: Company s UEN e-service Access Code from the Inland Revenue Authority of Singapore SingPass accounts of company personnel accessing Jobs Bank 2. Login to IRAS e-services Authorisation System (EASY) portal: Chose the role of a Proposer or Approver Select the option: Jobs Bank Employer e-services offered by WDA 3. Company will authorise their staff within EASY to access the Jobs Bank 4. Authorised staff will login to the Jobs Bank s Employer Portal (https://www.jobsbank.gov.sg/icmsportal/portlets/jobbankhandler/employer.jsp) by using their SingPass accounts. 5. After login, authorised staff will provide the company s details and proceed to access the Jobs Bank s features 5

Enabling third-party entities to post on behalf of companies on the Jobs Bank Third-party entities can post jobs / receive job applications for a company The entity will have to declare the UEN of the client company that they are posting on behalf of before creating each job posting The entity can choose to not publish the client company s name in the job posting The entity will receive and manage job application on behalf of their client company 7

Frequently Asked Questions Which companies are eligible to use the Jobs Bank? All Singapore-registered companies with a Unique Entity Number (UEN) are eligible to register with the Jobs Bank. Information on UEN can be found at http://www.uen.gov.sg. 14
Frequently Asked Questions Is there a limit on the number of staff that a company can authorise on the Jobs Bank? A company can authorise any number of staff to access the Jobs Bank, via IRAS e-services Authorisation System. 15
Frequently Asked Questions Can a company authorise staff without a SingPass account to use the Jobs Bank? No. A staff member will require a SingPass account before the company can authorise the staff to access the Jobs Bank via IRAS e-services Authorisation System. 16
Frequently Asked Questions How can my company advertise job vacancies on behalf of other companies? Jobs Bank will allow employment agencies, private job portals and companies which offer outsourced human resource services to advertise job vacancies on their behalf. These parties will have to declare the companies which they are advertising for. 17
Frequently Asked Questions Are there any advertising guidelines for job postings on the Jobs Bank? Companies posting jobs on the Jobs Bank should refer to the Tripartite Guidelines on Fair Employment Practices (TAFEP) by visiting TAFEP s website: www.tafep.sg. They should also adhere to the hiring regulations for their industry. Companies should consult the government agencies that oversee their industries to understand these regulations. 18
Frequently Asked Questions What is the validity period of a job posting on the Jobs Bank? Each job posting is valid for 30 calendar days. Users have the option to set a job posting to expire in less than 30 days. A job posting that has expired will not be published for public view in the Jobs Bank. After a job posting expires, users have the option to renew the same job posting for up to two times, if the date of renewing the job posting is within 6 months of the initial date of publishing the first job posting. 19
