: Integrating GIS With Primavera Project Management System at WVDOT Presented by Marshall Burgess, WVDOT Stephen Cole, Stephen Cole Consulting Jervetta Bruce, CDP, Inc.
WVDOT Geographic Information System GIS is an informational system capable of integrating, storing, analyzing and managing data which are spatially referenced to Earth. WVDOT utilizes GIS for planning, analysis, and mapping. GIS is being established as an enterprise system capable of integrating and spatially enabling various legacy databases throughout the WVDOT. Key component to make this happen is based on the WVDOT Linear Referencing System. The roadside milepost has been the traditional method of locating asset or incidents on roads. By integrating this information into our GIS, we are able to establish an enterprise system. 2
WVDOT GIS Operational Goals To provide transportation information to the public in a timely manner via the internet. To establish a common spatial base map for all WVDOT Agencies to utilize. To develop an atmosphere of geospatial data sharing. To improve data communication between WVDOT Agencies. To promote more well informed design-making. 3
WVDOT GIS Immediate Objectives Spatially enable the Road Inventory Log Research spatially enabling Project Tracking Systems Create GIS base layers Establish definitions of roles and responsibilities Development of Metadata Migrate the State and County Maps to GIS base Develop application for Statewide Transportation Improvement Program (STIP) Integrate E-911 addressing into WVDOT Transportation Data Model 4
WVDOT Program Planning Operational Goals To be the Best in Program Management. To implement the Primavera Enterprise solution. 5
WVDOT Program Planning Objectives Improve financial and schedule controls. Improve the information available to field staff. Integrate t project information with existing WVDOT systems. Solution: Primavera P6 Enterprise 6
WVDOT Primavera Project Objectives Roll out P6 client/server and web apps to 150 + users within Program Planning, Contract Administration and Right of Way. Preserve existing business rules. Supply project summary info to GIS applications. Enable geographic query tools against past, current and planned construction projects. 7
WVDOT Primavera Project Objectives cont. Leverage GIS road inventory data in P6. Leverage P6 project summary information in GIS. Bring together financial, schedule and geographic project information in a single interface. 8
What is Primavera P6? Primavera is comprehensive, multi-project planning and control software, built on Oracle and Microsoft SQL Server relational databases for enterprise-wide project management scalability. The application runs on a Microsoft SQL Client Server and Jboss Web server. BENEFITS Offers the right strategic mix of projects Plan, schedule and control large-scale programs and individual projects Monitor & visualize project performance vs. plan Foster team collaboration Balance resource capacity Allocate best resources and track progress Integrate with financial management and human capital management systems Integrate API with GIS systems 9

Initiating a P6 Project Project Initiation Web based approval workflow. GIS Project Demographics: Populate P6 projects with road inventory details. 11
GIS Project Demographics GIS Project Demographics Detailed road classification data is sent to P6. User selects road segments affected from Road Inventory y Log g Application retrieves details of the primary road section: Road characteristics Federal and WV classifications Rural vs. vs Urban info AADT Values LaneInfo Values And A d transfers f data d to P6. Sending Project Data to GIS GIS Project List Pushes summary project info to a new GIS map layer. 13
WVDOT Primavera Project Initiation WVDOT projects are initiated through the Primavera JBoss web server and are immediately sent to the MS SQL client server database. User logs in to an internal web site with licensed username and password. User selects to initiate a project, populates the form fields and advances the request. The project request is electronically routed via Outlook to several approvers. Custom scripts automatically update the project WBS according to WVDOT s business rules. 14
GIS Map Integration Project Selection Objectives Provide information to citizens interested in planned, current and past projects. Supply project definitions and summary information to GIS applications. Support query tools within GIS, in particular tools which represent the history of work done in a specific geography. 15
GIS Project Demographics Project Selection A project programmer accesses the website and uses GIS to make decisions about where and when to program new construction projects. This query tool pulls data from both P6 and the GIS Road Inventory Log (RIL) database. User can search for a project by State Project Number (SPN). User can also search for a project by any part of the project name. Results return the Project ID and Name. 16
GIS Project Demographics Road Section Objectives Supply road demographic information (e.g. width, paving surface, condition, etc.) to Primavera upon project initiation. Ensure that the Primavera project includes relevant information about the roads, bridges and other structures affected by that project. Enable the project programmer to identify appropriate funds based on road classifications. Support a work process in which the GIS application serves as a decision-support tool that WVDOT will use to allocate resources and program work. 17
GIS Project Demographics Road Section Information to P6 Road segment data is retrieved from the RIL. User identifies the road section of interest by selecting: County Sign System Route number Sub-Route number Supplemental code Direction Begin MP of Work End MP of Work Priority User clicks Add. 18
GIS Project Demographics Project Summary Tables Detailed road classification data is sent to P6. The system retrieves details of the primary road section: Road characteristics Federal and WV classifications Rural vs. Urban info AADT Values LaneInfo Values User clicks Submit to P6. P6 Project Tracking Search htool User opens the the text search tool to search for the project by Project ID. User enters a project ID number and clicks search. 21
P6 Project Tracking Search hresults The project search results indicate six different line segments. User can scroll down to see the other line segments. 22
P6 Project Tracking P j t R lt Project Results User hovers over the search box and the project information is displayed on the map map. The binoculars icon is displayed and highlighted on the location of the project. Gaining More Insight 23
P6 Project Tracking j l d i Project Results and Line Segment User clicks on a particular line segment in the search result box to zoom into the project. The project is highlighted with the binoculars icon and the project information is displayed. p y The green colored line on the map indicates the line segment g of the route involved on the project.
