Tender for Online Recruitment (SAAS Model) EDP-Recruit/1/2012-E D P 06-Mar-2013 Spices Board invites sealed quotations for the implementation of Online Recruitment (SAAS Model) to manage recruitments. The details of this requirement are given in Annexure 1. Terms and conditions are given in Annexure 2. The sealed cover enclosing the quotation should be super-scribed as Quotation for Online Recruitment due on 13th Mar 2012. The quotation, addressed to Deputy Director (EDP), Spices Board, Sugandha Bhavan, N.H. By Pass, Palarivattom, Cochin-25 should reach EDP Department of the Board on or before 13th Mar 2013, 5.30 pm. Late, incomplete quotations will not be entertained. The sealed quotations will be opened on 14th Mar 2013 at 11 a.m. Spices Board has the right to accept or reject any quotations without assigning any reason. Deputy Director (EDP) Page 1 of 5

Annexure I Tender Details 1. Introduction Spices Board (Ministry of Commerce and Industry, Govt. of India) decided to implement a web enabled online recruitment (SAAS model) to manage its recruitment needs. The Board follows the reservation rules of Govt. of India to fill the vacant posts. Implementation of system can be proposed in a phased manner depending on priority. 2. Proposed system: Detailed Requirement Requirements 1 Publish vacancy notification: post, no. of vacancies, reservations, pay band and grade pay, vacancy location, last date of receipt of application, fees etc 2 Online Registration of candidates, submission of applications along with relevant information and details of payment, uploading photos and signatures of candidates. Validation of data during online submission. Generation of application no, user id and password 3 Applicant login, review, modify, printing of application along with provision for updating challan form and view status of selection process, marks obtained (wrong/right answers), interview and final score depending on the stage of selection process 4 e-mail and SMS notifications to candidates at various stages of recruitment process 5 Filtering of applications based on selection criteria and, also, based on relaxation of age in case of reserved posts. Generate list of selected candidate for test/interview. 6 Update address of venue of written test, number of rooms and seating capacity. Generate Exam Centre wise/room wise allocation list of candidates for the written test and intimation letter to be sent by post and email (SMS to be quoted as optional) istrator shall have the facility to edit the letter template and the variables like date, reference number, address, time, venue, designation etc shall be controllable in this letter by placing keywords in appropriate positions. 7 Facility to download hall ticket by candidates using the username and password obtained. Hall ticket shall have the photograph and signature of the candidate which are uploaded during registration. Interface After hall ticket, a message shall be displayed with the title Instructions to the candidate.both the title and the contents of the same shall be editable by the administrator using the istration Screen. istrator shall have the facility to edit the template and the variables like Reg No, Post Applied, Exam Center, Date and time, Name and Address shall be controllable by placing keywords in appropriate positions. Photograph in this hall ticket shall be auto updated using the scanned copy uploaded at the time of registration 8 Update marks of written test. A bulk uploading facility also shall be provided for the same. Select candidates for interview based on cut-off marks and generate the selected list and letter to be sent to the candidates intimating Interview by post and email (SMS to be quoted as optional) istrator shall have the facility to edit the letter template and the variables like date, reference number, address, time, venue, designation etc shall be controllable in this letter by placing keywords in appropriate positions. 9 Publish/update result with interview marks and upload selection proceedings 10 Provision to by-pass written test and related events and go directly to activities for conducting interview in case of selected posts/ lesser number of candidates. 11 Provision for conducting online exam 12 Password regeneration in the event of lost password 13 Generate intimation letters and reports at various stages of recruitment process. 14 System should be accessible through all major browsers (IE, Google Chrome,Firefox etc) 15 SMS alerts facility at each stage 16 Support for multiple advertisements and processing of online applications for multiple posts 3 Page 3 of 5

1. The application should be hosted in the service providers data center 2. Service provider shall provide sufficient bandwidth to submit 1000 applications per day. Bandwidth shall be explicitly mentioned in the quotation. 3. Service Provider shall ensure 24 x 7 uptime. 4. Service Provider shall ensure that routine backups are maintained. 4. Eligibility Criteria a) The bidder should have successfully provided SAAS for online recruitment in at least two Government organizations/ PSUs/Banks. b) The service should have handled at least 50000 successful applications. c) The bidder should have minimum three years of experience in providing IT enabled solutions. 5. Project Deliverables The following deliverables have been envisaged during the life cycle of the project: a) Delivery of source code (application and database) b) System documentation & User Manual (soft copy) c) Training 6. Format in which Quotation is to be submitted The bidder shall submit the quotation in the below given format # Item 1 Development/Customization + Training Total Cost for 1-5000 successful 2 submission of applications Additional Cost for next 1000 successful 3 submission of applications Help Desk Support for Candidates 4 (Mon-Fri 9am - 5.30pm) Total Cost for Conducting Online Exam per candidate (inclusive of all infrastructure cost and fee for 5 invigilators) (Optional) 6 Integration with a payment gateway 7 Yearly Maintenance Charges 8 Any other cost if applicable Total Cost (Inclusive of taxes and all charges) Page 4 of 5

Terms and Conditions a. The software shall be provided in SAAS model. b. Financial bid shall be submitted in a separate sealed cover as per the format given in page4. c. The project shall be a customization of an already existing software solution. It shall not be a complete application development. d. Time of implementation of the project shall be specified. e. Once the quotations are received, the bidders shall make a presentation of the existing recruitment software system to the Board in detail. The bidder(s) will be short listed based on the requirements and functionalities of the existing software and the time of implementation. f. Financial bids of the selected bidder(s) as per the process above will be opened and processed for evaluation. g. The bidder has to undertake an agreement with Spices Board so as to complete the project within the time limit specified in the quotation. h. Payment will be released once the user acceptance testing is successfully completed. i. Proposal shall include documents to prove experience, service support and technical competence in doing similar work and contact details of existing clients. j. The quotations which are incomplete in terms of scope, items or specifications or required details will not be considered and such tenders are liable to be rejected forthwith. Page 5 of 5
