Technical information 1. Organization Regulations and Organization Grand Masters The 4th IJF Grand Masters World Judo Championships is an IJF organized event in full co-operation with USA Judo, which is the Host organization. 2. Championship dates: The competition will be held from Thursday November 8 through Sunday November 11. 3. Championship venue: The Championships will take place in Miami-Doral, Florida at the Doral Country Club Resort and Spa 4400 N.W. 87th Avenue, Miami, Florida 33178 4. Eligibility All the following conditions must be met in full for an individual to be considered eligible to participate in this Championship. a) Minimum age of 30 on January 1, 2012. b) Hold a current and valid license (membership card) issued by a National Federation currently affiliated to the International Judo Federation. c) Pay the appropriate entry fees in full within the deadline time outlined in this document. d) Check-in at Registration (see Timetable of Registration). e) Meet the specific weigh-in requirements as applicable. f) Provide photographic proof of your identity and date of birth using a valid current passport or a current National I.D. Card. g) A competitor must not have represented a National Team in any competition at international senior level at any time in the twelve month period before November 8, 2012. 2

h) The exact nationality of competitors will be taken as that which is indicated in their current passport or current National I.D. Card. Competitors may only represent one country and in any cases of changing nationality a one year ineligibility period must be served prior to November 8, 2012 unless both National Federations involved have already agreed and confirmed in writing their approval of this change in conformity with the Sport and Organizational Rules of the IJF. If this is the case then the appropriate documentary evidence must be supplied with the application for entry to the competition. i) It is recommended that all competitors should have had a recent medical check up prior to this championship. 6. Insurance Competitors must have insurance for injury and third party cover (public liability) either held personally in the form of specific insurance cover or travel cover (that does not exclude participating in competition judo) or as part of their National Federation insurance arrangements. Neither the International Judo Federation, its staff or volunteers nor USA Judo, its staff or volunteers shall be liable for any loss, injury or death due to a person s participation in this championship. 7. 7.2 Contest duration The durations will apply to both individual and team events. Age Range Age Division Duration 30-59 M1/F1 to M6/F6 3 minutes 60 and over M7/F7 and over 2.5 minutes 8. Individual weight categories (official IJF weight categories) Women Weights: -48kg -52kg -57kg -63kg -70kg -78kg +78kg open Men Weights: -60kg -66kg -73kg -81kg -90kg -100kg +100kg open 9. Team Event Weight categories and Age Divisions Male team of 5 players - 66kg, - 73kg, - 81kg, - 90kg and Open weight. The three team classifications will be (M1 and M2), (M3 and M4), (M5 and M6). Male team of 3 players aged 60 years and over 73kg, - 90kg and Open weight. Teams will be M7 and over. Female teams of 3 players (all teams) - 57kg, -70kg and Open weight. The three team classifications will be (F1 and F2), (F3 and F4), (F5 and over). 4

10. Team format Teams must complete a Team Entry Sheet, attached and will be available from Registration throughout the Competition, complete, sign and return this Entry Sheet to Registration no later than 12:00 pm on Saturday, November 10, 2012. Once a team sheet is formally submitted to Registration it cannot be altered nor can additional competitors be added. There are seven separate team categories. The four male and three female teams classified into different age divisions. TM1 (M1and M2) (5 players) TM3 (M3 and M4) (5 players) TM5 (M5 and M6) (5 players). TM7 (M7 and over) (3 players) TF1 (F1 and F2) (3 players) TF3 (F3 and F4) (3 players) TF5 (F5 and over) (3 players) All team members and reserves are required to have their current passports or current National I.D. Cards for U.S. Citizens only, available on the mat for the final identification by the referees of individual players before participating in teams. Full names and appropriate weight category details of all team members and reserves must be submitted to Registration between 10:00am and 12:00pm on Saturday, November 10. Individuals may compete on one team only in this championship. Reserves will not be entitled to a medal unless they have actually fought in the team competition. 5

Individuals from an older age divisions may compete on a team at a younger age division. Individuals from a lower weight category may compete on a team at a higher weight category. The National Judo Federation can enter unlimited number of teams. If more teams of one country, they will be labeled Team 1, Team 2... Team match results will be determined by the most individual contests won. All individual contests must be decided if required by the use of the Golden Score (maximum one minute in team matches). All 5 man teams must have a minimum of 4 players on the mat for the first match at the start of the team event in order to be a valid entry. All 3 man or 3 woman teams must have a minimum of 3 players on the mat for the first match at the start of the team event in order to be a valid entry. After the competition commences it is accepted that injuries may occur to reduce the number of players available. If a reserve has already been nominated on the team sheet for the appropriate place on the team then this player may now be used. Teams may nominate one reserve competitor in each of the team weight category places. A reserve may be used, replaced and used again without any restriction provided the team composition is properly verified by the referee before the start of each team match. Teams are permitted to use one guest player from a country other than their own National Judo Federation. Any player who has not been processed at Registration but who intends to compete in the team event must contact Registration before the 12:00pm team entry deadline on Saturday, November 12, 2012 and be accompanied by his/her team captain/manager in order to be weighed Players nominated for a specific weight category may only compete on the team in the weight category for which they weighed in the earlier individual events in this championship, or any higher weight category. Teams will line up on the mat starting with the lightest weight category as the first individual contest. 6

Each team should nominate a team captain, manager or coach to organize the players during the event and co-operate with the table officials and referees as appropriate. This person will be responsible to accurately complete the team sheet, submit the team sheet to Registration by the deadline, organization of any reserves, team discipline, mat protocol and ensuring players have their current passports or current National I.D. Card (U.S. Citizens only) available. Teams must fight all contests irrespective if the overall team result has already become evident before all the individual team contests have been fought. Any competitor who having presented himself/herself on the mat to compete and then withdraws without actually fighting shall not be permitted to compete in any subsequent team match for the remainder of that day. However a nominated reserve, if available, may be used for subsequent matches to replace that person. Proper IJF bowing and mat protocol must be used in team events. 11. Golden score This rule will apply in all individual and team contest. The maximum length of the extra contest duration will be two minutes for contests in individual categories M1/F1 to M6/F6 and one minute for contests in individual categories from M7/F7 and above. The Golden Score in team contests will be a maximum duration of one minute for all age divisions. 12. Competition rules IJF competition rules will apply with the exception of the modifications made to contest duration and Golden Score. There is no limit to the number of entries permitted from each National Federation for individual categories. 13. Elimination system The type of elimination system applied in the competition will depend on the number of entries. 1 entry no contest (or Category combining). 2 entries best of three contests (or Category combining). 3 entries pool of three (or Category combining). 4 entries pool of four. 5 entries pool of five 6 entries two pools of three. Top two from each pool progress to semi-final with the 7

winner of Pool A fighting the runner-up from Pool B and the winner of Pool B fighting the runner-up from Pool A. 7 entries a pool of three and a pool of four. Top two from each pool progress to semifinal with the winner of Pool A fighting the runner-up from Pool B and the winner of Pool B fighting the runner-up from Pool A. 8 entries or more Compound knockout and Double repechage. The elimination system applicable to each team category will be determined by the number of teams competing in that category. The system will be the same as for individuals (see above) except for (a) there will be no Category Combining and (b) in any situation with only two teams entered the elimination system will be a straight knockout fight between the two teams. In the case of only four teams entering any particular team category only one set of bronze medals will be awarded. All the contests in any one age division will be held on the same day. 14. Medals Medals will only be awarded if the competitor has fought (this applies also to team reserves) and the allocation is determined by the number of players or teams competing in a category as follows: One player - no medal Two players two medals Three players three medals Four players three medals. Five players three medals Six or more players four medals The allocation for team category will be the same as for individuals (for example in team matches with only four teams entered only gold, silver and one set of bronze medals will be awarded). If a competitor competes in a combined category the only medals awarded will be the one set of medals for the competitors in that combined category. 15. Seeding There is no seeding of athletes in these Championships. 8

16. Women players Female competitors must wear a white short-sleeved non-transparent T-shirt. The bra must not have any hard pieces. Long hair has to be bound in order that it does not come loose during contests. Make-up and jewelry are prohibited, and nails must be cut short. 17. Judogi White and blue judogi are mandatory and all competitors must have both types. IJF Greenhill gi's will be available to purchase at the event. 18. Back patches IJF back patches are mandatory can be ordered with your registration. Back patches must be preordered using Form #4 attached and be received by the organizing committee by October 5. You may order the IJF back patch with your name and country, and/or an event specific back patch. Each patch is $35.00 USD. Back patches can be picked up during the registration/check in process. Sewing of patches to your gi will also be available during the registration/check in process. 19. Anti-doping There will be no anti-doping control. 20. Weigh-in The official weigh-in for all weight categories is scheduled for Wednesday November 7. Walk up registration/athletes will be weighed on the day they register. See Schedule of events for times. Scales for unofficial weight control for competitors will be available throughout the championship (see notice at Registration to identify their exact location and times of availability). Official weigh-in rules are as follows; Registration will issue competitors with an IJF Accreditation Card which they must take with them and show to the officials at weigh-in. A competitor must also be able to prove of his/her identity by presenting their current passport or their current National I.D. Card (U.S. Citizens only) for review by the officials at the weigh-in. If a competitor cannot fulfill the weight requirements for the weight category that they entered he/she will be permitted to compete in an appropriate higher weight category 9

(however Category Combining may apply to any particular age division/weight category). Any competitors selected to compete in the team event but who have not previously had an official weigh-in must contact Registration between 10:00am and 12:00 pm team entry deadline on Saturday, November 10, 2012. Competitors presenting themselves after the closing of the official weigh-in will not be allowed to participate in the competition 21. Category Combining A Technical Official from the International Judo Federation will delegate responsibility to a suitable individual who represents the Host Organization in order to operate of the Category Combining policy. This policy applies only to individual competitors. Only weight categories with three or less entries may be subject to Category Combining. However in the case of only three entries if it is not possible to achieve Category Combining safely and according to the Guidelines then a pool of three elimination system will be considered. A) Combining within the same age division. Players should remain within their age division if possible. B) Combining using weight categories. Weight category competitors may only be combined with other competitors who are no more than one weight category lighter or one weight category heavier. Special consideration should be given to the actual weight differences when dealing with the lightest and the heaviest female and male categories (as a guideline a maximum of 10kg actual difference when combining the lightest weight category and a maximum of 20kg actual difference when combining the heaviest weight category should be considered as a limit unless there are other compensatory factors such as experience etc.). Weight should be the primary consideration when moving players about within their own age division or combining them with other age divisions in accordance with the age division guidelines below. C) Age divisions Competitors in age divisions M7 or F7 and above (for example M8/F8. M9/F9 etc.) may only be combined with other competitors who are no more than one age division higher or more than one age division lower i.e. competitors in M7/F7 may only be combined with competitors from M6/F6 or M8/F8. 10

Competitors in divisions M6 or F6 may be combined with competitors no more than one age division higher or two age divisions lower. i.e. M7/F7, M5/F5 and M4/F4 Competitors in divisions M5 or F5 may be combined with competitors no more than one age division above or two age divisions below i.e. M6/F6, M4/F4 and M3/F3. Competitors in divisions M4 or F4 may be combined with competitors no more than two age divisions below or two age divisions above i.e. M3/F3, M2/F2, M5/F5 and M6/F6. Competitors in divisions M3 or F3 may be combined with competitors no more than two age divisions below or two age divisions above i.e. M1/F1, M2/F2, M4/F4 and M5/F5. Competitors in age divisions M2 or F2 may only be combined with competitors one age division below and two age divisions above i.e. M1/F1, M3/F3 and M4/F4. Competitors in age divisions M1 or F1 may only be combined with competitors in two age divisions above i.e. M2/F2 and M3/F3. Draw The Draw for the individual weight categories will take place at 7:00pm on the day before the contest for those age categories competing the next day. Information on the exact location of the Individual and Team Draws will be displayed in Registration. 11

A complete list of competitors who have successfully fulfilled the weight requirements will be displayed outside the room where the official Draw will take place a minimum of 30 minutes prior to the draw starting. Officials from each country should check this list to ensure that all their players are on the list who should be on the list and that they have been correctly allocated to their age divisions and weight categories. Accredited officials will be entitled to attend the Draw. The Draw for the team events will take place in the afternoon of Saturday, November 10, 2012 and details of the exact time and location will be available from Registration. No alterations or additions cannot be made after the official Draw has been completed. 23. Referees Qualification level referees must be IJF A or B licensed or the highest level of National A license from their Federation. There is no limit on the number of referees by National Federation. Only referees nominated by their National Federation may enter. Costs National Federations will be responsible for all travel, accommodation and meals costs for their nominated referees. Meeting A meeting will take place on Wednesday, November 7, 2012 at 6:00pm and attendance at this meeting will be compulsory for all referees. This meeting location will be posted at registration/check in. Rules the IJF competition rules will apply at this championship with modifications to the contest durations and the duration of Golden Scores. Referee registration Form 1 should be completed and sent to the Championship Organizing Committee no later than Friday, October 5, 2012. 24. Entry Entries will be accepted from a national federation, national club or individual athlete to the organizing office. For on line entry visit: www.worldmastersmiami.com/register.php First entry deadline is Friday, October 5. Late entry deadline is Monday October 15. Walk up/late registrations will be accepted at check in. Please see schedule for times. 12

All international entries must be made via on line registration. Coach/Companion Entries $250.00 USD for TM1/TM3/TM5 (5 member teams) $150.00 USD for TM7/TF1/TF3/TF5 (3 member teams) All entry fee's are non-refundable. Each competitor can buy an accreditation for coach or companion that would allow them to be on field of play. This accreditation card will have a cost of $25.00 USD and will be valid for all days of competition. There will be a limit of 5 accreditations that each athlete may order. You can order, directly with your entry. All persons who wish to accompany the athletes must purchase this additional accreditation-card as an entry ticket. 26. Registrations Competitors are asked to check in during registration on Tuesday November 6 and Wednesday November 7. Late walk up registration will be available through Wednesday November 6. Late walk up registration will also be accepted up to 2:00pm 13

on Thursday November 8 for those categories competing on Friday and Saturday November,9 & 10 and on Friday November 9, for those categories competing on Saturday November 10. Please check schedule for exact times. Absolutely no individual entries will be accepted after 2:00pm on Friday November 9. 27. Visa Those athletes and companions who will require entry VISA to the United States may use the attached letter found in this entry packet to submit to their respective United States of America embassy with your application. If you feel that you will need further support other than this letter to secure a visa approval, we are happy to approach the United States Olympic Committee Washington DC governmental office to assist you further. You must send us an email giving us your full name, date of birth and passport number for all those traveling in your party and we will further support your request at our end. Please note that you must apply for your visa directly with the corresponding US embassy regardless of whether or not you ask us for assistance. 28. Transportation It is recommended to travel to Miami International Airport as your point of arrival. Miami International Airport is approximately 15 minutes from the headquarters hotel/venue. The organizing committee will have an information and welcome desk at Miami International Airport Terminal J at the departing passenger level. There will be no official transportation provided from Miami International Airport to the headquarter hotel/competition venue. Information will be announced soon for those wanting to rent an automobile during their stay. 29. Tours and Social Activities Plans are underway to offer participants special tours to visit Walt Disney World, Universal Studios as well as tours of the Kennedy Space Center in central Florida. For those who wish to enjoy the beach and sunshine Florida has to offer, tours will also be available for the Florida Keys. Doral Country Club is also home to the world famous Blue Monster Golf course and discount packages will be available. Tour packets will be announced no later than September 1. 14

30. Accommodations Doral Country Club Resort and Spa, 4400 N.W. 87th Avenue Miami, Florida 33178 The Doral Country Club Resort and Spa will serve as both the headquarter hotel and competition venue.
