Page 1 of 7 Medical Practice Development Consulting Services Scope-of-Services Proposed Facility Construction & Equipment o Facilities and Equipment - STAT will provide build-out project management oversight to assist you with space planning and facility development, which includes being the liaison between you and your General Contractor. STAT will hold weekly meetings with the GC to review the Survey of Schedules, timelines, deadlines, change orders, ensure budget is being met, etc. and report back to Client. If you require assistance with selecting a location, STAT can assist you with that too by engaging a Realtor and will work directly with that Realtor to locate the appropriate building, size, location & price. If you are planning to purchase land and build, STAT can assist you with that process as well. o STAT will also assist you with the selection, acquisition and installation of your medical equipment (including specialty equipment & any required permits) and medical supplies, including medications. o STAT will assist with the selection of interior designers, (if applicable) and will oversee the interior design. If you don t retain the services of an interior designer, STAT will assist you with this process as well by assisting you in the design and layout process. o STAT will assist client with the selection and installation of office equipment, office furniture, computer equipment, Electronic Health Record system, telephone systems, answering services, intrusion alarm service, fire alarm service (as required by city ordinance), janitorial services, IT networking, merchant services, and internet connectivity among many other services. o STAT will assist you through this entire process and will provide recommendations based on an analysis of the proposals submitted. STAT has negotiated special discounts for our clients with many vendors and will make every effort to facilitate best possible rates with each selected vendor. STAT will assist Client with vendor orders, and coordinate their delivery and installation.
Page 2 of 7 o STAT will assist Client in obtaining applicable licensure, city/state certification, building permits, and accreditation including: Department of Health Licensure, Medicare Licensure and survey preparation, radiation control permitting (if applicable), pharmacy licensure and certification by physicist (if applicable). STAT will provide you with a list of permits and/or certifications that will be required for your practice and equipment and will assist you with any necessary applications and surveys. o STAT will initiate all required utility services o STAT will assist Client in building signage (interior & exterior) by obtaining quotes from a minimum of three (3) vendors. Personnel and Operations o Insurance and Benefits STAT will brief Client on coverage levels and options for professional liability (malpractice), life insurance, disability insurance, health insurance for you and your staff, workers compensation, general liability (to include property and casualty) and business overhead insurance. Professional liability insurance is required prior to submitting your application to each health plan carrier. STAT will provide Client with a list of preferred insurance brokers for Client to interview. STAT will coordinate all meetings with preferred brokers, assist with interviews and the analysis of all proposals, as well as assist Client with the acquisition of all insurance policies selected. o EMR/EHR, Practice Management System & Billing STAT will confirm the Client s needs to determine appropriate billing and record management tools and systems. This may include viewing demos of software products and determining the best fit for your facility. STAT will assist Client in making contacts with those agents and coordinate demos with Client to provide knowledgeable guidance and evaluation of the product or service. STAT will also assist client in the selection of a billing company and/or setting up inhouse billing.
Page 3 of 7 o Personnel and HR STAT will interview Client to develop a staffing plan and STAT will provide job descriptions for targeted positions. STAT will post job descriptions & open positions on Indeed.com and will review resumes as they are received, conduct phone interviews and provide Client with top 3-5 candidates (all office personnel, including clinical personnel). Client is responsible for all hiring decisions. STAT will provide consultative support and assistance with your staff training and HR program development. o Operating Strategy - STAT will facilitate the acquisition of all recommended policy and procedure handbooks, including HIPAA and OSHA programs. o STAT will assist Client with the selection of anesthesia and radiology service agreements, as applicable assist Client as needed. o STAT will assist Client in the selection of administrative services including: accounts receivable, accounts payable, payroll services, billing services and transcription services. o STAT will provide a pre-survey review of your facility and operational workflow prior to opening. Please also note that STAT offers front & back office support services as well, which can be provided either on an ongoing basis after your facility opens or an interim basis until your fully staffed and your AR is positive. Establishing Privileges and Reimbursement Contracts Medical Staff Provider Credentials Verification Program Development and Maintenance o Develop and implement facility credentialing policies, guidelines and bylaws for the organization o Establish compliance program for primary source verification of provider credentials to be performed on all new appointments and reappointments, if applicable
Page 4 of 7 o Develop (and/or purchase) a credentialing database and determine appropriate reappointment scheduling system, if applicable o Develop (and/or purchase) appropriate tracking system, if applicable Initial Provider Credentialing and Licensure Function o Perform primary source verification for initial medical staff applicants compliant with established standards for all new appointments and reappointments STAT upon your request can also provide you with a separate proposal to provide ongoing credentialing services subsequent to opening your facility. Health Plan Contracting STAT will prepare and submit applications to health plan (Medicare, Medicaid, HMO s, PPO s, IPA s), review all contracts, and negotiate rates based on competitive assessments of current market averages. Client will maintain final approval in the acceptance of all contracts. STAT will follow up throughout this process and quickly respond to all open items, making repeated status requests as necessary. STAT will identify and prepare applications for all major managed care contracts. The pursuit of each health plan carrier will be based on direction from Client and/or market. From the date of an accepted application, many of the health plan contracts often take 6 months to process and to finally become effective. It should be further noted that some direct health plan contracts may take upwards of 9 months to become effective and loaded within their administrative network. STAT will guide you through the contracting and credentialing process and will provide advice to Client accordingly. STAT will provide updates on the status of all credentialing and health plan contract efforts, and share with Client the anticipated effective dates as they change these updates are provided weekly. Development of Billed Charges - STAT, with assistance from Client, will develop an inventory of procedural codes specific to your facility. STAT will then calculate billed charge amounts for each code, and compile a Master Fee Schedule for your continued use. The Master Fee Schedule will contain the billed charge amounts and the allowable charges within each health plan contracted. This information can be used to compare reimbursement rates across all contracted carriers and these fee schedules should be loaded into your billing system.
Page 5 of 7 Marketing the Practice STAT will brief Client on marketing the practice, and provide referrals for graphic designers, marketing consultants, webmasters, and printing companies. We will also assist Client with the coordination of your initial referral marketing plan. Facility Move-In o STAT will coordinate the delivery and installation of all equipment, furniture, supplies, computers, phone systems, etc. as the construction phase is coming to an end. o STAT will work with local press and the local Chamber of Commerce to announce the grand opening of the facility. o STAT will be available to provide post opening support for 30 days under this agreement. Our COO - Mrs. Sandi Lomnicky: Sandi joined STAT MedCare Solutions in 2005 and has over sixteen (16) years of experience working in a Medical Staff Services Department. Sandi has experience leading an organization through the accreditation process for JCAHO and CMS, as well as analyzing and formulating Medical Staff Bylaws for adherence to applicable law, state and federal regulations, and JCAHO requirements. Sandi maintains an in-depth knowledge of accreditation standards for AOA, CMS, JCAHO, NCQA, AAAHC, and URAC. Sandi currently is the Chief Operations Officer for STAT MedCare and is responsible for the day-to-day operations of STAT and Sandi also oversees the Provider Enrollment, Credentialing and Licensing Departments to ensure efficient processes, fast response times, and high service quality. Sandi became a Certified Provider Credentialing Specialist (CPCS) in 1999 and is an active member of the National Association of Medical Staff Services (NAMSS), as well as the Missouri Association of Medical Staff Services (MoAMSS).
