Intas Pharmaceuticals Ltd., Valia-Bharuch TERMS OF REFERENCE FOR SCOPING OF EIA STUDY The EIA study will be carried out with the specific terms of reference and the report thereof will be complied in the structural document as described below: 1.0 INTRODUCTION Purpose of the project, brief description of the project name, nature, size, location of the project and its importance to the region/country. Profile of the Project Proponent, name and contact address, Organizational Chart, Project Consultants etc. 2.0 PROJECT DESCRIPTION 2.1 Background of the Project: Justification of the project Land description- survey numbers, village, taluka, district, state and extent of the land. Location and infrastructure setup along with plant layout A topographical map of the project area delineating the major topographical features such as land use, drainage, locations of habitats, major constructions including roads, railways, pipelines, major industries in the area. Significance and relevance, highlighting the benefit to surrounding area and economic development of the Local/State/ Country. Location of National Park, Wildlife sanctuary, migratory routes of wild animals etc. within 10 km of project area. If the 10 Km area from project site is ecologically fragile, a detailed justification. 2.2 Project details: Regulatory frame work and Litigations pending against the existing project Status and stages of other regulatory clearances like forest clearance consent to establish from State Pollution Control Board etc. List of products along with production capacity Raw materials required, source, mode of storage and transport. Manufacturing process details along with chemical reactions and process flow charts. The breakup of water requirement as per different activities and detailed water balance Wastewater generation, management and disposal Generation of Air pollution and its management Solid and Hazardous Waste Generation and management strategy Power and Water requirement and its supply Approval of competent authority for utilization of ground and surface water. Ltd., Valia-Bharuch 3.0 DESCRIPTION OF THE BASELINE ENVIRONMENTAL STATUS Study area & study Period Looking to the project activity and probable impact, baseline data collection for 3 month (except monsoon) within 5/10 km of the study area Maps of the study area clearly delineating the locations of various monitoring stations (air/water/noise/soil) Procedure and methodology of base line data collection Details Of Baseline Data Collection: Parameters Air Environment A) Micro Meteorological Wind speed, wind direction, ambient temperature and relative humidity. Sampling Location & Frequency 1 near project site OR from IMD for the nearest observatory center One hourly Continuous for three months Comments B) Ambient Air Quality PM2.5, PM10, SO2, NOx, NH3, HCl and VOC 24 hourly twice a week at 5 locations including project site (1 station in upwind direction & 2 stations in downwind direction & 1 in cross wind direction) during the study period. Based on the trial run of ISCST-3 model it is estimated the maximum GLC would take place within 500 meter. Water Environment Total Water Requirement: 182 KLD Industrial Wastewater Discharge: Zero Liquid Discharge Soil & Land Environment One grab sample from 5 locations (for both ground and surface sources) within the study area including project site. One grab sample from 5 locations during the study period within the study area including project site. The fresh water requirement will be met by borewell. Treated effluent from ETP will be completely reused to achieve zero effluent discharge. The hazardous waste will be handled properly, stored into adequate storage area and finally disposed off as per the GPCB Norms. Page 2

Ecological Environment Data through primary survey with study area & verification with secondary data There is no Historical place, Archaeological place, Wildlife sanctuary or National park within 15 km radius from project site. Socio-Economic Environment Socio-economic base line data will be collected from District Census Handbook (2011) of District Bharuch There will be a positive impact as it will generate direct/indirect employment opportunities. 4.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES 4.1 Air Environment Impact of flue gas, process gas and fugitive emissions from the project. Prediction of air pollution due to production activities, loading and unloading, transportation. Emission Inventory of PM, SO2, NOX, NH3 and HCl. Prediction of impact on ambient air quality using appropriate mathematical model. Description of model, input requirements and reference of derivation. Isopleths distribution of major pollutants and their analysis and presentation in tabular form/base map. Measures to reduce the emissions of pollutants during production, loading, unloading, transportation, etc to maintain the air quality. Adoption of pollution control equipment to reduce pollution emission from point source. Planning of green belt development. 4.2 Water Environment Impact of water drawl on surface and groundwater resources Impact on groundwater and surface water regime from effluent management & disposal. Measures to minimize contamination of surface and groundwater Effluent treatment plant for meeting the prescribed standard Page 3

Set operation, transportation, and ancillaries. Measures for noise abatement Supply of Ear muffs to workers Green belt area development 4.5 Biological Environment Anticipated Impact (Flora and Fauna): Impact on flora and fauna due to air emissions, noise, vibration, vehicular movement, etc. Regeneration of rare and endangered plants of economic importance including medicinal plants. Action plan for control of pollution Green belt and its raising schedule 4.6 Socio- Economic Environment Displacement of human settlements Positive and negative impacts on present status of livelihood in the area Rehabilitation and resettlement of land oustees and displaced people Training to locals for employment in the project Employment opportunities 5.0 ENVIRONMENTAL MONITORING PROGRAM Monitoring of quality of water, air, noise and occupational health status of project personnel. Environmental audit of various activities including budgeting and financial management with reference to environmental management. Plantation monitoring programme to ensure survival and growth rate of plantations. Analysis of data, its interpretation and evaluation 6.0 ADDITIONAL STUDIES 6.1 Public consultation Public hearing with the issues raised by the public and the response of the project proponent 6.2 Risk Assessment (RA) and Disaster Management Plan (DMP) Identification and type of risk associated with production (fires, toxic chemicals / hazardous / flammable gas etc.) Details of safety measures to prevent accident and disaster Disaster management plan and emergency response system with proper organizational set-up to deal with such situation. Occupational health risks 7.0 PROJECT BENEFITS Improvements in physical and social infrastructure. The employment potential and other benefits in detail that accrue. 8.0 ENVIRONMENTAL MANAGEMENT PLAN (EMP) Administrative and technical set up for management of environment Mechanism of self-monitoring for compliance with environmental regulations Institutional arrangements with other organizations/ Govt. authorities for effective implementation of environmental management plan Integrating in the environmental management plan measures for minimizing use of natural resources water, land, energy etc. 9.0 SUMMARY AND CONCLUSION (SUMMARY EIA) A clear presentation of the finding of critical environmental issues and their resolutions. The summary makes use of base maps, tables and figures for information as succinct with meaningful presentations and stands alone as a document.
