1 TERMS OF REFERENCE (TOR) FOR CARRYING OUT ENVIRONMENT IMPACT ASSESSMENT (EIA) FOR BPCL- KOCHI REFINERY MS BLOCK PROJECT AT KOCHI, KERALA PROPONENT: BHARAT PETROLEUM CORPORATION LIMITED

2 1.0 INTRODUCTION M/s. Bharat Petroleum Corporation Ltd. (BPCL) is one of the three major integrated Petroleum refining and marketing companies in India. BPCL s Kochi Refinery (KR) is situated in Ambalamugal, Kochi in an area of approximately 1300 acres. The refinery was commissioned in 1966 and presently has an installed capacity of 9.5 MMTPA. Bharat Petroleum Corporation Ltd. is committed to energy conservation and abatement of pollution. Various modernisation and up-gradation projects have been carried out over the years to improve the processing capability and for optimizing the yield pattern to meet the demand / requirements of petroleum products of the country. Bharat Petroleum Corporation Limited (BPCL) intends to set up an BS VI MS Block unit consisting of Naphtha Hydrotreating Unit, Naphtha Splitter Unit, Light Naphtha Isomerisation Unit and Continuous Catalytic Reformer Unit at their Kochi Refinery. In order to meet the requirement under notification of MoEF dated and amended notification dated , TOR of EIA has been prepared and presented here under. 2.0 Scope of Baseline Data Collection 2.1 Air Environment Meteorology A meteorological station will be set up suitably at/ near to the refinery to continuously collect meteorological data. The meteorological data in terms of rainfall, ambient temperature, Hourly Wind Speed, Hourly Wind Direction, Cloud cover, Wet Bulb and Dry Bulb Temperature, Humidity shall be collected, compiled and presented for a period of one season (proposed for one month) Air Pollution The following parameters shall be monitored in 12 nos. locations as per relevant IS codes: Parameter No. Of Locations No. Of seasons (1 month) Total Weeks of Study No. Of Samples/ week/location Total No. Of Samples PM 10, µg/m 3, (24 hrly) PM 2.5, µg/m 3, (24 hrly) SO x, µg/m 3, (24 hrly)

Analysis shall be carried out as per relevant IS procedures/apha for the following parameters: Parameter ph, Temperature, Turbidity, Total Suspended solids, Total Dissolved Solids, Total alkalinity, total Hardness, Ca/Mg-hardness, chloride, Sulphate, Sodium, Potassium, Nitrate, Total phosphate, phosphorous, nickel, cadmium, chromium, copper, lead, iron, manganese, zinc, DO, COD, BOD 3,27, Total coliforms, Locations 5 (4 surface and 6 ground) Samples / Location / Season Season 1 1 Total No. of Samples 10 samples 2.3 Noise Environment Plant and Equipment noise Plant and equipment noise levels shall be designed and engineered to meet the OSHA requirements. Noise level at the battery limit shall comply with stipulated norms.

4 2.3.2 Noise level and traffic The noise levels shall be monitored hourly and shall be represented in terms of hourly L eq, L day,and L night at each location as following: Sl. Collection of the baseline status of the flora/fauna, forests and other wild habitats and species (both rare and endangered) in the study area Direct and indirect impacts on ecology of plants and animals in the area due to clearing of trees, strips of land, etc. Preparation of the Environmental Management Plan (EMP) for forest/wild life protection (if applicable) during the construction and operational phase of the proposed facilities. Aquatic and terrestrial ecology around the project site shall be established by literature review and field investigation Migration path of birds (if any) shall be identified 2.6 Socio Economic Environment Scope of Baseline Data Collection for EIA study Socio Economic Environment Socio Economic Profile The scope of work delineated below is to be carried out in detail in a study area encompassing 10 km radius around the project area. Collection of baseline data related to socio-economic profile of the study area with reference to: a) Human settlements, demographic profile, health status, occupational structure, employment and income patterns b) Infrastructure resource base including medical, education, water resources, power supply, communication & transportation and industrial areas

6 c) Economic activity/ resource base: Agriculture, industry, forestry, trade and commerce d) Project perception and socio-economic expectations including projections for economic benefits from the proposed project expansion plans along with delineation of measures to minimise the adverse impacts e) Assessment of impacts on places of historical/archaeological importance and aesthetic impairments, if any. 3.0 COVERAGE OF EIA REPORT 3.1 Introduction This chapter will cover the following: (i) (ii) (iii) (iv) (v) (vi) A brief description of the project. Purpose of the proposed plant, plant site and brief description of the plant i.e. name, nature, size, and location Profile of the project proponents, name and address with Id., phone/fax etc of the implementing organization, organizational chart, project consultants etc. Any litigation pending against the proposed project and/or any direction/order passed by any court of law against the project should be clearly mentioned with full details thereof The environmental compliance status for the existing project. Environmental Impact assessment methodology followed its advantages over other methods and its salient features. 3.2 Project Description This chapter will cover the broad details of the plant/s, location, layout and implementation schedule of the project. a) Availability of power, water etc during construction and operation of the project b) Estimated water budget during construction and operation of the project c) Estimated Power requirement during construction phase d) Cost of each project stage including environmental cost, if any e) Man-power requirements and time frame for implementation Essential Maps to be provided: a) Map indicating the project site in the state, district, tehsil / taluka etc. b) Land use map of the study area to 1:50,000 scale based on recent satellite imagery of the proposed area and 10 kms from the proposed project boundary delineating the cropping pattern, wastelands, forest area and built-up areas, water bodies indicating source of water supply for the plant/s, human habitation and other surface features such as railway tracks, ports, airports, roads, NH, major industries etc. Plant Details a) Process description b) Plant facilities including utilities

7 c) Gaseous emissions, liquid and solid discharges 3.3 Description of Environment Spatial Framework As mentioned above, the spatial framework for the study shall be 10 kms around both the project site Temporal Framework All activities to be undertaken during Construction and Operation phases shall be identified and listed. The same shall be the framework and each of the activity shall be reviewed, assessed for its impact on the environment Establishment of Present Levels of Various components of environment Consideration of background data about each of the component of environment is essential to plan the scope of baseline environmental data collection. The same is described and the scope of baseline environmental data collection is given in section 2.0 of this document. 3.4 Anticipated Impact and Mitigation Measures In the construction phase of the project the environmental pollution is due to the conventional sources and noise. The data on both is collected as part of the baseline measurements. The environmental impact and mitigation measures due to these conventional pollutants (soil, water, air and noise) shall be detailed out. Environmental Impacts of refinery complex are primarily due to air, dust emissions to the environment through their stacks and in the form of effluents. The height of stacks is so calculated that at full power, under all meteorological conditions by the time the air from stack reaches ground at fence post, its emission value is below the permitted limit. The total stack emission of air and pollutants and the dose there from at the fence post is estimated using AERMOD to assess if it is within stipulated limit. Similarly, in water discharge of liquid effluents, many parameters are measured and are checked within permitted limit. 3.5 Environmental Monitoring Program The chapter will include details of the environmental monitoring programs. It shall include technical aspects of monitoring the effectiveness of mitigation measures (including measurement methodologies, data analysis, reporting schedules, emergency procedures, detailed budget and procurement schedules). Summary matrix of environmental monitoring during construction and operation stage Monitoring facilities. Frequency, location, parameters to be monitored. Compilation and analysis of data, comparison with baseline data and compliance to stipulated norms and reporting system.

8 3.6 Additional Studies Risk Assessment Risk assessment report prepared by specialists in the field as per international practice in refinery industry and conclusions mentioned in the report. 3.7 Environment Management Plan This chapter shall contain the following aspects: Summary of potential adverse impacts and recommended mitigation measures Allocation of resources and responsibilities for implementation Administrative and Technical setup for the Management of Environment Environmental specifications for the contractors should contain adequate safeguards to ensure that management measures will not be compromised under adverse field conditions or time constraints. It will cover in brief the following chapters of the full EIA report. Introduction/ Project Description / Description of the Environment/ Anticipated Impacts and Mitigation measures/ Environmental Monitoring Program/Additional Studies/ Environmental Management Plan/ Summary and Conclusions / Disclosure of Consultants engaged.
