It is estimated that just over two thirds of these (72%) work in the public sector, i.e. the National Health Service (NHS), and just under a third (28%) work in the independent sector. A small but not insignificant proportion of just over 1% work in the voluntary sector. The sector's workforce has grown significantly between 1997 and 2007, together with an increase in public funding from around 43 billion to 95billion3, and a period of sustained economic growth across the UK. The health sector has performed well on a number of broad measures of skills and skills utilisation. It has a large number of well-qualified people, due to the number of highly skilled and highly qualified professionals working within the sector. However, it is believed the sector could perform better in the development of intermediate and junior roles, particularly those occupying NHS Agenda For Change bands 1-4. The workforce costs account for over 70% of spending in the sector It is estimated that approximately 60% of the workforce that will work in the sector in 2018 are already working in the sector today. The strategic direction that underpins this Sector Skills Assessment is to develop an increasingly skilled, flexible, and effective workforce whilst maintaining high quality and safe care for patients. Skills for Health envisage a growing role for competence-based job design in securing this strategic direction Around 16% of establishments reported skills gaps in England. The largest number of skills gaps were reported in technical,practical or job-specific areas at 55%, namely problem solving 36%, oral communication 35% and customer handling 38%. Team work also featured highly at 40%. Whilst qualification levels are only a proxy for skills level, a broad indicator of the demand for literacy and numeracy skills needs is that around 13% of health sector employees either have no qualifications or hold qualifications at or below S/NVQ level one or equivalent. Working Futures III 2007 2017 predicts that across the UK the health sector will Grow by 263,000 employees (11%); Need to replace 1,200,000 employees that will retire (38%) Skills gaps in relation to management skills are cited by 28% of organisations with skills gaps across the sector in England Employers are also increasingly developing assistant and advanced practitioner roles in the health sector. There is some evidence through the Joint Investment Framework in England that employers are beginning to focus more systematically on the development of staff in NHS pay band levels 1-4. *Source: Skills for Health Skills Needs Assessment 2009/10
