Clear Channel Outdoor, Inc. dba Clear Channel Airports (Advertising Sales Concession Agreement) Resolution to approve an amendment to the contract with Clear Channel Outdoor, Inc. dba Clear Channel Airports, to reduce the Minimum Concession Fee for the advertising sales concession for the McNamara and North Terminals at Detroit Metropolitan Airport. The amended annual revenue shall be the greater of the Minimum Concession Fee of $365,000.00 per year, without escalation for the remainder of the contract term, or the percentage of Gross Sales, which is 65% on Airport Authority-owned assets and static displays and 40% on Clear Channel-owned digital displays. These changes shall take effect retroactively to January 1, 2016. All remaining terms and conditions shall remain the same. Institute for Sustainable Infrastructure (ISI Envision Certification for 4L/22R Runway and Associated Taxiways Project) Resolution to approve a single source exception to the competitive solicitation process and a contract with the Institute for Sustainable Infrastructure, to provide verification services of the Reconstruction of Runway 4L/22R and Associated Taxiways Project at Detroit Metropolitan Airport to confirm it meets the evaluation criteria for consideration of an Envision Sustainability Award. The term of the contract shall commence on February 18, 2016 and terminate on February 17, 2017. The cost of the contract shall not exceed $22,000.00. D. Adamo Demolition Co. dba Adamo Group, Inc. (Building Demolition at DTW) Resolution to approve an amendment to the contract with Adamo Demolition Co., dba Adamo Group Inc., to amend the construction services for Package A, which includes the demolition of Building 278 (former hangar), the 278 Boiler House, and Building 538 (former hangar) at Detroit Metropolitan Airport. The amended term shall be completed by July 30, 2016. The cost of the amendment shall not exceed $493,090.08, which, together with the previous contract authorization amount of $1,502,610.00, results in total contract costs that shall not exceed $1,995,700.08. Resolution - Adamo Demolition dba Adamo Group Adamo Group Contract Award Recommendation E. Angelo Iafrate Construction Co. (Taxiway Safety Enhancements - Phase II) Resolution to approve an amendment to the contract with Angelo Iafrate Construction Co., to amend the scope of work for construction services on the Taxiway Whiskey and Taxiway Sierra Safety Enhancement - Phase 2 Project at Detroit Metropolitan Airport, to accommodate relocation of the existing enhanced construction vehicle checkpoint used on this Project for 2016 construction season. The term of the contract remains unchanged. The cost of the amendment shall not exceed $368,727.10, which, together with the previous contract authorization amount of $68,451,560.94, results in total contract costs that shall not exceed $68,820,288.04. Resolution - Angelo Iafrate Construction Angelo Iafrate Construction Contract Award Recommendation F. Cadillac Asphalt, LLC (Primary Supplier); Nagle Paving Company (Backup Supplier); and Ajax Materials Corporation (Backup Supplier) (Hot Mix Asphalt) Resolution to approve contracts with Cadillac Asphalt, LLC as Primary Supplier, Nagle Paving Company; and Ajax Materials Corporation as Backup Suppliers, to purchase hot mix asphalt on an as-needed basis for both Detroit Metropolitan and Willow Run Airports. The term of each contract shall commence on April 15, 2016 and terminate on April 14, 2017. The aggregate cost of all three (3) contracts shall not exceed $320,000.00. The contract was competitively solicited, and Cadillac Asphalt, LLC; Nagle Paving Company; and Ajax Materials Corporation were deemed the lowest responsive and responsible bidders. G. Tri-County International Trucks (Fire Department Utility/Light Truck) Resolution to approve a contract with Tri-County International Trucks, to purchase one (1) International Navistar Model 4300 Utility/Light Truck for the Airport Authority, through the use of a cooperative purchase arrangement with the State of Michigan. The term of the contract shall commence on February 17, 2016 and terminate on September 30, 2016. The cost of the contract shall not exceed $133,252.00. NEW BUSINESS - ACTION ITEMS A. Roncelli, Inc. (Construction of New Administration Building) Resolution to approve a contract with Roncelli, Inc., to provide construction services for a new Wayne County Airport Authority Administration Building at Detroit Metropolitan Airport. The term of the contract shall commence on February 17, 2016 and terminate upon the final payment for all required services (anticipated completion - April, 2017). The cost of the contract shall not exceed $19,115,000.00. The contract was competitively solicited and Roncelli, Inc., was deemed the lowest responsive and responsible bidder. Resolution - Roncelli, Inc. Roncelli Contract Award Recommendation B. Scodeller Construction, Inc. (Joint Sealing and Spall Repair Services for Airfield Pavement) Resolution to approve a contract with Scodeller Construction, Inc., to provide joint, crack sealing and spall repair services for airfield pavement at Detroit Metropolitan and Willow Run Airports. The term of the contract shall commence on April 1, 2016 and terminate on March 31, 2019. The cost of the contract shall not exceed $5,000,000.00. The contract was competitively solicited and Scodeller Construction, Inc. was deemed the lowest responsive and responsible bidder. C. ImageSoft, Inc. (Enterprise Document Management System) Resolution to approve a contract with ImageSoft, Inc., to provide for the purchase and implementation of an enterprise document management system for the Wayne County Airport Authority. Services include an assessment of department requirements, software implementation, training, maintenance/support and as-needed, on-demand services. The term of the contract shall commence on March 7, 2016 and terminate on March 6, 2023. The cost of the contract shall not exceed $2,829,635.00. The contract was competitively solicited. Resolution - ImageSoft, Inc. ImageSoft, Inc. Contract Award Recommendation D. GCR Inc. (Mobile Applications Software) Resolution to approve a contract with GCR Inc., to provide for the purchase and implementation of a mobile solution with services to include software implementation, training and software maintenance and support for the Airport Authority. The term of the contract shall commence on March 7, 2016 and terminate on March 6, 2023. The cost of the contract shall not exceed $1,550,734.00. The contract was competitively solicited.
