Introduction and goals: The European Cyclists Federation (ECF) wants to appoint a subcontractor to redevelop its main website. The goals are to: Ecf.com will be the main gate and source of information for all ECF activities; it shall enable visitors to understand quickly who we are and what we do; ECF has a wide range of audiences and target groups: from cycling activists all over the world to professionals and decision makers. Users shall easily find content relevant to them; ECF is a grassroots based organisation working with high-level stakeholders at national, EU and international level. The design of the website (based on ECF logo & corporate design manual) shall reflect both the soul (=grassroots cycling advocates) and efficiency (= a key player on Brussels and world transport stage) of the organisation; Ecf.com will also be the entry point to ecf intranet ( currently being developed with Drupal Commons, out of this call). Tasks of the supplier Participation on bilateral meetings in person or via video conference (eg skype) Develop the frame of the website in line with the technical specifications and start populating Visualisation (computer graphics) - high quality visual design based on existing ECF publication and design manuals. Operation and maintenance of ecf.com including domain and hosting after the project period (after 31 st December 2015). Based on a separate price offer and contract. Copyrights After the end of the project all copyrights (e.g. web-design, databank, logos, pictograms etc.) belong to the ECF. Provided inputs (by the ECF) Key visual components (e.g. logos). Access to ECF intranet and database at the administrator level. Content for the body of the pages (text +eventually picture) Testing the web portal. Expected experience: Experience of developing websites for NGOs or European organisations. Experience with integrating CIVICRM content. Key milestones and deadlines: Question to the ECF project manager 13 th July to 24 th July 2015. Deadline for submission of tenders 26th July 2015. Evaluation of the offers and selection 27 th July to 3rd August 2015. Kick off-meeting (ECF + Service provider) 6th to 10th August 2015. Website is online and fully working December 1 st 2015 Between these key dates the supplier should be available for discussions with the contractor via skype. Payment: Payment upon completion of the project to the satisfaction of the contracting authority (100%). Selection criteria and the chapters of the offer All offers should contain the following: References. - Please provide a list of the web-portals, with the year of the implementation, the name of the contracting authority, your role (advisor, complete implementation, web-design and programming, graphic design, collecting information etc.) and the links to the portals. Proposed Action Plan until December 1 st 2015. - Please refer on the key dates and deadlines mentioned in the current call and make break down. Methodology. - Please describe the key activities (based on the current call and its annexes) and specify who will be undertaking the work for each activity within your team and which CMS or other technologies will be used. Maximum 1 page. Two separate price offers (in Euro) for the implementation (until December 2015) and for the operation (maintenance, update, hosting and domain: a yearly fee from January 2016 onwards; differentiate the type of operational costs like working time, licences,...). - Maximum 10,000 Euro for the implementation. Annex 1 Background Information European Cyclists Federation (ECF) The ECF has been the voice of European cyclists for over 30 years. Established in 1983, ECF now represents over 80 organisations in over 40 countries, with over 500,000 active members. Our mission is to ensure that bicycle use achieves its fullest potential, so as to bring about sustainable mobility and public well-being. To achieve this, the ECF: provides information, suggestions and advice to authorities, organisations, international institutions, industry, transport companies; disseminates information to members and the media; advocates for the interests of cyclists in international and European institutions; Stimulates & facilitates the exchange of information and experience amongst the broad cycling communities delivers projects on key subjects like bicycles & trains; bicycle thefts; law & cycling; technical standards; and developing EuroVelo, the European Cycle Route Network. Annex 2 Principles and Conditions General expectations from ecf.com Languages. All website shall be in English but we would like to have automatic translation (eg: google translate) function easily accessible. Responsive. Easy to read and navigate on laptop, mobiles and tablets and therefore compatible with most browsers. Easy to use. The upload and the management of the content will be the responsibility of the ECF, the ECF staff (without special knowledge) should be able to upload and delete content easily and quickly. We expect to have at least 2 different type of users rights: one with limited editing rights, the other one with full admin rights. Attractive and clear. The design of the visual components and the ergonomic design should make the website attractive, clear and understandable. The overall text content and structure of the website will be quite similar to the current one. Easy to navigate. We would like the users to find easily related or similar type of content and enhance the visits of our advocacy section and the use of our library. Social media optimized. ECF is currently present on facebook, twitter and linkedin. Search engines optimized.
