Job escription Post : Senior Quantity Surveyor Post No. : LON074 Grade : Section : Quantity Surveying Location : NPS London Ltd Reporting Arrangements and Main Contacts The post-holder will report to the Quantity Surveying Team Leader. Main Tasks and Accountabilities To be responsible for the following duties on projects of various size, predominately of medium to large size and complexity: 1. Preparing feasibility studies, preliminary estimates, cost plans, data bases, tender and other analysis and provide advice on the economics of design at the early stages of a project. Provide advice on and use of whole life costing techniques. 2. To prepare high quality tender documentation including Bills of Quantities and Specifications using computer techniques including NBS Building agreed deadlines. Undertake pricing documentation during tender period as and when required. Negotiating contract sums as necessary. 3. Utilise industry software and guidance information such as BCIS and cost publications. 4. xamination and analysis of tenders, prepare cost breakdowns and initial cost profile. Negotiate contract sums as necessary. 5. To control all post contract procedures, make valuations for payments, producing financial reports and monitoring actual and anticipated expenditure against profile. Assisting Contract Administrators and the like in the preparation of AI's, evaluation of claims for extensions of time, etc. 6. To prepare final accounts and agree with contractor including verifying claims, dealing with audit procedures. 7. Project manage the running of schemes, plan, set objectives, provide direction, programme, monitor, control and advise on related matters including issue progress reports and in post contract reviews. 8. Undertake project management techniques to satisfy planning, interface with designers, agencies and all stakeholders, implement and maintain quality control requirements, financial management and project reporting requirements.
9. Manage the necessary resources to execute the above duties. 10. Advise on contractual procedures and financial regulations. 11. To liaise with, and give advice to Clients. Liaison with all relevant outside agencies, private consultants, housing associations, etc. ealing with Local and Government epartments, funding agencies and senior management of contracting organisations of all categories. 12. Apply and report on the principles of risk management. 13. nsure that customer requirements are identified and agreed with the client. Collect all feedback information and monitor, particularly in conjunction with the SLA and client requirements. 14. To ensure/contribute/lead on the delivery of quality assured, client focused products and services to meet the agreed requirements of the customer. 15. To contribute to the operation and development of the Business Management System to ensure the continuous improvement of quality assured services/products for clients. 16. Carrying out professional research projects. Assisting in the investigation, reporting and recommending the implementation of new procedures and techniques. Taking responsibility for the delivery of an initiative, commission or groups of commissions. 17. nsure the implementation and compliance of all NPS policies, procedures and guidelines including the NPS Health and Safety Policy. 18. To carry out any other duties that may reasonably be required by the Team Leader Quantity Surveyor. To represent the Team Leader Quantity Surveyor as required and appropriate. 19. To make visits to other NPS offices when required. 20. Comply with NPS policies, procedures and guidelines including the NPS Health and Safety Policy. 21. To carry out other duties appropriate to the level and character of the post. There is now a significant trend towards partnering projects, this often entails a different approach to some work tasks, however, the basic core skills as outlined above remain relevant. The post-holder is expected to be flexible in their approach to work and follow good partnering working practices. Previous relevant experience in a similar client side role. Qualifications (Number, type and level of qualification or equivalent experience if appropriate) Full MRICS/MCIOB membership or equivalent. Hold or working towards a relevant professional qualification. Current CITB CSCS card or be prepared to obtain. Skills, knowledge and aptitudes Knowledge of latest CM Regulations. A commitment to seeking new ways of working to achieve continuous improvement. Willing to travel to meet work commitments and also work at other NPS offices as necessary. Knowledge of Project Management software (Project or similar). Good organisational skills. Flexible & able to work under pressure to meet tight deadlines.
