SME Cloud Promotion Campaign Cloud Competition Document Background To encourage further adoption of cloud computing by SMEs, the Office of the Government Chief Information Officer (OGCIO) launched the SME Cloud Promotion Campaign comprising a series of activities including training programmes on cloud computing, cloud competitions and related promotional activities from December 2014 to May 2015. The objectives of the Campaign are to - Raise the awareness of cloud computing and promote the wider adoption among SMEs; Enhance SMEs understanding benefits on cloud computing; Allay SMEs concerns on using cloud computing such as information security, vendor lock-in; Provide SMEs with advices on selection of cloud services; and Drive ICT industry to develop more cost-effective cloud solutions suitable for SMEs. Objective The cloud competition consists of two awards, namely the Best SME Cloud Adopters and the Best SME Cloud Solutions. Best SME Cloud Adopters ( 中 小 企 應 用 雲 端 技 術 大 獎 ) commend SMEs in adopting cloud solutions in enhancing their operation efficiency, productivity, business opportunity and customer services Best SME Cloud Solutions ( 中 小 企 雲 端 方 案 大 獎 ) recognise outstanding cloud applications / solutions offered by service providers to SMEs.
Prizes for Winners Best SME Cloud Adopters Award There will be six streams of the Best SME Cloud Adopters Awards, namely (i) retail, (ii) catering, (iii) import & export trade, (iv) logistics & land transport, (v) sales & marketing, and (vi) HRM & accounting. Winners of each stream will be entitled to receive - certificates (Gold / Silver / Bronze) for the Best SME Cloud Adopters Award; and a cash prize of the following value (i) Gold Award - HK$10,000 (ii) Silver Award - HK$5,000 (iii) Bronze Award - HK$3,000. SMEs entries will be shortlisted for interview. Award winners will be adjudicated by Judging Panel. Best SME Cloud Solutions Award The top 10 winners will be entitled to receive - certificates for the Best SME Cloud Solutions Award; and a cash prize of HK$5,000 (for each winner). Among the winners of the Best SME Cloud Solutions, there will be a special Award, the Grand Award, to recognise the most outstanding cloud applications / solutions offered by service providers to SMEs. Winner of the Grand Award will be entitled to receive a cash prize of HK$10,000. Solutions entries will be shortlisted and cloud solution/service providers of the shortlisted entries will be invited for interview. Award winners will be assessed based on 80% of marks adjudicated by Judging Panel and 20% of marks voted by SME practitioners. Page 2
Eligibility Best SME Cloud Adopters Award 1. The entrant must be a local SME registered in Hong Kong. The entrant is advised to submit its application to the most appropriate stream of the awards. Each SME shall not submit more than one application to any award stream or different award stream. 2. The submitted information shall be able to illustrate the usages and benefits that the SME (i.e. the entrant) achieved in specific stream of industry sector after the SME adopts the cloud solutions / services. Best SME Cloud Solutions Award 3. The entrant for the Award must be submitted by a cloud solution provider or a cloud service provider serving local SMEs in Hong Kong. Each cloud solution provider or cloud service provider can submit at most three different entries of their cloud solutions / services for the Award. Page 3
Rules and Regulations 1. Entrants agree to be bound by the terms and conditions, and rules and regulations of the competition once entries submitted. 2. Entries must be submitted online via the thematic website for the Campaign (http://sme.infocloud.gov.hk/) before the closing date for entries. Submission through other channel is not accepted. 3. Best SME Cloud Adopters Award The entrant for the Award should provide relevant information to illustrate the usages and benefits that the SME (i.e. the entrant) achieved in specific stream of industry sector after the SME adopts the cloud solutions / services: - Description of the application (mandatory; text input of not more than 300 words) on how cloud computing can address the business needs, list of major cloud solutions used in the business, benefits and impact to the business - Pictures/graphical materials (optional; maximum 5 pictures each of which no greater than A4 size) - Video / audio clip (optional; not more than 3 minutes) 4. Best SME Cloud Solutions Award The entrant for the Award should provide relevant information to illustrate the usages and benefits of the cloud solution / service to SMEs: - Solution name (mandatory; text input of not more than 20 words) - Description of the application (mandatory; text input of not more than 500 words) on innovation and creativity, functionality, market potential and performance, benefits and impact, and quality - Pictures/graphical materials (optional; maximum 5 pictures each of which no greater than A4 size) - Video / audio clip (optional; not more than 3 minutes) 5. The submitted cloud product, service or solution should have been launched and in operation. 6. Any entrant found to enter into more than one stream of the Best SME Cloud Adopters Award will be disqualified and any award / certificate granted will be withdrawn as well. 7. Any cloud solution provider and cloud service provider cannot Page 4
submit an entry for both the Best SME Cloud Adopters Award and the Best SME Cloud Solutions Award. 8. All entries will be screened to ensure that they do not contain undesirable contents, e.g. pornographic materials, gambling, tobacco, alcohol, etc. 9. The organiser reserves the rights to retain, exhibit and publicise the entry projects at its discretion. None of the materials submitted will be returned. 10. Winners of the Awards may be invited to attend the Awards Presentation Ceremony scheduled in May 2015. 11. Entrants providing false information or failing to provide sufficient or genuine information will be disqualified. 12. Should discrepancies exist between the English and Chinese versions, the English version shall prevail. 13. In case of dispute, the decision of the organiser shall be final. Page 5
Judging Criteria Best SME Cloud Adopters Award 1. Pioneer/exemplar in the industry (30%) SMEs that can demonstrate as a pioneer or exemplar in adopting cloud computing in its sector 2. Innovation and creativity (30%) SMEs that can demonstrate innovative and creative use of cloud computing in addressing their business needs 3. Benefits achieved (40%) Direct benefits to the SMEs are realised including cost savings, reduced staff efforts, improvement on productivity, contribution to revenue New or transformed business model to improve their competitiveness in terms of operational efficiency, customer service and business opportunity Best SME Cloud Solutions Award 1. Innovation and creativity in cloud solution (15%) Showing innovation and creativity through use of cloud computing Effective deployment and integration of available resources of technologies 2. Functionality (15%) Addressing business needs and functionality requirements in the target industry Comprehensiveness/usefulness of products / services 3. Quality (15%) Easy to set up, learn and use Quality of work, service delivery, design and reliability Service level agreements Security and privacy protection Assessment Process During the course of assessment, judges and assessors may require access to relevant information in the entrant s possession and access to the entrant s premises. The entrant will be notified in advance if such access is required. Any information supplied by the entrant for the purpose of the SME Cloud Promotion Campaign will be treated as confidential, and will not be released by the organiser and related parties without the entrant s permission. Access to Personal Data You have a right to request access to and correction of your personal data provided in your entry in accordance with the Personal Data (Privacy) Ordinance (Cap.486).
