1 Briefing Session Invitation to Tender For the Provision of Two Year Full- time Enrolled Nurse (General) and Enrolled Nurse (Psychiatric) Training Programmes for the Welfare Sector for the Social Welfare Department (SWD/T008/2013) Social Welfare Department 7 January This briefing will introduce part of the Tender Documents. Tenderers are advised to read all information contained in the Tender Documents thoroughly before submitting their tenders. 2 1

3 Introduction Submission of tender means the Tenderer have read and understood all terms and conditions of the Tender Documents and agrees to all terms and conditions set out therein. Tenders shall remain open for acceptance within a period of not less than 365 days after the Tender Closing Date. 5 Introduction Services to be provided include four (4) two-year full-time pre-enrolment (general) nursing programme with a total of 800 training places AND four (4) two-year full-time preenrolment (psychiatric) nursing programme with a total of 120 training places. The Contract shall be for a period commencing from the Date of Tender Acceptance until all of the Contractor s obligations have been duly performed provided that all eight (8) Training Programmes must be completed by the end of 64 months from the Date of Tender Acceptance and the first two (2) Training Programmes (General) and (Psychiatric) must be commenced within four (4) months from the Date of Tender Acceptance. 6 3

4 Status of Tenderer A person which wishes to submit a bid for this Contract must be: A legal person both being an enrolled nurse training school (general) and enrolled nurse training school (psychiatric); or A local institution of higher education with one of its unit both being an enrolled nurse training school (general) and enrolled nurse training school (psychiatric); or Public hospital with a unit which is both an enrolled nurse 7 training school (general) and enrolled nurse training school (psychiatric); or An incorporated joint venture with any of the entities in the first three bullet points above; or Status of Tenderer Any entity in any of the first three bullet points above but is or has only an enrolled nurse training school (general) which has entered into an agreement or letter of intent with another entity in any of the first three bullet points above with an enrolled nurse training school (psychiatric) under which the latter agrees to act as sub-contractor of the former; or Any entity mentioned in any of the first three bullet points above but is or has only an enrolled nurse training school (psychiatric) which has entered into an agreement or letter of intent with another entity in any of the first three bullet points above with an enrolled nurse training school (general) under which the latter to act as subcontractor of the former; or A legal person which has entered into an agreement or letter of intent with one or more than one entity mentioned in any of the first three bullet point above as sub-contractor to perform all the services. 8 4

5 Essential Requirements Tenderer and/or its participating training school must be an enrolled nurse training school (general) and enrolled nurse training school (psychiatric) as declared by the Nursing Council of Hong Kong in the Gazette as at the Original Tender Closing Date and up to the time of award of the Contract. A Tenderer and/or its participating training school has at least one year of experience in providing accredited preenrolment (general) nursing programmes or preenrolment (psychiatric) nursing programmes as at the Original Tender Closing Date. 9 Essential Requirements At least one nominee proposed by the Tenderer to take up full time teaching post for the Training Programme (General) for the Contract. At least one nominee proposed by the Tenderer to take up full time teaching post for the Training Programme (Psychiatric) for the Contract. Proposed structure and contents for the Training Programmes must fully meet the requirement as stipulated in the Specifications. The Tenderer must make available all the venues and facilities for Attendees throughout the duration of the Contract. 10 5

9 Schedule 2 -Technical Proposal Part C Service Team ' To provide the name of course coordinator ' To provide at least two nominees of full-time teaching personnel for enrolled nurse training programme (general) and training programme (psychiatric) 17 Tender Submission ' In triplicate (one original and two photocopies) of the tender ' In one sealed plain envelope ' Completed in either English or Chinese ' Clearly marked Tender Reference and Subject of the Tender on the envelope, without bearing any references to the identity of the Tender ' Addressed to The Chairman, Central Tender Board ' Deposited in the Tender Box of the Government Logistics Department situated at the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong ' Incomplete tenders or tenders submitted in a form other than in the manner described above may NOT be accepted. 18 9

10 Tender Submission ' Before 12:00 noon on the Tender Closing Date (5 February 2016) ' Late tenders will NOT be considered. 19 Contract Deposit & Financial Vetting To assess the Tenderer s financial capability to fulfill the Contract requirements: Upon request by the Government, Tenderer is required to submit ' Full sets of audited financial statements for the past three years prior to the Tender Closing Date; ' Projected income and expenditure statement and cash flow statements in respect of each year covered under the whole Term of the Contract, one for the Services and another one for the Tenderer as a whole

11 Contract Deposit & Financial Vetting Please refer to Annex B of Terms of Tender for detail requirements and the prescribed form for Financial Information Submission. Financial Vetting is required if the Estimated Grand Total Amount exceeds HK$15,000, Contract Deposit & Financial Vetting If the Estimated Grand Total Amount exceeds HK$15,000,000, the successful tenderer is required to pay Contract Deposit of 'an amount equivalent to 2% of the Estimated Grand Total Amount if the successful tenderer passes the financial vetting; or 'an amount equivalent to 5% of the Estimated Grand Total Amount if the successful tenderer fails in the financial vetting

12 Contract Deposit & Financial Vetting If the Estimated Grand Total Amount does not exceed HK$15,000,000, the successful tenderer is required to pay Contract Deposit of an amount equivalent to 2% of the Estimated Grand Total Amount. All Contact Deposit shall be paid within 21 days after the date of Tender Acceptance. Tenderers are required to elect which method of providing a Contract Deposit in Part B of Schedule 1 (Price Proposal). Otherwise, it is assumed that the Contract Deposit will be paid in cash. 23 Selection of Tender Tender Submission Assessed by Tender Assessment Panel Approved by Central Tender Board Award of Contract 24 12

13 Selection of Tender The evaluation of tenders will be conducted as follows 1. Completeness Check To check whether the Tender is submitted in accordance with the requirements of the Tender Documents 2. Assessment of Compliance with Essential Requirements 3. Price Assessment The lowest quotation of Estimated Grand Total Amount will normally be recommended for acceptance. 14 Duties of Contractor To conduct training programmes and all other services as described in Specifications in accordance with the terms and conditions of Contract To have quality assurance measures in place to ensure the teaching quality of the Training Programmes To maintain appropriate records and reports for the inspection of Government Representative 27 Duties of Contractor To hold co-ordination, evaluation and other meetings with the Government Representative to discuss the work progress and furnish minutes of meeting To provide training venues, facilities, equipment and course materials To arrange the Government Representative to conduct inspection and visit to the premises as and when a Training Programme is held 28 14

15 Duties of Contractor To apply to the Nursing Council within 30 days after being awarded this Contract and ensure that all Training Programmes must be accredited by the Council as preenrolment (general) or pre-enrolment (psychiatric) pursuant to section 14(1)(c)(i) of Nurse Registration Ordinance, Cap.164. Where the Attendee has successfully completed the Training Programme, he shall be assured of being enrolled as Enrolled Nurse (General) or (Psychiatric) as the case may be. 29 Service Team The Contractor shall submit to the Government Representative for approval of a full list of teaching personnel for such training programme in accordance with the nominations specified in Schedule 2 then submitted as part of its tender for the Contract. At least 8 weeks before commencement of each Training Programme (except that for the first two training programmes to commence in Contract Year 1, no later than 1 month prior to the commencement) 30 15

16 Service Team Upon approval by the Government, the list shall be the Approved List. The personnel specified in the list shall be referred to as Service Team. For details, please refer to paragraph 10 of Conditions of Contract. 31 Service Fee & Payment Schedule The Contractor shall not, without prior written approval of the Government Representative, impose any other charges or fee on the Attendees or other persons for the training programmes. Attendees of the training programmes are NOT required to pay any course fees

17 Service Fee & Payment Schedule Two installments for each training programme as follows First Installment An amount equal to the actual number of Attendees successfully enrolled to that training programme as at a cut-off date to be determined by the Government and multiplied by 50% of the unit rate per Attendee for that training programme as specified in Schedule 1. Be paid within 30 working days after receipt of correct invoice by the Government and commencement of that training programme. 33 Service Fee & Payment Schedule Second Installment An amount equal to the actual number of Attendees who have successfully completed that training programme (out of those who have been admitted on or prior to the cut-off date) multiplied by 50% of unit rate per Attendee as specified in Schedule 1 for that training programme. Be paid within 30 working days after receipt of correct invoice by the Government and satisfactory completion and acceptance of that training programme. An Attendee is considered to have successfully completed a training programme only in a manner specified in paragraph 4.18 of Specifications

18 Service Fee & Payment Schedule Terminated Attendee Attendee(s) who withdraw from the training programme on their own volition or fail to complete the training programme. The service fee of the Terminated Attendee(s) counted in the first installment shall be deducted and be payable by setting it off from the amount of the second installment of the service fee for that training programme ( Termination Deduction ). For the calculation of Termination Deduction, please refer to paragraph 4.3 of Conditions of Contract. 35 Specifications 36 18

20 Specifications Structure and Content (Clause 4 of Specifications) Design and delivery of the Training Programmes each of which shall be accredited as pre-enrolment nursing programme by the Nursing Council of Hong Kong before commencement of that Training Programme Submit to the Government Representative for vetting and approval of draft training schedules specifying the date, time, venue, duration of each session of the Training Programme Submit within 8 weeks before commencement of that training programme (except that for the first two training programmes to commence in Contract Year 1, no later than 1 month before commencement) 39 Specifications Submit to the Government Representative for approval of the detailed proposal on training contents, course materials, means of assessment, etc. as detailed in Schedule 2 offered by the Contractor in the tender Submit within 8 weeks before commencement of that training programme (except that for the first two training programmes to commence in Contract Year 1, no later than 1 month before commencement) 40 20

21 Specifications Recruitment and selection of Attendees ' To put up one announcement on at least one of the Chinese newspapers; ' To invite applications from all agencies operating elderly, rehabilitation, family and child care, and correctional services in Hong Kong; ' To select applicants according to the training places and order of priority set by the Government Representative; 41 Specifications ' To forward the successful list and reserved list of the applicants at least 4 weeks before commencement of that programme; ' To handle enquiries and appeals on selection result; ' To provide the list of successful applicants and their nominated indemnifiers with their personal particulars for arrangement of signing of the undertakings and indemnities within 4 weeks of the completed enrollment procedures; 42 21

22 Specifications Undertaking and Indemnity ' Each applicant selected for admission to any training programme is required to sign an undertaking in favour of the Government; ' To be employed as Enrolled Nurse (General) or Enrolled Nurse (Psychiatric) (as the case may be) in the welfare sector in Hong Kong for a continuous period of not less than two years after satisfactory completion of that Training Programme; ' To repay the Government the course fee in full or in part if he is in breach of the undertaking; ' An indemnity is required to be signed by a third party as nominated by the applicant; ' The Contractor shall assist in arranging and executing the undertakings and indemnities. 43 Specifications Each Training Programme shall last for 24 months in fulltime mode. Curriculum and syllabus of the Training Programme shall fully meet the accreditation criteria of pre-enrolment (general) nursing programmes and pre-enrolment (psychiatric) nursing prgrammes prescribed by the Nursing Council under section 14(1)(c)(i) of Nurse Registration Ordinance, Cap
