Police Education in Germany All 16 Laender have their own police agencies mostly on a local and/or county level Each Land has its own institutions for education and training of police officers, usually on 3 levels (according to internal hierarchies) - Police School (professional training 2,5 years) - University of Applied Sciences (6-Semester Bachelor Program) - German University of Police Münster (4-Semester Master Program for the education of highest ranking officers 3
Different Tasks of German Police Agencies Criminal Procedure Law Law enforcement Detection of crime/ Investigation crime Apprehension of criminals Police Law/ Public Security Law Maintenance of public security Maintenance of public order Protection of privat rights against intrusions by privat persons (Compulsory) Enforcement of other agencies orders Prevention of Crime German police has to fulfill 3 different tasks and duties Regarding to Maintenance of public order: Today a very limited approach. Begging, drinking in the public, or loitering do not inferfee with public order in general but are constitutionally distinct Compulsory Enforcement (Zwangsvollstreckung) 4
Federal Police The Bundeskriminalamt BKA (The Bundeskriminalamt) is the Federal Bureau of Criminal Investigations very limited executive power Major tasks are research, data collection, and coordination. Duties, powers, and tasks are governed by the BKA-Code (BKA-Gesetz) 5
Federal Police The Bundespolizei Originally the German Border Police (Bundesgrenzschutz) Performed a broad variety of tasks, such as protection of boarders, airports, railwais and certain public institutions, missions abroad support of the police forces of the Laender in case of extraordinary circumstances Duties, powers, and tasks are governed by the Bundespolizei-Code (Gesetz über die Bundespolizei) The Bundespolizei is getting more and more a Federal Police, wich is disputed by legal scholars. Because the German Constitution does not allow setting up a federal police, due to the experiences with a centralized police during the Naziera. 6
The Police Program The old Police Program (Diploma degree course) 6-semester programm of which two are practical training with the police The new Police Program (Bachelor degree course - since WS 2010) 6-semester integrated study (theory and practical traning) Police Management (4 Semester Master degree course) first two semesters in cooperation with the Brandenburg Police Academie Last two semesters in cooperation with the German University of Police Münster The Studies in the Department of Police and Security Management 7
The Bachelor Police Program High School leaving exam in general minimum qualification Our programm needs aproval by the Senat of Interior (Ministry of Interior in Berlin) Approval only refers to courses, structure, requirements, but not the education itself Students apply to Berlin Police for the programm 8
The Bachelor Police Program Students automatically become a public servant pro tempor once accepted for the programm by the Senat of Interior Students get a salary of approx. 1.000 Euro after taxes Actually 930 students 150-160 new students/ year Actually Berlin has approximately 16.200 (sworn) police officers and 3.4 million inhabitants (ratio of 1:210) 9
