1. Introduction a. Introduction Excise & Taxation Department of Haryana (Government of Haryana) invites the eligible vendors in India having appropriate expertise and experience for to submit their Expression of Interest (EOI) for developing online/offline billing software for the registered dealers under Excise & Taxation Department of Haryana Government of Haryana in accordance with the conditions and manner prescribed in this Expression of Interest document in Public-Private-Partnership (PPP) model. Department will not invest/pay anything for this software product but will approve the software and provide option to registered dealers to use this software. The party will get its cost by charging from the dealers directly. The vendor will be short-listed for further participation in selection process based on the responses received to this EOI. b. Purpose The purpose of this Expression of Interest is to solicit proposals from reputed system integrators for development of online billing software (OBS). The System Integrator will be responsible for developing of online billing software for dealers registered under Excise & Taxation Department of Haryana. The objective of the document is to provide indicative information on the required Online Billing Software and the scope of work of the SI (System Integrator). c. Cost of Participation The soft copy of instructions for EOI can be downloaded from the department website:www.haryanatax.com. Vendors are required to deposit cost of Rs. 5,000.00 (Five thousand only) in form of a Demand Draft from any scheduled bank, payable at Panchkula in favor of Excise & Taxation Commissioner, Haryana at the time of submission of their EoI. d. Critical Information Vendor agencies are advised to study this EOI document carefully before submitting their proposals in response to the EOI Notice. Submission of a proposal in response to this notice shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications. Vendor agencies are requested to submit their EOI proposal on 26 th November 2014 and to attend a pre-proposal conference on 19 th November 2014 as per details provided below : I. Objectives The objectives of the online billing software project are to ensure the following: I. Generation of online bills in electronic forms through by using the online billing software. II. Providing easy, anywhere and anytime access to database of generated bills (both Information & Transactional) to ensure reliability, efficiency, transparency and accountability. III. Undertake backend computerization of registered dealers to ensure electronic delivery of high volume citizen centric purchases the state & district level. IV. Efficient generation of online bills with improved service levels by undertaking extensive Business Process Re-Engineering of identified services. V. Extensive Capacity Building and training of registered dealers to ensure smooth migration to electronic delivery of online generated bills and phasing out manual generation of bills. VI. Reducing time wastage in digitization and tallying of bills by eliminating manual activity of record keeping & storing. VII. Reducing administrative burden and purchase/sales fulfilment time & costs for the registered dealers, Government, Citizens & Businesses VIII. Enhancing perception & image of the Government and its registered dealers. 3. Need for online billing software As we implement commercial taxes e-governance in Haryana we are looking for online billing software that will help our registered dealers in State of Haryana in new ways to working together, test elements of the new workflow, develop the capacity of all dealers and collaboratively build a great State. The Insights, innovative ideas, feedback and best practices learned from these projects will input directly into the on-going implementation of the new planning system. We are developing method of online billing that will help develop our State. 4. Coverage and Scope of the Project a. Coverage of the Project I. The Online billing software is to be implemented across the state in all 23 districts for all different sectors. b. Indicative Scope of Work Online billing software aims at electronic generation/delivery of all sales/purchases bills services progressively. The online billing software envisages. Integration across State would be enabled, through mandatory adherence to technical specifications and e Governance standards. The vendor (System Integrator) will develop online billing software by bundling the entire scope of services. c. Primarily scope of services will include: I. System Study and Design II. Business Process Reengineering for the selected billing applications/services as per different Industry sectors e.g. Automobiles, etc. Page 4 of 6

Eligibility Criteria a. The Vendors who fulfil all of the following eligibility criteria would be considered for empanelment: I. The Vendor should be an organisation registered in India and should have been in existence for last five years. II. The Vendor must have an annual average financial turnover of at least Rs. 5 Crores from IT services in the last three financial years. III. The Vendor should have experience of successfully implementing a minimum of 3 (three) similar assignments for project development with Government / public sector clients in India. IV. The Vendor should have a minimum of ISO certification. V. The Vendor must have at least 50 IT employees on its payrolls for last three years. VI. The Vendor should be registered for Service Tax and Income Tax in India. VII. The Vendor must not be blacklisted by any Government/public sector organization in India at the time of submission of EOI. 6. Other terms and conditions a. Vendors are solely responsible for timely delivery of the responses to the above-mentioned address and are solely responsible for delays in receipt, including but not limited to third party carriers. Responses not received on or before the last date and time of submission will not be considered. b. The response to this EOI notice should be full and complete in all respects. Excise & Taxation Department of Haryana (ETDH) may summarily reject the incomplete or partial responses. Page 5 of 6
c. The vendor shall bear all costs associated with the preparation and submission of the EOI, including cost of presentation for the purposes of clarification of the response, if so desired by Excise & Taxation Department of Haryana (ETDH). d. Excise & Taxation Department of Haryana (ETDH) will in no case be responsible or liable for such costs, regardless of the conduct or outcome of the evaluation process. e. The EOI response shall be signed and on each page by the authorized representative of the vendor and a copy of the authorisation letter of the authorized signatory to be attached. Page 6 of 6
