Emplyee Handbk G. Evaluatins and Reviews Updated February 2014, September 2015 1. Annual Evaluatins The University annually evaluates all tenure-track faculty, prfessinal-track faculty, and faculty n term cntracts. All teaching faculty t be evaluated will be judged in light f the general criteria indicated abve in F. Criteria fr the Assessment f Full-Time and Pr- Rata Faculty Members. In additin, the mre specific criteria that will be used fr prmtin t Assciate Prfessr and/r tenure will be kept in mind as faculty n the tenure-track and prfessinal-track meet with their schl deans. The purpses f annual evaluatins are t serve as a develpmental tl fr the faculty member advancing tward cnsideratin fr prmtin and/r tenure, as a basis fr renewal f term cntract faculty, and t remind and mtivate faculty cncerning increasing excellence in their prfessinal cmpetence, teaching and academic citizenship. Evaluatin frms will be prvided by the Office f the Prvst. During the Spring semester faculty members will use the frm t list their activities and accmplishments fr the current year and t identify prfessinal gals fr the fllwing year. During the Fall semester, faculty members cmplete the self-evaluatin frm prir t their meeting with the schl dean. Bth frms will be submitted t the schl dean upn cmpletin. In ample time befre the deadline stated n the frms, the schl dean and the faculty member will meet t discuss the cntents f the evaluatin and t agree upn an apprpriate develpmental plan, if needed. Prir t this meeting, the schl dean will cnsult with the department chairpersn r assistant dean abut the evaluatin and the develpmental plan if such a plan is needed. As an indicatin f the utcmes f this meeting, the faculty member and schl dean will sign the frm. Cpies are kept by the faculty member and the department, and the schl dean frwards the riginal t the Prvst. The Prvst may request additinal materials if deemed necessary. In the event f a negative evaluatin f a tenure- track r prfessinal track faculty member, the faculty member and the schl dean will cnsult with the Prvst, and will develp and sign a written plan fr perfrmance grwth. The plan will be shared with the department chairpersn r assistant dean and be included in the next annual evaluatin. Failure t adequately address the issues f cncern utlined in the perfrmance grwth plan may result in nn-reappintment r dismissal fr cause accrding t the prvisins f this Handbk. 2. Evaluatin fr Teaching Faculty Prmtin and Tenure a. Tenure Track: Ordinarily, after the fifth year f full-time service the faculty member n the tenure track will apply fr prmtin and tenure t the Prmtin & Tenure (P&T) Cmmittee. In unusual circumstances, special time arrangements can be agreed upn by the faculty member and the Prvst. This prvisin can apply t pr-rata faculty n a prprtinal basis. (See Tenure-Track Cntracts in the sectin D. Cntracts) During the secnd semester f each year the P&T Cmmittee presents a wrkshp in which the details f the fllwing prcess are explained, instructive This infrmatin is part f Munt St. Jseph University s Emplyee Handbk. Emplyee Handbk materials are distributed and questins are answered. Cpies f these instructins are als available frm the Office f the Prvst. Appendix F f this Handbk cntains general infrmatin cncerning the P&T prcess. The decisin t award r withhld tenure is an extremely imprtant decisin fr bth the candidate and the University. In rder t be awarded tenure, the faculty member must have the terminal degree. She/he must have cmpleted at least five years f University teaching at the time f applying fr cnsideratin. A minimum f three years must have been served at Munt St. Jseph University prir t the granting f tenure. The candidate must have reached the level f a distinguished teacher, schlar, and academic citizen, having exemplified excellence in fulfilling the criteria fr all three categries. (See F. Criteria fr the Assessment f Full-Time and Pr-Rata Faculty Members) The candidate bears the bligatin f establishing and dcumenting wrthiness fr prmtin and tenure. Because the material submitted t the P&T Cmmittee is central t making that determinatin, the packet shuld cntain significant materials rganized accrding t the directin f the P&T Cmmittee. It is the respnsibility f the candidate t cmpile the required data, request letters f recmmendatin frm the apprpriate surces, and submit the cmpleted packet t the P&T Cmmittee n r befre the established deadline. That deadline is rdinarily arund September 15. The Prvst serves as an ex-ffici, nn-vting member f the P&T Cmmittee. The rle f the Prvst n the P&T Cmmittee is primarily t listen carefully t the discussin that takes place, and participate in the discussin as necessary. The Prvst is nt present fr the vte taken by the cmmittee. The P&T Cmmittee will make a recmmendatin based n their vte directly t the President, and als share that recmmendatin with the Prvst wh will make his/her wn recmmendatin t the President. The recmmendatin f the Prvst will take int cnsideratin the recmmendatin and discussin f the P&T Cmmittee, the prtfli presented t the P&T Cmmittee, the persnnel recrds n file in the Office f the Prvst, and the interests f the institutin. In determining his/her recmmendatin, the Prvst may request a meeting with the candidate, the P&T Cmmittee, and thers wh have knwledge f the candidate, e.g. schl dean, department r cmmittee chairpersns. If infrmatin cnsidered by the Prvst t be relevant t his/her decisin is nt referred t in the P&T prtfli, it will be discussed with the candidate befre the Prvst makes his/her recmmendatin. If the Prvst intends t make a recmmendatin that is different than the recmmendatin f the P&T Cmmittee, the Prvst will meet with the cmmittee prir t frmalizing the recmmendatin and discuss this intentin with them. The Prvst will then make his/her frmal recmmendatin t the President and discuss it with him/her. The fcus f the discussin with the President will be n the reasns fr the Prvst s recmmendatin, nt the deliberatins f the P&T Cmmittee. The President will have the ptin f meeting with the P&T Cmmittee, with r withut the Prvst s presence, t discuss further the cmmittee s recmmendatin. Emplyee Handbk The President will make the final decisin n whether r nt tenure and prmtin will be awarded and cmmunicate this decisin t the Bard f Trustees. If tenure is granted, the faculty member's cntract fr the frthcming year will reflect the cmmitment t cntinuus emplyment by bth the faculty member and the University. Tenure resides in the academic department f the faculty member at the time tenure is awarded. It is nt transferable t anther department. If tenure is nt granted because f less than satisfactry perfrmance, a neyear term cntract will be issued and the services f the faculty member will terminate with the cnclusin f the cntracted year. After ntificatin f the decisin, the riginal packet, lacking the letters f recmmendatin, will be returned t the faculty member. In the case f a negative decisin, the packet will be phtcpied prir t its being returned, thus prviding a permanent recrd fr the University. b. Prfessinal Track Prmtin Only: Faculty seeking prmtin frm Instructr t Assistant Prfessr will prepare a brief prtfli stating hw they meet the criteria fr Assistant Prfessr. This prtfli is reviewed by the Dean f that schl and a recmmendatin is made t the Prvst. There is n penalty t the faculty member if the prmtin is nt btained. Faculty seeking prmtin frm Assistant t Assciate Prfessr will prepare prtflis fr review by the University s Prmtin and Tenure Cmmittee. Prfessinal Track faculty will meet the same standards fr prfessinal cmpetence and citizenship as Tenure Track faculty but mdificatins will be made fr prfessinal schlarship. Please see Appendix C: Faculty Schlarship. Prfessinal faculty need t submit nly ne external letter f evaluatin f schlarship. There are n penalties if prmtin t Assciate rank is nt btained. Prfessinal Track faculty are nt required t apply fr prmtin t assciate status. They are nt eligible fr tenure. 1. First Year Review - the first year review will be cnducted by the Dean f Business r Health Sciences fr re-appintment t a ne year cntract. The Dean will review the faculty s prfessinal develpment, citizenship and schlarship with the prfessinal faculty member accrding t the regular evaluatin schedule and will make recmmendatins, in writing, t the faculty member regarding strengths and areas t imprve. Nnreappintment recmmendatins will be made by the Dean t the Prvst and cmmunicated t the first year prfessinal faculty member. 2. Secnd and Third Year Review - these annual reviews will be cnducted by the Dean fr appintment t ne-year cntracts. The Dean will review the faculty s prfessinal develpment, citizenship and schlarship with the prfessinal faculty member accrding t the regular This infrmatin is part f Munt St. Jseph University s Emplyee Handbk. Emplyee Handbk evaluatin schedule and will make recmmendatins, in writing, t the faculty member regarding strengths and areas t imprve. Nnreappintment recmmendatins will be made by the Dean t the Prvst and cmmunicated t the prfessinal faculty member. 3. Frth Year and Beynd - prfessinal faculty will receive annual evaluatins accrding t the University evaluatin prcess. After a psitive 3rd year evaluatin, the prfessinal faculty member is eligible fr 3 year cntracts. The Dean will make a recmmendatin t the Prvst befre the faculty is re-issued subsequent 3 year cntracts. 3. Pre-Tenure Review a. Prcess The pre-tenure review will rdinarily take place fr tenure-track faculty members during the third year f their emplyment at the University. The time frame will be adjusted fr thse using experience at ther institutins as part f the nrmal six years preceding the tenure decisin. During the fall semester f the year f review, the faculty member will ask ne f the appinted peer teaching evaluatrs t cnduct a teaching evaluatin. The peer evaluatr will bserve the faculty member teach and als review his r her philsphy, curse materials and syllabi. The peer evaluatr will write an evaluatin based n the same criteria used fr a tenure evaluatin (available thrugh the P&T Cmmittee). This is sent directly t the Pre-Tenure Cmmittee by January 15. By January 15 f the review year, the faculty member will submit the fllwing t the Pre-Tenure Review Cmmittee: an updated curriculum vitae a brief statement f the faculty member's apprach t teaching, citizenship and schlarship schl dean's (r department chairpersn's) annual evaluatins t date summary f student ratings (numerical summary and selected narrative cmments) peer teaching evaluatins ne utside evaluatin f the faculty member's schlarship by an evaluatr f the faculty member's wn chsing (ptinal) b. The Pre-Tenure Review Cmmittee will prduce a written review f the submitted materials, identifying strengths and weaknesses in the areas f teaching, citizenship and schlarship. The cmmittee will send this written reprt, alng with the peer evaluatin f teaching, t the faculty member befre meeting with him r her. After the faculty member and cmmittee members have met, the cmmittee will prduce a summary f the review which the candidate will submit as part f the packet fr prmtin and tenure. The summary will allw rm fr a respnse by the faculty member. One cpy f the summary f the cmmittee review, alng with the faculty member's respnse (shuld there be ne), will be frwarded t the Prvst and be kept n file until the faculty member is cnsidered fr tenure. Emplyee Handbk dean. The faculty member will retain ne cpy f the summary (and respnse, shuld there be ne). The faculty member will retain the peer teaching evaluatin, which he r she may chse t include in the tenure packet. c. Pre-Tenure Review Cmmittee's Cnnectin with P&T Cmmittee T ensure cntinuity with the wrk f the Prmtin & Tenure (P&T) Cmmittee, there will be tw annual meetings between the Pre-Tenure Review Cmmittee and P&T bth cnvened by the chair f the P&T Cmmittee. The first meeting will ccur in September s that P&T can share expectatins abut tenure-level packets and details f the decisin-making prcess. The secnd meeting will ccur in January after P&T members have made their recmmendatins abut prmtin and tenure; this sessin will be a "debriefing" pprtunity where P&T, withut vilating cnfidentiality, can discuss in general terms issues they cnfrnted in making recent decisins. The gal f bth these meetings is t aid the Pre-Tenure Review Cmmittee in making mre helpful suggestins t faculty members n their way t the tenure decisin. d. Pl f Peer Teaching Evaluatrs This grup f faculty members will serve as evaluatrs fr the pre-tenure review and fr prmtin and tenure packets. (A faculty member applying fr tenure chses ne evaluatr frm this pl and anther f his r her wn chice.) This grup f evaluatrs will have the status f a standing cmmittee. Department chairpersns will identify faculty members they believe are effective teachers and als have the ptential t becme effective evaluatrs f teaching. Nminees must have tenure r be prfessrs r assciate prfessrs n rlling cntract. After asking the faculty member's permissin t nminate him r her, the chairpersn will frward names t ECFA. Frm amng the nminees, ECFA will identify a grup f 10 faculty members t serve as peer teaching evaluatrs. The grup will be appinted by the Prvst. Early in the academic year these evaluatrs will meet t discuss criteria f effective teaching and t be trained in effective evaluatin f teaching. Peer evaluatrs may evaluate n mre than tw faculty members during any semester, whether fr pretenure review r fr prmtin packets. 4. Pst-Tenure Review The pst-tenure review will ccur every fifth year after the faculty member has been awarded tenure. The gals f the review are: a. T assure the cntinued quality and viability f the University as an institutin f higher learning. b. T appraise whether faculty members are perfrming cnscientiusly and effectively in the areas f prfessinal cmpetence, academic citizenship, and schlarly and creative activity. A faculty member's Pst-tenure Review Cmmittee will cnsist f the faculty member, the schl dean, the Prvst and ne tenured peer f the faculty member's chice. The review team will lk fr a quality f prfessinal cmpetence, academic citizenship, and schlarly and creative activity cnsistent with being a tenured faculty member. Emplyee Handbk areas, althugh he r she need nt have emphasized all three equally. The standard f appraisal will be whether the faculty member discharges duties assciated with his r her psitin cnscientiusly and effectively, nt whether he r she meets the current standards fr award f tenure, as thse might have changed since the initial granting f tenure. Several weeks prir t the cmmittee's meeting the faculty member will prepare and circulate t the ther three members the fllwing: an updated curriculum vitae a narrative self-evaluatin f his r her prfessinal cmpetence, academic citizenship, and schlarly and creative activity ver the previus five years a statement f gals fr the next five years The schl dean will cnsult with the department chairpersn r assistant dean fr additinal infrmatin abut the faculty member s perfrmance. A summary f student ratings fr the previus fur semesters will be supplied t the cmmittee by the Office f the Prvst. After reviewing submitted materials, the faculty member, alng with ther cmmittee members, will meet t assess prgress and evaluate gals fr the future. The primary purpse f the review is t enhance the faculty member's develpment and t encurage the faculty member t take advantage f available institutinal resurces fr cntinued develpment. The utcme f the review is cnfined t the apprpriate University persns and the faculty member being evaluated, and is released nly at the discretin r with the cnsent f the faculty member. In acknwledgment f a satisfactry pst-tenure review, the faculty member will have access t prfessinal develpment funds, as apprved by the Prvst, beynd the nrmal limit in the year fllwing the review. If the cmmittee assesses the faculty member's perfrmance t be unsatisfactry, they will develp a plan that addresses areas in need f imprvement. Tenure cannt be revked n the basis f pst-tenure review alne. The pst-tenure review is part f the verall nging evaluatin f a faculty member's perfrmance. 5. Evaluatin f Schl Deans A schl dean is evaluated annually by the regular faculty members f his r her schl. The prcess fr this evaluatin will be cmmunicated by the Prvst t whm the cmpleted and cnfidential evaluatins will be frwarded. The Prvst will subsequently discuss with the dean a summary f the faculty evaluatins and/r cmments. In the third year f a dean s appintment, if he r she is eligible fr reappintment, the Prvst will invite all regular faculty members within the schl t submit a cnfidential letter f evaluatin and a recmmendatin cncerning the reappintment. 6. Evaluatin f Department Chairs A department chairpersn is evaluated annually by the regular faculty members f his r her department. The prcess fr this evaluatin will be cmmunicated by the schl dean t whm the cmpleted and cnfidential evaluatins will be frwarded. The schl dean will subsequently discuss with the chairpersn a summary f the faculty evaluatins and/r cmments. This infrmatin is part f Munt St. Jseph University s Emplyee Handbk. III-G-6

Emplyee Handbk In the third year f a chairpersn's appintment, if he r she is eligible fr reappintment, the schl dean will invite all regular faculty members within the department t submit a cnfidential letter f evaluatin and a recmmendatin cncerning the reappintment which will cnsidered by the schl dean and the Prvst. 7. Evaluatin f Librarian Faculty All Librarian Faculty participate in the perfrmance management prgram develped fr University staff which includes an annual evaluatin by the Directr f Library Services in cnsultatin with the Prvst. a. Prmtin frm Librarian I t Librarian II After ne year f service as Librarian I, a librarian must be able t demnstrate the cmpetencies required fr the rank f Librarian II. The mandatry area fr emphasis fr Librarian II is Prfessinal Cmpetence. The case is strengthened by participatin in citizenship activities and by active schlarship. Cmpetencies required fr the rank f Librarian II are as described abve in General Criteria fr Librarian Faculty - Service and Prfessinal Cmpetence. In rder t demnstrate cmpetencies fr Librarian II a candidate will have successfully cmpleted his/her first year as demnstrated by the University s perfrmance management prgram. The prgram must demnstrate that the candidate has achieved cmpetence in the areas specified (See General Criteria fr Librarian Faculty in C. Faculty Rank and Credentials), has becme an integral part f the library staff, and is likely t cntinue activities vital t further prmtin. The Perfrmance Management Review will be the majr tl used t determine such cmpetencies. Shuld the cmpetencies nt be demnstrated, the rdinary recmmendatin wuld be fr terminatin cnsistent with the emplyee s at-will status. b. Prmtin t Librarian II t Librarian III In rder t gain prmtin frm Librarian II t Librarian III, a candidate must first meet with the Directr f Library Services t determine whether r nt his/her credentials merit cnsideratin.
