ANNEX 1: TERMS OF REFRENCE RECRUITMENT OF LOCAL IT NETWORK AND VIDEOCONFERENCING JUNIOR CONSULTANT 1. INTRODUCTION / BACKGROUND The African Development Bank Group (AFDB) is a regional multilateral development finance institution established in 1963 with a mandate to further the economic development and social progress of African countries, individually and collectively. The Bank has approximately over 2000 staff members, who have been recruited from a wide geographic area only limited by membership in the Bank. There are currently 78 different nationalities from Africa, Asia, Europe and the Americas represented within the Bank making the institution multicultural in every sense of the word. The Bank has two official languages: English and French. It co-operates with a large network of international development partners. Corporate Information Management & Methods Department (CIMM) The strategic objective of the Corporate Information Management department (CIMM) at the Bank is to align the IT delivery strategy along with the Bank s business strategy, to increase the organizational effectiveness through efficient use of the Information Systems (IS). Under the leadership of the Bank s Information System s Director, CIMM department is mandated by the Bank to deliver the best possible IT services for Bank staff, and help achieve the results that will get the Bank closer to accomplishing its development goals 2. OBJECTIVES OF THE ASSIGNMENT The main objectives of this consulting assignment are: A. Provide technical support services pertaining to Network technologies including voice and data (Internet, e-mail) transmission as well as videoconferencing. B. Repair and maintain office equipment. C. Assist in system configurations and provide support to users of Information Technology (IT) tools. 3. MAIN ACTIVITIES AND DELIVERABLES Under the supervision of the Datacenter and Field office Division Manager (CIMM.4), the incumbent s specific tasks will be as follows: Operate and maintain the VSAT system and provide related support services. Provide technical assistance to the team responsible for the installation, maintenance and support of the WAN or LAN including voice, data and videoconference transmission.
Configure and maintain videoconferencing system (bridges and endpoint) Facilitate preparation for, and conduct of videoconference sessions Provide technical support to staff on their videoconference and audio conference sessions within the Bank s Field Offices and regional centers and third parties. Provide assistance and resolve problems with regard to hardware and software used within the Bank Ensure the adjustment, repair or replacement of defective equipment through own intervention or by returning it to suppliers for service or repair. Use and maintain electrical and mechanical equipment such as the VSAT and the Uninterrupted Power Supply (UPS). Provide the IT technicians with the details for their video and audio conference meetings Administer the videoconference system in the field offices which includes configuration, troubleshooting maintenance and upgrades of the endpoints. Use test equipment, including basic computer monitoring tools. Work together with technicians from Headquarters and the other Field offices in order to conduct investigations and tests to circumscribe and correct problems. Compile statistics on users calls pertaining to voice, fax, data and videoconference facilities through the VSAT connection. By ensuring the Help Desk function, provide support to users of telecommunications, Network, and IT tools. Present different reports to CIMM.4 Division Manager regarding to the different KPI defined to improve the different services Responsibility for creating and maintaining a healthy and adequate work environment and Perform any other tasks as required 4. ADMINISTRATION/REPORTING : The junior consultant will report to the Datacenter and Field office Division Manager (CIMM.4) 5. DURATION OF THE ASSIGNMENT The assignment period is expected for one (1) year renewable if required. 6. QUALIFICATIONS AND EXPERIENCE REQUIRED The successful candidate will have the following qualifications: 1. At least a Bachelor s degree in Computer Science or Information Systems or Electronics, or an equivalent diploma with strong knowledge of IT Networks and Telecoms Networks; 2. Minimum 3 years of professional IT Networks, Videoconferencing or related experience, gained within a similar position; 3. Proficient with networking and Communication technologies including the planning and management of the interaction between two or more networking systems, computers or other intelligent devices (E.g. ISDN, Ethernet, TCP/IP); 4. Knowledge at the associate to intermediate level of TCP/IP networks, WAN protocols, wiring and cabling, and network management solutions; 5. Experience with Network Traffic Monitoring and Diagnostic Tools; 6. Experience and/or knowledge with QoS implementations, VoIP, WAN switching and routing, load-balancing and application-delivery solutions;
7. Aware of VSAT and IPBX technologies; 8. Aware of concepts and general framework for : ITIL, COBIT 9. Strong computer skills and ability to use standard technology packages and Bank s standard software (word, excel, outlook, Power Point, MS Projects, etc ); and 10. Ability to communicate (verbal and written) effectively in English or French, with working knowledge of the other; Knowledge of Portuguese is an advantage. 7. REMUNERATION The remuneration will be based on the junior consultant experience and the Bank GUIDELINES ON INDIVIDUAL JUNIOR CONSULTANTS REMUNERATION.
