Nn-Academic Allied Health Prgram Plicies In additin t plicies and prcedures in the Maricpa Cmmunity Clleges catalgs and student handbks, fr the prtectin f students and patients, any Allied Health Prgram which includes assignment t patient care facilities such as hspitals, ambulatry care clinics, skilled nursing facilities and ther health care settings requires students t cmply with the fllwing plicies. This handbk prescribes admissin and readmissin requirements and standards f cnduct fr students enrlled in Allied Health prgrams. The standards are in additin t thse detailed in MCCCD plicies and Administrative regulatins. Vilatin f any standard may serve as grunds fr nn-admissin t a prgram r ther discipline, prgram suspensin r dismissal MCCCD Allied Health prgrams reserve the right t make prgram changes as needed and t change withut previus ntice any infrmatin requirements and regulatins published in this dcument. 1. General Health Requirements Students must be able t fully and successfully participate in all prgram activities whether in the classrm, labratry r clinical setting. This includes, but is nt limited t, the capacity fr sensry and mtr functins that allw independent classrm/labratry/clinical perfrmance and rutine and emergency client care. It is essential that students in many Allied Health Prgrams are able t perfrm a number f physical activities in the clinical prtin f their prgram. Fr example, students may be required t physically assist and/r lift patients r equipment, stand fr several hurs at a time and perfrm bending activities. The clinical experience places students under cnsiderable mental and emtinal stress as they undertake respnsibilities and duties impacting patient lives. Students must be able t demnstrate ratinal and apprpriate behavir under stressful cnditins. Individuals shuld give careful cnsideratin t the mental and physical demands f the prgram prir t making applicatins. All applicants must prvide dcumentatin f cmpliance with all mandatry d health and safety requirements necessary t prtect patient safety. Only students in cmpliance are permitted t enrll in allied health curses. In circumstances f student illness, injury r ther health limitatins bth the clinical agency and the cllege health plicies must be upheld. The prgram faculty manager will determine a student's ability t give adequate patient care and will determine if a student can remain and/r return t the clinical experience, regardless f a physician's apprval fr return. Students are respnsible fr ensuring currency f all aspects f the Health and Safety dcumentatin thrughut their tenure in an allied health prgram. Disabilities If a student believes that he r she cannt meet ne r mre f the standards withut accmmdatins, the Allied Health Prgram must determine, n an individual basis, whether a reasnable accmmdatin can be made. Students shuld refer t their respective prgram plicies fr required essential skills and functinal abilities. a) Any student having a temprary medical cnditin that inhibits r restricts activities must supply a written explanatin frm his/her physician. Shuld a student becme unable t participate partially r fully in the prgram s activities he/she may be withdrawn. 11.30.11-Page 2 f 36

b) Shuld a student require any type f special accmmdatin, the student must cntact the cllege Disability Resurce Center well in advance f the first class meeting. c) Special accmmdatins fr testing will be given nly with apprpriate dcumentatin f special needs. Individual faculty will nt prvide extra time, different envirnments, r dictinaries during testing withut sufficient dcuments in supprt f an accmmdatin. Pregnant students may want t take special precautins due t the physical requirements and pssible expsure t harmful diseases r substances. If a student is pregnant, dcumentatin frm the attending physician will be required stating that the student is able t meet all prgram bjectives/expectatins. Accmmdatins will be made if reasnable and pssible. Fllwing delivery, returning t class and clinical assignment will require physician clearance. In Allied Health Prgrams where students may be rutinely expsed t radiatin additinal requirements fr pregnant students must be fllwed. 2. Declaratin The Health and Safety Dcumentatin frm (Exhibit A): must be cmpleted by a licensed/certified healthcare practitiner (M.D., D.O., N.P., P.A.) and submitted accrding t the time specified by the Allied Health Prgram. a) The Prgram Directr may require a new health declaratin shuld any alteratin in the student s health ccur. b) Dental prgrams may als require prf f cmpletin f a Dental Health Frm verifying that the student has cmpleted a dental exam in the last 12 mnths, and a Visin Exam Frm verifying that the student has cmpleted a visin exam and necessary crrectins have been cmpleted within the last 6 mnths. 3. Immunizatins Students must be in cmpliance with immunizatin plicies f the Allied Health Prgram in which they are enrlled. The Prgram Directr will prvide students with health requirements applicable t that prgram and the deadline by which students must submit prf f meeting such requirements. Students will meet these requirements by prviding cmpleted and signed Health and Safety Dcumentatin Checklist with all accmpanying required dcumentatin and the Health Care Prvider Signature Frm. Wmen f childbearing age shuld nly be vaccinated after review f the circumstances by a health care practitiner. Students will be respnsible fr the csts f cmpletin fr all immunizatin requirements. The fllwing is a descriptin f immunizatins that may be required and the type f dcumentatin that a student wuld have t prvide t verify the requirements have been met. (See Exhibit A Health and Safety Dcumentatin) If there is a cmmunicable disease utbreak, additinal vaccinatins may be required as specified by the lcal public health agency. Prf f all immunizatins and tuberculin skin tests shuld be cpied and attached t the Health Declaratin frm. a) MMR (measles, mumps and rubella): students brn in 1957 r later must prvide prf f ne f the fllwing: written prf f tw MMR immunizatins OR prf f a psitive titer fr each f these diseases. Accrding t CDC recmmendatins students 11.30.11-Page 3 f 36

brn befre 1957 are generally felt t be immune but ne dse f MMR vaccine shuld be given t anyne brn befre 1957 wh des nt have prf f psitive titers t each f the three diseases. Fr prgrams that place students at Phenix Children's Hspital students are required t shw labratry results dcumenting a psitive titer fr Measles/rubela and rubella. Please cntact prgram directr t verify if this is a necessary requirement fr the prgram yu are entering. If a student has a NEGATIVE OR EQUIVOCAL titer result they must btain their first MMR vaccinatin and attach dcumentatin t their health and safety checklist. The secnd MMR must be cmpleted after 28 days and prf submitted t the health care prgram. The student must then have titers drawn 30 days later and submit results t the healthcare prgram. Frm Recmmendatins f the Immunizatin Actin Calitin with technical cntent reviewed by CDC March 2007 b) Varicella (chickenpx): dcumented prf f a psitive IgG titer OR if the titer is NEGATIVE btain the first varicella vaccinatin and attach dcumentatin t the Health and Safety Dcumentatin frm. The secnd varicella vaccinatin must be btained 4 t 8 weeks later and prf submitted t the Prgram Directr. Fr prgrams that place students at Phenix Children's Hspital students are required t shw labratry results dcumenting a psitive titer fr varicella. Please cntact prgram directr t verify if this is a necessary requirement fr the prgram yu are entering. The student must then have titers drawn 30 days later and submit results t the healthcare prgram. c) Tetanus/Diphtheria (Td) r tetanus, diphtheria and cellular pertussis (Tdap): Tdap=Tetanus/Diphtheria/Pertussis TD=Tetanus/Diphtheria Students must prvide prf f a ne-time dse f Tdap, fllwed by Td bster every 10 years. Attach prf f necessary vaccinatins t the Health and Safety frm. d) Hepatitis B: The Centers fr Disease Cntrl and Preventin have recmmended that hepatitis B vaccine be cnsidered fr a number f grups including healthcare persnnel at high risk fr bld r needle stick expsure. Students will be prvided with infrmatin n prtective and standard precautins as part f their Prgram curriculum, but students are advised t cnsult with their persnal physician abut the advisability f receiving the hepatitis B vaccine. T meet the requirements fr Hepatitis B, students must either submit prf f cmpletin f three Hepatitis B (see Exhibit A) injectins OR a cpy f prf f a psitive HbsAB antibdy titer OR a signed declinatin (see Exhibit B). If a student has nt received injectins in the past, he/she shuld receive an initial dse f 11.30.11-Page 4 f 36

hepatitis B with secnd and third vaccinatins administered in 1 mnth and 6 mnth intervals. Recmmendatins frm Immunizatin Actin Calitin with technical cntent reviewed by the CDC march 2007 e) Influenza: Health care prviders wh are clinically r subclinically infected with influenza virus can transmit the virus t ther persns including patients whse immune systems are cmprmised. As such many clinical facilities are requiring that all staff, students, and vlunteers shw prf f an annual influenza vaccinatin (see Exhibit B) r a signed declinatin (see Exhibit B). If a student declines this immunizatin, and a clinical agency requires such a vaccinatin there is the pssibility that the student may nt be permitted t participate in the clinical experience at that agency. Recmmendatins f the Healthcare Infectin Cntrl Practices Advisry Cmmittee, CDC February 24, 2006 4. PPD Tuberculin Skin Testing A Tw Step Test* is required by the Allied Health Prgrams. *Tw-step testing is used t reduce the likelihd that a bsted reactin will be misinterpreted as a recent infectin. a) If the reactin t the first test is classified as negative, a secnd test is t be dne 1-3 weeks later. b) A psitive reactin t the secnd test prbably represents a bsted reactin (past infectin r prir BCG vaccinatin). On the basis f this secnd test result, the persn shuld be classified as previusly infected and cared fr by a health care prvider. This wuld nt be cnsidered a skin test cnversin. If the secnd test result is negative, the persn shuld be classified as uninfected. In these persns a psitive reactin t any subsequent test is likely t represent new infectin with M tuberculsis (skin test cnversin). Tw step testing shuld be used fr the initial skin testing f adults wh will be retested peridically, such as health care wrkers. c) Students with a histry f psitive reactins t TB skin tests must prvide a reprt f a negative chest x-ray. Further TB screenings may be required by a health care prvider. *Cre Curriculum n tuberculsis What the Clinician shuld knw, Department f Health and Human Services, Centers fr Disease Cntrl fr HIV, STD, and TB Preventin, Divisin f Tuberculsis Eliminatin, Atlanta Gergia, 4 th Editin, 2000. 5. CPR Certificatin Students must present a valid CPR card indicating health care prvider certificatin which includes infant, child, adult and 1 and 2 man rescuer techniques. The certificatin must remain current thrughut the clinical experience. 6. Backgrund Checks Fr all allied health students wh begin MCCCD healthcare prgram n r after September 1, 2011 new backgrund check standards will be in effect. Additinally students wh have been admitted t an MCCCD healthcare prgram r wh are currently enrlled in ne as f September 1, 2011 will be required t sign an MCCCD Criminal Backgrund Check Disclsure Acknwledgement frm. (Exhibits C, D, E ) These changes are necessary due the fact that six f eleven f MCCCD's largest clinical experience partners have established stringent backgrund 11.30.11-Page 5 f 36

check standards that preclude MCCCD frm assigning students t thse sites wh cannt meet thse standards. In rder fr MCCCD students t be able t cntinue t cmplete clinical experiences at lcal hspitals, students must meet the new standards. Students accepted/enrlled in health care prgrams PRIOR t 9/1/11 must maintain fllwing backgrund check standard: Pssessin f valid DPS card at level required by prgram at time f admissin int prgram N appearance n Office f Inspectr General (OIG) list f Excluded Individuals/Entities (LEIE). T remain in the Prgram a student must maintain a valid DPS Fingerprint Card at the level required at the time f their admissin and nt be placed n any Federal exclusin list. Students must apply fr a new card prir t the expiratin date. Students must sign an riginal versin f the MCCCD Criminal Backgrund Check Disclsure Acknwledgement frm (Exhibit C). A clinical agency may require additinal cmpnents f a criminal backgrund check ther than thse required by the DPS Card as well as drug screening. Students must underg and pay fr any criminal backgrund check required by an agency t which they are assigned. Students are required t disclse n any backgrund check data cllectin frm (whether it be DPS r a backgrund check vendr) any arrests, cnvictins, r charges (even if the arrest, cnvictin r charge has been dismissed r expunged), participatin in first ffender, deferred adjudicatin, pretrial diversin r ther prbatin prgram n this frm. Additinally students must disclse anything that is likely t be discvered in the backgrund check that will be cnducted. Students must cmplete the data cllectin frm hnestly and cmpletely. If a student knws certain infrmatin but is unsure whether t disclse it they must disclse the infrmatin including any arrest r criminal charge. Lack f hnesty will be the basis fr denial f admissin r remval frm a prgram if the infrmatin that shuld have been disclsed but was nt wuld have resulted in denial f admissin. Failure t disclse ther types f infrmatin cnstitutes a vilatin f the Student Cde f Cnduct and may be subject t sanctins under the Cde. The sle recurse f any student wh fails a backgrund check and believes that failure have been in errr is with the backgrund check vendr and nt MCCCD Examples f infrmatin that a clinical agency may require include: Legal Name Maiden Name Other names used Scial Security Number Date f Birth Arrests, charges r cnvictins f any criminal ffenses, even if dismissed r expunged, including dates and details Pending criminal charges that have been filed against yu including dates and details 11.30.11-Page 6 f 36

Participatin in a first ffender, deferred adjudicatin r pretrial diversin r ther prbatin prgram r arrangement where judgment r cnvictin has been withheld A clinical agency backgrund check may include but is nt limited t the fllwing: Natinwide Federal Healthcare Fraud and Abuse Databases Scial Security Verificatin Residency Histry Arizna Statewide Criminal Recrds Natinwide Criminal Database Natinwide Sexual Offender Registry Hmeland Security Search A student may be disqualified frm a Prgram due t the inability t verify their Scial Security number r being listed n an exclusinary database f a Federal Agency. Criminal ffenses fr disqualificatin may include but are nt limited t the fllwing: Scial Security Search-Scial Security number des nt belng t applicant Any inclusin n any registered sex ffender database Any inclusin n any f the FACIS exclusin lists r Hmeland Security watch list Any cnvictin f Felny n matter what the age f the cnvictin Any warrant any state Any misdemeanr cnvictin fr the fllwing, n matter hw lng ag vilent crimes sex crime f any kind including nn cnsensual sexual crimes and sexual assault murder, attempted murder abductin assault rbbery arsn extrtin burglary pandering any crime against minrs, children, vulnerable adults including abuse, neglect, explitatin any abuse r neglect any fraud illegal drugs aggravated DUI Any misdemeanr cntrlled substance cnvictin last 7 years Any ther misdemeanr cnvictins within last 3 years Exceptins: Any misdemeanr traffic (DUI is nt cnsidered Traffic) 11.30.11-Page 7 f 36

If a Clinical Agency t which a student has been assigned des nt accept the student based n criminal backgrund check issues it may result in inability t cmplete the Prgram. MCCCD may within its discretin disclse t a clinical agency that a student has been rejected at anther clinical agency. MCCCD is under n bligatin t place a student when the reasn fr lack f clinical placement is criminal backgrund check issues. Since clinical agency assignments are critical requirements fr cmpletin f the Prgram inability t cmplete required clinical experience due t criminal backgrund check issues will result in remval frm the Prgram. A student may be dismissed frm the prgram and receive a failing grade in the curse based n the inability t place the student in a clinical facility. Students have a duty t immediately reprt t the Prgram Directr any arrests, cnvictins, placement n Federal Exclusin databases, remval f DPS card r remval r discipline n any prfessinal license r certificate at any time during their enrllment in the prgram and issues reprted fr failure t reprt culd result in remval frm a Prgram. MCCCD health care prgrams reserve the authrity t determine a student's eligibility t be admitted t a Prgram r t cntinue in a Prgram. Admissin and backgrund check requirements can change withut ntice. Students admitted 9/1/11 r after must maintain the fllwing backgrund check requirements Pssessin f a valid DPS Level I Fingerprint Clearance card. A dcument frm MCCCD's authrized vendr fr backgrund checks demnstrating the student has a "Pass' status n the MCCCD supplemental backgrund check. The date f the "Pass" status must be within 6 mnths f the first day f the student s health care prgram. Students wh have been in the Prgram fr mre than 12 mnths may be requested t btain an updated MCCCD supplemental backgrund check. T remain in the Prgram a student must maintain a valid DPS Level I Fingerprint Card and maintain a "Pass" status n the MCCCD supplemental backgrund check. Students must apply fr a new card prir t the expiratin date. Students must sign an riginal versin f the MCCCD Criminal Backgrund Check Disclsure Acknwledgement frm (Exhibit D-EMT students, Exhibit E Allied Health Students). A clinical agency may require additinal cmpnents f a criminal backgrund check ther than thse required by the DPS Card as well as drug screening. MCCCD is under n bligatin t place a student when the reasn fr lack f clinical placement is criminal backgrund check issues. Since clinical agency assignments are critical requirements fr cmpletin f the Prgram inability t cmplete required clinical experience due t criminal backgrund check issues will result in remval frm the Prgram. A student may be dismissed frm the prgram and receive a failing grade in the curse based n the inability t place the student in a clinical facility. Students have a duty t immediately reprt t the Prgram Directr any arrests, cnvictins, placement n Federal Exclusin databases, remval f DPS card r remval r discipline n any prfessinal license r certificate at any time during their enrllment in the prgram and culd result in remval frm a Prgram. MCCCD health care prgrams reserve the authrity t determine a student's eligibility t be admitted t a Prgram r t cntinue in a Prgram. Admissin and backgrund check requirements can change withut ntice. 7. Drug Screening All allied health students are required t submit t a pre-clinical urine drug screen accrding t plicy f the specific Allied Health Prgram. 11.30.11-Page 10 f 36

a) Students will receive a frm authrizing the cntracted labratry t perfrm the test. This frm will include the student s name, cllege name, prgram designatin, prgram accunt number and the time frame required fr the testing t ccur. b) The drug screen is cmpleted at the student s expense and must be paid fr at the labratry at the time f testing. Private health insurance will nt pay fr this screening. The lab will prvide the student with a receipt upn payment. It is imprtant that students understand that they may nt take a prescriptin t the lab t be evaluated during the testing prcess. The labratry will cnduct the urine screening and will mail all negative results t the Allied Health Prgram Directr r designee indicated by the prgram accunt number. c) If a student prvides a diluted sample the student must submit a new sample and pay all csts fr the new test. d) If a student tests psitive fr substances, the lab will cntact the Medical Review Officer (MRO) cntracted by the Maricpa Cmmunity Clleges. The MRO will cntact the student t elicit any prescriptive drug usage and will subsequently infrm the Allied Health Prgram Directr r designee as t the final results. e) If a student challenges a result, nly the riginal sample can be retested. The student must request an rder fr a retest f the sample thrugh the MRO. All psitive samples are retained fr ne year in a frzen state. The student is respnsible fr the cst f this test. f) If the MRO determines there are safety sensitive issues/cncerns related t a student s drug prfile further evaluatin by a prfessinal will be required and a student may be n temprary exclusin frm the prgram until the evaluatin is cmpleted. Students testing psitive fr drugs that are illegal substances, nn-prescribed legal substances, r students deemed unsafe fr the clinical setting by the MRO will nt be permitted t attend allied health didactic and clinical curses. Students wh test psitive fr Nictine (Ctinine) will nt be remved frm didactic curses, but they may nt be placed at clinical agencies that prhibit students with psitive Nictine screens. In the event that a student is withdrawn frm classes the student may invke their rights under the MCCCD Student Cnduct Cde. Students wh are licensed r certified in a health prfessin by the State f Arizna and test psitive fr these drugs will be reprted t their respective Bards. g) Students testing psitive and needing an MRO evaluatin will be respnsible t pay fr the cst f the MRO review. In the event a student fails t pay the MRO fee, a financial bligatin will be psted t his/her cllege accunt. h) Students will NOT be allwed t use previus drug screens requested by any persn r agency utside the Maricpa Cmmunity Clleges t meet these requirements. i) Students failing t test during the date and time dcumented n the Drug Testing Letter d nt meet the requirement fr drug testing and may be withdrawn frm all Allied Health curses. In the event f a withdrawal being made frm classes students may invke their rights under the MCCCD Student Cnduct Cde. 11.30.11-Page 11 f 36

8. Fr Cause Drug Screening Prcedure The infrmatin belw refers t the use/misuse f, r being under the influence f: alchlic beverages, illegal drugs r drugs which impair judgment while n duty in any health care facility, schl, institutin r ther wrk lcatin as a representative f an Allied Health Prgram r while participating as a student in any labratry r simulatin experience n a healthcare prgram campus. If the clinical instructr/clinical site supervisr perceives the dr f alchl r bserves behavirs such as, but nt limited t, slurred speech, unsteady gait, r cnfusin, and these behavirs cause the faculty r clinical instructr t suspect the student is impaired by alchl r drugs, the fllwing steps are taken: a) The instructr will remve the student frm the patient care r assigned wrk area and ntify the clinical agency supervising persnnel. b) Upn student s ral cnsent, the instructr will cntact a transprtatin service and arrange fr student transprt t a designated medical service facility cntracted by Maricpa Cmmunity Clleges. c) The student is t have a picture ID in his/her pssessin. d) After testing, the student may call the transprtatin service cntracted by Maricpa Cmmunity Clleges fr transprt hme. (Ttal Transit 602-200-2077 accunt 2003) e) If the student admits t alchl r drug use, he/she will still require drug screening. f) If the results f the test(s) are negative fr drugs, alchl, r ther illegal substances, r fr nn-prescribed legal substances, the student shall meet with the Prgram Directr within 24 hurs f the test results t discuss the circumstances surrunding the impaired clinical behavir. g) If the indicatr was the dr f alchl, the student will be mandated t discntinue the use f whatever may have caused the alchl-like dr befre being allwed t return t the clinical setting. h) If the indicatr was behaviral, cnsideratin must be given t a pssible medical cnditin being respnsible fr the symptms. A medical referral fr evaluatin may be indicated. i) Based n the infrmatin prvided and further medical evaluatins if warranted; the Prgram Directr will make a decisin regarding return t the clinical setting. j) If the results f the test(s) are psitive fr alchl r ther illegal substances r fr nnprescribed legal substances, the Prgram Directr will withdraw the student frm all didactic and clinical curses fr a perid f ne year. The student will pay fr all csts assciated with the fr-cause drug-screening test. k) If the student with psitive results hlds a certificate r license in a health prfessin screening result test will be reprted t the applicable Bard. l) If a Student refuses fr Cause Testing: 1) The instructr will remve the student frm the clinical r labratry/simulatin setting pending a full investigatin. 2) The instructr will cntact the transprtatin service cntracted by Maricpa Cmmunity Clleges t request that the student be transprted hme. 3) Failure t cmply with any aspect f this plicy will result in withdrawal frm the prgram. In the event there is a withdrawal frm classes the student may invke their rights under the MCCCD Student Cnduct Cde. Readmissin Guidelines Related t Substance Abuse Students withdrawn frm Allied Health prgrams fr reasns related t substance abuse will: a) Submit a letter requesting readmissin t the Allied Health Prgram. 1) Include dcumentatin frm a therapist specializing in addictin behavirs indicating status f abuse, addictin, r recvery and/r dcumented rehabilitatin related t the alchl/drug illness. 2) Include dcumentatin f cmpliance f a treatment prgram as identified by the therapist including a statement that the student will be able t functin effectively and prvide safe and therapeutic care fr clients in a clinical setting. b) Repeat drug screen fr alchl/drugs immediately prir t readmissin. If a student, after being re-admitted t the Allied Health prgram, has psitive results n an alchl/drug screen, the student will receive permanent dismissal frm the Allied Health Prgram. 9. Insurance Students must be aware f insurance requirements and their respnsibilities in relatin t insurance. a) Given the ptential expsure t cmmunicable disease it is highly recmmended that students in Allied Health Prgrams carry health care insurance at all times while enrlled in the prgram. Sme clinical agencies may require thse students wh cme t that facility fr clinical learning experiences have health care insurance. b) While students are participating in any academic r clinical learning experience, they have limited accident cverage by the Student Accident Insurance Plicy. They are nt cvered in any activity utside f schl requirements. The cst f this plicy is cvered in the student activity fee. Student accident insurance cverage is secndary t the student s primary 11.30.11-Page 13 f 36

cverage (fr mre infrmatin n student insurance please see the Student Insurance page n the District Legal web site: (http://www.maricpa.edu/legal/rmi/stuinsplans.htm) c) If a student is injured r becmes ill during the clinical experience, a Maricpa Cmmunity Clleges accident insurance frm and verificatin f ther insurance cverage must be cmpleted. Claim frms may be btained frm the Vice President f Student Affairs Office. Cmpleted frms are submitted t the Allied Health Prgram Directr fr signature and then frwarded accrding t campus prcedure. d) Students are respnsible fr their wn transprtatin and vehicle insurance t and frm the clinical agency. N insurance cverage is prvided fr any vehicle nt supervised and prvided by the cllege. e) Maricpa Cmmunity Clleges Allied Health students are usually cvered fr acts f negligence under MCCCD s cmmercial general liability insurance while perfrming in the clinical setting as part f their Allied Health curse wrk. 10. Standard Health and Safety Practices All Allied Health students are prfessinally and ethically bligated t prvide client care with cmpassin and respect fr human dignity. Hence they may nt ethically refuse t care fr clients slely because the client is at risk f cntracting, r has, an infectius disease such as HIV, AIDS r HBV. All rules f cnfidentiality are fllwed when wrking with clients. Students are required t fllw standard health and safety practices and t cmplete an Assumptin f Risk and Liability frm (btain frm Prgram Directr). a) All bld and bdy fluids are cnsidered ptentially infectius and are treated as if knwn t be infectius fr HIV, HBV, and ther bldbrne pathgens. b) Cntaminated sharps shall nt be bent, recapped, r remved. Shearing r breaking f cntaminated needles is prhibited. In dental hygiene prgram students will implement safe recapping prcedure as taught in curse and recmmended by regulatry agency standards. c) Cntaminated sharps must be placed in an apprpriate cntainer as sn as pssible. d) Eating, drinking, smking, applying csmetics r lip balm, and handling cntact lenses are prhibited in the wrk area where there is a likelihd f ccupatinal expsure. Muth pipetting/suctining f bld r ther ptentially infectius materials is prhibited. e) When expsure is pssible, persnal prtective equipment (PPE) shall be used. Persnal prtective equipment includes: 1) Glves shall be wrn when it can be reasnably anticipated that the individual may have hand cntact with bld, ther ptentially infectius materials, mucus membranes, and nn-intact skin, when perfrming vascular access prcedures, and when tuching cntaminated items r surfaces. 11.30.11-Page 14 f 36

2) Masks, eye prtectin, and face shields shall be wrn whenever splashes, spray, splatter, r drplets f bld r ther ptentially infectius materials may be generated and eye, nse, r muth cntaminatin can be reasnably anticipated. 3) Gwns, aprns, and ther prtective bdy clthing shall be wrn in ccupatinal expsure situatins and will depend upn the task and the degree f expsure anticipated. 4) Surgical caps r hds and she cvers shall be wrn in instances when grss cntaminatin can be reasnably anticipated. 5) Hands shall be washed immediately after remval f glves r ther persnal prtective equipment. (Excerpts frm OSHA Bld brne Pathgens Sectin 1910.1030) f) When expsure t ther hazardus materials such as disinfectant slutins is a pssibility, apprpriate PPE and safe handling prtcls shall be used. 11. Expsure Guidelines If expsed t bld frm a needle stick r bld r bdy fluid cmes in cntact with mucus membranes r an pen wund during a clinical experience the student shuld: a) Cleanse the area with sap and water and flush mucus membranes with water immediately. b) Reprt the incident immediately t the site r clinical instructr. c) The student shuld immediately g t an Emergency Department, Emplyee Health (if available) r Urgent care and seek triage and treatment. The student is respnsible fr all csts related t expsure, triage, and treatment. d) The site r clinical instructr and student must ntify the department supervisr at the clinical agency. e) The student must cmplete an incident reprt fr the clinical agency. f) The Allied Health Prgram Directr may assist the student in cmpleting the cllege student accident reprt prvided by Cllege Safety. g) The Clinical Site Supervisr r Prgram Directr must infrm the surce patient f the incident and encurage the patient t have testing after cnsent is btained. The expsed student shuld be tested fr HIV antibdies within 10 days and students wuld be respnsible fr the csts f this testing. The Clinical Instructr and/r Prgram Directr are t dcument the expsure accident and prvide cpies fr the student file. 12. Prfessinalism Students enrlled in a prgram f study in Allied Health are respnsible fr cnducting themselves in a prfessinal manner at all times. a) Health Insurance Prtability and Accuntability Act (HIPAA): all verbal, electrnic, and written infrmatin relating t patients/clients and cntracted agencies is cnsidered cnfidential and is nt t be cpied r discussed with anyne r remved frm a health care facility unless written permissin has been given by the clinical agency t remve such infrmatin. Infrmatin may be disclsed nly as defined in HIPAA guidelines fr educatinal purpses. A breach f cnfidentiality will result in disciplinary actin, up t and including pssible dismissal frm the prgram and/r curse. Refer t the Student Cnfidentiality Agreement (btain frm Prgram Directr). b) Zer Tlerance: The Maricpa Cmmunity Cllege District Allied Health Prgrams supprt Zer Tlerance Plicy. Any Allied Health Prgram student engaging in any f the fllwing behavirs r ther miscnduct is subject t immediate dismissal frm Allied Health classes and disciplinary actin as described in the Student Handbk f the cllege. 1) Intentinally r recklessly causing physical harm t any persn n the campus r at a clinical site, r intentinally r recklessly causing reasnable apprehensin f such harm. 2) Unauthrized use r pssessin f any weapn r explsive device n the campus r at a clinical site. 3) Unauthrized use, distributin, r pssessin fr purpses f distributin f any cntrlled substance r illegal drug n the campus r at a clinical site. c) Prfessinal staff - client relatinship: students prviding allied health services strive t inspire the cnfidence f clients. Students must treat all clients, health care prviders, and staff prfessinally. Clients can expect thse prviding Allied Health services t act in their best interests and respect their dignity.. Faculty and Students will maintain a prfessinal relatinship: Students shuld nt expect an instructr t act as a persnal cunselr r therapist. Student shuld seek assistance frm academic advisrs and cunselrs at the cllege. Students shuld nt expect an instructr t jin an individual, grup, class in any scial situatins while the curse is in prgress. Students shuld nt ffer the instructr gifts r mney as gratitude fr instructin. Instructrs may accept cards, ntes when students wish t thank the instructr. 1) The student shuld abstain frm excessive persnal disclsure, btaining persnal gain at the client s expense and refrain frm inapprpriate invlvement in the client s persnal relatinships. 2) In a student rle, prfessinal bundaries exist amng the student, the instructr, the clinical staff, and the client. Artificial nails, nail wraps, r extenders are nt permitted in the clinical setting. e) Prper hygiene aviding any ffensive bdy dr r tbacc smell. f) N bdy piercing jewelry r tatts are t be visible r a hindrance t perfrmance in the healthcare setting. Pierced earrings may be an exceptin. g) Tatts must be cvered, if pssible. Tatts which cannt be cvered must be cnservative and must nt cnvey a message that is cntrary t Maricpa Allied Health prgrams prfessinal standards and must nt pse a ptential custmer relatins issue. Visible tatts that are bscene, lewd, crude, r prtray r represent nudity, vile, r crime r cntain prfanity are strictly frbidden. Students will be required t cver such tatts. e) Persnal electrnic devices: pagers, cellular telephnes and ther persnal electrnic devices (PED) must be turned ff and ut f sight during lectures, labs and clinical experiences. At n time may students use a PED t take phtgraphs f any patient r any part f a medical recrd. Any persnal electrnic device in sight may be cnfiscated by the instructr and kept until the end f the day s activities. Any use f a persnal electrnic device during quizzes, tests, exams and ther academic activities will be cnstrued as cheating and treated accrdingly. Curses within the allied health prgrams f study use nline resurces as a learning and cmmunicatin tl between instructrs and students. Students will need access t a cmputer and a netwrk cnnectin. Criteria fr use f mbile device during clinical and classrm rtatins Mbile devices can be a valuable tl fr healthcare educatin when used apprpriately. The fllwing guidelines apply: Prfessinal behavir and prper technlgy etiquette shuld be bserved at all times when using cell phne, ipds, mbile devices, laptps r ther electrnic devices. These may nly be used when authrized by faculty and fr clinical activities, nt persnal use. Cell phne/mbile device appliances must be n airplane mde r silent during class r clinical experiences. N phts may be taken by students in the clinical agency r lab envirnments. The exceptin t taking phts r vides in the labratry envirnment is when it is a curse assignment. N persnal phne cnversatins r texting allwed at anytime while in a patient area. A clinical prbatin will be given fr the first vilatin f using the mbile device fr scializing during clinical time. A secnd vilatin may result in curse failure. Fr cmbined cell phne/mbile device appliances, students are expected t have the equipment turned ff if agency plicy requires it and t an area designated fr cell phne use when accessing infrmatin n their mbile devices when needed. Be respectful t the patient at all times and ensure that yur entire attentin is fcused n the patient when yu are in the patient s rm. If yu are using the mbile device at the bedside fr a care related applicatin be sure t explain t the patient what yu are ding. Faculty r hspital staff may ask t see what prgrams yu are in at anytime. Use f facility cmputers fr persnal use is prhibited. Yu must prtect the cnfidentiality f patient infrmatin at all times in accrdance with HIPAA. Just as ther medical equipment may act as a reservir fr micrrganisms and cntribute t the transfer f pathgens, s may mbile devices. Students wh vilate patient privacy with the mbile device will be subject t HIPAA infractins f the clinical agency. Scial netwrking sites: When cntributing t a scial netwrking site, it is imprtant t remember that everyne can see and read what is placed n the site. Keep yu interactins prfessinal and err n the cnservative side when placing written cmmunicatin r psting pictures. Always remember that yur nline presence reflects yu as a prfessinal. Be aware that yur actins captured via images, psts, r cmments can reflect n yu and many recruiters nw rutinely search scial netwrking venues when cnsidering individuals fr emplyment. Students can be subject t disciplinary actin frm health care prgrams due t pstings n scial netwrk sites. 13. Duty t Reprt All students enrlled in Allied Health Prgrams have the fllwing duty t reprt: a) Students hlding r receiving certificatin r licensure in a health prfessin must remain in gd standing with the Bard that issues their certificatin r licensure. RELEASE OF INFORMATION Pursuant t the Family Educatinal Rights and Privacy Act (FERPA) students have the fllwing rights: 1. The right t inspect and review student educatin recrds. 2. The right t request an amendment t a student recrd if a student believes there is inaccurate r misleading infrmatin. 3. The right t cnsent t disclsures f persnally identifiable infrmatin cntained in a student s educatinal recrds except t the extent that FERPA authrizes disclsure withut cnsent. 4. The right t file a cmplaint with the U.S. Department f Educatin cncerning alleged failures by the cllege t cmply with requirements f FERPA.
