OPEN 420/470 JUNIOR EUROPEAN CHAMPIONSHIPS LAKE BALATON HUNGARY 8-16 AUGUST 2009 NOTICE OF RACE The Hungarian Yachting Association, in co-operation with the International 420 Class Association and with the International 470 Class Association and their respective Hungarian Class Associations, is pleased to invite 420 and 470 sailors to take part in the Open 420 and 470 Junior European Championships to be held at Balatonfüred, Lake Balaton (Hungary) from 8th to 16 th August 2009. 1. Rules 1.1 - The regatta will be governed by the Rules as defined in the 2009-2012 ISAF Racing Rules of Sailing. 1.2 - No prescription of the Hungarian Yachting Association will apply. 1.3 - The Equipment Rules of Sailing will apply to the extent they are referenced into the 420 and 470 Class Rules. 1.4 - No Racing Rule change requiring advance preparation will apply. Racing Rule changes will appear in the sailing instructions. For the 470 Class, the Medal race of the Gold fleet will be subject to on-the-water umpiring according to Racing Rule Addendum Q. 1.5 - No Class Rule change will apply 1.6 - If there is a conflict between languages the English text will take precedence. 2. Advertising 2.1-470 - Category C will apply. 2.2-420 - Category C will apply except as amended by C.R. C4.2. - 1 -

2.3 - Boats may be required to display advertising chosen and supplied by the organizing authority. 3. Eligibility and entry 3.1 The regatta is open to boats of the 420 Class and of the 470 Class and to competitors who comply with the ISAF Regulation 19. Each crew member of a competing boat shall be national or ordinarily resident of the nation where the National Authority the crew intends to represent is established. Participating crews in the regatta shall be designated by their National Class Association, or by their National Authority where there is no National Class Association. Each crew member of a 420 boat and at least one crew member of a 470 boat shall be member of a National Association of the relevant Class affiliated to the National Sailing Authority, or of the relevant International Class Association when there is no National Association in the concerned country. The regatta is open to all nations, but only crews from European nations (and from nations of the Mediterranean Basin having a National 470 Class Association for the 470 Class), may have results scored in the Junior European Championships. Entries in 420 Class are restricted to 7 crews per country, but the hosting country is restricted to 14 crews. Each entitled crew may defend his/her title in addition to those limits provided the two crew members are eligible. Entries in 470 Class are not restricted. Each crew member shall not have attained: - 420 Class: his or her 19th birthday before or on 31.12.2009 (i.e. born in 1991 or later), - 470 Class: his or her 22nd birthday before or on 31.12.2009 (i.e. born in 1988 or later). Boats shall comply with the relevant Class Rules and have a valid measurement form. The sail number shall conform to the Class Rules. 3.2 Each eligible 420 Class crew shall fill in and send through his National Class Association or National Sailing Authority on line registration at www.420sailing.org before 7 th July 2009. 3.3 - Each eligible 470 Class crew shall fill in before 7 th July 2009 the relevant Request for Entry posted on the website of the International 470 Class Association at www.470.org/champ09/jec/. A request for entry becomes a valid pre-entry when the relevant National 470 Class Association, or the National Authority where there is no National Association, has confirmed to the International 470 Class Association that the corresponding crew has effectively been designated to take part in the Championship and meets the eligibility criteria, and when the International 470 Class Association has received the payment of the entry fees. The International 470 Class Association will publish the list of pre-entries on its website. The list of pre-entry will be published as soon as the first request for entry has been validated, and then updated as long as other requests for entry are validated. Only crews mentioned on the pre-entry list may take part in the Championship, provided their pre-entry be confirmed on site. 3.4 A late entry or payment sent after 7 th July 2009 will be accepted only at the discretion of the relevant International Class Association whose decision shall be final and will be subject to payment of a penalty. The amount of this penalty is indicated on the on-line registration process. 4. - Fees 4.1 The amount of the required entry fees to be paid by 7 th July 2009 and all necessary information to pay are indicated in the on-line registration process. - 2 -

5. Regatta format 5.1 - The regatta will consist of a qualifying series and a final series, all boats taking part in the qualifying series and in the final series. For the 420 Class, all crews will race together in the qualifying and final series. For the 470 Class, there will be a qualifying series and a final series for the men-mixed category and a qualifying series and a final series for the women category separately provided that there are at least 25 boats in each category, otherwise all crews will race together in the qualifying and final series. 5.2 - For the qualifying series, crews will be divided into fleets. For the 420 Class, the number of fleets will be as defined below: - one fleet up to 50 boats, - two fleets from 51 to 100 boats, - three fleets for more than 100 boats. For the 470 Class, the number of fleets will be defined to have a number of boats per fleet as close as possible to 35 for men and mixed crews and to 30 for women crews (or 35 in the case all categories sail together). This means that only one fleet will be organised if less than 48 men and mixed crews and/or less than 40 women crews have entered. 5.3 - For the final series, crews in the qualifying series will be divided into final fleets according to the final scores of the qualifying series. There will be the same number of fleets as in the qualifying series. The fleets will have approximately the same number of crews in each. The Gold fleet will consist of the first part of the final scores of the qualifying series, Silver fleet of the second part, and so on. 5.4 - For the 470 class, on the last day, the first ten crews of the fleet Gold at the end of the day before the last day will sail the Medal race, whereas the other crews of this fleet will sail the Last race and the crews of the other fleets will continue to sail their final races. - 3 -

6. Schedule Date - time 420 Class 470 Class 8 th August 9.00-18.00 9 th August 9.00-18.00 Registration and measurement inspections 9 th August 15.00 Practice race: warning signal 9 th August 19.00 Opening ceremony 10 th August 12.00 First warning signal for the first race 10 th August Qualifying series*: six races per fleet (no more than three 11 th August races a day) 12 th August Reserve day Qualifying series*: six races per fleet (no more than three races a day) with at least one race per fleet on the third day The qualifying series will be prolonged for fleets not having sailed six races within three days 13 th August Final series*: nine races (no 14 th August more than three races a day) with at least one race per fleet 15 th August on the last day 16 th August Final series*: seven races (no more than three races a day) with at least one race per fleet on the last day and including the Medal race and the Last race for the fleet Gold on the last day 16 th August No warning signal will be given after 16.00 on the last day 16 th August 2030 Prize giving and Closing ceremony *when only one fleet is organised (refer to article 5.2), the qualifying series will be deleted and the final series will be sailed from 10 th to 16 th August, which will consist of fifteen races (420 Class) or thirteen races (470 Class) over seven days for each crew (no more than three races a day), including for the 470 Class only the Medal race and the Last race organised the last day. 7. - Measurement 7.1 - Each boat shall produce a valid Measurement Certificate, including the completed Measurement Form, at the time of pre-race measurement inspections. If the completed Measurement Form is a photocopy, its authenticity shall be confirmed with an original stamp and signature from the issuing authority. If a boat is to produce a measurement certificate in accordance with Racing Rule 78.2, she shall do so before the end of 12 th August. Racing Rule 78.2 is changed by substituting the word event with the words 12 th August. 7.2 - Pre-race measurement inspection proceedings will be posted on the Official Notice Board the day before the first day for these inspections. 7.3 - In accordance with Racing Rule 78, competitors are responsible for maintaining their boat in accordance with the Class Rules (for the purpose of Racing Rule 78, competitors are considered to be the owners). Measurement inspections at random will be organised during the regatta. - 4 -

8. The courses Except for the Medal race of the 470 Class Gold fleet, course types will be the Olympic trapezoid (with outer loop or with inner loop). Length of courses will be adapted according to wind strength in order to have a target time for the leading boat of fifty minutes. For the Medal race of the 470 Class Gold fleet, course type will be a windward-leeward courses with two or three loops and a leeward reach to finish. Length between marks and number of loops will be chosen according to wind strength in order to have target time of thirty five minutes for the leading boat. 11. Penalty system 11.1 - Racing Rule Appendix P will apply. 11.2 - Decisions of the International Jury will be final as provided in Racing Rule 70.5. 12. - Scoring 12.1 The low point scoring system of RRS Appendix A will apply. 12.2 420 Class scoring 1) There will be only one ranking list for the open event, and one ranking list for the Junior European Championship. 2) Qualifying series All 6 qualifying races must be completed to constitute the qualifying series. The championships will be valid on completion of the qualifying series. All race scores from the qualifying series will be carried forward to the regatta series. 3) Final series There will be 9 races in the final series. 4) Discards When fewer than 5 races have been completed, a boat s series score is the total of her race scores, - 5 -

When 5 or more races have been completed, a boat s series score is the total of her race scores excluding her worst score, When 10 or more races have been completed, a boat s series score is the total of her race scores excluding her 2 worst scores. 12.3 470 Class scoring 1) When a qualifying series and a final series are organised, (a) (b) at least four qualifying races are required to be completed for each fleet to constitute the qualifying series and to enter the final series; at least two final races for the fleet Gold are required to be completed to constitute the regatta series for all fleets and/or to enter the Medal race and the Last race. Race scores from those qualifying races completed by all fleets will be carried forward to the regatta series. 2) When no qualifying series is organised, at least six races are required to be completed for the fleet to constitute the regatta series and/or to enter the Medal race and the Last race. 3) Each series score will be established as follows: - when fewer than four races have been completed, a boat s series score is the total of her race scores, - when four or more races have been completed, a boat s series score is the total of her race scores excluding her worst score. The Medal race cannot be discarded as the worst score, and the points for this Medal race are multiplied by: - 2 when more than eight qualifying and final races have been completed, - 1,5 when seven or eight qualifying and final races have been completed, - 1 when less than seven qualifying and final races have been completed. The boats competing in the Last race will receive ten points more than their place for this race. 4) There will be only one final official ranking list for the open event in each category (men and mixed, women). The crews having entered the Medal race (or the first ten crews of the fleet Gold) will rank the first ten places, the first crew having entered the Last race (or the crew ranked eleventh of the fleet Gold) will rank eleventh, the first crew of Silver fleet will rank a place after the last crew of Gold fleet, the first crew of Bronze fleet will rank a place after the last crew of Silver fleet, and so on. Then, the final official ranking lists of the Junior European Championship for the men and mixed crews and of the Junior Women's European Championship will be deducted from the respective final official ranking list of the open event, by deleting the crews who are not originating from a European nation, or from a nation of the Mediterranean Basin having a National 470 Class Association. When all categories have sailed together, the final official ranking list of each category will be deducted from the overall final ranking list of the open event by deleting the crews who are not of the relevant category 5) A boat assigned to compete in the Medal race of the fleet Gold shall make a genuine effort to start, sail the course and finish. The penalty for a breach of this instruction will be ranking the boat tenth in the regatta. - 6 -

13. Support boats 13.1 - Coaches, team leaders and representatives from participating nations shall be registered at the Regatta Office before the first racing day. They shall provide at the same time the Regatta Office with their national flag (approximately120 cm x 80 cm) and their national anthem on CD-ROM, for the Opening and the Closing Ceremonies. 13.2 - Support boats shall fly a flag with their three national letters clearly displayed, or shall be permanently marked with a sticker of their three national letters on each side of the boat. 13.3 - Support boats shall fly the Hungarian flag which has to be collected at the Race Office. 14. Prizes and titles 14.1 420 Class The first three crews in the open event ranking list shall be given a trophy. The first three crews in the Junior European Championship Gold and Silver fleets ranking lists shall be given a trophy. The first crew in any other fleets shall be given a trophy. The first three European men or mixed crews and the first three European Ladies crews in Junior European Championship shall receive medals. At least, the first 20% of crews of the open event ranking list shall be given a souvenir of the event. The prizes are given to both members of a crew. The title of International 420 Class Junior European Champion will be awarded to the first crew in the ranking list of the Junior European Championship. The title of International 420 Class Ladies Junior European Champion will be awarded to the first European Ladies crew in the ranking list of the Junior European Championship. 14.2 470 Class For each category (men and mixed, women) : - prizes will be awarded to the first, second and third crews of the open event by the Hungarian Yachting Association, - medals will be awarded to the first, second and third crews of the Junior European Championship by the International 470 Class Association. The first men or mixed crew of final official ranking list of the Junior European Championship will be declared 470 Class Junior European Champion. The first women crew of final official ranking list of the Junior Women s European Championship will be declared 470 Class Junior Women s European Champion. 15. Disclaimer of liability Competitors participate in the regatta entirely at their own risk. See Racing Rule 4, Decision to race. The Organising Authority and all parties involved in the regatta organisation will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. - 7 -

16. Insurance Each participating boat shall be insured with valid third party liability insurance with a minimum cover of 500.000 EUR per event or equivalent. A certificate of such insurance shall be shown during registration. 17. General information 17.1 - Charter boats No charter boat possibility 17.2 - Weather information Summer weather conditions Due to the shallow water, the lake warms up quite rapidly and in Summer you can even enjoy 25 centigrade, while the air temperature is about 30-35º centigrade. The prevailing wind direction - 40-45 % - is N- NW, which means that it is about perpendicular to the main axis of the lake. Its velocities vary statistically in 10 %: 0-1,5, in 60 %: 1,5 8, and in 30 %: 9-14 m/sec. However, the hilly coastal formations with its deep valleys on the North shore can cause sudden changes both in strength and direction. Anyhow, it has to be noted that although Balaton is not a sea, during storms it could be very dangerous. There is a storm-warning service on the lake with flashing lights around it. In case of approaching storms the yellow light flashes 30 times in a minute, and at an immediate storm hazard 60 times in a minute 17.3 - Racing area In the West basin of the Lake, situated not far from the Tihany peninsula on the northern shore, See the map attached.
