2 INVITATION TO ENTER the 12 th International Yacht Race to Biscay Dear Competitor, St. Helier Yacht Club is organising Jersey s premier Offshore Race for 2014 to La Rochelle on the west coast of France. We are promoting the event early and hope to attract at least 30 boats from Jersey, Guernsey, France and the UK, as well as from further afield! Get your entry in soon to help us plan for the event! The attached Notice of Race gives all the necessary information and entry details. The Sailing Instructions will be sent out to entrants and will be available from the St. Helier Yacht Club website prior to the race. We would encourage you to start planning ahead and equipping your boat to meet the required safety standards. Should any competitor require advice about equipping his yacht or the race generally then speak to either me or a member of the St Helier Yacht Club Sailing Committee. Please also plan ahead for your stay in La Rochelle as late July is a very busy time of the year for French seaside resorts and accommodation may be in short supply.mooring arrangements in the Bassin Chalutier in La Rochelle have been made.the headquarters Hotel for the prize giving party and for those seeking land based accommodation will be the Mercure Oceanide. Under the Island Handicap System, all boats will be racing against each other in an overall handicap race, as well as within their respective Classes. ORGANISING AUTHORITY: Notice is given that SHYC, South Pier, St Helier, Jersey JE2 3NB, is organising the 12 th International Yacht Race to Biscay from Jersey to La Rochelle, France on Friday 25 th July RULES: The event will be governed by: a. International Sailing Federation (ISAF) Racing Rules of Sailing (RRS), including the RYA Prescriptions; b. The ISAF Offshore Special Regulations for Mono-hulls and Multi-hulls Category 3, including RORC Prescriptions, except that a life raft shall be carried which must conform to ISAF Offshore Special Regulations (Appendix A) minimum specification for yachtsmen s life rafts and has a current service and inspection certificate; c. This Notice of Race; d. Sailing Instructions and any amendments thereto. In any case of conflict the Sailing Instructions and any amendments thereto shall govern. 3. ADVERTISING: ISAF Regulation 20.3 shall apply. 4. ELIGIBILITY AND ENTRY: 4.1 The event is open to boats in the following classes: a. Class 1: Mono-hull Cruiser/Racers with a current IRC Handicap for 2014; Class 2: Mono-hull Cruiser/Racers with a current IRC Handicap for 2014; Class 3: Mono-hull Cruiser/Racers with a current IRC Handicap for 2014; Class 4: Mono-hull Cruiser/Racers with a current Island Handicap for 2014; Class 5: Multi-hulls with a current Island Handicap for b. All mono-hulls should have Stability and Safety Screening numeral value (SSS) of at least 25 or a minimum STIX value of 25; c. For Classes 1 to 3, class splits are as defined for the 2014 Offshore Series by the St. Helier Yacht Club Sailing Committee. For boats with an alternative handicap such as IRC or HN, please submit a copy of your handicap form with your entry. 4.2 Eligible boats may enter by completing the attached entry form and sending it so as to be received at SHYC by no later than 18:00 BST on Friday 4 th July 2014, accompanied by the entry fee of 50. Late entries may be submitted until 18:00 BST on Friday 18 th July 2014, accompanied by the late entry fee of The following restrictions on the number of boats apply: a. There shall be a minimum of 2 starters to constitute the race, and a minimum of 2 starters in each class to constitute a race for that class; b. A sole competitor in any class may start and optionally sail the course to qualify for appropriate 2014 Offshore Series points. 4.4 Entries will only be accepted from yachts with a minimum crew number of two. The skipper must be a bona fide sailing member of a recognised yacht club. The Organising Authority reserves the right to refuse admission to any boat or crew before the event in accordance with RRS 76.1, in which case the entry fee will be refunded. 4.5 The safety of a yacht and her crew is the sole and inescapable responsibility of the person in charge who must do his best to ensure that the yacht is fully found, thoroughly seaworthy and manned by an experienced crew who have undergone appropriate training and are physically fit to face bad weather. The skipper must be satisfied as to the soundness of hull, spars, rigging, sails and all gear and must ensure that all safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is to be used. The skipper shall also nominate a person (co-skipper) to take over the responsibilities of the person in charge in the event of incapacitation.

4 5. SCHEDULE DATES OF RACING: Friday 25 th July Scheduled time of first warning signal no earlier than 19:55 BST. 6. MEASUREMENTS: All competing boats shall ensure that they are in possession of a valid 2014 Island Handicap, issued by the Island Handicap Committee. Application Forms for a 2014 Island Handicap are available from SHYC or from the website 7. SAILING INSTRUCTIONS: Sailing Instructions will be provided upon receipt of entries accompanied by the appropriate entry fee, and will be downloadable from the St. Helier Yacht Club website 8. THE COURSE To be described in full in the Sailing Instructions The course will be from Jersey to La Rochelle on the west coast of France. 9. SCORING: a. The Low Points System of scoring (A4.1) in Appendix A to The Racing Rules of Sailing will apply for all races in the 2014 Offshore Series apart from this race; b. For this race only, points scored using the Low Point System will be halved i.e. First = ½ point, Second = 1 point etc. c. The results from this race will count toward the St. Helier Yacht Club Offshore Series 2014 for Classes 1, 2, 3 and INSURANCE: Each participating boat shall, for the duration of the event, have in force a valid third party liability insurance cover, including racing, to a minimum of 2,000, DISCLAIMER OF LIABILITY: Competitors participate in the races and series entirely at their own risk. See Rule 4, Decision to Race. Neither the sponsors, the organising authority, nor any of its officers, employees, agents or assistants, will accept any liability for material damage or personal injury or death sustained in conjunction with, or prior to, during, or after, the event. 12. REGISTRATION/BRIEFING: A list of crew members must be registered with the Organising Authority before or at the briefing commencing 19:00 hrs BST on Thursday 24 th July PRIZES: a. Trophies will be awarded for first place in each Class; b. There will also be a prize for the overall handicap winner; c. The Treyona Cup will be awarded to the first mono-hull yacht to finish; d. There will be a prize for the highest placed boat sailing two-handed; e. Additional trophies and place prizes may be awarded; f.
