1 Purpose a Notification of Automatic Voltage The purpose of this procedure is to ensure Generator Operators (GOPs) within the MISO Reliability Coordinator Area inform the MISO Reliability Coordinator (RC) of changes in the status of Automatic Voltage Regulator (AVR) equipment. MISO must also know the status of Dynamic Reactive Power Reserves in its Reliability Coordinator Area. GOPs, Transmission Operators (TOPs), Balancing Authorities (BAs), Local Balancing Authorities (LBAs), and the RC must coordinate outages of AVR equipment to ensure reliability of the Interconnection. This procedure assumes that the GOP plans and coordinates AVR outages with the TOP per the North American Electric Reliability Corporation (NERC) Standards. This procedure also assumes that the TOP informs the affected BAs and LBAs of any AVR outages per the NERC Standards. AVR outages are any actions that impair the automatic function of the AVR including complete failure, manual operation, or equipment testing. 2 References NERC: 2.1 TOP-003-1 Planned Outage Coordination 2.2 IRO-005-3.1a Reliability Coordination - Current Day Operations MISO: 2.3 MISO Open Access Transmission, Energy and Operating Reserve Markets Tariff 2.4 RTO-SPEC-006 MISO Reliability Data Specification 3 Procedure Description 3.1 Responsibilities: GOP/Designee 3.1.1 The GOP will coordinate planned and forced outages of AVR equipment on commercially operational generating units with affected TOPs, BAs, LBAs, and the MISO RC. b 3.1.2 As soon as the GOP is aware of the need for a planned AVR outage, it will notify the TOP and the MISO RC to allow time to study impacts of the outage. 3.1.3 The GOP will notify the TOP and the MISO RC of a forced AVR outage as soon as possible, but within 30 minutes, and provide details on the cause and estimated return time. 3.1.4 The GOP shall enter the AVR outage information in the MISO CROW outage request system and notify the MISO RC via phone communications. 3.1.5 The GOP will keep the TOP and the MISO RC informed of changes to outages and when the outages have ended. 3.1.6 The GOP will reschedule AVR outages when the TOP, BA, LBA, or MISO RC cannot support the outage, when possible. 3.2 Responsibilities: Transmission Operator (TOP) 3.2.1 The TOP will notify the MISO RC of any adverse impacts of the AVR outage. 3.2.2 If the TOP, BA, LBA, or the MISO RC cannot support a planned AVR outage, the TOP will contact the GOP and the GOP will reschedule as appropriate. 3.3 Responsibilities: Balancing Authority and Local Balancing Authority (BA/LBA) 3.3.1 The BA or LBA will inform the TOP if it cannot support the AVR outage. 3.4 Responsibilities: MISO (MISO RC and BA) c 3.4.1 The RC or Regional Operations Engineer (ROE) shall track AVR status changes in the MISO CROW outage request system. 3.4.2 The RC or ROE will conduct any current day analysis, as applicable. 3.4.3 The ROE will review the AVR outages in the MISO CROW outage request system to ensure the information is up to date and contact the GOP for updates if necessary. The GOP will only be contacted if the AVR outage information is in conflict with dates (for example, the date of the outage has expired, but MISO has not been contacted). 3.4.4 The ROE will notify the EMS Engineer of any AVR status changes. 3.4.5 The EMS Engineer will update the status of AVRs in the MISO Energy Management System (EMS), as applicable. d 3.4.6 The ROE will review the daily AVR status report from the MISO CROW outage request system and share any applicable information with the Shift Manager (SM), the RC, the Regional Generation Dispatcher (RGD), and the MISO BA Operator. 3.4.7 The ROE will provide the daily AVR status report to MISO Transmission Security Planning (TSP) Engineers for inclusion in forward analysis. 3.4.8 The RC will notify the TOP of any concerns regarding adverse impacts of an AVR outage. 3.4.9 If a forced AVR outage has adverse impacts which cannot be mitigated with the available reactive resources, the MISO RC will utilize market generation to provide additional reactive support. ADM-01 Page 3 of 6
