1 A. Purpose: The FRCC Reliability Coordinator (RC) Contingency Analysis (CA) application is essential to maintaining the reliability of the FRCC Bulk Electric System. The application has the capability to adequately monitor and analyze the FRCC Bulk Electric System (BES) elements and a portion of the adjacent RC s BES that could result in exceeding System Operating Limits (SOL) or Interconnection Reliability Operating Limits (IROL) within the FRCC RC Area. The purpose of this procedure is to ensure that the appropriate FRCC Bulk Electric System (BES) elements are accurately identified and monitored in order to assess potential FRCC BES SOL and IROL violation conditions by the FRCC RC agent. B. Applicability: FRCC Reliability Coordinator (RC) FRCC Balancing Authorities (BAs) FRCC Transmission Operators (TOPs) C. Procedure: The contingency and monitored element selection criteria along with the exceptions to those criteria are summarized in Appendix A and Appendix B of this procedure. This procedure along with the appendices has been developed and reviewed by the FRCC Operating Reliability Subcommittee (ORS) and is intended to establish the minimum monitoring bounds for the FRCC RC CA application. Due to the sensitive nature of specific element information, the complete exceptions lists of this procedure are maintained, on a FRCC Reliability Only Group (ROG) version of Appendix A and Appendix B, with access limited to FRCC ROG personnel. 1.0 Developing the RC CA application contingency list: The FRCC Reliability Coordinator (RC) shall maintain the model used for contingency analysis and include, at a minimum, the following elements as contingencies in the CA application: BES generators of 100 MW and above, and BES facilities 100kV and above except transmission lines that are radially fed and transformers with the low side voltage below 115kV. Credible bus outages identified by the TOPs that are approved by ORS and based on the C2 (Breaker Failure) screening analysis in the FRCC summer and winter transmission assessments as listed in Appendix C. Specifically identified SOLs and IROLs in Appendix A of the FRCC-PROC-RC-FAC-011, System Operating Limits Methodology for the Operations Horizons document will be Revision Date: 4/12/11 Operating Reliability Subcommittee (ORS) Page 1 of 8
2 monitored in accordance with system conditions. This list may include SOLs and IROLs that cannot be shown as a databank rating or single line rating or specifically identified multiple contingencies (e.g. corridor flow limit, interface limit or voltage limits). This may require temporary or continuous CA application monitoring by the RC Agent depending on system conditions. Monitoring shall be in accordance with FRCC-PROC-RC-FAC-011. Any other specific facilities deemed important to the reliability of the FRCC Bulk Electric System not identified in Appendix A of FRCC-PROC-RC-FAC-011, will be identified on the FRCC RC Contingency Exceptions List, which is maintained on the ROG version of Appendix A of this procedure. 2.0 Developing the RC CA application monitoring list: As transmission system element outages are considered in the CA application, the displayed impact of those outages on facilities will be monitored by the FRCC RC Agent and responses coordinated as appropriate. If a potential violation of a monitored limit occurs in excess of the FRCC minimum acceptable reliability conditions (as defined in the Reliability Process for the FRCC Bulk-Power Electric System), the affected entity will be notified. At a minimum, the FRCC RC Agent will monitor for potential violations on the following elements or facilities, when analyzing impacts of contingencies included in the RC CA application. BES facilities 100kV and above except transmission lines that are radially fed and transformers with the low side voltage below 115kV. Any other facilities deemed important to reliability of the FRCC Bulk Electric System will be identified on the FRCC RC Violation Exceptions List, maintained on the Reliability Only Group (ROG) version of Appendix B of this procedure. Responsibilities RC Agent Responsibilities As warranted by significant system topology changes, the FRCC RC Agent will document a benchmark review of the CA application contingencies to the FRCC RC Contingency Analysis Contingency as described in the ROG version of Appendix A of this procedure. As warranted by significant system topology changes, the FRCC RC Agent will document a benchmark review of the CA application monitored violations to the FRCC RC Contingency Analysis Violation Monitoring as described in the ROG version of Appendix B of this procedure. As warranted by significant system topology changes, the FRCC RC Agent will document a benchmark review of the CA application buss contingencies to the Revision Date: 4/12/11 Operating Reliability Subcommittee (ORS) Page 2 of 8
3 FRCC RC Contingency Analysis Violation Monitoring as described in the ROG version of Appendix C of this procedure. Results of the review and any corrective actions will be reported to the FRCC ORS. Operating Reliability Subcommittee (ORS) Responsibilities As warranted by significant system topology changes,, the FRCC ORS will document a review of this procedure, including the minimum criteria and exceptions lists as set forth in the ROG versions of Appendix A and Appendix B of this procedure. This is to ensure that all elements and facilities important to the reliability of the FRCC Bulk Electric System are included in the Reliability analysis supported by the RC CA application. FRCC ORS will evaluate any requests to modify the criteria or exceptions list as set forth in the ROG versions of Appendix A, Appendix B and Appendix C of this procedure. FRCC Operating Entity Responsibilities D. Appendices: As warranted by significant system topology changes, the FRCC Balancing Authorities (BAs) and Transmission Operators (TOPs) will document a benchmark review of their system to the minimum criteria and exceptions lists as set forth in the ROG versions of Appendix A, Appendix B and Appendix C of this procedure, to ensure appropriate contingencies and violations are being monitored by the FRCC RC agents. TOPs shall provide data for IPP generation (100MW or greater) connected to their system BAs shall provide data for IPP generation (100 MW or greater) for which they have firm contracts. Provide notification to the FRCC ORS and the FRCC RC agent if new facilities are placed in service that meet the monitoring criteria set forth in this procedure. Provide written request to the FRCC ORS to include any new facilities on the FRCC RC Contingency Exceptions List, the FRCC RC Violation Exceptions List or the FRCC RC Contingency for Busses List, as set forth in the ROG versions of Appendix A, Appendix B and Appendix C of this procedure. Provide written request to the FRCC ORS to remove any facilities from the FRCC RC Contingency Exceptions List, the FRCC RC Violation Exceptions List or the FRCC RC Contingency for Busses List, as set forth in the ROG versions of Appendix A, Appendix B and Appendix C of this procedure. The contingencies should be applied to the FRCC Bulk Electric System model by the FRCC RC CA application on an on-going basis or when a specific corridor threat is identified. The current list includes: The information on this list is considered ROG (Reliability Only Group), and is for reliability use only. The actual list is maintained separately with access limited to ROG personnel only. 7 Appendix B FRCC RC Contingency Analysis Violation Monitoring General monitored element list criteria: As transmission system element outages are considered in the CA application, the displayed impact of those outages on facilities will be monitored by the FRCC RC Agent and responses coordinated as appropriate. If violation of a monitored limit occurs in excess of the FRCC minimum acceptable reliability conditions (as defined in the Reliability Process for the FRCC Bulk-Power Electric System), the affected entity will be notified. At a minimum, the FRCC RC will monitor for violations on the following elements or facilities when analyzing impacts of contingencies included in the RC CA application. BES facilities 100kV and above except transmission lines that are radially fed and transformers with the low side voltage below 115kV. Any other facilities deemed important to reliability of the FRCC Bulk Electric System or to individual operating entities, will be identified on the FRCC RC Violation Exceptions List, below. FRCC RC Violation Exceptions List: This list has been created to ensure that appropriate monitoring of post-contingency impacts, are included in the FRCC RC Contingency Analysis application monitored element function. The current list includes: The information on this list is considered ROG (Reliability Only Group), and is for reliability use only. 8 Appendix C FRCC RC Contingency Analysis Contingency for Busses The FRCC RC Agent has the capability to add busses to its real-time Contingency List. The busses below have been screened through the semi-annual FRCC Summer and Winter Assessments as part of the C2 ( breaker failure) screening analysis. Based on the results of the C2 assessment, a TOP can request that the FRCC RC add a particular credible bus outage to the real-time Contingency List in the Contingency Analysis application.
