2 No Purpose Outlines the commitment and Dispatch of Reliability Must Run (RMR) Units to meet local reliability needs, manage Congestion on noncompetitive paths, provide Ancillary Services (A/S), and provide Voltage Support. 1. Responsibilities CAISO Reliability Must Run Unit Maintains in Master File a list of available RMR Units to meet the reliability needs of the CAISO Controlled Grid. Utilizes the RMR Units necessary to meet the operating criteria as specified by the North American Electric Reliability Council (NERC), the WECC Operating Reserve requirements, and any applicable local reliability criteria. If required for local reliability needs or Congestion on noncompetitive paths, RMR Units will be available for immediate use by the CAISO Generation Dispatchers to the full extent of the Unit s RMR Contract limitations, to maintain NERC, WECC, and other local reliability criteria for interconnected system operation. 2. Scope/Applicability 2.1 Background RMR Units will be committed and Dispatched by the CAISO to meet certain local area operating constraints, address local reliability issues, mitigate Congestion on non-competitive paths, meet shortfalls in the A/S market, provide Black Start and Voltage Support, or Supply needs that arise in Real-Time (RT). RMR Units will not be Dispatched for Imbalance Energy. 2.2 Scope / Applicability This procedure is applicable to the commitment and Dispatch of RMR units in Real-Time. Page 2 of 21
3 No Detail 3.1 Energy Dispatching Dispatch Philosophy The following describes the Dispatch philosophy: Description Under normal operating conditions, RMR Units are dispatched solely to satisfy the local area s line loading criteria, voltage criteria, or Generation Capacity requirements. In general, Units dispatched to maintain the local area voltage criteria and the on-line Generation Capacity requirements will be issued a Dispatch Notice at a level equal to the RMR unit s manual minimum level for all hours. Manual Dispatches should be reserved for situations where constraints cannot be modeled in the RTM software. Manual Dispatches for fast start units should be postponed until Real-Time (RT) to provide the RT Market (RTM) a chance to resolve the reliability issue. RMR Dispatches may be reduced after being issued, but may only be reduced for System Reliability. RMR units should be committed at minimum Load and all Dispatches to increase the unit from minimum should be done in RT as needed for local area reliability. CAISO Generation Dispatcher Actions 1 Manually Dispatch RMR Units to provide Energy under the RMR contract for the following reasons only: Maintain local area reliability criteria Mitigate Congestion on non-competitive paths. Note: Do not issue RMR Dispatches for Imbalance Energy (e.g., Energy needed for system-wide Load-Generation balance) under the RMR contract. 2 An RMR Unit needs to be incremented or decremented for any reason other than listed in step 1, Dispatch the Energy above the RMR Requirement only by using market Dispatches and Exceptional Dispatches. 4 No Record Exceptional Dispatches on RMR Units in the same manner as that used to record these Dispatches for non-rmr Units. Refer to CAISO Operating 2330, Exceptional Dispatch. Record all RMR Dispatches for a unit in the same log as Exceptional Dispatches for that same unit. Return RMR Units that were given Exceptional Dispatch Instructions to their original Schedule once the need has ended. 4 Congestion on noncompetitive paths occurs requiring incremental Energy, Utilize Imbalance Energy Bids in sequence until all in-sequence bids have been exhausted. Increment an RMR Unit s Reliability Requirement as necessary. Decremental Utilize Exceptional Dispatch Imbalance Energy is required, Energy Bids. 5 Make available all changes in RMR Requirements throughout the day on CMRI (Conformed Dispatch Notice [CDN]) for access by Scheduling Coordinators (SCs) by 0900 hours after the Operating Day Real-Time RMR Unit Dispatch Take the following actions in RT: CAISO Generation Dispatcher Actions 1 Dispatch RMR Units to meet local reliability needs or to manage Congestion on non-competitive constraints when merit order Bids are not available to address such needs or constraints. 2 Absent any changes in system Load, the Dispatch an CAISO needs to reduce the output of another RMR Unit unit to accommodate taking the RMR Unit s instead. market Bid to meet the local reliability need, Page 4 of 21
5 No Note: Do not issue RMR Dispatches for Imbalance Energy (e.g., Energy needed for system-wide Load-Generation balance) under the RMR Contract. Do not issue RMR Dispatches for Congestion on competitive paths. 3 The RT RMR Dispatch Notice changes, Provide RT changes as necessary to an RMR Unit s Dispatch Notice to fulfill local reliability requirements. Notify the SCs of RT RMR modifications. Verify the Dispatch is subsequently sent to the SC s via ADS. Note: There may be a 6 to 16 minute delay from time of entry to the time the SC receives the Dispatch. If The delay does not Contact the SC and log meet reliability effective time and end time needs, of the changes in SLIC. Notify SCs of the adjusted time and log in SLIC. Note: End times can always be revised if the requirement does not last as long or is needed longer. 3.2 A/S Dispatching Take the following actions when Dispatching A/S: 1 CAISO Generation Dispatcher Actions If After the HASP are run it is determined additional A/S purchases are needed, Utilize unused Day-Ahead (DA) A/S Bids in merit order to meet that need, until all unused DA Bids are exhausted. 2 There are no remaining Market Participants DA A/S Bids, requesting additional A/S Capacity. 6 No There are not enough responses from the request for A/S Capacity, It is determined that additional A/S purchases are needed, Issue a Dispatch Notice to an RMR Unit to provide the needed A/S Capacity. Procure that A/S Capacity from applicable RT A/S Markets. Note: A Bid Sufficiency Test is a test that checks to determine if there are bids providing twice the CAISO s need from two or more non-affiliated bidders in that RTM. If there are, then the Bid Sufficiency Test is satisfied. 5 Note: Given that there is currently only one SC that has RMR units, the Bid Sufficiency Test is not satisfied. 6 7 Prior to the RTM, the Bid Sufficiency Test is satisfied, Prior to the RTM, the Bid Sufficiency Test is not satisfied, There are not enough A/S Bids in the RTM, A/S requirements arise in RT, And There are no open RT Markets (RTM has closed) from which to procure those needs, Procure the additional A/S Capacity from the RTM. Issue a Dispatch Notice to an RMR Unit to provide A/S Capacity, unless it can be determined that the price Bid and the Supply curves created by the Bids indicate that the bidders did not attempt to exercise market power. Use RMR Units. Issue Dispatch Notices to the SCs for their RMR Units to provide A/S for only those hours that the RTM is closed. Page 6 of 21
7 No Unit Substitution Take the following actions to substitute units: Description Unit Substitution is a method for an RMR Owner to elect to substitute other Generating Unit(s) for an RMR Dispatch Notice. These substitute units must provide the same local reliability requirement as the originally Dispatched unit. The substitute units need not be RMR units but must be approved in advance. CAISO Actions 1 Refer to Operating 1320, Market Substitution for RMR Dispatches, for the unit substitution process. 3.4 Schedule A Changes The following provides guidance for updating RMR Contract quantities in Master File: RMR Unit Owner Actions 1 Submit the changes of the RMR Unit s operational quantities (Schedule A information) on a resource data template to: ResourceData@caiso.com, And file changes with FERC for approval if applicable. Manager of Model and Contract Implementation Actions 2 Forward this information simultaneously to: Manager of the Billing and Settlements The designated Settlement Analyst The RMR lead Operations Engineer (OE) The lead CMRI programmer Sr. Contract Analyst Actions 3 Incorporate the specified changes into Master File within 72 hours of receipt of FERC approval. 4 Inform the OE of the completion of this task via telephone. Contract Analyst Actions 5 Verify (manually) the changes inputted into Master File against the values approved by FERC within 48 hours of receipt of the notification from the Sr. Contract Analyst. 8 No Contract Service Limits The following provides guidance on contract service limits: CAISO Generation Dispatcher Actions 1 Contact Sr. Contract Analyst with any questions regarding an RMR Unit s Contract Service Limits. 2 Exercise best efforts to prevent Dispatch Notices from being issued that would exceed an RMR Unit s Contract Service Limits: MWh (annual for non-hydro Generating Units; monthly for hydro RMR Units) Service Hours (annual for non-hydro RMR Units; monthly for hydro RMR Units) Start-ups 3 Refer to the RMR CAISO Report Summary ed from Market Services for an ongoing measure of an RMR Unit s annual or monthly MWh, Service Hours, and Start-ups. 4 Review MPM results 5 6 An RMR Dispatch Notice will exceed any of a Unit s Contract Service Limits, Best efforts have been used, And An RMR Unit s Contract Service Limits must be exceeded (i.e., all comparable Units are at or above their Contract Service Limits), A Dispatch Notice is received that will exceed an RMR Unit s Contract Service Limits, Call upon all comparable Units first that have not exceeded their Contract Service Limits. Scheduling Coordinator Actions Exceed the RMR Unit Contract Service Limits. Notify Model and Contract Implementation of the status of the Service Limits. Exercise best efforts to comply with the Dispatch Notice. Page 8 of 21
9 No Voltage Support The following provides guidance on Voltage Support: 1 CAISO Generation Dispatcher Actions It is necessary to call an RMR Unit to provide Voltage Support that does not have a Synchronous Condenser contract, Manually Dispatch the Unit in RT by increasing or decreasing the Unit s Energy output. 2 Log all necessary information within SLIC. 3.7 Availability The following provides guidance on tracking availability information: Note: RMR Units are paid all or some of their fixed costs on an asavailable basis (regardless if they are on-line or not). Properly tracking availability information is critical in correctly settling the contract charges. Scheduling Coordinator Actions 1 The owner becomes aware that the RMR Unit s availability limit has changed, Correct the Unit s availability in the CAISO outage management system, per the RMR contract. Note: If the CAISO has issued a CAISO Availability Notice, the owner cannot increase the availability of the Unit until: The Unit has successfully completed an availability test, The Unit has delivered in market transactions and/or non-market transactions pursuant to a Dispatch Notice during a continuous four hour Operating Period, average MW in excess of those shown in the CAISO availability notice, or The owner has otherwise demonstrated to the CAISO s reasonable satisfaction that the availability of the Unit has been restored. 10 No If in any hour, the RMR Unit fails to deliver at least 97% of the requested MW or greater than two MW less than the requested MWs from the Dispatch Notice, or The unit failed an availability test, CAISO Generation Dispatcher Actions Issue a CAISO RMR Availability Notice (refer to CAISO Operating 5340B, CAISO RMR Availability Notice) to the SC restating the RMR Unit s availability limit. Send an electronic copy of each availability notice issued to: o Outage Management o Shift Managers o RMR Settlements o Model and Contract Implementation Regional Transmission Record the new availability limit in the outage management system (through a Forced Outage entry) including: Time of notification SC contact name Nature of the change Note: Do not record a Unit s availability limit retroactively. Owner s availability is effective when issued. 3 An owner s availability notice is provided to the CAISO verbally, Request the owner correct the Unit s availability in the outage management system, per the RMR Contract. 11 No Test Dispatch Notices CAISO Initiated Availability Test The following provides guidance on CAISO initiated availability tests: Note: Refer to Section 4.9 of the RMR Contract for more detailed information on the four tests listed below. Refer to 5340H, RMR Test Dispatch Operational Flowcharts for more information on the CAISO test Dispatch process flow. CAISO Operations Support Test Administrator Actions 1 Conduct one availability test per year without cause. Conduct additional tests as required. CAISO Generation Dispatcher Actions 2 Enter the MWs to be dispatched for hours of test in the ED tool Prior to The first hour of the test (to provide enough time to ramp the Unit to full Capacity), Prior to The start of the test, Prior to The start of the first hour of the test, Notify the RMR Unit SC via telephone. an availability test Dispatch Notice to all of the following: RMR Unit SC PTO CAISO Operations Support Test Administrator RMR Generating Unit Operator Actions Ramp to the requested MW (full Capacity, not to exceed the Unit s MNDC). 6 Maintain the requested MW for four full hours. Submit four Ambient Temperature Points, along with an average. Note: Each of the four points must reside in a different hour of the test. Note: Ambient Temperature information is vital to an accurate analysis of the test. If information is not provided within the stated timeframe, CAISO reserves the right to pull its own information RMR Owner Initiated Availability Test The following provides guidance on RMR owner initiated availability tests: Note: Refer to Operating 5340 Pre-Market Testing and Certification s RMR Units, for more information on the CAISO test Dispatch process flow. RMR Unit Owner Actions 1 Request an availability test at any time. 2 Submit a request for an availability test using Operating 5340F, RMR Availability Test Request Form, And Send it to the CAISO Operations Support Test Administrator at OSATUnitTesting@CAISO.com. CAISO Generation Dispatcher Actions 5 Prior to The start of the 1 st hour of the test, Notify the RMR Unit SC via telephone providing enough time to ramp the Unit to full Capacity. Enter an Exceptional Dispatch for the Energy. 6 Prior to The start of the test, Transmit electronically an availability test Dispatch Notice to the: RMR Unit Owner PTO CAISO Operations Support Test Administrator RMR Generating Unit Operator Actions 7 After The start of the first Ramp to the requested MW of the test. hour, 8 Maintain the requested MW for four full hours. 9 After The end of the fourth Allow the market to Dispatch the unit. hour, Note: If ramping occurs during the four-hour timeframe, it will have an undesirable effect on outcome of the test. Submit four Ambient Temperature Points, along with an average. Note: Each of the four points must reside in a different hour of the test. Note: Ambient Temperature information is vital to an accurate analysis of the test outcome. If information is not provided within the state timeframe, CAISO reserves the right to pull its own information. CAISO Operations Support Test Administrator Actions 12 Determine the RMR Unit s availability by averaging the actual MWh (from the Unit s revenue meter) output during the four-hour test period, taking into consideration the Unit s temperature correction factor. 13 The Unit s output is at least 99% of the requested MW, The Unit fails to satisfy the 99% availability threshold, Declare the RMR Unit available at the current Unit availability limit. Set the availability limit of the RMR Unit to the availability level achieved during the test Emissions Certification and Heat Input Test The following provides guidance on the emissions certification and heat input tests: Information Refer to CAISO Operating 5340P, RMR Unit Emissions/Heat Input Test Process Flowchart. 15 No RMR Unit Owner Actions 1 Request to schedule a Heat Input Test with the CAISO no more than once a year Dual Fuel Test The following provides guidance on the dual fuel test: Dual Fuel Test Information Refer to CAISO Operating 5340Q, RMR Dual Fuel Test Process Flowchart. 3.9 Tracking RMR Requests The following provides guidance on tracking RMR requests: CAISO Generation Dispatcher Actions 1 Track all actions that involve RMR Dispatch Instructions by entering the following information into the Exceptional Dispatch screen and SLIC: Unit dispatched MW amount of the Dispatch If instruction goes through ADS then log as Times per ADS (no call necessary) If instruction is not dispatched through ADS then log Dispatch Instruction times and time of call Hours dispatched, including both start and end times listed in military time (ex: 08:00 to 14:00) or Hour Ending (ex: HE9 to HE14) Call time 2 Log into SLIC the reason for the Dispatch (i.e. local or system requirements) and the contact name. 17 No Definitions Unless the context otherwise indicates, any word or expression defined in the Master Definitions Supplement to the CAISO Tariff shall have that meaning when capitalized in this Operating. The following additional terms are capitalized in this Operating when used as defined below: Availability Availability Test Bid- Sufficiency Test Black Start Test CMRI Comparable Unit Contract Service Limits Measured in MW, it is the maximum quantity of Energy or A/S (measured at the point of delivery) the RMR Unit is capable of producing at any given time (assuming adequate time to ramp to that maximum quantity). Sufficient availability of usable water is assumed when determining the availability of hydroelectric facilities. A test called by CAISO or the RMR Unit owner to establish and verify the RMR Unit s availability limit. A test to determine the competitiveness of A/S bids in the RTM. The test will be applied to individual A/S types on an hourly basis. The results of the test will be considered insufficient in an RTM if there are: Bids for less than twice the need in the RTM, not counting those A/S deferred from the DAM to the RTM, or Fewer than two unaffiliated bidders in that RTM. The RMR Unit owner must maintain Black Start Capability and provide maintenance and testing periodically as required by the RMR Contract, NERC, and WECC. Customer Market Results Interface An RMR Unit that, in CAISO s judgment, is capable of providing system benefits equivalent to another RMR Unit. comparable Units are Dispatched to avoid exceeding the Contract Service Limits of other RMR Units. MWh, Service Hour, and Start-Up limits for each RMR Unit as specified in that Unit s RMR contract. Counted MWh, Counted Service Hours, and Counted Startups are cumulative roll-ups of the service that CAISO has required from the RMR Units under the Contract. These are calculated quantities based on the methodology indicated in the RMR Contract. Contract Service Limits apply on an annual basis to thermal and geothermal Generating Units and on a monthly basis to hydroelectric Generating Units. Page 17 of 21
18 No Dispatch Notice Dual Fuel Test Emissions Certification Test Heat Input Test Requested Operating Period Requested MW Substitute Unit Synchronous Condenser Test Dispatch Notice Unit Substitution The method for communicating CAISO s RMR Reliability Requirements to SCs. A Dispatch Notice can either be verbal or written. Written Dispatch Notices must follow-up verbal Dispatch Notices within 24 hours of being issued. A test requested by the CAISO (once per year), or the RMR Unit owner, to run the unit using an alternate source of fuel. At least 7 days advance notice must be provided by the SC. A test requested by the RMR Unit owner to run the Unit to fulfill air-permitting requirements. A test requested by the RMR Unit owner to measure the relationship between a Unit s heat input and its MW output. The results of the Heat Input Test will be used to specify the input/output characteristics in Schedule C of the RMR Contract. The time during which the CAISO requests a Unit to deliver Energy or A/S pursuant to an RMR Dispatch Notice. For example, a DA Dispatch Notice issued for HE6-22 would have a requested Operating Period of the same. Once the requested Operating Period has begun, Unit Substitution is no longer a viable option. The MW level CAISO has requested the RMR Unit to operate at pursuant to a Dispatch Notice. A Unit that, in CAISO s judgment, is capable of providing system benefits equivalent to another RMR Unit, not necessarily an RMR Unit, which an owner offers to CAISO to provide the same service as that RMR Unit that has been Dispatched by the CAISO. A Unit that is electrically connected to the CAISO Controlled Grid or Distribution Grid to provide A/S in circumstances where the generator is not producing Energy. The method for communicating CAISO s RMR Test Dispatch requirements to SCs. A test Dispatch Notice can either be verbal or written. Written Dispatch Notices must follow-up verbal Dispatch Notices immediately after being issued. A request by the RMR Unit Owner to provide the requested MW in a Dispatch Notice from a Unit (which may or may not be an RMR Unit) other than the Unit specified in the Dispatch Notice. The CAISO can accept or reject the Substitute Unit request. Page 18 of 21
19 No Voltage Support An Ancillary Service required for maintaining normal operating conditions to prevent transmission lines and transformers from overloading. Units listed under the RMR Contract as Synchronous Condensers provide Voltage Support at all times when not under the constraint of an outage. Units not under contract as Synchronous Condensers may also be called to raise or lower their Energy output to fulfill Voltage Support needs.
