4 1 Introduction The RailCorp Network Management Plan is the primary instrument by which the requirements of the Electricity Supply (Safety and Network Management) Regulation 2008 are implemented. This document is one of four documents that together comprise RailCorp's Network Management Plan. These documents are as follows: RailCorp Network Management Plan - Chapter 1 - Network Safety and Reliability (EP SP), RailCorp Network Management Plan - Chapter 2 - Customer Installation Safety (this document), and RailCorp Network Management Plan - Chapter 3 Public Electrical Safety Awareness (EP SP), and RailCorp Network Management Plan - Chapter 4 - Bush Fire Risk Management (EP SP) RailCorp commits to ensuring that safety is given the highest priority over all other aspects of network management and the Network Management Plan aims to provide a platform to support this commitment. 2 Scope and Application 2.1 Background RailCorp is a NSW Government Agency constituted under the Transport Administration Amendment (Rail Management) Act 2000 No 89 (NSW). RailCorp aims to deliver safe, clean and reliable services that are efficient, sustainable and to the satisfaction of all customers. Sydney metropolitan passenger rail services are delivered via CityRail and regional and interstate passenger services via CountryLink. RailCorp is responsible for the safe operation, crewing and maintenance of passenger trains and stations and provides access to freight and passenger operators in the Sydney metropolitan area. RailCorp owns and maintains the Sydney metropolitan rail network. This network includes track, bridges, signalling systems, communications systems, an electricity distribution system, and other infrastructure. RailCorp also owns and maintains country based infrastructure such as operational country Stations. 2.2 Objectives The objective of this document is to enhance the safety of electrical installations connected to the RailCorp distribution system and ensure the safe connection of such installations to that system. This document includes, either directly or by use of references, the following: design, construction and maintenance standards required of customers for their electrical installations, testing, connection and notification criteria for contractors installing electrical installations, RailCorp Page 4 of 8
5 inspection regime and procedures for directions to remedy faulty work and the disconnection of unsafe installations by the network operator, and procedures for notifying the Director-General of NSW Trade and Investment of any defective installation work. 3 References The following documents contain provisions that, through reference in this text, provide further information and constitute provisions of this document where applicable. 6 4 Definitions and Abbreviations For the purpose of this specification the definitions given in the Electricity Supply (Safety and Network Management) Regulation 2008 and the Service and Installation Rules of NSW January 2010 apply. In addition, further definitions are contained in RailCorp specifications EP SP "Demarcation of RailCorp Low Voltage Distribution System" and EP SP "Low Voltage Distribution and Installations Earthing References and Definitions". 5 Requirements of Customers 5.1 Design & Construction The design and construction of customers' electrical installations shall comply with the following: AS/NZS 3000: 2007 Electrical Installations known as Australia/New Zealand Wiring Rules Service and Installation Rules of NSW Jan 2010 RailCorp Electrical Standards: EP SP Low Voltage Distribution and Installations Earthing References and Definitions EP SP Low Voltage Distribution Earthing EP SP Low Voltage Installations Earthing EP SP Buildings and Structures Under Overhead Lines 5.2 Maintenance In the case where RailCorp is the customers, RailCorp shall maintain their electrical installations in accordance with Section 32 of the Electricity (Consumer Safety) Act 2004 and the RailCorp Technical Maintenance Plans, Refer to section 5.3 of the RailCorp Network Management Plan - Chapter 1 - Network Safety and Reliability (EP SP). In the case where the Customer is an external entity to RailCorp, the Customer shall maintain their electrical installations in accordance with Section 32 of the Electricity (Consumer Safety) Act Criteria for Contractors The testing, connection and notification criterion for contractors installing electrical installations is to comply with the Electricity Safety (Installations) Regulation 2009 and RailCorp document EP SP Installation Inspections. 7 Risk Management Strategy Risk in the area of customers' electrical installations shall be managed by applying the Codes of Practice for Installation Safety Management and the Service and Installation Rules of New South Wales. This policy adheres to the principles set out in the DWE Code of Practice - Distribution Risk Management. RailCorp Page 6 of 8
7 8 Code of Practice Service and Installation Rules of NSW RailCorp recognises the Code of Practice (Electricity) - Service and Installation Rules of New South Wales 2007 and the referenced Service and Installation Rules of New South Wales. However, RailCorp stipulates the use of a Direct Earthing system, not the Multiple Earthed Neutral (MEN) system as specified in those Rules. This is to avoid the flow of dc traction current into the low voltage distribution system. The specific requirements are set out in RailCorp document EP SP "Low Voltage Installations Earthing". RailCorp requires that all installations supplied from it s distribution system comply with this specification. 9 Code of Practice Installation Safety Management The Network Management Plan, Chapter 2 complies with the Code of Practice Installation Safety Management. RailCorp s system for the management of the following aspects of customers' installation safety, are covered in RailCorp document EP SP "Installation Inspections": Standard of Installation Work Testing Requirements Notification Inspections Remedy of Work Containing Safety Breaches Connection to Supply Audit Inspections Corrective Action Qualifications of Inspectors 10 Procedures for notifying the Director General of NSW Trade & Investment of defective installation work Installation inspection reports determine if the installation can be accepted for connection to supply or not. Any defect must be rectified by the contractor before supply connection. All defects are recorded. Defects which compromise safety are notified to the Director General of NSW Trade and Investment in accordance with RailCorp document EP EP.. 11 Relationship of the 1500 Volt Overhead Wiring to the Plan The Codes of Practice for Installation Safety Management and Service and Installation Rules do not apply because neither 1500V overhead wiring nor electric rolling stock falls within the definition of an installation. RailCorp Page 7 of 8
8 12 Relationship of the 120 Volt System for Signalling Supplies to the Plan The Codes of Practice for Installation Safety Management and Service and Installation Rules of NSW do not apply to the 120 Volt single phase AC supply distribution network which is used for rail signalling. The management of safety associated with the 120 Volt system for signalling supplies is covered by the Rail Safety (Adoption of National Law) Act Reports are submitted to the Independent Transport Safety Regulator (ITSR) as part of RailCorp's rail safety accreditation.
