DOGUS UNIVERSITY UNDERGRADUATE TRANSFER REGULATION (Accepted in the University Senate Meeting dated 23 06 2010 and numbered 2010/12 and approved in the Board of Trustees Meeting dated 24 06 2010 and numbered 2010/17.) PART ONE Objective, Scope, Basis and Definitions Objective Article 1- (1) The objective of this Regulation is to set the guidelines regarding transfer student admission for associate degree and undergraduate programs. Scope Article 2- (1) This Regulation embodies the rules regarding quota, application requirements, application and evaluation processes, announcements of the results and credit transfers for transfer students between degree programs of Dogus University vocational schools and faculties and from equivalent degree programs of national and foreign universities to Dogus University degree. Basis Article 3- (1) This Regulation has been prepared in accordance with Regulations on the Guidelines of Transfer, Double Major, Minor and Credit Transfer between Institutions in Universities Associate Degree and Undergraduate Programs which became effective on 24th April 2010 being published on the Official Gazette and Dogus University Associate Degree and Undergraduate Education and Exam Regulations. Definitions Article 4- (1) Following terms in the Regulations refer to the definitions given; a) Degree program: Higher education programs which prepare associate degree or undergraduate diplomas for students who fulfill the qualifications for faculty or vocational school programs b) Equivalent degree program: Degree programs with the same names or with contents 80 per cent of which is confirmed to be the same by related administrative bodies c) Grade point average (GNO): Weighted grade point average of the student according to the scores of all the courses s/he has taken until the semester s/he decides to transfer except for the preparatory class d) Base score: Admission score of the student with the lowest score who is placed in a degree program with a central examination by the Student Selection and Placement Center e) ÖSYM : Student Selection and Placement Center f) ÖSYM Placement Score: Central placement score of the student as of the year s/he sat the central examination in the score type of the degree program s/he wants to transfer g) Higher Education student database (YÖKSİS): Central database where all associate degree, undergraduate and graduate students information is kept within the body of YÖK h) YÖK : The Council of Higher Education ı) DOÜ: Dogus University i) DÜİYES: Dogus University English Proficiency Exam j) ÖİM: Student Affairs Office k) ÖSS: Student Selection Examination l) YGS: Transition to Higher Education Examination m) LYS: Undergraduate Placement Examination 1
PART TWO Dogus University Undergraduate Transfers within Programs Quota Article 5- (1) The quota for DOÜ transfers within programs is the quota for students to be accepted to DOÜ degree programs from other degree programs equal to DOÜ. (2) In which semester transfer students will be admitted for each degree program and quotas for programs that are supposed to admit students are determined by the University Governing Body upon the suggestion of related faculty/vocational school. (3) Quotas might be determined for second, third, fourth and fifth semesters for each undergraduate degree program and for second semester for each associate degree program. Transfer quota of a degree program determined for any academic year cannot be more than fifteen per cent of the student quota given in the ÖSYM guide of the previous academic year. (4) Transfer application quota is evaluated for the following semester of the semester completed by the student in the program s/he is enrolled. (5) Transfer is possible between daytime and evening education of the same degree program without any quota restriction within DOÜ. However, students who transfer to evening education programs are to pay evening education tuition fee. (6) Students who pass the next class ranking among the first ten per cent of the semester s/he is in are eligible to transfer from evening education to daytime education of the same degree program in DOÜ within the quota. (7) DOÜ transfer quotas within programs and base scores of the degree program for the last four years are announced on the website of DOÜ by ÖİM at least 15 days before the last date of application admission. Application Requirements Article 6- (1) Minimum conditions for transfer applications between DOÜ degree programs are defined below: a) The student should still have a registered student status in DOÜ. Suspending study or having a leave of absence does not constitute an impediment for transfer application. (b) The student should have studied minimum one maximum four semesters in undergraduate program; and one year in associate degree program by the beginning of the semester s/he wants to transfer except for preparatory class or summer school. (c) The student should have succeeded in all the courses s/he has taken in the program s/he is registered. (d) In transfer applications to degree programs at the same level but with different score types, the central placement score of the student in the score type of the DOÜ degree program that s/he wants to transfer to must be equal to or higher than that year s lowest base score of that degree program or other equivalent degree programs in the country. 2
(e) Students who are accepted to DOÜ English medium degree programs with student admission from abroad and who want to transfer to Turkish medium degree programs are expected to certify that they have sufficient knowledge of Turkish taking the Turkish proficiency exams of the related institution. (f) Transfers to degree programs accepting students with aptitude tests require that the student is successful in the aptitude test besides other requirements. (g) Students who want to transfer from a Turkish medium degree program to an English medium program are supposed to certify that they are successful in DÜİYES or national or international exams accepted by the responsible units of Dogus University. (2) Additional conditions might be defined by the senate s decision upon the suggestion of related faculty/vocational school boards. Application Article 7- (1) Applications are submitted to ÖİM within the announced time with the necessary documents. (2) Applications which do not meet application requirements, do not include all the necessary documents or which are not submitted within the given time are not put into process. Evaluation Article 8- (1) The criteria to be used for the evaluation of transfer applications are determined by the Senate. (2) In the evaluation process, criteria such as grade point averages, success rates in the common courses with the program s/he wants to transfer to (if any) and central placement scores are considered. (3) Preliminary evaluations of the applications are carried out by commissions formed by related faculty/vocational school boards. (4) Suggestions of the commission regarding student admissions are finalized by related faculty/vocational school board decision. (5) In the case that the number of students who are considered suitable for the transfer outnumbers the quota, same number of substitute candidates is determined. Announcements of the Results and Registration Article 9- (1) Evaluation results are announced on the website of DOÜ with all the applicants names according to their scores on which the evaluation is based and these results remains on the internet page until the registrations are announced. (2) Decisions are notified to the students are entitled to transfer by ÖİM in writing. (3) Students whose transfer applications are accepted complete their registrations within the given time. (4) Students who do not register within the given time lose their rights for transfer and substitute candidates are entitled to register respectively. (5) Transfers are performed within the quota. 3
(6) New status of the transfer students are entered to higher education student database (YÖKSİS) within 15 days at the latest following the transfer process by ÖİM. Adaptation Procedures Article 10- (1) Considering the courses taken by the students who are found eligible for transfer during the evaluation process and the courses in the degree program s/he wants to transfer to, the commissions that performed preliminary evaluations of the applications determine the courses suitable for the degree program the student wants to transfer to and additional courses (adaptive program) to be taken from previous classes and presents these to the related faculty/vocational school board. (2) Scores and credits of the courses which are stated in the board decision of the related faculty/vocational school out of all the courses taken by the students in previous semesters stays the same in the new program; equivalence procedures are applied for courses taken with different codes. (3) Decisions taken about the courses of the students who are entitled to transfer are notified to them together with the admission decision by ÖİM in writing. Scholarships and Discounts Article 11- (1) Students who have been accepted to the university within the scholarship students quota are consider to have renounced these scholarships when they transfer to other programs. Students who enjoy other scholarships and discounts defined in Dogus University Scholarship Regulation except for the quota scholarship continue to enjoy these rights when they transfer to another program. (2) Students pay the tuition fees of the degree program they are transferred to. PART THREE Internal Undergraduate Transfer Quota Article 12- (1) The quota of internal undergraduate transfer is the quota of the students who will be accepted to Dogus University undergraduate programs via internal undergraduate transfer if their undergraduate program is equivalent to Dogus University s undergraduate program. (2) The quota of internal undergraduate transfer for second and third grade undergraduate students is determined and announced in July by YÖK on their website and for associate degree students, it is determined and announced in January for the second term and July for the third. In the act of determining the quotas for the very first year of the related undergraduate programs, ÖSYM general quotas are taken into consideration and these quotas are: 2 for the programs whose ÖSYM entrance general quota is 50 or less than 50, 3 for the programs between 51 and 100, and 4 for the programs 101 and over. In determining the quota for the second grade, the quotas of the previous year and for the third grade, the quotas of the year before are taken into account. (3) Apart from the quotas determined by YÖK, additional quotas can be determined in the event of the proposal by the administration of related faculties or vocational school of higher education. The additional quota determined for the program cannot exceed the limit that has already been determined by OSYM and the number of the students of that particular class. The number of the students in any program consists of the students placed by ÖSYM and the students accepted via internal undergraduate transfer. In the act of determining the additional quota, the quotas for undergraduate programs are declared on the 30th of June until the end of 4
work time at the latest and the quotas for the associate degree programs are declared on the 31st of December until the end of work time at the latest. (4) Transfer application quota is evaluated for the following semester of the semester completed by the student in the program s/he is enrolled. Application Requirements Article 13- (1) Minimum conditions for transfer applications between DOÜ degree programs are defined below: (a) It is required that the degree program that the applicant is registered for is equivalent to that of Doğuş University. (b) The student should still have a registered student status in DOÜ. Suspending study or having a leave of absence does not constitute an impediment for transfer application. (c) The student should have studied minimum two maximum six semesters in undergraduate program; and minimum one maximum two semesters in associate degree program by the beginning of the semester s/he wants to transfer except for preparatory class or summer school. (d) The student should have succeeded in all the courses s/he has taken in the program s/he is registered. (e) In the program he/she is registered, the candidate s graded point average belonging to all the courses that he/she took in previous completed semesters must be at least 60 out of 100. If the quotas cannot be filled even though sufficient conditions are provided, applications of the candidates who cannot fulfill the required success condition but whose related area score in his/ her entrance year is equal to or higher than the lowest entrance score of the program that he/ she wants to be transferred of the related area in the same year are also evaluated. (f) In order to transfer from open or distant education programs to formal education programs grade point average of a student should be at least 80 out of 100 or central placement score in the year s/he has registered should be equal to or higher than that year s base score of DOÜ degree program s/he wants to transfer to. (g) Among Higher Education Institutions students can only transfer to evening education programs from evening education programs. However, students who rank among the first ten per cent of the class in terms of success while passing to the next grade might transfer to daytime education degree programs within quotas. (h) Students who want to transfer to fully or partially English medium degree programs have to certify that they succeed in DÜİYES or national or international exams accepted by the responsible units of Dogus University. (2) Additional conditions might be defined by the senate s decision upon the suggestion of related faculty/vocational school boards. Application Article 14- The latest date for application and evaluation schedule of undergraduate transfer for second and third grade undergraduate students is determined and announced in July by YÖK on their website and for associate degree students, it is determined and announced in January for the second term and July for the third. 5
(2) Undergraduate transfer degree programs, quotas, application conditions, necessary documents for applications and evaluation schedule are announced on the website of DOÜ by ÖİM at least 15 days before the last date of application admission. (3) Applications are submitted to ÖİM within the announced time with the necessary documents. (4) Applications which do not meet application requirements, do not include all the necessary documents or which are not submitted within the given time are not put into process. (4) Students who do not register within the given time lose their rights for transfer and substitute candidates are entitled to register respectively. (5) Transfers are performed within the quota. (6) New status of the transfer students are entered to higher education student database (YÖKSİS) within 15 days at the latest following the transfer process by ÖİM. Adaptation Procedures Article 17- (1) Considering the courses taken by the students who are found eligible for transfer during the evaluation process and the courses in the degree program s/he wants to transfer to, the commissions that performed preliminary evaluations of the applications determine the courses suitable for the degree program the student wants to transfer to and additional courses (adaptive program) to be taken from previous classes and presents these to the related faculty/vocational school board. 6
(2) Students are exempted from the courses they took in their previous program which are held equal to the DOÜ courses that are stated in the decisions of the governing body of the related faculty/ vocational school and they get transfer credit ( T ) for the courses. Their GPAs are determined according to the courses they take in DOÜ. (3) If the student took classes as a private student in the previous semesters or attended an exchange program, only the courses which were accepted by the previous degree program can be transferred. (4) Decisions taken about the courses of the students who are entitled to transfer are notified to them together with the admission decision by ÖİM in writing. (4) The conversion table which is determined by YÖK is used to transform grades of the applying candidates which are obtained in four point or hundred point grading system. Undergraduate Transfer from other Higher Education Institutions Article 18- (1) The students pursuing their education on undergraduate or associate degree level in institutions affiliated to Turkish Armed Forces or Police can transfer to Dogus University diploma programs within the framework of their private laws. (2) The students who have been dismissed from the institutions above due to being unsuccessful or disciplinary issues cannot apply to Dogus University programs via undergraduate transfer in accordance with the law item 18634 published in official gazette on 13/01/1985. (3) The students dismissed from higher education institutions in the scope of the first article with an accuse which is not in the second article can apply to Dogus University diploma programs in two years beginning from the date of being dismissed. These applications will be assessed in accordance with the regulations for the internal graduate transfer. Scholarships and Discounts Article 19- (1) Undergraduate transfer students can benefit from scholarships and reductions in accordance with the conditions that are stated in Dogus University Scholarship Regulation. PART FOUR Undergraduate Transfer from Abroad Quota Article 20- (1) This is the quota opened for the students who will be accepted through undergraduate transfer from the foreign higher education institutions. (2) An extra quota for the students who will be accepted from the foreign higher education institutions might be determined. These quotas are determined by the University Governing Body upon the suggestion of related faculty/ vocational school governing body. Determined quotas for each degree program cannot be more than half of the in-country undergraduate transfer quota which is determined by YOK for the same program. (3) Undergraduate transfer quotas are informed to YOK by OIM at latest until June, 30 end of the shift and they are announced on YOK web site. Application Requirements Article 21- (1) Minimum conditions for transfer applications from abroad to DOÜ degree programs are defined below: 7
a) That the higher education institution the candidate is registered abroad is authorized to award associate degree or undergraduate degree must be recognized by YÖK as an authorized institution. (b) The equivalence of the degree program that the candidate is registered abroad to the degree program s/he wants to transfer to should be approved by DOÜ. (c) The candidate should still have a registered student status in the higher education institution s/he is registered at. Suspending study or having a leave of absence does not constitute an impediment for transfer application on condition that it is not more than a year. (d) The candidate should have studied minimum two maximum six semesters in undergraduate program; and minimum one maximum two semesters in associate degree program by the beginning of the semester s/he wants to transfer except for preparatory class or summer school. (e) The candidate should be successful in all the courses s/he has completed within the program she is registered. The candidates who get the base score following the university placement exam in Turkey for admission to the degree program s/he wants to transfer, they are allowed to apply for undergraduate programs without looking for success condition in all the courses s/he has completed abroad. Transfer applications of those types of students are evaluated in accordance with the principles defined by the university senate outside the scope of undergraduate transfer quota. (f) Students who have started education in degree programs of universities in TRNC or another foreign country which accept students according to aptitude test results are not allowed to transfer to DOÜ degree programs. (g) The grade point average of the candidate for all the courses s/he has completed within the program s/he is registered should be at least 60 out of 100. (h) Students who want to transfer to fully or partially English medium degree programs have to certify that they succeed in DÜİYES or national or international exams accepted by the responsible units of Dogus University. (2) Additional conditions might be defined by the senate s decision upon the suggestion of related faculty/vocational school boards. Application Article 22- (1) The latest date for application and evaluation schedule of undergraduate transfer is notified to YÖK till the end of working day on the 30th day of June by ÖİM and is announced on the website of YÖK. (2) Undergraduate transfer degree programs, quotas, application conditions, necessary documents for applications and evaluation schedule are announced on the website of DOÜ by ÖİM at least 15 days before the last date of application admission. (3) Applications are submitted to ÖİM within the announced time with the necessary documents. 8
(4) Applications which do not meet application requirements, do not include all the necessary documents or which are not submitted within the given time are not put into process. Evaluation Article 23- (1) The criteria to be used for the evaluation of transfer applications are determined by the Senate. (2) In the evaluation process, criteria such as grade point averages, success rates in the common courses with the program s/he wants to transfer to (if any) and central placement scores are considered. (3) Preliminary evaluations of the applications are carried out by commissions formed by related faculty/vocational school boards. (4) Suggestions of the commission regarding student admissions are finalized by related faculty/vocational school board decision. (5) In the case that the number of students who are considered suitable for the transfer outnumbers the quota, same number of substitute candidates is determined. Announcements of the Results and Registration Article 24- (1) Evaluation results are announced on the website of DOÜ by ÖİM with all the applicants names according to their scores on which the evaluation is based and these results remains on the internet page until the registrations are announced. (2) Decisions are notified to the students are entitled to transfer by ÖİM in writing. (3) Students whose transfer applications are accepted complete their registrations within the given time. (4) Students who do not register within the given time lose their rights for transfer and substitute candidates are entitled to register respectively. (5) The acceptance decision of the candidates whose YÖK equivalence certificate is not approved is cancelled even if their registrations are accepted, their registration is deemed invalid even though they have registered to the university. (6) Transfers are performed within the quota. (7) New status of the transfer students are entered to higher education student database (YÖKSİS) within 15 days at the latest following the transfer process by ÖİM. Adaptation Procedures Article 25- (1) Considering the courses taken by the students who are found eligible for transfer during the evaluation process and the courses in the degree program s/he wants to transfer to, the commissions that performed preliminary evaluations of the applications determine the courses suitable for the degree program the student wants to transfer to and additional courses (adaptive program) to be taken from previous classes and presents these to the related faculty/vocational school board. (2) Students are exempted from the courses they took in their previous program which are held equal to the DOÜ courses that are stated in the decisions of the governing body of the related faculty/ vocational school and they get transfer credit ( T ) for the courses. (3) If the student took classes as a private student in the previous semesters or attended an exchange program, only the courses which were accepted by the previous degree program can be transferred. (4) Decisions taken about the courses of the students who are entitled to transfer are notified to them together with the admission decision by ÖİM in writing. Scholarships and Discounts Article 26- (1) Undergraduate transfer students can benefit from scholarships and reductions in accordance with the conditions that are stated in Dogus University Scholarship Regulation. PART FIVE Special Conditions Article 27- (1) When the ones who have fundamental duties for public institutions and organizations are appointed to another city permanently, both their children and spouses that they have to look after and themselves can be transferred to any equivalent degree program, except for the last term or the last two terms, without considering quotas, on condition that they apply in one month at the latest after the beginning of the academic year and providing that their university entrance exam grades are higher than the base scores of DOÜ degree program in the year they are transferred. Article 28- (1) That the student has received education for at least one year apart from the foreign language prep year and that he/she has passes all his/her final exams successfully is sufficient for undergraduate transfer applications from foreign higher education institutions when the student s parents duty ends if they are working for the government and they come back to Turkey or if they are working as workers and when they move back to Turkey. Candidates who are applying via this procedure are evaluated outside the scope of foreign undergraduate transfer quota. Article 29- (1) DOÜ applications of the children of foreign diplomats who are working in Turkey are evaluated by the governing body of the related faculty/academy without taking into consideration any quota restrictions. If the application is accepted, an orientation program which necessary for each student is prepared. 10
PART SIX Various and Last Rules Education Time Period Article 30- (1) The period of time in which undergraduate transfer students received education is added up to the education time period. (2) The total time period that is needed for graduation from the degree program the student is being transferred and the time period in which he/she previously received education cannot exceed 14 semesters in undergraduate degree and 8 semesters in associate degree programs. The provision of Article 44 of Law No. 2547 is reserved. Documents required at application Article 31- (1) The documents mentioned below must be official, certified and prepared in Turkish or English. In addition to the original copy, there must be a notarized English or Turkish translation of the documents that have been prepared in different languages. (2) Application form and a photograph (3) A photocopy of the identity card (4) A document proving that the candidate is still a registered student (taken in the last 3 months) (5) The document showing the central placement score belonging to the year the candidate entered university (6) The document showing the courses the candidate has taken in the higher education institution, his/her grades and grade point average. (7) The document showing the language of education in the higher education institution the candidate has been attending. (8) The document showing the schedule of the degree program and contents of the courses that belongs to the higher education institution the person has been attending. (9) A photocopy of the high school diploma. Candidates who graduated from a foreign high school must also have the notarized Turkish translation of their diplomas and the high school diploma equivalence certificate that they get from provincial directorate for national education. (10) The document showing the proficiency in English. (11) The document showing the proficiency in Turkish for the international students who have been accepted within the international student acceptance quota, received education in DOÜ English programs and wants to be transferred to Turkish programs. (12) The photocopy of the passport pages showing the photograph and id information of the foreign candidates who are applying for undergraduate transfer. (2) (13) An official document showing the situation of the candidate who is applying for undergraduate transfer from a foreign higher education institution because he/she is returning to home country due to the fact that his/her parents foreign government duty has ended or moving back if they are workers. Situations that does not have Rules Article 32- (1) In this regulation, in the situations that does not have rules, other related legislation provisions and the decisions of YÖK, the senate and the university governing body are applied. Repeal Article 33- (1) Dogus University Transfer Within The University Programs Regulation, which was accepted in the University Senate meeting numbered 2007/13, dated 29.11.2007 and approved in the Board of Trustees meeting numbered 2008/07, dated 21.03.2008, and Dogus 11
University Undergraduate Transfer Regulation, which was accepted in the University Senate meeting numbered 2007/13, dated 29.11.2007 and approved in the Board of Trustees meeting numbered 2008/07, dated 21.03.2008, are repealed. Effective Date Article 34- (1) This regulation becomes effective in Board of Trustees approval date. Execution Article 35- The rules of this regulation is executed by DOÜ Rector. 12
