1 OFFICIAL GAZETTE REGULATIONS Süleyman Şah University Bachelor s Degree Programme Regulations Purpose PART 1 Purpose,Scope,Foundations and Definitions Article 1 : The purpose of this regulation is to designate the procedures and principles that are to be conducted within instructive facilities of Süleyman Şah University Bachelor s Degree Programme. Scope Article 2 : This regulation covers the provisions pertaining to educational and instructional activities, examinations and assesments that are implemented in Süleyman Şah University BA Programmes. Foundations Article 3 : This regulation has been specified on the basis of Article 14 and Article 44 Higher Education Code date 4/11/1981 number Definitions Article 4 : Hereby defined; a) ECST :European Credit Transfer System b) FACULTY: Süleyman Şah University Faculties c) GPA : General Point Average d) Concerned Administrative Body : Faculty Administration at Faculties, Higher Education Admistrative Body at Higher Education Institutions e) Credit : Credit for European Credit Transfer System f) ÖSYM : Student Assessment,Selection and Placement Center g) Rectorate : Süleyman Şah University Rector h) Senate : Süleyman Şah University Senate i) University : Süleyman Şah University j) Midterm Point Average k) YÖK : Turkish Council of Higher Education l) Higher Education Institutions : Süleyman Şah University Higher Education Institutions Admission PART 2 STUDENT ADMISSION AND REGISTRATIONS Article 5 : The number of students to be admitted to the university programmes is determined by Board of Trustees upon the recommendation of Senate and this number is officialized by YÖK (Turkish Council of Higher Education) consent. Student admission is carried out based upon the results of the examinations made by ÖSYM (Student Assessment Selection and Placement Center). Apart from this; Senate and Administrative body decisions are to be implemented in student exchange programmes,exceptional studentship, student admission from abroads and in other issues that are not included in this regulation.

2 New Registrations Article 6: (1) Students that are admitted to university programmes are obliged to fulfill their registrations by submitting the required documents to registrar s office.students who do not fulfill the registration process or submit the necessary documents are considered to denounce their right for registration. (2) The original documents or the sample documents that are confirmed by university are accepted for registration.registration is conducted based on the military service state and criminal record of the applicant. Medium of Instruction PART 3 EDUCATION AND INSTRUCTION Article 7- (1) At university,the medium of instruction is English. Through Senate,Board of Trustees or YÖK (Turkish Council of Higher Education) decision, the medium of instruction could in whole or in part be Turkish or in another foreign language. (2) The medium of instruction is used for the materials,exams and assignments of the classes.however;in accordance with the regulations, this norm is not implemented for the classes that need to be practised in Turkish and in another compulsory or optional foreign language classes. Academic Year Article 8 (1) Academic year consists of Autumn and Spring semesters each including 14 weeks.examination days at the end of the semesters are not included in this period. Semester periods can be prolonged or shortened by the decision of the Senate. (2)As part of the academic year, summer schools could be carried out. The principals of the summer school are determined by the Senate. Foreign Language Placement Test and Compulsory Foreign Language Prep School Article 9- (1) Students that are enrolled in programmes of foreign language instruction are assessed by Foreign Language Placement Test in their competence over the instruction language of the programme that they are enrolled. (2) According to the results of Foreign Language Placement Test, students with a proficient foreign language level or students that are exempt from the test directly start their Bachelor s programme. Students who do not take the Foreign Language Placement Test or the ones that are not proven proficient in their foreign language level are to attent the compulsory Foreign Language Prep School. (3) The conditions to be exempted from the Foreign Language Prep School,exam type and its conduct,success criteria or in matters of foreign language instruction; Senate decisions are implemented. Admission for Undergraduate Transfer Students Article 10 (1) Registrations of undergraduate transfer from other higher education institutions or from another Bachelor s degree programme of the university are evaluated by administration boards in accordance with the relevant regulation provisions, principals and the quota determined by Senate decision.

3 Double Major and Minor Undergraduate Programmes Article 11 (1) Students may enroll in a Minor Undergraduate Programme in addition to their Bachelor s Programme. Minor Undergraduate Programme is commenced by demand of the concerned unit,recommendation of the concerned committee and by Senate decision with principals of the issue determined by the Senate. (2) Major Undergraduate Programme students may simultanously study at other faculties approved by YÖK (Turkish Council of Higher Education) in order to acquire a BA diploma of a second branch.these students are liable to fulfill the instruction and graduation conditions of both majors. (3)As a result of their success in the classes pertaining to both programmes; students are confered on a diploma for double major and a certificate for the minor programme that they attend. Academic Consultancy Article 12 (1) For every student of the university, a full-time instructor is appointed by the relevant head of department as academic advisor. (2) Academic advisor monitors the academic improvement of the student, informs the students about the relevant regulations and directives, guides the student for the arrangement of his weekly study programme and in other academic issues. Course Credit Values and Academic Programme Article 13 (1)ECTS is the medium for the course load,success assessment and for similar calculations. (2)The academic curriculum during the Bachelor s Programme and the course distribution through the semesters are regulated by the relevant Head of Department and are officialized by the decision relevant faculty committee and the consent of the Senate. (3) Total credit load required to graduate from the relevant department,designated compulsory and optional courses, weekly theoretical, practical and laboratory classes and credits of these courses are defined with their potential preconditions.for each semester, total credit amount of the classes and the applications is 30. (4) Upon the recommendations of the relevant administrative body, the adjustments in course schedule and the courses are carried out by Senate as indicated in academic calendar, with consideration to their effect on the study programme of the students.the conduct for accreditation and orientation of the affected students to the new programme is also determined by the Senate decision. These adjustments are put into practise by the beginning of the first semester following Senate decision. (5)Course programme is comprised of compulsory and optional courses. (6) Compulsory courses are comprised of Atatürk s Principals and History of Turkish Revolution, Turkish Language courses and the compulsory undergraduate courses. (7) Optional courses that are included in the course programme are classified as general optional courses or area optional courses. Area optional courses are classes that are conducted by other departments and are outside the scope of the relevant department s compulsory courses and the area optional courses. Tuition and Scholarship Article 14 (1) At university, education and instruction are liable to tuition fees. Annual education and instruction fees and conditions of payment are re-determined and announced by board of trustees. Mid-term education and instruction fees amount to the half of the whole academic year s tuition.

4 (2) Students are liable to pay their tuitions annually according to the principals set by the board of trustees.the student who does not meet the terms for the payment of tuition is not registered or reregistered to the university. These students are not considered absent and may not benefit from students rights. (3)Annual tuition does not involve summer school fee. (4) Decisions taken by authorised bodies of the university are implemented in matters of the extent,attendance conditions and the distribution of the scholarships. Course Registration and Course Repetition Article 15 (1) In the beginning of the autumn and spring semesters,between the dates announced in academic calendar, students who fulfill the financial provisions of the university may register to the courses with the assistance and consent of their advisors. (2) The first two semesters, students are obliged to register all of the courses that are included in the course schedule of the relevant programme. (3)In relevant semesters,students are liable to register compulsory courses of the relevant department and to optional courses the type and number of which are designated in the programme. (4) Students are primarily required to repeat the courses that they had failed or withdrawn in the very first semester when these courses are anew conducted.in case the courses to be repeated are optional or formerly removed from the programme, instead,students are to take equivalent courses that are confirmed by administrative board. In this case, the credit of the corresponding course should be equivalent or more than the credit of the course that needs to be repeated.after registering to the courses that they need to repeat, students are obliged to register previous years courses which they had not taken before providing that they fulfill the pre-conditions and if any the conditions designated in the course programme. Course Load and Probational Students Article 16 (1) Course Load is the total amount of credits of the courses that a student takes in a semester. (2) In autumn and spring semesters, the regular course load is 30 credits and in summer school, the maximal course load is 15 credits. (3) At the end of any semester, students with cumulative GPA of 2.50 and above and students that are prospective to graduate in maximal 2 semesters may increase their course load by maximal 36 credits through the consent of their academic advisors and by their own will. (4)At the end of any semester, students with GPA below 2.00 are considered to be Probational Students.Probational students are not permitted to take courses above their regular course load. (5) Students course loads may not be below 24 in any semester.however; in certain circumstances,course load can be decreased by 18 credits through the consent of the academic advisor.this condition is not required for the students who are prospective to graduate in maximal two semesters. (6) Students who successfully go through their courses of minimal 60 credits are defined sophomores,students who successfully end their courses of minimal 120 credits are defined juniors and students who successfully complete their courses of minimal 180 credits are defined seniors. Course add-drop Article 17 (1) In autumn and spring semesters, dating from the beginning of the courses by the end of the second week, within the scope of course load provisions of this regulation, students can make

5 adjustments in the courses that they register,may add new courses or drop the courses that they had taken. Attendance Provisions Article 18 (1) Students are liable to attend all registered courses,practises,laboratory studies and the exams or academic studies required either by the above mentioned activities or by the relevant instructor. (2)70% attendance to theoretical courses,80% attendance to the practical courses is compulsory for the students. (3) Students attendance to the courses is monitored by the concerned instructor and is weekly announced on Student Information System. Student who does not fulfill the provisions of attendance to a course is considered to fail the relevant course and is not admitted to the exam of the course at the end of the semester. Examination, Make-up exams,objection to the Exam Results Article 19 (1) The course-description form for each course is announced to the students by the relevant instructor during the first week following the beginning of the courses. (2)Except for the courses that do not require examination by virtue of their content (e.g. Project and Laboratory courses) and apart from the courses that are approved by the Senate,minimum one midterm exam,one mid-term final exam and one make-up exam are conducted for all courses. (3)Students who have not taken the mid-term exams or could not attend the assessment-evaluation process submits an excuse paper to the relevant dean s office within three days following the exam.in cases of the acceptance of the excuse by the relevant administrative body,a make-up exam is conducted for the relevant mid-term exam. (4)As of the exam at the end of the semester, within 15 days,the instructor signs and submits the midterm exam results,examination documents and other assessment and evaluation documents.exam papers are kept at faculty/higher education institution. (5)Make-up exam is an examination for the students who has had the right to take the exam but has not taken it or for the students who has taken and failed the exam. Regardless of their GPA, students with midterm exam result of FF or U may take the make-up exam of the relevant course. (6)Within five days upon the announcement of their exam results, students may appeal to the dean s office through a petition with the demand for the re-assessment of their exam papers.the Dean or the Administration assigns the concerned instructor or the Head of Department within work days for the re-assessment of the student s paper. In case of a change in the student s midterm exam results depending on the re-assessment, the adjusted result shall be latest reported before the next semester s registration period, to the registrar s office with the decision of the concerned Administrative commitee. Final Grades Article 20 (1) At the end of the semester,students success rate is determined based on the classroom average with consideration to the assessment criteria defined in course-description form.this assessment type which is named Relative Evaluation System is conducted by the instructor who teaches the course with consideration to the statistical distribution of the grades and the class average. As a result of this assessment, the relevant instructor gives each student a letter grade that designates his success rate. The lowest passing grade is DD. Students that fail the exam are liable to FF grade

6 while student who fail due to absence are liable to NA grade.letter grates and coefficients that affect the average grade are specified below ; LETTER GRADE COEFFICIENT AA 4.00 BA 3.50 BB 3.00 CB 2.50 CC 2.00 DC 1.50 DD 1.00 FF 0.00 NA 0.00 (2) In case of success in courses that do not affect the average grade yet of which credit is counted in, S grade is used. In case of failure in courses that do not affect the average grade yet of which credit is counted in,u grade is used.these courses are determined by the Senate. (3) The definitions for other Letter Grades that do not affect the average grade are specified below; (a) T Grade; T grade is used by the application of the student and the administrative board decision for the transfer of student s course that had been taken at another higher education institute.these courses do not affect the average grade, yet their credit is included in the credit that is being completed. These courses are included in the transcript. (b)i Grade; I Grade is used in cases when the student could not fulfill some of the courses conditions due to a reason that is acknowledged by the instructor.the student is expected to transform his I Grade to Letter Grade by completing the necessary requirements.otherwise,student s I Grade converts to FF for the courses that affect his average grade and converts to U Grade for the courses that do not affect his average grade.however; in cases when the student s excuse is still considered viable due to valid reasons,this period could be maximal prolonged until the course registers of the next semester through the appeal of the instructor and the decision of the administrative board. (c)w Grade; W Grade is used for the courses that through the consent of his academic advisor the student may withdraw until the date designated in the autumn and spring semesters academic calendar.in a single semester, students may maximal be withdrawn from one course, and from maximal 6 courses during his entire university education.students shall not not be withdrawn from the courses they are obliged to repeat, from the courses they had already been withdrawn,from summer school courses and the courses of the first two semesters. (d)m Grade; M Grade is given to students who pass the exemption exam that is conducted by the concerned department involving the courses that has been determined by the Senate. Calculations of the Grade Point Average Article 21 (1) The success rate of the student is annually observed at the end of each semester by Midterm Point Average and Grade Point Average.The total point that a student gets from one course is calculated by multiplying the credit of the course and the Midterm grade coeffiecient.midterm Point Average is calculated through the division of the total point of the registered courses by the total credit

7 of these courses. GPA is calculated through the division of the registered courses total point that the student gets by the total credit of these courses.the two orders of the aquired average after the comma are demonstrated. The final grade and credit of the repeated courses is used for the calculation of GPA, yet all of the repeated courses are demonstrated in the transcript. Error of Fact In Gradings Article 22 (1) Correction of the potential errors in the announced Midterm Grade Points are conducted by the notice of the concerned instructor and the consent of the Dean/Administration.The corrections are to be made by the missing grades (I Grade) submission dates that are indicated in the academic calendar.corrections that are made after this date are to be noticed to registrar s office by latest before the beginning of course registrations of the next semester. Graduation and Diploma Article 23 (1) At the end of any semester, students who succeed in all the courses of the registered BA programme, fulfill the required credit point and project type of liabilities with minimal GPA of 2.00 gains the right to get a bachelor s diploma through the decision of the concerned administrative board.the name of the Bachelor s programme that the student accomplishes is stated on the diploma. Graduation date corresponds to the period when the administrative board takes the decision for graduation. (2)Except for internship,students who do not have an NA grade in the course programme,who got FF from maximal two courses or students whose GPAs are below 2.00 although they have passed all their course exams are given the right for a supplementary exam.supplementary exams are conducted from the beginning of the midterm when the examination right is given until the beginning of the next semester only for the courses from which examinations student had got FF,DD,DC. In order to graduate, during his university education, a student may only benefit once from the right for a supplementary exam. (3) Upon request and the decision of the concerned administrative committee,students who succeed in compulsory and optional courses within 4 years of his Bachelor s degree programme with minimum GPA of 2.00 are given an associate diploma that bears the name of the registered Bachelor s degree programme. (4) Students who complete their university education without loss of semester,disciplinary punishment and with a GPA of 3.50 and above are given a High Honour degree. Students who complete their university education without loss of semester and disciplinary punishment with a GPA of with a Honour degree which is stated in their diplomas. Notification and Adress Information (1) All notifications which are registered to the adress that the student has notified during the registration and are announced at the notification unit are considered to be completed. (2) Despite changing the adress that they had notified during registration to the higher education institution,students who have not informed the change to the student affairs or students who have given wrong or inadequate adress information, are notified to their current adresses indicated at university documents and these notifications are considered valid.

8 Disciplinary Action PART 4 Disciplinary Action,Leave of Absence and De-registration Article 25 (1) The disciplary action for the students are conducted based on the Higher Education Institutions Student Disciplinary Code published in National Gazette date 18/8/2012 number (2)Students who are suspended shall not continue their education and attend social activities or enter university premises during the suspension period. Leave of Absence Article 26 (1) Students may apply to the faculties for a Leave of Mid-term absence on condition that they provide documented evidence for situations such as health,military service,familial,financial,abroad-education excuses.students are considered to be on the leave of absence providing the consent of concerned administrative board. Leave of Absence is not included in students education period. (2)Students are granted with the leave of absence once in maximal two semesters, and in total 4 semesters during their academic aducation. (3) In order to be considered on the leave of absence, the student who had applied for leave of absence until the last working day of the fourth week following the beginning of the courses, is liable to pay 25% of the semester tuition for one semester leave of absence and 25% of annual tuition for one year.tuitions that students pay to the semesters for which they demand leave of absence shall not be accounted for the following semesters.for Leave of Absence appeals that are made after this article, students are liable to pay the total amount of tuition fees.appeals for leave of absence after the last working day of the tenth week following the beginnning of the courses are not received for consideration. (4)In case of approval for the leave of absence appeal,the decision of the concerned administrative committee on the date is considered to be the beginning of leave of absence period. (5)The courses that students are to take during the relevant semester are deleted from the semester s registration in case that their leave of absence appeal is approved and on condition that they meet the financial reqirements. (6)Students on Leave of Absence shall not benefit from university facilities and student rights during their absence. (7)Following the end of their leave of absence,students continue their academic education by paying their tuition fees and registering to the courses.students should appeal with a petition to the relevant faculty in case they want to return university before the end of their leave of absence.on condition that the appeal is approved by the concerned administrative committee, the tuition fee which had been paid by the student for leave of absence semester is substracted from the tuition fee of the semester in which student continues his education. De-Registration Article 27 (1) Students may anytime deregister by appealing to the registrar s office.in appeals for deregistration,financial requirements and applications are specified below; (a)students who appeal for de-registration until the end of the last working day of the course add-drop period in autumn and spring semesters are not required to pay regular semester tuition fees or the charges for university facilities.if made, the payment is reimbursed. For the reimbursement, student is

9 required to fulfill all financial liabilities of the university and the non-damaged return of all the materials and equipment provided by university. (b)until the last working day of the fourth week following the beginning of the classes in autumn and spring semesters, students who appeal for de-registration is required to pay 25% of the semester tuition fee. In case the student has paid more than 25% of the semester tuition fee,the extra amount is reimbursed. For the reimbursement, student is required to fulfill all financial liabilities of the university and to un-damaged return all the materials and equipment provided by university. (c) In appeals for de-register made after the last working day of the fourth week following the beginning of the courses, students are required to pay the total tuition fee of the semester. (d)the students registered courses of the relevant semester are deleted from their registration due to their appeal for de-registration that is made until the date indicated as the end of the courses in the academic calendar.the courses which are registered in the relevant semester and their grades are included in the registration records of the students who appeal for de-registration after the deregistration date above mentioned. Conditions of Non-Provision PART 5 FINAL PROVISIONS Article 28 (1) In non-provision conditions of this regulation;other relevant legislation provisions,yök (Turkish Council of Higher Education),Senate and University Administrative Committee decisions are implemented. Enforcement Article 29 (1) This regulation comes into force on the date of its publication. Conduct Article 30 (1) The provisions of this regulation are conducted by the rector of Süleyman Şah University. (1) The adjustmens in this regulation have come into force as of the beginning Autumn Semester.
