J O B D E S C R I P T I O N POST CONSULTANT OBSTETRICIAN and GYNAECOLOGIST DURATION Commencing 1.9.2015 LOCATION REPORTS TO RESPONSIBLE TO Western Health and Social Care Trust based at South West Acute Hospital, Enniskillen. Lead Clinician in Obstetrics & Gynaecology, Southern Sector of Western Trust Director of Women and Children s Services (Managerial) Medical Director (Professional) Purpose of Post The successful candidate will provide on-call cover for one of the fulltime consultants plus outpatient and theatre work up to and not exceeding 10 PA s. as part of a team of then 4.5 whole time equivalent consultants. This is a consultant lead service providing the full range of inpatient and outpatient obstetrical and gynaecological services including Colposcopy, Urodynamics, Outpatient Hysteroscopy, but excluding gynae-oncology, within the southern sector of the Western Trust. All full range of services is provided at the South West Acute Hospital, as well as day case surgery and a full range of outpatient services at Tyrone County Hospital (Omagh). The whole time equivalent Obstetricians/Gynaecologists operate a 1:4.5 on-call rota with a pro rata prospective cover arrangement. The unit facitlitates approximately 1300 births per year. The consultant team are supported by Junior Medical staff consisting of 7.5 Specialty doctors and 2-3 ST1-2/GP trainees. They are providing a key role in the promotion of the service including development and implementation of plans to encourage the use of Obstetric/Gynaecological services provided by the Trust. General Description The southern sector of the Western Trust provides services to a population of approximately 115,000 and is responsible for the provision of a complete range of Health and Social Care services in hospital and in the community. There are two hospitals in the southern sector of the Western Trust which are 28 miles apart. These are the new South West Acute Hospital (SWAH) in Enniskillen, which opened on 21.6.12, and Tyrone County Hospital, a local hospital in Omagh, providing outpatient and minor day surgery service. There are plans for a new-built local hospital in Omagh. Completion for this is anticipated for 2016. 2

South West Acute Hospital: The new 276m South West Acute Hospital opened for patients on the 21 June 2012. The hospital is located to the north of Enniskillen. The site is at Wolf Lough, off the main A32 Enniskillen to Omagh Road and approximately 1 mile from Enniskillen town. The new acute hospital provides up to 312 in-patient and day-case beds. The new hospital delivers a wide range of services including acute medicine, surgery, older people and paediatric services; day and elective surgery, critical care, accident and emergency services, imaging and diagnostics and consultant-led maternity services. Also included in the new development is staff and key worker accommodation. The model of care promotes the delivery of safe, accessible, sustainable, equitable, affordable, high quality services, working in a network with other hospitals. At the core of the Trust s new model is a focus on providing a better patient experience and improved patient outcomes. Tyrone County Hospital Tyrone County Hospital is an enhanced local hospital which offers a range of services, including a 24-hour Urgent Care and Treatment Centre, cardiac assessment unit, renal unit, inpatient rehabilitation and palliative care services, day case theatres, X-Ray, laboratory and a comprehensive range of outpatient services. 3

The hospital site consists of a range of buildings including: Main Hospital Block ward areas, medical imaging, theatres, day case unit, renal unit, urgent care and treatment centre, women and children s centre and cardiac assessment unit) Outpatients Department (OPD) Post Graduate Centre Riverside House (Outpatients department, diabetes unit, ear, nose and throat unit, audiology, physiotherapy) Nurses Home / Administration Laboratory The new Local Hospital for Omagh is due to Open in 2018. Key Clinical Tasks The postholder will share the responsibility for all Inpatient (at SWAH site), Outpatient and Day Case services at both sites. Participate in the On-call rota with the other Consultant Obstetricians/Gynaecologists as detailed above. Share in the provision of Outpatient antenatal and gynae, services at SWAH and Tyrone County, Omagh, (28 miles) as required. Will develop a special interest session at 1 PA /week suitable for and appropriate to the needs of the unit Key Organisational Relationships Provide advice to the Director of Women and Children s Services in the Western Trust via the Lead Clinician and Clinical Director on all aspects of Obstetric and Gynaecology Responsible to the Medical Director for the maintenance of personal professional standards. Participate in risk management and the clinical and corporate governance structures within the Western Trust. Set out a clear work plan for Junior Medical staff and provide appropriate supervision at all times. Participate in the teaching and development and assessment of undergraduate medical students and postgraduate medical staff. 4

Participate when required in Maternity Services Liaison Committee or on any other consumer forum, which may develop. The postholder will be a member of the Trust Medical Staff Committee. The postholder will work as part of a wider clinical network, particularly in relation to the management of cancer cases with the Cancer Centre and Cancer Unit. Responsibilities a) Quality The Obstetric/Gynae consultant team will establish protocols and systems for setting and monitoring standards of care, reviewing effectiveness and efficiency of practise in light of available evidence and recommended guidelines. The Obstetric/Gynae consultant team will assist with the development and implementation of systems that measure the level of services providing best practice standards offered by the Trust The Obstetric/Gynae consultant team will participate in medical and clinical audit activities and apply the results to improve the service. A yearly programme identifying priorities for audit will be agreed. b) Managerial Work with consultant colleagues, Clinical Services Manager, Senior Midwifery/Nursing staff and others in formulation/updating policy guidelines and initiatives to develop and enhance services within the Trust Undertake administrative duties associated with patient care to ensure arrangements are in place to meet quality standards for appointments and discharge procedures etc within contracts. Take part in annual appraisal and revalidation as required by the GMC. c) Information 5 The post holder will liaise with Business Services on the preparation, collection and dissemination of statistics and other information in relation to the provision and planning of this service.

Office Accommodation and Secretarial Support The appointee will have office accommodation provided in the South West Acute Hospital and will share existing secretarial support staff. The systems used to support administrative and information are largely computerised and all clerical support staff are trained in diagnostic coding, audio typing and all other office automation and clerical tasks. Library Facilities There are Medical libraries in SWAH and Tyrone County Hospitals, which are supplied with books by the Medical Library of Queen s University, Belfast. Both libraries have a personal computer with CD ROM facility and have Cochrane Database installed. The Maternity unit has it s own education suite with computer access, printed and electronic educational material, as well as equipment for practical skills training. 6

Qualifications and Continuing Medical Education Applicants are expected to hold an appropriate higher medical qualification and to have extensive appropriate experience and training in obstetrics and Gynaecology. The Trust is committed to Continued Medical Education. It is anticipated that in addition to Research and Audit, appropriate time will be set aside to facilitate Continued Medical Education requirements. The successful candidate will be expected to enrol in the CPD program of the Royal College of Obstetricians and Gynaecologists. Terms and Conditions Remuneration The successful applicant will be offered a 10 PA contract under the new consultant contract (Northern Ireland). This will include prospective cover as well as predictable and unpredictable on-call. A 5% on-call supplement, category A will apply. Contributions will be payable under the Health and Social Service Superannuation Scheme. There is reciprocity between Northern Ireland scheme and that in operation in mainland Britain. Hours The hours of work will be determined by the Obstetric/Gynaecology services offered by the Trust. Substantial leave periods should only be taken by one consultant at any one time. Start Date Appointment to the post will be 1 st of September or as soon as possible thereafter, subject of the period of notice required by the successful candidate. Residence The post will be based at the SWAH. The post holder must live within 10 miles of the SWA hospital and must maintain contact with the public telephone service. Registration and Defence Registration with the GMC must be maintained. The Trust bears responsibility for claims of Dental/Medical negligence against practitioners occurring in the course of their Health Service employment. Practitioners are advised to maintain their defence body membership in order to ensure that they are covered for any work, which does not fall within the scope of the indemnity scheme. Private Practice Private practice is regulated according the terms and conditions of the new consultant contract (Northern Ireland). 7

Medical Examination Any offer of appointment will be subject to the completion of a satisfactory general health assessment. This will be arranged by the Trust. Locality Profile The post is based on the outskirts of the island town of Enniskillen at the new South West Acute Hospital with outpatient and day care services at the Tyrone County Hospital in Omagh (28 miles away). The successful applicant will join four other Consultants in post to make a 1:4.5 whole time equivalent roster and will be involved in the general delivery of obstetrics and gynaecology services to this largely rural population. The unit currently delivers approximately 1300 babies per year. Enniskillen is a busy market town between upper and lower Lough Erne and is a centre for tourism and water sports. It has friendly people, excellent schools, shopping, theatre, cinema and sports facilities.
