The vital output of this project is multi-hazard risk maagemet ad sustaiable recovery plas at commuity, Pachayat ad other admiistrative levels (Block/Taluka, District ad State) i some of the most multi-hazard proe states ad districts, ad stregtheig istitutios resposible for sustaiability ad replicatio of these efforts. At the atioal level this programme seeks to provide support to the Miistry of Home Affairs to set up a istitutioal framework for disaster preparedess, respose, prevetio ad mitigatio ad would be used as a platform to lauch the iitiatives evisaged i the Natioal Disaster Maagemet Framework. The programme will help boost capacities at all levels with special emphasis o wome, to address disasters through a itegrated approach for reducig socio-ecoomic ad evirometal vulerabilities. Phase I of the project was approved i August 2002 with UNDP iputs of US$ 2 millio. Govt of Idia / Uited Natios Developmet Programme Disaster Risk Maagemet (DRM) Programme Commuity Based Disaster Preparedess ad Risk Reductio Through Participatio of Commuities ad Local Self Govermets Summary of the Programme: UNDP has bee supportig various iitiatives of the cetral ad state Govermets to stregthe disaster maagemet capacities for early a decade. UNDP proposes to accelerate capacity buildig i disaster reductio ad recovery activities at the atioal level ad i some of the most-vulerable regios i the coutry through commuitybased ad geder sesitive approaches with two sub-atioal Networkig Hubs. It is desiged to assist the states i the coutry, which are most proe to atural disasters such as Gujarat, Orissa, Bihar, Tamil Nadu, West Begal, Maharashtra, Delhi, Uttar Pradesh, Uttarachal, Assam, Meghalaya ad Sikkim. The thematic focus will be o awareess geeratio ad educatio, traiig ad capacity developmet for mitigatio ad better preparedess i-terms of disaster risk maagemet ad recovery at commuity, district ad state levels, ad stregtheig of state ad district disaster maagemet iformatio ceters for accurate ad timely dissemiatio of warig. Specialized support to Miistry of Home Affairs (MHA) would be provided to eable them to set up the istitutioal ad admiistrative system for disaster risk maagemet. [Ref: Vulerability Atlas, Govt of Idia]. [Attached- Aexure-IA: List of most multi-hazard proe districts i the coutry idetified for the programme.] The overall goal of the programme is Sustaiable Reductio i Disaster Risk i some of the most hazard-proe districts i the selected States of Idia. Easter ad Wester Idia have bee suggested as the preferred locatios of the two Networkig Hubs for disaster risk maagemet as they are strategically located i terms of lessos leart from the disasters they have experieced i the past. They have all the features of disaster-proe areas give their high degree of vulerability. These two etworkig hubs will also facilitate better liasioig with state couterparts ad would cotribute to UNDP s atioal efforts i stregtheig capacities for disaster risk maagemet. This programme would also dovetail all atioal programmes supported by UNDP, especially pro-poor iitiatives, ucertaity reductio, ad vulerability adaptatio ad assessmet uder the UN Framework for Covetio o Climatic Chage. To achieve the programme results, resources required for the DRM programme i 125 most-hazard proe districts of 12 States would be approximately US$ 27 millio over a period of six years. This programme forms the ucleus of a much larger programme for which resources would be mobilized uder a multi-door framework costituted by Govt of Idia to achieve the overall goal of the programme. Govt of Idia-UNDP have earlier approved US$ 2 millio from CCF-I to iitiate the programme i 28 districts of Orissa, Bihar ad Gujarat alog with atioal level capacity buildig support to the Miistry of Home Affairs (MHA). 3
The Commuity based approach that was evisaged i the programme has bee wellreceived by commuities, Pachayati Raj Istitutios (PRIs) ad State Govermets i the 3 pilot states i Phase I, where successful parterships have bee established with Govermets, civil society, as well as private sector. A group of iteratioal ad atioal experts evaluated the approach ad process uder this programme, ad rated it as a effective ad sustaiable iitiative. The team also oted that the approach ad scale make it a pioeerig iitiative. Followig the successful iitiatio of activities i Phase I, The Govermet of Idia has formulated The Natioal Disaster Maagemet Framework ad Roadmap for the coutry with UNDP support, makig this programme a platform for future Natioal iitiatives i disaster risk maagemet. The Govermet of Idia has take iitiative i mobilisig resources for this programme from bilateral ad other fudig parters. It is ow proposed to utilize additioal US $ 5 millio for (1) Natioal ad state level vulerability reductio strategies (2) developmet of risk ad vulerability reductio idices (3) multi-hazard preparedess ad mitigatio plas i 45 districts i te most-disaster proe states of Idia. Need for creativity, flexibility ad multiple parterships i implemetatio of this Programme are crucial factors ad thus, MHA would execute the programme uder Natioal Executio (NEX) guidelies with UNDP Coutry Office Support for the resources from Coutry Cooperatio Framework. Part I A: Situatio Aalysis The Idia sub cotiet is highly proe to atural disasters. Floods, droughts, cycloes ad earthquakes are a recurret pheomeo i Idia. Susceptibility to disasters is compouded by frequet occurreces of mamade disasters such as fire, epidemics etc. Betwee 1988 ad 1997, disasters killed 5,116 people ad affected 24.79 millio every year. The chagig topography due to evirometal degradatio has also icreased the vulerability of the coutry. I 1988, 11.2 % of total lad area was flood proe, but i 1998 floods iudated 37% geographical area. Two major disasters that Idia has experieced i the recet past are the Super cycloe i Orissa (1999) ad the Earthquake i Gujarat (2001). Frequet disasters lead to erosio of developmet gais ad restricted optios for the disaster victims. Physical safety especially that of the vulerable groups is routiely threateed by hazards. These two major disasters have very clearly illustrated that we eed multi-hazard prevetio, respose ad recovery plas for atural hazards so that threat to huma life ad property is miimized. Disaster risk maagemet is essetially a developmet problem ad thus ay preparedess ad mitigatio plaig will have to be take up i tadem with evirometal cocers that the coutry is facig today. The Govermet of Idia has set up a Natioal Committee o Disaster Maagemet (NCDM) uder the Chairmaship of the Prime Miister. The recommedatios of this Natioal Committee would form the basis of atioal disaster risk maagemet programme ad stregtheig the atural disaster 4
maagemet ad respose mechaisms. The High Powered Committee [HPC] o Disaster Maagemet was earlier costituted i August 1999. The madate of the HPC was to prepare Disaster Maagemet Plas at Natioal, State ad District level ad also suggest stregtheig of existig arragemets. The recommedatios of the HPC relatig to the distributio of relief ad huma resource developmet that primarily cocers the States have bee commuicated to the States for appropriate actio. The Miistry of Home Affairs i the Natioal Govermet is the ew odal miistry for disaster maagemet. Disaster maagemet is deemed to be a state subject ad differet states have iitiated efforts to stregthe their agecies resposible for disaster maagemet. Orissa State Disaster Mitigatio Authority (OSDMA) ad Gujarat State Disaster Maagemet Authority (GSDMA) were costituted after two major disasters that the respective states experieced. They are autoomous agecies of the respective state govermets, ad UNDP has bee workig closely with both these agecies. UNDP s parterships with the atioal ad state istitutios have bee based o the liks that atural disasters have with scarcity, iequality ad vulerability. This Programme essetially aims at stregtheig commuity, local self-govermets ad district admiistratios respose, preparedess ad mitigatio measures i some of the most vulerable districts [ref: Vulerability Atlas, GoI] alog with states ad atioal respose. The key elemet of this programme is establishig likages betwee the Govermet ad civil society respose plas ad capacity buildig of Govermet istitutios ad the local self-govermets i disaster mitigatio, preparedess ad recovery. Pachayati Raj ad Urba Plaig Istitutios at all levels i the selected districts would be directly ivolved i the plaig process to esure sustaiability of these iitiatives. A wide represetatio of wome is evisaged i this project durig the plaig process. Selfhelp groups of wome i the programme areas would be directly ivolved i the disaster risk maagemet programme. This project will work closely relevat Govermet departmets ad istitutios at the atioal ad State levels. Learigs from this programme will feed ito the atioal capacity buildig programmes of the Govt of Idia, ad the global kowledge base o disaster risk maagemet. Part I B: Programme Strategy UNDP iteds to support atioal ad state efforts i disaster maagemet with emphasis o the most multi-hazard proe districts by stregtheig the capacities of the commuities, local-self govermets ad districts to deal with future disasters. This programme desig is based o UNDP support to the states of Orissa ad Gujarat after the two disasters these states experieced. There is a eed for capacity buildig at each level: commuity, ad local self-govermets i both urba ad rural areas, district ad state admiistratio ad atioal istitutios. O the basis of the Vulerability Atlas prepared by Buildig Materials Promotio ad Techology Coucil (BMPTC), Govermet of Idia, UNDP ad Miistry of Home Affairs 5
have idetified 199 multi-hazard proe districts i the coutry. UNDP would focus o all multi-hazard proe districts i select States, which are extremely vulerable to atural hazards such as Gujarat, Orissa, Bihar, Tamil Nadu, West Begal, Maharashtra, Delhi, Uttar Pradesh, Uttarachal, Assam, Meghalaya ad Sikkim for a comprehesive programme o disaster risk maagemet. I this programme, a multi-proged strategy would be adopted: Support to Miistry of Home Affairs for esurig admiistrative, istitutioal, fiacial ad legal mechaisms for disaster risk maagemet. Support Natioal Govermet [MHA] efforts i stregtheig its role i commuity ad local self-govermets preparedess ad respose, icludig support to Natioal Civil Defese College [NCDC] & Natioal Fire Service College [NFSC]. Comprehesive disaster risk maagemet programme i the selected 125 most vulerable districts fallig i Gujarat, Orissa, Bihar, Tamiladu, West Begal, Maharashtra, Delhi, Uttar Pradesh, Uttarachal, Assam, Meghalaya ad Sikkim i two phases. These states are exposed to various atural disasters ad stregtheig disaster prevetio, respose ad recovery i all multi-hazard proe districts would miimize disaster risk. Disaster Risk Maagemet ca be addressed i three ways: structural measures, ostructural measures ad establishig failsafe commuicatio etworks. Structural measures 6
would reduce the impact of disasters ad o-structural measures would ehace the maagemet skills ad improve capacities of the commuity, local self-govermets, urba bodies ad the State authorities to prepare, prevet & respod effectively to disasters. No-structural measures are of utmost importace, ad iclude vulerability mappig, risk assessmet aalysis, hazard zoig, ivetory of resources to meet the emergecy, etc. The project evisages the followig: Appropriate specialized support to Miistry of Home Affairs (MHA) for settig up the system ad framework for disaster risk maagemet. MHA aims to address the disaster risk maagemet eeds of the most multi-hazard proe districts i 12 states of Idia through this programme. Executio arragemets Miistry of Home Affairs, Govt of Idia would execute this programme uder Natioal Executio [NEX] guidelies. The programme ivolves parterships at differet levels ad with differet stakeholders. It aims to reach most multi-hazard proe states ad districts ad thus it has a multi-state focus. The programme seeks to establish close partership with commuities ad civil society orgaizatios. Programme demads greater flexibility, creativity ad iovative approaches for atural disaster risk maagemet. I view of the complexities ivolved i the implemetatio. Istitutioal arragemets Coordiatio at the Natioal level: The Miistry of Home Affairs, Govermet of Idia will be the odal agecy at cetral level for smooth executio of the programme supported out of Coutry Cooperatio Framework resources. There would be a Programme Maagemet Board (PMB) headed by the Secretary, MHA to provide overall guidace to the programme. Programme Steerig Committee (PSC) headed by the Joit Secretary [DM] i MHA would be costituted, which will meet i every quarter to review the progress of the programme. 13
Moitorig at the State level: I each state, a State Steerig Committee (SSC) headed by Chief Secretary will review the programme at periodic itervals. The committee may cosist of executig agecies, implemetig agecy ad UNDP. The atioal odal agecy, Miistry of Home Affairs would be provided support to develop atioal disaster risk maagemet framework, stregthe the istitutioal, admiistrative, techo-legal ad legal systems for disaster risk maagemet. Nodal agecies i each of the twelve states would be provided the support of oe traied State Project Officer specialist o Commuity Based Disaster Risk Maagemet for developmet of disaster risk maagemet plas. For smooth executio ad to esure sustaiability, State odal agecies will take support of the existig traiig istitutios/ resource uits i the state for up gradatio of the disaster risk maagemet pla ad the traiig capabilities of the differet stakeholders. I additio to this a Egieer specialist o disaster resistat/ cost effective techology [Natioal UN Voluteer] would be provided to each programme district to stregthe the techology trasfer i housig sector traiig of masos ad egieers for hazard-resistat housig programme, model retrofittig iitiates ad rooftop raiwater harvestig features. Appropriate programme maagemet system would be put i place for effective implemetatio of the programme. The etire programme would be oversee ad maaged by a seior professioal of prove project maagemet capabilities. The state offices would also facilitate i udertakig research activities ad providig support to each programme state with traiig maual, guidelie ad developmet of database with other UNDP supported programmes such as stregtheig of regioal resource ceters for Pachayati Raj Istitutios, support to ATIs uder admiistrative reforms programme, programmes i the eergy ad eviromet sector ad all commuitybased pro-poor iitiatives etc. Village/ward based multi-hazard preparedess ad respose plas would be prepared by the local istitutios ad likages with the existig developmetal programme would be established to address the causes of vulerabilities. Local-self govermets at all levels would be directly ivolved i these exercises for sustaiability of the programme i log term. Disaster Maagemet Specialists ad experieced project maagemet professioals, who have expertise i disaster risk maagemet at the commuity levels i post-disaster 14
situatios, would work with state ad district govermets, civil society parters ad commuities. III C: Implemetatio Process The disaster maagemet pla would start from the village/ward level ad would be cosolidated through similar plaig at the Pachayat, Block, District ad Urba Local Bodies levels i the selected districts. A cadre of village voluteers would be created to carry out the village based atural disaster risk maagemet programmes i the select programme districts. These Village Voluteers will be draw from the commuity with the help of civil society orgaizatios such as NCC, NSS, NYKS, Scouts ad Guides ad Civil Defece etc. The plas would focus o the disaster risk prevetio ad early recovery through commuity-based preparedess ad respose plas, skill developmet for costructio of hazard-resistat housig ad ehaced access to iformatio as per the eed of the commuity. Iformatio Techology Specialists would be resposible for developmet of disaster database at state ad district levels for emergecy respose. 28 districts will be covered uder the massive village based disaster preparedess programme icludig developmet of village cotigecy pla, Gram Pachayat, Block ad district disaster maagemet plas ad formatio of Disaster Maagemet Committees ad DMTs i the year of 2002 2004 ad remaiig districts will be covered by the ed of 2007 i phases. Uder Phase-I, three states amely Orissa, Gujarat ad Bihar will be covered all vulerable villages i the selected 28 districts for developmet of cotigecy plas. Phase I: The programme will stregthe the disaster risk reductio iitiatives of the Miistry of Home Affairs [Govt of Idia], the states of Orissa, Gujarat ad Bihar ad 28 districts from these three states i first two years uder CCF-I. Eviromet buildig ad iitiatio of the atural disaster risk maagemet programme will be also part of the programme ad iitiated i all levels simultaeously i these three states alog with atioal ad state cosultatio for strategy developmet for sustaiable recovery ad massive awareess campaig, trasformatio of techology, database etc. Some of the activities will be take up i the third year of the programme implemetatio depedig o the availability of resources. Phase II: Remaiig 97 most vulerable districts i ie states of Idia would be covered i Phase II depedig o the availability of resources uder CCF II ad resources mobilized from doors for disaster risk maagemet programme. The State offices would provide required specialized programme implemetatio support to stregthe the state odal agecies ad civil society parters i the Programme states for implemetatio of this programme. Natioal Istitute of Idustrial Security, Hyderabad [CISF]/ State Admiistrative Traiig Istitutes would be etrusted to trai the State govermet fuctioaries, Civil Society respose groups ad state taskforce o disaster maagemet. Research ceters ad academic istitutios i differet states would be egaged to carry out studies of existig system for disaster respose ad recovery i the state alog with traditioal copig mechaism i the commuities for developmet of appropriate strategies ad would be followed by field-testig. 15
The State Nodal Authorities, Pachayati Raj Departmets / Urba Bodies ad atioal orgaizatios such as NYKS ad NSS would play major role i the implemetatio of the programme. The followig activities will carried o i partership with state odal agecies ad civil society respose groups. Awareess Campaig Strategy: A effective disaster risk maagemet campaig strategy will be developed i cosultatio with all stakeholders of the selected states for public educatio to take prevetive measures i the wake of atural hazards to miimize the loss. The state odal agecy with the help of civil society respose groups would take up a massive awareess campaig through out the selected districts for preparedess through rallies, mass meetig, differet competitios like essay, debate, drawig etc. amog school studets, posters, leaflets. Similarly wall paitigs will be doe i each village explaiig Dos ad Do ts of various disasters, showig the safe shelters ad safe routes for evacuatio etc. Geder equity i disaster preparedess ad mitigatio: Special groups such as wome, disabled persos, childre, etc. are more vulerable i a emergecy situatio ad hece require special attetio. The programme will aim at stregtheig capacities of these groups to respod to disasters. Vulerability ad risk assessmet i all the multi-hazard proe districts would have special emphasis o wome ad childre. Adequate represetatio of wome i Disaster Maagemet Committees ad Teams shall esure their participatio i decisio makig i all stages of the disaster cotiuum. This would result i formulatio of geder equitable ad sustaiable commuity plas for disaster preparedess. Special traiig shall be provided to wome for ehacemet of their capacities to carry out the activities effectively. Capacity buildig of wome groups will iclude skill upgradatio i use of the latest kow-how for effective respose ad sustaiable recovery i disaster situatios. Mauals ad stadard operatig guidelies: Based o the experieces of Orissa ad Gujarat disaster preparedess programmes, the state odal agecies ad research uits will develop traiig mauals for Village, Gram Pachayat, Block, District ad State disaster maagemet team, mauals for developmet of cotigecy plas for differet hazards ad Stadard Operatig Procedures [SOPs] for all levels. The mauals would be prited i veracular laguages after field-testig. Traiig will be provided to the stakeholders to use the mauals ad widely circulated for replicatio of the programme. I all mauals special colum shall be there for copig mechaism of wome i disaster situatios. Formatio of Disaster Maagemet Team/Committees: Disaster Maagemet Teams (DMT) would be formed at differet levels to carry out the 16
activities durig emergecy for sustaiable recovery from disaster such as State, District, Muicipality, Block, Gram Pachayat, Commuity ad Ward. DMT at village/ward level would comprise of a group of 10-12 people i task-based groups such as Early Warig (EW), Search ad Rescue Operatio (SRO), First Aid & Water & Saitatio (FAWA), Shelter Maagemet (SM), Trauma Couselig (TC) ad Damage Assessmet (DA) groups. Similarly, DMT at Gram Pachayat, Muicipal ad Block level may be formed with the ivolvemet of people represetatives, members from local admiistrative system like local police, Medical Officer, Juior Egieer from Rural Water Supply ad Saitatio, Veteriary Assistace Surgeo / Ispectors, Reveue Ispector, Block Developmet Officers (BDO) etc. BDO would be the coveer of the team at the Block level. At the District level, the team may iclude District Collector (DC/DM), Superitedet of Police (SP), Chief of District Fire Services, Chief District Medical Officer (CDMO), District Public Relatio Officer (DPRO), Executive Egieers of Irrigatio, Roads ad Buildigs, District Civil Supply Officer, represetative of the NGOs/CBOs, Civil Defece ad others. The team will work uder the direct supervisio of District Collector. At the State level, the Chief Secretary will head the DMT. The team may comprise of Relief Commissioer/ Reveue Secretary, Secretary Home Depts, State Police Chief (IG), State Chief of Metrological Departmet (IMD), State Chief of Fire Services, Health Secretary, Secretary/Director (Aimal Husbadry), State Civil Supply Officer, Secretary commerce ad trasportatio, Director (NYKS/NCC/NSS), Chief Egieers of Irrigatio, Roads ad Buildig, represetatives from civil society orgaizatios ad others. I additio, there will be a Advisory Committee at each levels to facilitate the preparedess programme ad develop the atural disaster risk maagemet ad emergecy respose plas ad providig timely support to the DMTs. Traiig/ Capacity Buildig: State odal agecy ad UNDP will orgaize the Traiig of traiers (ToT) at state, district ad block levels to ehace the capacity of disaster maagemet committees ad prepare a core team to traiers ad traiig. Traiig would be a cotiuous process o disaster risk maagemet programme. The traied cadre will facilitate the process of cotigecy pla developmet at differet levels. Selected village voluteers will be provided with three modular traiig programmes to develop the village cotigecy plas. Oe or two voluteers will be selected by the PRIs/ CBOs/NGOs from their ow locality, based o their past experieces o relief ad rehabilitatio activities for facilitatig the process at village ad GP levels. More emphasis will be give to wome voluteers i developmet of village disaster maagemet activities. Specialized traiig will be orgaized at differet levels for the disaster maagemet team members for ehacemet of skills to effectively carry out their resposibilities such as warig dissemiatio, search ad rescue operatio, shelter maagemet, fist aid, trauma couselig ad damage assessmet etc. The DMT members will be provided a specific type of apro or jacket for easy idetificatio after the traiig. Adequate traiig will be provided to the wome DMTs to carry out activities durig emergecy situatio. 17
Exposure visit of the Govermet Officials, PRIs ad DMTs will be arraged to the best practice areas i sustaiable recovery ad preparedess o disaster risk maagemet for capacity buildig. Regular studies, research ad workshops will be coducted at state ad atioal levels o the vulerability aalysis, existig copig mechaism, revisio ad modificatio of the existig admiistrative, legal, techo-legal ad istitutioal systems, as per the suitability of differet localities ad eed of the areas. Traiig mauals, stadard operatig procedures ad documetatio of the best practices are importat compoets of disaster preparedess programmes ad will be developed for differet levels for easy adoptio, replicatio ad sharig. Developmet of disaster risk maagemet pla: The traied voluteers, govermet fuctioaries, CBOs/NGOs ad PRIs will facilitate the process of developmet of Cotigecy Pla [CCP] based o the vulerability of the areas ad available resources ad form the DMT as per the eed at village/ ward, Gram Pachayat ad Blocks disaster risk maagemet pla respectively. Palli Sabha, Gram Sabha ad Pachayat Samitis will approve all the plas respectively to make it as a part of the ogoig programme. The District Disaster Maagemet Committees will develop district multi-hazard risk maagemet pla with support from the UNDP District Project Officer ad prepare respose plas to meet the emergecy eeds after udertakig resource mappig ad vulerability aalysis. The pla will be based o the compilatio of all Block/Taluka disaster maagemet plas ad it will be approved by the Zillah Parishad. Based o the disaster preparedess ad respose pla there will be mock drills before disaster seasos to fid out the feasibility of the pla ad to esure greater role clarity of the key players. It will also esure the availability ad fuctioal coditio of equipmets ad resources. Demostratio Uit: Costructio of demostratio uit o disaster resistat ad cost effective techology i housig sector would be doe through traied masos ad egieers for wider dissemiatio ad adoptio of the techology i selected districts, which eable the commuities to adopt disaster-resistat ad cost-effective techologies. Traiig ad skill up-gradatio of egieers ad masos i costructio of multi-hazard resistat houses would lead to safer habitat for the commuity. Model retrofittig ad roof top raiwater harvestig iitiatives i some multi-hazard proe programme districts will facilitate i dissemiatio of structural mitigatio measures. Emergecy Rescue Kits: Support will be provided to the district admiistratio for havig a emergecy kit with some essetial equipmets like a boat, portable power geerator set, early warig equipmets, tets, power saw etc. to meet the emergecy eed at the time of atural 18
disasters like cycloes or flood or earthquakes. Each selected district will be provided the equipmet kit as per their eed. Equipmets will procure i cosultatio with state ad district admiistratio ad the maiteace will be the resposibility of the district admiistratio. Resource Ivetory data base: Support will be provided to each state to have a web eabled resource ivetory for mobilizatio of resources ad voluteers for emergecy. IT facilitators will support the state govermet for developmet of a resource database, which will updated regularly by the odal agecy to kow the status of the resource availability. Similarly, each state will have a list of voluteers with specific skill set- those who ca be utilized by the state odal agecies durig emergecies. Stregtheig state ad District Disaster Maagemet Iformatio Ceters: Necessary support will be provided i terms of equipmets like advace commuicatio equipmets such as computer with iteret facilities, HAM equipmets, FAX etc to the district cotrol room ad state cotrol room ad traiig to the fuctioaries to hadle the equipmets durig emergecy. Thus there will be well-equipped cotrol room at state ad district levels to dissemiate accurate warig for advace actio. These cotrol rooms will also provide platform for the coordiatio durig ad post emergecies. Vulerability ad risk idexig ad Report: Bechmarkig of vulerability ad risk would be attempted through atioal level research o the subject. Vulerability ad Risk Idex would evolve through a cosultative process. A atioal database would also be developed for assessmet of preparedess ad Risk Vulerability Reports. III D: Sustaiability Village disaster preparedess ad respose plas will be approved by the Palli Sabha/ Village meetig /assembly to make it a public documet. It will establish likages with the existig developmet programmes to reduce the vulerability of the areas. Similarly, the Gram Pachayat disaster maagemet plas will be the compilatio of all village plas, which will be approved by the Gram Sabha, ad Pachayat will edeavor to support mitigatio plas uder the aual developmet plas. The Gram Pachayat mitigatio pla will be reflected i the Pachayat Samiti pla ad Pachayat Samiti pla i the Zillah Parishad pla. This will be a ogoig process at all levels ad district mitigatio pla would be a sub-set of district aual developmet pla. Disaster preparedess ad mitigatio plaig will be a itegral part of all developmetal plaig process.
