1. INTRODUCTION AND WELCOME We are looking forward to once again welcome the Swedish Rally Championship to Karlstad and Rally Sweden. New for this year is that one of the special stages will actually cross the border into our neighbouring country Norway. Location The rally in will, as previous years, be based in Karlstad with stages run in the counties of Värmland and Dalarna. This year the competitors in the Swedish Championship will have the overnight parc ferme located in Hagfors. The service park will be established at Hagfors airport as in 2010. The set up of the service park will be on the tarmac surface of the runway. Elite Stadshotellet in Karlstad will once again host the HQ as the infrastructure and hotel capacity necessary for hosting the event is available in the city. Itinerary The total distance for the Swedish championship competitors is 679 km and the 8 special stages will cover 129 km in total. The rally will start from the service park I Hagfors on Friday 11 February and end at the super special stage on Färjestad trotting course Saturday 12 February. Section 1 will be run in the western part of Värmland including a regroup in the town of Torsby. Beside the Vargåsen stage presenting the famous Colins Crest jump, the highlight of the day will be the Løvhaugen stage, crossing the border twice between Sweden and Norway. During Saturday the drivers will cross the county border to Dalarna and run classic stages as Sågen and Fedriksberg. The day will also include the arena stage running down the ski slope in Hagfors, introduced in 2010 before the final stage at Färjestad trotting course. 5. SERVICE PARK 5.1 LOCATION The service park will be established at the airport in Hagfors. Each team/competitor will be allocated a designated space on the runway (tarmac surface) of 10 m x 10 m. NB-The driving way and access to each individual area is on the rear side of the allocated areas. A detailed drawing of the service park and the designated areas are enclosed in Appendix 4 Drawings. 5.2 SERVICE & AUXILIARY VEHICLES Service Vehicles Service vehicles (identified with Service plates issued by the organiser) are only allowed to enter and exit the Service Park. Service cars are only allowed to set-up at times according to Art. 5.4. The number of service plates allowed is included in the entry fee (Art. 4.4.2 in the Supplementary Regulations). Auxiliary Vehicles For access to the Auxiliary parking area the vehicles must carry an Auxiliary plate. If a team has space available in their designated area the auxiliary vehicles may be parked there. Additional Auxiliary plates may be ordered by using the order form included in Appendix 5. 5.3 RESTRICTIONS ON THE RUNWAY It is forbidden under any circumstances to drill holes in the tarmac or the ground at the Service Park. Teams and competitors are asked to bring weights for tents and others that need to be fastened. Note! Landing lights are positioned every 50 meter along the runway (1.7 meters from the tarmac). Competitors and teams are asked to be careful, especially at set up and removal of their service area. A fee of 4000 SEK will be charged for each broken landing light. 5.4 ACCESS TIMES FOR SET-UP Entrance for trucks is possible through the main gate only. For teams competing in the national class contact Fredrik Johansson +46 10 4492143 for directions to your allocated service area. All service vehicles must be removed from the service park at the latest at 24:00 on Sunday 13 February. 9

5.6 RETIREMENTS AND RE-STARTS See Art.12.5.4 in the Supplementary Regulations. A competitor who is retiring and do not wish to re-start must complete the retirement form in the Road Book and submit the form to the organiser as the earliest convenience. 5.7 FACILITIES The following services will be arranged by the Organiser at Service Park (without charge) Waste collection Public Toilets Water supply Lighting * Electricity For environmental reasons we ask teams and competitors to use power from our sole supplier TOPLAK, who will deliver power to all parties. Orders must be paid in SEK on site. Teams should bring cables in order to connect to the nearest distribution box. Closing date for order is February 1. For order power please contact Adam Magnusson +46 70 6854277 or by email adam@rallysweden.com Electricity cost per connection is: 1 x 230 Volts: 900 SEK 5.8 SECURITY The organiser has arranged a security company, for the over view control at the Service Park. 5.9 MEDIA FACILITIES Press facilities and result service for accredited media will be established next to the Service Park. 5.10 MEDICAL CARE A Medical centre will be established south of the office building (next to the car park) at the service park. 5.11 WATER SUPPLY Fresh water will be available at the Service Park. 5.12 RECYCLING For environmental reasons we kindly ask teams and competitors to use the recycling areas arranged at the service park (marked on the Service Park drawings). Garbage container will also be available for combustible waste. Oil, drums, spare parts etc may not be left on the runway under any circumstances. 5.13 CAR WASH For environmental reasons, it is strictly forbidden to wash car or trucks at the service park/airport. 6. RECONNAISSANCE See Art. 9 in the Supplementary Regulations and bulletin1. For competitors in the national class there will be two different options to perform the reconnaissance. Option1 Writing own pace notes: Recce check in & Administrative control on Monday 16:00 20:00 or Tuesday 06:00 08:00 at HQ in Karlstad. Perform recce during Tuesday 8 Feb and Wednesday 9 Feb together with competitors in the world rally championship. The purpose of this option is to give the competitors in the national class the opportunity to train in writing own pace notes. At this time there will be no pace notes available from the organiser. Competitors choosing to perform recce according to this option are not allowed to take part in the recce on Thursday 10 Feb. Two(2) passes through each stage are allowed. No recce on SS 16, Super Special Stage. Competitors in the national class wishing to perform recce according to option 1 must fulfil the recce registration form in advance and send the form to the organizer no later than Feb 3,. The form is enclosed in Appendix 5 Forms. Schedules for this recce is given in Appendix 1 - Itineraries. Option2 Recce with pace notes from organizer: Recce check in & Administrative control on Wednesday 17:00 22:00 at Media Center Hagfors Service Park. Perform recce during Thursday 10 Feb. Pace notes from the organizer are available. One(1) pass through each stage is allowed. No recce on SS 16, Super Special Stage. Competitors In the national class performing recce according to option 2 can hand over the fulfilled recce form at the time of Recce check in & Administrative control on Wednesday Feb 10,. The form is enclosed in Appendix 5 Forms. Schedule for this recce is given in Appendix 1 - Itineraries. 11

7. SCRUTINEERING INCLUDING MARKING AND SEALING 7.1 PLACE AND TIME NATIONAL CLASS Location: Svensk Bilprovning, Hagfors Date & Time: Thursday 10 February, 13.00 20.00 A detailed time schedule with individual times will be issued in bulletin. A map pointing out the location for the scrutineering is enclosed in Appendix 2. The administrative check has to be completed and the competition numbers and rally plates shall be affixed on the car before scrutineering. Competitors chosen to use the FIA Safety Tracking System has to be collected and installed according to given instructions before scrutineering, see Art 13.5 and Appendix 4. List of competitors to install the system will be issued in bulletin. 7.2 PREPARATIONS TO BE MADE BEFORE SCRUTINEERING Turbo and Restrictor All vehicles with turbo shall comply with the FIA regulation concerning restrictor. The competitor must prepare for sealing of the various parts and the reserve turbos shall be brought to the scrutineering for sealing. Holes must be drilled in the bearing house on the turbo of a min of 3 mm, and the entrant must mount the wire. The sealing will be carried out by technicians at the scrutineering. 7.3 DRIVERS EQUIPMENT Competitors helmets (which must comply with the requirements of FIA Appendix L), HANS devices (which must be an FIA approved model as detailed in Technical List No. 29 of Appendix J) and flame resistant clothing (homologated to the FIA 8856-2000 standard) will be checked at scrutineering. In this rally, it is permitted that drivers and co-drivers may wear shoes, which do not comply with the FIA 8856-2000 Standard. Drivers wearing shoes not complying with the standard may wear shoes adapted to the conditions. 7.4 NATIONAL AND SPECIFIC REGULATIONS Noise level The maximum noise level permitted is 103 dba. Cars not complying with this rule will not be allowed to start. The noise will be measured with a sonometer regulated at A and SLOW, placed at an angle of 45 degrees to and a distance of 50 cm from the exhaust outlet, with the cars engine running at 3 500 rpm. Cars equipment Competing cars must be equipped with two snow shovels, two first aid kits and a reflective triangle. 7.5 FIA WRC SAFETY TRACKING SYSTEM A selected number of competitors will be chosen by the organiser to install and carry the FIA WRC Safety Tracking System, provided by Stage 1 Technology (S1T), with the antenna belonging to it. Any proven misuse of the system during the rally will result in the competitor being reported to the Stewards who may impose penalties which may go as far as exclusion. Collection The competitors chosen to use the system has to collect the FIA WRC Safety Tracking System at Recce check in & Administrative control on Wednesday Feb 9, between 17.00 22.00. Return The tracking system shall be uninstalled and returned during the service break on Saturday Feb 12 before final super special stage SS16. The team shall return the tracking system at the Stage 1 Technology (S1T) truck at the service park. Competitor who retires has to return the Tracking System to the S1T-truck at the Service Park. 7.6 FINAL CHECKS The final scrutineering will take place at Svensk Bilprovning, Karlstad on Saturday 12 February at 19.00. Cars subject to final checks (decision by the Stewards) must have mechanics (in case of dismantling) present at the final check. 12

7.7 PARC FERMÉ The Parc Fermé will open when the classification is final. If there is no protest the Parc Fermé is estimated to open at 20:30 on Saturday 12 February. 8. START PROCEDURE START OF THE RALLY The national class will start from TC1D Start Hagfors Service Out. 9. SUPER SPECIAL STAGE(SSS) & FINISH CEREMONY SS16 Super Special Stage will be run using a special arranged starting order. The starting order for SS 16 will be issued on Friday evening together with the start list for section 3. The organiser will however reserve the right to do changes in the starting order as late as the holding area preceding the Super Special Stage. After the service on Saturday the cars will be placed in a regrouping area located next to the service park. See service park layout in Appendix 4. A start time will be issued when the first car according to the starting list for SS 16 shall leave TC 15C-Regrouping Hagfors Service out. From there on the rest of the field shall follow separated by 1 minute (floating start). The crews shall pick up the car from the regrouping area 10 minutes before expected exit time from TC15C. There will be no trailers allowed in public parking area near the super special stage. All trailer must be placed in the arranged trailer parking area at Färjestad IP. A special roadbook is issued in appendix 3 for guiding from Hagfors Service Park to Trailer parking at Färjestad IP. All teams are urged to follow these instructions. The finish TC of the rally is TC 16N at Färjestad trotting course. From there on, following the instructions from the marshals, the cars and crews will drive into either the holding area before finish ceremony and prize-giving or directly to Parc Fermé. A detailed drawing over the finish area is attached in Appendix 4. After the finish ceremony all cars (except cars subject to final control) must be driven to the Parc Fermé. 13
