2 1 Eligibility 1.1 Series/Competitions 2 P a g e NSW Rally Championship / Series CAMS will allocate events that will be rounds of the following 2015 NSW Rally Series: NSW Rally Championship (NSWRC) Development Rally Series (DRS) and 4WD Development Rally Series (DRS4) Hyundai Rally Series (HRS) NSW Rallysprint Series (RSS) NSW Pacenote Rally Series (PRS) The NSWRC and the DRS will be comprised of separate events, but, at the sole discretion of the NSW Rally Panel, may be included as a meeting of events at the same venue. In such cases the DRS event will require a different name to the NSWRC event; the fields must run separately; there will be separate Supplementary Regulations and separate Road Books; and the events must be scored separately. The winners of the DRS event must receive their own due recognition. The HRS will be contested in selected events of the DRS and not as part of any other event. The RSS will consist of a series of events conducted mainly on gravel surfaces. The PRS may be conducted at any pace noted event irrespective of event level. Rounds may be added or deleted from the series at the discretion of the NSW Rally Panel. Where a round is being added, registered competitors will be notified via a minimum of 4 weeks prior to that round taking place. Series Overview NSW Rally Championship The 2015 NSWRC is an open series designed to encourage the best drivers in the best cars to compete for the title of NSW Rally Champion. In 2015, CAMS FHR rules are in place. Some events may be pace noted, but all events are contested over a one-day format. Rally NSW will endeavour to give as much publicity and exposure as possible to registered competitors in this series. Development Rally Series The 2015 DRS is intended to be a series of stand-alone events which allow for more freedom in apparel rules and roll-over protection as per the CAMS manual. The 2015 Development series is actually 2 series running in parallel (DRS and DRS4). DRS is open to 2WD vehicles and DRS4 is open to AWD vehicles. Drivers in both DRS and DRS4 must have a seeding number of 91 or less in the vehicle in which they are contesting the series. These events are not pace-noted and have a simple one-day format, usually with a Saturday afternoon start. This allows competitors to drive to the event on the morning of competition, thereby reducing accommodation requirements. Centralised service points, no parc-fermes or time penalties for booking in late make this an easy format for competitors. Hyundai Rally Series The 2015 HRS is an entry level category within the DRS. Near identical cars mean that results are often very close, as drivers hone their skill to shave off fractions of a second. These near standard Hyundai s almost always punch well above their weight.
3 NSW Rallysprint Series The 2015 RSS is intended to be a series of low cost, simple fun events conducted on gravel roads of 8km in length or less. Events are located in one place and should not require service crews. There is a strong social emphasis, but competition on the road is usually fierce. Events are pace noted, with recce being done in one pass usually immediately before competition begins. A great way to learn pacenoting. NSW Pacenote Rally Series The 2015 PRS is simply a points race conducted at pace-noted events run within NSW. It is designed to encourage competitors who prefer pace-notes to enter more events in NSW. 1.2 Events All events will be fully route charted and conducted using the A to A timing system, save for the RSS. At a pace noted rally, a route chart can be comprised of abridged route instructions intended only to direct crews to the stages, and pace notes for the competitive sections. Events are to be conducted primarily on gravel roads. The events will have competitive distance within the limits set in Table 1. The event format and schedule shall be as set out in Table 1. The availability of pace noted events for each series is defined in Table 1. Pace notes are strictly forbidden unless specifically allowed in the event Supplementary Regulations. At pace noted Rallies that are part of the NSWRC, reconnaissance must be available on the afternoon prior to the start of, or on the morning of the start of the competition event. There must be sufficient time allowed at these times to allow competitors two passes over the stages. It must not be compulsory for competitors to be at the event venue prior to midday on the day before competition for any reason. The entry fee for each event will be determined by the organisers of that event dependant on what they determine is the market rate for an event of that quality, value and status. Registered competitors will be eligible for a discounted entry fee as per paragraph 3. The NSW Rally Panel may at its sole discretion allow inclusion of events that don t meet the above conditions. However, this will be done on a case by case basis where the event organisers can demonstrate that the variance from the above will add value to the event or series. 1.3 Crew NSW Rally series events are open to all CAMS members. Crews shall comprise of two (2) persons, being holders of the relevant CAMS licences (Clubman Rally Licence or higher). At each event one member of the crew is to be nominated as the Driver and the other as the Co-Driver. A registrant may score points as both a co-driver and a driver at the same RSS event. If registrant enters a RSS event more than once as a co-driver, points will be awarded only to his or her best performing co-driver entry on the day. 3 P a g e
4 1.4 Vehicles Vehicle Eligibility for each series is outlined in Table 2 Although individual events may be open to many different categories, only vehicles eligible to contest that series may score series and/or category points in that series. Please refer to the CAMS Manual for specifications of each vehicle category. 2 Categories and Classes The following categories and classes will be recognised: 2.1 NSW Rally Championship (NSWRC) Categories 4WD Cup. Open to all 4WD vehicles that comply with the eligible vehicles list in Table 2. 2WD Cup. Open to all 2WD vehicles that comply with the eligible vehicles list in Table 2. Classes In addition to the 2 categories in the NSWRC, the following classes are recognised: FWD Cup. Open to all FWD (Front Wheel Drive) vehicles of 1601cc and over that comply with the eligible vehicles list in Table 2. RWD Cup. Open to all RWD (Rear Wheel Drive) vehicles of 2001cc and over that comply with the eligible vehicles list in Table 2. Pocket Rockets. Open to all RWD (Rear Wheel Drive) vehicles that comply with the eligible vehicles list in Table 2 and have an engine capacity of no more than 2000cc and all FWD (Front Wheel Drive) vehicles that comply with the eligible vehicles list in Table 2 and have an engine capacity of no more than 1600cc. 2.2 Development Rally Series (DRS) (for 2WD vehicles) Categories RWD Cup. Open to all RWD vehicles that comply with the eligible vehicles list in Table 2. FWD Cup. Open to all FWD vehicles that comply with the eligible vehicles list in Table 2. Classes In addition to the 2 categories in DRS, the following classes are recognised: cc. Open to all vehicles that comply with the eligible vehicles list in Table 1 and have an engine capacity of no more than 1600cc cc. Open to all vehicles that comply with the eligible vehicles list in Table 2 and have an engine capacity of more than 1601cc and no more than 2000cc. 2001cc and over. Open to all vehicles that comply with the eligible vehicles list in Table 2 and have an engine capacity of 2001 cc or more. 4 P a g e
5 2.3 4WD Development Rally Series (DRS4) Categories Normally Aspirated. Open to all normally aspirated 4WD vehicles that comply with the eligible vehicles list in Table 2. Turbo. Open to all 4WD turbo vehicles that comply with the eligible vehicles list in Table Hyundai Rally Series (HRS) All vehicles that comply with the National Excel Rally Car Regulations are eligible to compete in this series. Competitors who register for the HRS will also be registered in the DRS and will be allocated points in the FWD Cup and the DRS without the need to pay additional registration fees. 2.5 NSW Rallysprint Series (RSS) Classes C1 2WD cc C2 2WD cc C3 2WD cc C4 2WD 2700 and over C5 All 4WD vehicles C6 Vehicles that are not covered by the NRC eligibility eg Off Road Buggies 2.6 NSW Pacenote Rally Series (PRS) Categories 4WD Cup. Open to all 4WD vehicles that comply with the eligible vehicles in the event Supplementary Regulations. 2WD Cup. Open to all 2WD vehicles that comply with the eligible vehicles in the event Supplementary Regulations. 2.7 Capacity Equivalence Factors Supercharged and Rotary engine capacities are subject to an additional multiplication factor. Supercharged Engines: The nominal cylinder capacity will be multiplied by 1.7 for spark ignition engines and 1.5 for diesel engines. Rotary engines: The nominal engine capacity will be multiplied by 1.8. All references to supercharging shall include turbocharging or similar. The car will pass into the class corresponding to the equivalent volume obtained as a result of the application of this factor. The car will be treated in all respects as if its resultant increased cylinder capacity were its actual cylinder capacity. 5 P a g e
6 3 Entries 3.1 Entry Fees The entry fee for each event will be determined by the organisers of that event dependant on what they determine is the market rate for an event of that quality, value and status. In order to provide further value to competitors for registering for a series, the organisers of each round of the NSWRC or the DRS will provide a 2 tier entry fee where competitors registered for that series will pay a lower entry fee than that available to non-registered competitors. This tiering of entry fees is recommended for RSS but not compulsory. At least one competitor must be registered for that series as at the date of close of entries to be eligible for the lower entry fee. The difference between the 2 tiers shall be no less than $ Non registered competitors must pay the higher entry fee. The organisers reserve the right to set entry fees as per market demands, but must maintain the minimum differential between the tiers. At any given event or meeting of events, there can be no event or category which attracts a lower entry fee than the series or championship event, unless that event or category is contested over a significantly shorter distance, or is a separate Introductory Rally. 3.2 Acceptance of Entries Should the maximum number of entries be exceeded for any event, the order of acceptance of entries shall be both crew members registered for that series first; then one crew member registered; then neither crew member registered. 4 Starting Order The driver's starting position shall be primarily determined using information provided by the NSW Seeding List(s). The CAMS office issuing the event permit may approve the seeded list of entries. At the discretion of the organisers of NSWRC rounds, there may be a ballot for starting positions on the road among the top five (5) competitors. It is recommended that drivers with a seeding more than 5 points less than the highest seeded driver should be excluded from the ballot. The ballot will be conducted at the competitor briefing and must be notified in the Supplementary Regulations for the event. 5 Re-joining Events Organisers must provide provisions for drivers to re-join an event. The provision must conform to the requirements of the National Rally Code, Article Seeding Once a year a driver may nominate an event in which he/she does not want their results included in the seeding of that event. An application to the NSW Rally Panel must be received before the close of entries for the event in which the results are not to be included in the seeding information. A driver can still be eligible for any awards from the event, and still score points in the series. If a driver does not have a Rally Seeding then the seeding co-ordinator will, on request, assign a seeding for the purposes of DRS eligibility. 6 P a g e
7 7 Scoring For the purposes of this section, the word Series shall also mean Championship. 7.1 Registration To score points in the various NSW Rally or Rallysprint series, a Driver/Co-driver must register with the NSW Rally Panel by the close of entries for that event. At any round of any series, at the sole discretion of the NSW Rally Panel, late registrations may be made available. The fee for registration is $20 (including GST) for the first series and $10.00 (including GST) for each additional series. 7.2 Sponsors of a Championship or Series Where a sponsor of a series provides advertising to be displayed on registered vehicles, it is a condition of registration that the signage be displayed as required. 7.3 Exclusive component suppliers to Championship or Series Any arrangement for the exclusive supply of one or more components to all point scoring vehicles in any series must be announced at least four (4) weeks before the first round of that series in any competition year. Any competitors who have lodged registration before the time of such announcement must be informed in writing by Rally NSW of the announcement and are entitled to withdraw from the series and receive a full refund of the registration fee if so requested. 7.4 Points Allocation For all series or championships, points will only be awarded where the vehicle is eligible as defined in table 2, and driven by a driver with a driver seeding as defined in Table 1 for the respective series. Only competitors who complete 100% of the prescribed course under the vehicle s own power, regardless of the organiser providing the driver/co-driver the ability to re-join the event, will be eligible to score points for that round. This does not apply to RSS events, in the specific case where the Supplementary Regulations specify that some stages may not count toward scoring. Where a competitor is unable to complete a rally stage due to it being neutralised or cancelled, this does not constitute a missed stage for the purposes of pointscoring, and the competitor is deemed to have finished that stage. Where necessary, the organisers will assign a time to the competitor for that stage(s). At the discretion of the NSW Rally Panel, event results may be amended by the NSW Rally Panel for the purposes of pointscoring. Such amendments may only be made to remove inaccuracies (such as incorrect vehicle classes) or matters that do not comply with the competition conditions (such as removing road penalties for late time etc). To be eligible for points in any DRS event, a competitor must be competing in the same vehicle as the eligibility seeding of 91 or less was obtained. A competitor wishing to change vehicles and remain eligible can apply to the rally panel to have a DRS eligibility seeding number allocated for the new vehicle. This allocation will be made at the sole discretion of the seeding officer. If the new seeding is 91 or less, then the competitor shall also be eligible to score point in the new car. For all rally series, points will be allocated in the following manner: 7 P a g e
8 7.4.1 Points for Outright positions on each Event Points for outright positions on each event are awarded 15 to 1 for outright positions 1st to 15th as per the finishing position of the competitors registered for that championship/series. The finishing positions of non-registered competitors are disregarded in the process of allocation of points. All registered competitors who start an event receive a minimum of 1 outright point. 8 P a g e Points for Category positions on each Event Points for category positions on each event are awarded 10 to 1 for category positions 1st to 10th as per the finishing position within that category of the competitors registered for that championship/series. The finishing positions of non-registered competitors are disregarded in the process of allocation of points. Competitors may change vehicle categories throughout the season but will be awarded points for each round based on the vehicle category contested at that round Points for Class positions on each Event Points for class positions on each event are awarded 10 to 1 for class positions 1st to 10th as per the finishing position of the competitors registered for that series. The finishing positions of nonregistered competitors are disregarded in the process of allocation of points. Competitors may change vehicle classes throughout the season but will be awarded points for each round based on the vehicle class contested at that round Series / Championship Winner For NSWRC, the competitor with the highest total of points, outright and category combined, at the conclusion of the championship will be declared the champion. Class points are not considered in the overall pointscore. For DRS, DRS4, RSS, PRS and HRS the series winner shall be the competitor with the highest number of outright points Category Winner The competitor with the highest total of points within each category at the conclusion of the series will be declared the category winner. Class points are not considered in the category pointscore. For PRS, where the category winner is also the outright winner, the category winner will not be awarded Class Winner The competitor with the highest total of points within each class at the conclusion of the series will be declared the class winner. 7.5 Rounds to Count Where there are six (6) or more events contested in any series, a Driver/Co-driver will drop their worst 2 events. Where there are four (4) or more events contested in any series, a Driver/Co-driver will drop their worst event.
9 Where there are three (3) or fewer events contested in any series, all events will count. 7.6 Two (2) Heat Events Any events run as two (2) heats will be conducted as one round of the series, with the times from both heats combined for the purposes of scoring. 7.7 Force Majeure Shortened Events Where an event is shortened after the commencement of the event the following rules will apply for point scoring. 50% or greater of scheduled competitive distance completed Full Points 33% or greater but less than 50% completed - Half Points Less than 33% completed Rally Panel will decide based on circumstances but generally points would not be awarded. 7.8 Ties Individual Events In the event of a tie, the points allocated will be arrived at by adding together the available points for each position in the tie and dividing by the number of crews in the tie. For example, if two crews tie for 2 nd place, the points for 2 nd and 3 rd would be added together and then divided by 2 and equal points awarded to each crew. If 4 crews tied for 3 rd, the points for 3 rd, 4 th, 5 th and 6 th would be added together and then divided by 4 and equal points awarded to each crew Annual Pointscore Ties will not be broken and trophies will be awarded as equal place. 8 Awards For the purposes of this section, the word Series shall also mean Championship. 8.1 Event Awards NSWRC / DRS and HRS As a minimum each event that forms part of the NSWRC or DRS, DRS4 or HRS will award a trophy or other recognition to: 1 st, 2 nd & 3 rd Outright Driver & Co-Driver for those competitors that are registered for that championship/series. 1 st Outright Driver & Co-Driver, in each category that forms part of that championship/series for those competitors that are registered for that championship/series. 1st Outright Driver & Co-Driver, in each class that forms part of that championship/series for those competitors that are registered for that championship/series. Should less than 3 registered competitors in any category or class start an event, the organisers are not obliged to provide a trophy or award for that category or class. 9 P a g e
10 8.1.2 NSW Rallysprint Series As a minimum each event that forms part of the RSS will award a trophy or other recognition to: 1 st, 2 nd & 3 rd Outright Driver & Co-Driver 1 st Outright in each class - Driver & Co-Driver Should less than 3 registered competitors in any class start an event, the organisers are not obliged to provide a trophy or award for that class NSW Pacenote Rally Series As a minimum each event that forms part of the PRS will award a trophy or other recognition to: 1 st Outright driver and co-driver in each category. (4WD and 2WD). 8.2 Annual Awards Rally Series Based on the accumulated points of registered competitors over the competition year, an annual award of a trophy and/or other recognition will be presented for the following achievements in each rally championship or series. 1 st, 2 nd & 3 rd Outright - Driver & Co-Driver 1 st Outright in each category - Driver & Co-Driver 1 st Outright in each class - Driver & Co-Driver NSW Rallysprint Series Based on the accumulated points of registered competitors over the competition year, an annual award of a trophy and/or other recognition will be presented to: 1 st, 2 nd & 3 rd Outright Driver & Co-Driver 1 st Outright in each class - Driver & Co-Driver Minimum Number of Participants - Annual Awards Where less than 4 registered competitors compete in any series on 3 or more rounds of that series, annual trophies may not be awarded for that series.
