5 Introduction The organisers would like to wish you a warm welcome to this brand new event on Epynt. South Wales Automobile Club are grateful to Griffin Motor Club for their assistance with the planning, building and running of this event. We have put together a challenging 10 stage rally aimed at historic rally cars. Our mission is to provide you the customer with a quality event that will test your skill over the demanding Epynt Ranges with a full day s motorsport starting with scrutineering at 6.00am, then documentation, recce, event and finally the prize presentation all in one day. Please could you as competitors and service crews support our sponsors, both the championships and event sponsors have put a lot into motorsport over the years and we need their continued support for our events to continue. We wish you a successful and safe days motorsport and we welcome you at the prize presentation. The organising team.

6 1 ANNOUNCEMENT. South Wales Automobile Club Ltd will organise a National B Historic and Modern Stage Rally on the 3rd May JURISDICTION. This meeting will be Held under the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) (GRs.), these Supplementary Regulations (SRs.) and any further Official Instructions that the Organisers may issue for the event. 3 PERMITS. MSA Permit No National B Historic. TBC. MSA Permit No National B. Modern TBC. Route Authorisation TBA. 4 ELIGIBILITY. The event is open to all fully-elected members of the organising club, fully elected members of member clubs of the Welsh Association of Motor Clubs (WAMC). All entrants must hold a valid Competition Licence issued by the Motorsports Association Limited appropriate to the event entered. 5 CHAMPIONSHIPS. National B Historic. The event is a round of 2015 Historic Rally Car Register Championship Permit No 74/2015 Welsh Association of Motor Clubs Historic Rally Championship Permit No 17/2015 National B Modern 6 FORMAT. Publication of Regulations Entry list Opens. Friday 24 th April Seeded entries close. (see Article 22) Sunday 26 th April Final Instructions ed. Saturday 2 nd May Entries finally close. Sunday 3 rd May08:45hrs Recce Convoy Sunday 3 rd May10.00hrs Rally starts at Epynt Ranges hrs First car finishes. 7 SCRUTINEERING & SIGNING-ON. Scrutineering and signing on starts at 06.00hrs on Sunday 3 rd May and will end at hrs (Scrutineering) and 09.15hrs for Signing On. The venues and specific times for scrutineering will be notified in the final instructions. All competitors must produce a valid Competition Licence, Club Membership Card, Championship Registration Cards as appropriate. All vehicles competing in the National B Historic Rally and Historic classes in the National B Rally must have a current Stage Rally Log Book and must comply with 2015 MSA Tyre, Technical and Safety Regulations and must comply with R 49 R inclusive. In addition competitors must have MSA Historic Rally Vehicle Identification Form R 49.5 and, additionally, Category 3 & 4 cars must have homologation papers for their vehicle R No competitor will be allowed to start without the correct paperwork. Cars entering in the Open classes of the National B Rally must comply with R 46 R inclusive. All cars will have to pass a sound test before proceeding to scrutineering and again during the event:

7 These will be conducted in accordance with R4.1 & J5.18 and all competitors vehicles must pass these tests which will allow for a MAXIMUM OF 100 DB(A) AT 4500RPM USING THE 0.5 METRE TEST. Failure to comply will result in Penalties under Article 16. All cars must be presented at scrutineering in the same condition as they intend to compete and will be examined for compliance with the 2015 MSA Tyre, Technical and Safety Regulations as well as for class eligibility. This includes the display of competition numbers complying with J4.1 and other advertising/ identification materials specified in article 12. All competing cars must be taxed and insured for the public highway MSA GR R and a valid MOT Test Certificate must be produced at scrutineering for any car required by law to have one R Failure to produce such document will result in a start being refused. Competitors should sign-on and complete all documentation as soon as possible after their scrutineering. Competitors wishing to use an in-car camera during the event for non-commercial purposes MUST have written permission prior to the event from the Secretary of the Meeting. Competitors can collect the signed authorisation from the Chief Scrutineer at arrival to Scrutineering. Competitors must sign a declaration in their authority that such use is for personal use only and must not be used for any commercial purposes. At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain vehicles will be selected for Post Event Scrutiny at final MC. Failure to present the vehicle at the nominated place and at the appointed time may be penalised under R 32.2 Chart 32.2 Penalties (aa). All tyres must comply with section L of the 2015 Year Book (R ). Please note the restrictions imposed by R R The use of any form of run-flat system is prohibited. The inside of the tyre (the space between the rim and the internal part of the tyre) must be filled with air. Therefore the use of any devise which allows tyres to maintain their performance at an internal pressure equal to or less than the atmospheric pressure is prohibited. All cars shall have fire extinguishing systems as R and K 3 K 3.5. and must carry a small spill kit R All used spill kits must be disposed of by the crew concerned in accordance with the appropriate regulations. Breach of this regulation will result in EXCLUSION Art (h).Safety Helmets will be examined and must conform with current regulations K 10.1 K 10.4 and must be worn on special stages R Drivers and co-drivers shall use seat belts R conforming with K point and wear flame-resistant overalls K 9.1 K 9.3 on all special stage rallies R A seat belt cutter must be carried on board the vehicle at all times. It must be easily accessible for the driver and co-driver when seated with their harnesses fastened. R Competitors using fuel other than pump fuel as defined in Nomenclature & Definitions (B) should note the requirements of J J The organisers have been granted permission by the MSA for competitors, other than Historics, to use fuel complying with FIA Appendix J, Article 252, Article 9 subject to any prevailing championship restrictions. Competitors are reminded that if they are entered in a Championship which has not applied to the MSA for such permission, use of this fuel will be a breach of those Championship Regulations. MSA Fuel testing may take place during the year. 8 EVENT START & FINISH. The event will start from Epynt Ranges at approximately 10.00hrs on Sunday, 3rd May 2015 and will finish at approximately 14.35hrs. Rally Headquarters will be based at Epynt Ranges. 9 ROUTE/RECCE The route will be contained on Ordnance Survey Maps 1:50,000 no s 146 and 160. Total mileage will be approximately 60 miles of which approximately 43 will be special stages. The event will contain Special Stages on private land, joined by Public Highway sections. Cars will start at one minute intervals. The Road Book will contain all the information specified in R 33.1.

8 Coloured map books will be supplied. Subjective Route Notes for the Rally are permitted (R 25.9) and will be available from AC Maps (see advert at the front of these regulations. No other route notes are authorised for use on this event, and if found, will be penalised in accordance with R 32.2q. Competitors are advised that the organisers accept no liability or responsibility for the use of the Subjective Route Notes. Competitors are reminded of the correct use of OK/SOS boards; R.25.4 R There will be a convoy recce at 08:45hrs on Sunday 3 rd May 2015, competitors who wish to take advantage of this facility must report to MC1 location by 08:30hrs. The convoy will have a lead vehicle and a tail vehicle. Competitors speed on the recce will be a maximum of 30 mph. Competitors cannot use their rally car to take part in the recce. 10 CLASSES. Category 1 registered before : Class B1 Cars up to 1000 cc. Class B2 Cars 1001 cc. to 1300 cc. Class B3 Cars 1301 cc to 1600 cc excluding Twin Cam engined cars Class B4 Cars 1601 cc to 2000 cc, including Twin Cam engined cars, but excluding Porsche 911s Class B5 Cars over 2000 cc, including all Porsche 911s Class B6 Cars upto 1600cc complying with FIA appendix K Class B7 Cars over 1601 cc complying with FIA appendix K Category 2 registered between and : Class C1 Cars up to 1300 cc. Class C2 Cars 1301 cc to 1600 cc. Class C3 Cars 1601 cc to 2000 cc. Class C4 Cars over 2000 cc. Class C5 All Twin Cam Multi-valve engined cars Class C6 Cars up to 1600cc complying with FIA appendix K Class C7 Cars over 1601 cc complying with FIA appendix K Category 3 registered between and : Class D1 Cars up to 1300 cc. Class D2 Cars 1301 cc to 1600 cc. Class D3 Cars 1601 cc to 2000 cc. Class D4 Cars (including Twin Cam Multi-valve engined cars) over 2000 cc Class D5 All other Twin Cam Multi-valve engined cars Category 4. Class E: Cars built between and (not eligible for overall Champions) Class E1. Up to 1600cc Class E2 over 1600cc Class E3 over 1600cc Twin cam/multi valve engines Modern Class 1 up to 1400cc Class to 1600cc Class to 2000cc Class to 2000cc 4 cylinder 8 valve (normally aspirated) Class 5 over 2000cc 2WD cars Class 6 over 2000cc 4WD cars Class 7 Group N Cars Class 8 WRC Cars Class 9 Road rally Cars Any vehicle with forced induction shall have its actual engine capacity multiplied by 1.7 to achieve a notional capacity and that capacity shall determine its class. For rotary engines the original capacity

9 will be multiplied by 1.7 to determine its class and if it has forced induction, that figure will be multiplied by 1.7 again to determine its class. If fewer than 5 cars are entered in any one class in any event, the organisers reserve the right to amalgamate two or more classes and/or reduce or delete awards from the list as deemed appropriate. Championships Where classes in the various championships differ from those for this event, the relative co coordinator is responsible for the allocation of points. All tyres used in class 9 (Road Rally) must comply with Section R18.4 MSA Blue Book 2015 Running Order. Crews will be seeded on information provided on the entry form and by the organisers using a number of checks using past results. Entries in classes 1 to 9 will not be eligible for overall award and will only qualify for a class position. The event winner will come from classes B,C, D or E. 11 VEHICLES STARTING POSITIONS. The Order of starting will be at the Organisers discretion. Seeding will be based on past performance for all events. 12 IDENTIFICATION. High visibility numbers and Door competition numbers will be issued by the organisers. In addition, each entrant must provide a clear space above and below the identification numbers for any sponsors advertising material to be displayed. Each service vehicle must display an official service plate provided and this must be shown to enter the service area. Only one service vehicle per competitor is permitted and no management cars are permitted. 13 D.S.Os and JUDGES OF FACT. D.S.Os and Judges of Fact, appointed by the organisers, will be on duty throughout the rallies to observe and report on any competitor considered to be in contravention of R 24.7 & R inclusive (Judges of Fact) and R , and (D.S.Os.) The names of these officials will be posted on the Official Notice Board. The Chief Scrutineer appointed to the event and Championship Eligibility Scrutineer are Judges of Fact in terms of vehicle eligibility. The start officials at all stage starts will be empowered to judge whether or not a competitor has made a false start. 14 DAMAGE DECLARATION. Competitors will be required to complete and sign a report that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or, alternatively, giving details of any such incident where damage or injury has occurred R Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R 32.2 Chart 32.2 Penalties (p) and may be reported to the MSA for further disciplinary action. Competitors who do not report at the finish of the event are required to forward the report to the Secretary within 72 hours of the finish of the event R Competitors who fail to comply MAY be fined up to 100. If you have been involved in an accident, details MUST be given to the Organisers the same day.[15] CONTROLS AND TIMING. The rally will be divided into road sections and special stages. All controls other than passage controls and route checks will be time controls. Each road section will be allotted a target time based on approximately 30 mph or less, and a competitor can calculate his due time of arrival at any time control by adding this target time to his actual time of departure from the proceeding time control. On any road section following a special stage, extra time will be allowed over the set average speed to account for any delays at the special stage finish. All special stages will have a bogey time set at 70 mph and a target time set at approximately 30 mph or less on short stages. Competitors will receive

10 penalties as follows: l Under bogey l Bogey time l Over bogey and under target l Actual time taken l Over Target l Target time. However, excessive lateness taken over target on road sections and special stages is cumulative and once lost cannot be regained. When the accumulated lateness between any two adjacent main controls exceeds the maximum of 10 minutes, then a competitor will be excluded. Should any recorded time not be legible or nor appear authentic, the organisers may use any means at their disposal to establish the correct time. The following titles shall describe the various types of controls. Main Controls (MC) Main controls will be situated at the start and finish of the rally, or any other specified point. Competitors will restart at one minute intervals in the order of their arrival at the previous control. At the main IN control, competitors will be given a due time for the next main OUT control. Each competitor will be given a due starting time from any MC and the difference between this time and his actual time will be counted towards exclusion for overall lateness. Also a time penalty will be applied. A competitor will be penalised for each minute he is late at such OUT controls. Competitors will restart, subject to any penalties above, from any MC with zero lateness, i.e., lateness is only accumulated between two adjacent MC s. Special Stage Arrival Controls (SSA) At this time control the marshal will enter the competitor s time of arrival and the provisional starting time for the special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Ferme. Any time in excess of these 3 minutes will be penalised accordingly. Special Stage Start Controls (SSS) The start will be signalled by traffic lights which will go from RED (15 seconds to go) through AMBER (5, 4,3,2,1 seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start procedure will revert to the manual system that is described in MSA R25.7 R Special Stage Finish Controls (SSF) Stop At the SSF, a competitor will receive his finish time in hours, minutes and seconds. This time in hours and minutes will be his start time for the following road section. Any competitor who fails to stop at the STOP line must not, under pain of exclusion, reverse to the stop line but must return on foot. Service Areas (SV) All service areas will have IN and OUT time controls, and a target time will be marked as a road section. At the Service IN control, competitors will be given a due time for the next Service OUT control. Due to the nature of the event, the organisers cannot guarantee the amount of service time available. If a competitor arrives at a Service IN Control and is given a time for the Service OUT Control which does not allow any servicing, then the competitor is expected to proceed to the Service OUT Control without delay. Passage Controls (PC) At certain points in the road book, the organisers may establish PC s in order to collect Time Cards from competitors, or for other purposes. There will be no official times recorded at these controls, but a competitor failing to provide necessary documents at any PC will be deemed not to have visited that control. 16 PENALTIES. Assessment of Performance will be as printed in the appropriate section of the MSA General Regulations section R32.2 Target timed events. To be classified as a finisher, a car with its crew must complete the course without incurring the penalty of exclusion. 17 SERVICING. Servicing is defined as work being carried out on the car by any persons other than the competing crew, or the use of any parts or tools not carried in the competing car. There will be a service area where work may be carried out by the service crew of the competing car. This will only be accessible

11 to competitors and service vehicles bearing official service plates. Competing crews may work on their own cars unassisted in No service areas except (i) within 100m of any control; (ii) between the SSA and the SSS controls; (iii) in any parc ferme. The only work permitted in these areas is to carry out the following unassisted: (a) Replace a wheel and tyre carried in the competing car (b) Clean lamp glasses, windscreen and windows. No other areas may be used by service vehicles which will be expected to follow a prescribed route to the service area. All other areas will be out of bounds to the service crew and vehicles. If a service vehicle is observed in such an area, the associated competing car will be excluded. Service crews will be subject to the same regulations as competitors regarding noise, bad driving manners, etc... and marshals have been instructed to note any infringement of these rules. Competitors are responsible for ensuring that their service crews understand and comply with this regulation, and that at all times service vehicles bear an official service plate showing the competitors rally number. Competitors and service crews are requested to keep the service areas tidy. Any competitor or service crew found leaving litter in the service area will be excluded. No management cars will be permitted. 18 PACE/ROUTE NOTES. Unauthorised pre-event reconnaissance, practising or testing over the Special Stages used on this event is forbidden. Any Competitor or their agent observed on private land without the relevant permission within the area covered by the maps specified in these Supplementary Regulations after their publication will be Refused a Start or Excluded from the Results as appropriate. The only exception to this regulation will be for persons who live on or whose employment causes them to travel along part of the route used on the event. Evidence of employment or residency will be required. No other route notes are authorised for use on this event, and if found, will be penalised in accordance with R 32.2q. Competitors are advised that the organisers accept no liability or responsibility for the use of the Subjective Route Notes. 19 OUT OF BOUNDS. Any competitor will be deemed to be out of bounds if more than 200 yards from the defined route of the event. Penalty - exclusion. 20 FINAL INSTRUCTIONS. Final instructions will be ed to crews on 25th January Please ensure that the address box is completed clearly and concisely. 21 INSURANCE. The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership s Declaration: - - I do not have the Third Party Road Section extension on my current Motor Insurance. - I am aged 20 or over. - I have had no more than 1 fault claim in the last three years - I have no more than maximum of 6 conviction points on my UK driving licence - I have the appropriate competition licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over I have no physical or mental disabilities - I have no other material facts to disclose - Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25. If you comply with all points above no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be

12 obtained by contacting the event secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued. The maximum entry for the Rally is 90 cars. The organisers reserve the right to cancel the event if less than 40 entries are received, offer reduced mileage, or amalgamate classes as necessary. Entries will primarily be accepted in the order of receipt and by reference to Championships and Series eligibility. Tel: andyrallysport@aol.com Please make cheques payable to Dixies Historic Challenge Received entries will only be listed on the web-site when full or part payment has been received. The Entry Fee is 215 for both events inclusive of MSA Insurance & Permit Fees, (including Insurance Premium Tax) which includes one service pass. All entries must be made on the official form and be accompanied by the entry fee. Fees for accepted entries withdrawn up to 20 th April will be refunded less 10. Those withdrawn on or after 20 th April may only be refunded at the discretion of the organisers. Withdrawn entries must be advised to the Entry Secretary in writing, ether by post or . Reserve entries that are not accepted will have their entry fees returned in full. Entries are at the discretion of the organisers, and entries may be refused without any reason given. The order of starting will be at the discretion of the organisers, but to assist seeding competitors should give their previous results on the entry form. Once the entry list has been published no communication will be entered into regarding it. 23 RESTART AFTER RETIREMENT. (Practice Rally) Any crew who has retired between M.C.1 & M.C.2 may re-start from M.C.3. This is applicable to any car which has been excluded on the grounds of exceeding maximum lateness or has failed to report to a control but shall not apply where the car has been excluded for breach of eligibility, traffic infringements or by the decision of the Clerk of the Course. The crew will be penalised with a 10 minute penalty added to the fastest time set by a competitor in the same class for each missed stage which shall include the Special Stage on which the crew has retired. Should the retirement occur after the last Special Stage before M.C.2 the crew will be deemed to have missed that stage. A crew which has retired before M.C.2 and wish to restart must inform the Event Secretary, complete a Damage Declaration and present their cars for Scrutineering at a time and location given to them by the Event Secretary and they will then be given a new Damage Declaration form. Re-starting crews WILL NOT BE ELIGIBLE FOR EITHER OVERALL AWARDS, CLASS AWARDS OR CLASIFIED IN THE OVERALL RESULTS!![24] POSTPONEMENT OR CANCELLATION.

Provisional results will published as per D26 as soon as possible after the event. If competitors have a query regarding the interim or provisional results, query forms are provided in the road book and Rally HQ. These should be handed to a Competitors Liaison Officer. These will become final after 30 minutes subject to the resolution of any protests, which must be made in accordance with the provisions of C 5.1 C 5.7 and Appeals in accordance with C 6.1 -C AWARDS. 1st Overall Perpetual Trophy and award to Driver and Co-Driver. 2nd Overall Perpetual Trophy and award to Driver and Co-Driver. 3rd Overall Perpetual Trophy and award to Driver and Co-Driver. 1st in Cat 1 to O inclusive 2nd in Cat 1 to O inclusive. 3rd in Cat 1 to O inclusive. 1st in Open Classes 1 to 8 inclusive 2nd in Open Classes 1 to 8 inclusive. 3rd in Open Classes 1 to 8 inclusive. Note: a. Crews winning overall awards are not eligible for class awards. b. Should any class have less than 5 entries, the organisers reserve the right to amalgamate two or more classes or to reduce the awards list as deemed appropriate. c. Perpetual Trophies remain the property of South Wales Automobile Club Ltd. And must be returned within 11 months in good condition. 28 PROTESTS. Protests must be logged in accordance with Section C

14 29 INTERPRETATION OF REGULATIONS. It is not the duty of any marshal to interpret these regulations or any other written instruction to a competitor, or to explain the meaning and/or effect thereof. All suspicions and allegations of inappropriate behaviour will be taken seriously and responded to swiftly and appropriately. As defined in the Children Act 1989, anyone under the age of 18 years should be considered as a child for the purposes of this document.
