INSPIRE, Euref and KRYSP INSPIRE is a wide directive, which set the frames for data, network services, public actors etc. EUREF coordinate system is included in INSPIRE KRYSP can be considered as a municipality level implementation of INSPIRE
INSPIRE-directive (2007/2/EY) The INSPIRE directive came into force on 15th May 2007 - Full implementation required by 2019 The INSPIRE directive aims to create an European Union (EU) spatial data infrastructure Directive has five specified areas: - Metadata - Data specifications - Network services - Data and services sharing - Monitoring and reporting
INSPIRE - who? INSPIRE-directive has requirements for public sector organizations All officials in Finland is listed on: http://www.paikkatietoikkuna.fi/web/fi/velvoitetut-viranomaiset - nationalwide agencies (20) - municipalities (320) - other regional actors (48) Finnish Geoportal http://www.paikkatietoikkuna.fi/web/en/
BUILDINGSMART AND INFRA WORKSHOP INSPIRE - schedule Spatial data groups (34) has been divided into three annexes (I, II III) The groups of the annexis has different scedules Part of spatial data infrastructure Annex I Annex II Annex III First phase Metadata 1.12.2010 1.12.2010 15.05.2013 National spatial data sets Second phase Discovery- and view services 9.5.2011 9.5.2011 15.5.2013 Download- and transformation services 28.6.2012 28.6.2012 15.5.2013 INSPIRE- data specifications Data specifications 15.12.2010 15.12.2012 15.12.2012 Third phase Discovery- and view services 15.12.2017 15.12.2019 15.12.2019 Download- and transformation services 15.12.2017 15.12.2019 15.12.2019
INSPIRE and modelling INSPIRE sets the requirements for data modelling One example of building specification INSPIRE has data specifications for all INSPIRE groups -> long documents with many specified parts!
INSPIRE and Euref INSPIRE directive has a requirement for coordinate reference systems In Finland the new system, based on ETRS89, is called EUREF-FIN
Euref-FIN? At national level ETRS-TM35FIN coordinate system with one projection zone which central meridian is 27º At local level ETRS-GKn coordinate system is used at local level and in Finland there are totally 13 projections zones. http://en.wikipedia.org/wiki/file:la2-europe-utm-zones.png Marko Ollikainen, Rakennetun ympäristön tietohuolto seminaari 2009
BUILDINGSMART AND INFRA FINBIM Why EUREF-FIN? Better accuracy Easier data sharing Fulfilling the INSPIRE requirements An example from Helsinki metropolia area: today four different coordinatesystems combinations -> EUREF-FIN N2000
KRYSP and INSPIRE Kuntien Rakennetun Ympäristön Sähköiset Palvelut - Project for e-services for built environment of municipalities Finnish adaptation of GML for cities and municipalities (KuntaGML) Main goal is to provide personalized desktop for different services in municipalities One way to fulfill INSPIRE requirements by creating the interface services. Ready: definitions and implementations for base map, city plan, building permit control, environmental data, guide information
Status of harmonization INSPIRE work is going on - Only few municipalities have stayed on schedule, but more and more are starting the work Basic problems are small resources, lack of knowledge and great variety of different spatial data sets (accuracy, coordinate system etc.) EUREF-FIN is taking place as a main coordinate system in Finland - National Land Survey of Finland is using only this system after 2012 - Many municipalities and other organizations are trying to follow the same schedule KRYSP is moving on step by step -> many functionalities are already in use
