EMERGENCY VOICE VOICE COMMUNICATION SYSTEMS (EVCS) (EVCS) Disabed refuge systems Disabed refuge systems are designed for use in buidings that contain refuge areas. This type of intercom system aows emergency services to be in constant contact with the peope in the refuge areas who seek assistance. The Equaity Act (formery The Disabiity Discrimination Act) made it the responsibiity of a companies, nationwide, to ensure that access to buidings and services is avaiabe to everyone there must be no discrimination. With access provided for a, provision must be made for safe evacuation in the event of an emergency. In some circumstances, those with physica impairments can be assisted by others but in many situations this is not suitabe or safe. A soution comes in the form of temporary areas of safety refuge areas. The person in need of assistance is heped to the cosest refuge area and awaits safe evacuation. Refuge areas must meet certain criteria, these are covered in BS9999:2008. As we as describing suitabe areas for refuge and the type of construction, the Standard specifies the need for two way communication. An EVCS (emergency voice communication system) or Disabed Refuge System aows firefighters and others to communicate with one another during emergency situations. The system aso aows communication with disabed persons. It is a "system that aows voice communication in either direction between a centra contro point and a number of other points throughout a buiding or buiding compex, particuary under the direction of management of firefighters." Abstract This British Standard, a part of the BS 5839 series, provides recommendations for the panning, design, instaation, commissioning and maintenance of emergency voice communication (EVC) systems in and around buidings and at sports, entertainment and simiar venues. It ensures that high standards of reiabiity, safety and security are achieved, together with acceptabe standards of performance. This code of practice primariy reates to the use of EVC in assisting both firefighters and those responsibe for evacuating buidings or sports stadia in fire emergency situations, incuding evacuation of disabed persons. Use, other than in fire emergency situations, by disabed persons and others, athough not precuded, is not addressed in detai. In the context of this code of practice, an EVC system contains no portabe parts. Mobie teephones and twoway radio sets are therefore not within its scope. Voice aarm systems are primariy intended for the automatic broadcasting of evacuation messages are excuded from this code of practice. This British Standard does not recommend whether or not an emergency voice communication system shoud be instaed in a given premises. The Overview The Gent EVCS offers choice of 3 systems for sma, medium and arge buidings. Each offering the combined function of Fire Teephones, Disabed Refuge and Emergency Assist Aarm. Fire Teephones Fire teephones are hardwired fu dupex communications systems with monitoring and battery backup, and are required in buidings over 4 stories in many countries in the word (in the UK this is governed by BS 9999). These are provided as a backup to traditiona fireman s radio systems, which can fai to operate in many high rise environments due to the arge amount of stee in the buiding, and the corona effect of fire on radio broadcasts. Fire teephones are aso required in fire fighting ift obbies when these ifts are provided within a buiding. Fire teephones can aso be used for fire wardens to ca the contro point during fire dris and primary evacuation phases before the fire services arrive and assume contro. Disabed Refuge Systems FiDisabed Refuge Systems are required in the UK in a non domestic premises over 1 story or where an emergency exit is by stairs (for a fu description see buiding reguations approved document B). A Disabed Refuge is a reativey safe area within a buiding or exit staircase where mobiity impaired occupants can be paced (not just wheechair users) whie the main buiding occupancy is evacuated, aowing buiding management and emergency services to safey assist these peope from the buiding when stairwe crowding has eased. EVCS in Disabed Refuge areas aows emergency services to communicate with peope requiring assistance.
EMERGENCY VOICE COMMUNICATION SYSTEMS (EVCS) Emergency Assist Aarm An Emergency Assist Aarm is defined in Buiding Reguations Approved Document M, and must be provided at a disabed toiets within non domestic premises, if the toiet is in a non permanenty occupied space, remote indication must be provided at a centra contro or monitoring point. An Emergency Assist Aarm can ony be reset by attending the ocation of the ca, so the reset point is within the cubica, aso aowing accidenta cas to be canceed by the toiet occupier. The Emergency Assist Aarm System is powered from the oca exchange or compact unit, and is fuy monitored over and above the specification described in BS 8300.
