Introduction / Background In addition to research and knowledge generation activities, the Complex of the Chief Economist of the African Development Bank performs independent assessments of the additionality and expected development outcomes associated with all private sector operations of the Bank. The same instrument is used on public sector regional operations, particularly those involving regional infrastructure. The additionality and development outcomes assessments (ADOA) aim to highlight the benefits of private sector operations for all stakeholders such as households, governments and the private sector, as well as the value added of DFIs presence. Since 2008, the ADOA team assesses each of the Bank's private sector operations (PSOs) for its additionality and expected development outcomes, and its assessment and ratings serve as a decision making tool for the Bank's Senior Management and its Board of Executive Directors. As such, ADOA assesses the merits of PSOs while bringing their strengths and weaknesses to the attention of the project appraisal team, as well as senior management and Board members. ADOA is conducted ex-ante and provides an independent evaluation of PSOs along two key dimensions - additionality and expected development outcomes. These dimensions address whether DFI s intervention will bring additional value to the transaction that the market alone cannot provide, and also gauge whether the project will provide adequate development outcomes. ADOA s location in the Complex of the Chief Economist (ECON) reflects the instruction of the Board of Directors to ensure analytical rigor and independence from the originating operations department. ADOA identifies ex-ante a relevant set of expected development outcomes indicators and documents 1

their initial estimates. These are formatted in a reporting template and passed onto the project supervision teams for ex-post monitoring and tracking. ADOA thus feeds with information for reporting the other Bank units in charge of undertaking ex-post supervision, monitoring and evaluation. The ADOA methodology is as laid out in the ADOA Framework. A revised version of this framework (hereafter ADOA Framework 2.0 ) has recently been approved by the Board of Executive Directors and is being rolled out. The ADOA Framework 2.0 reflect changes in the Bank s operating environment, strategic focus, and lending instruments, as well as refinement of the ADOA methodologies and indicators reflecting lessons learned since ADOA s inception, and recommendations of DFIs Indicators Harmonization Group. To support its operations, ADOA relies on a number of tools including the ADOA Management Platform (AMP) (also called e-space), which is the main repository of ADOA information regarding each project that goes through its assessment process. The AMP is web-based reporting platform that stores, and allows update in real time, all project information including basic information on the projects, core indicators for development outcomes, dates of upcoming processing events, key project documents and ADOA transmission records. The platform also records any issues that arise during the project cycle. ADOA officers are required to ensure that this set of information is kept up to date at all times. The revision of the ADOA framework has brought some changes in the assessment methodology which need to be reflected in the AMP. These include, among others, the introduction of the weighting methodology for aggregation of individual category ratings for development outcomes, a new clustering of operations type, revised labels for development outcomes sub-categories, and revised list of core indicators which is project type-specific. Moreover, the team has been experiencing some technical issues with the current AMP which may be related to the move to HQ as well as the fact that AMP is sitting outside of the Bank system. Against this backdrop, the Development Research Division (EDRE.1) is looking to recruit one (1) junior consultant with experience in the field of web portal design and development. 2. Objective and Activities Under the overall guidance of the manager, the junior consultant will be required to complete the following main tasks, among others, as may be requested by management: Upgrade of the user interface Update the user interface in line with the ADOA team s recommendations Update the category labels to reflect changes in the ADOA framework 2.0 Update project types to reflect changes in the ADOA framework 2.0. Update the core indicators (to be specific to each project type) to reflect changes in the ADOA framework 2.0 Update AMP as appropriate to reflect all other changes that will be induced by ADOA 2.0 Upgrade of the analytics tool: 2

Add an automated online weighting system tool (to be specific to each project type) to the platform. Enabling users to derive overall ratings for development outcomes based on individual category weights Add a search function to the platform with tags and keywords specific to each project Add a calendar tool allowing staff to indicate projects processing dates (including appraisal mission dates) and leave dates. The platform should also be able to capture processing timeline including project processing schedule and ADOA transmission dates Fix bugs and improve fluidity of the platform Ensure we can upload project documents and related materials Ensure interface is interactive and colleagues can discuss and exchange views on real time on projects The system should set up in a such a way that we can grant access to colleagues for a certain set of information The junior consultant will also be required to perform tests on the website, and identify and correct any technical problems. In addition, he/she will be expected to fine-tune the updated platform to improve user friendliness, taking on board comments from the ADOA team. 3. Management / Supervision of the Consultancy The junior consultant will work under the overall guidance of the Manager of EDRE.1 and the immediate supervision of the task manager for this undertaking. 4. Duration of the Assignment The junior consultant will work on a fulltime basis for a period of three (3) months, from March 15, 2016 to June 15, 2016. The present contract will be renewable upon satisfaction and depending on the needs of the division. 5. Required Qualifications and Experience At least a Master s degree in relevant disciplines such as software engineering, computer science, business intelligence, web design, graphic design. A minimum of 2 years of relevant professional experience. Practical knowledge of computer programming, web design and database management is essential for this job. understanding of web design languages such as: HTML, Javascript, jquery, CSS, XML/XSLT, PHP, and SQL. Ability to multi-task with good time management skills to meet tight deadlines. interpersonal and communication skills including the ability to translate in simple words technical matters for people who may not have a deep knowledge of IT. Working experience with international/development organizations is an asset. 3

Remuneration for the Assignment The consultant will be hired for a period of three (3) months, and paid a lump sum per month following the schedule and conditions to be negotiated with the recruiting unit.
